Le monde belge de l’architecture du paysage et de l’horticulture de la première moitié du XXe siècle a jusqu’à présent fait l’objet de peu d’investigations. Une série de lettres inédites (Archives de la construction moderne-EPFL Lausanne) de l’une de ses figures les plus emblématiques, Jules Buyssens, ouvre une porte sur ce secteur important de l’activité économique et artistique.

Publishing house Larcier uses an emblematic figure as a company brand. Since the end of the 19th century, a goddess with helmet and sword adorns its legal publications. Often, the logo is seen as the virtue Justitia, although it also refers to the antique goddess Athena or Minerva. This article argues that this mix-up is neither coincidental nor recent, though must be seen as a numen mixtum, a deliberate iconographic synthesis of two divinities. Combining legal periodicals and legal iconography, the authors show how Brussels’ fin-de-siècle legal professionals, led by Edmond Picard, were convinced that both art and law contributed to the Belgian nation and that the boundaries between artists and jurists were rather thin. Within this legal-artistic climate, art and law, two of Minerva’s key domains, both had to be vulgarized in one and the same effort.
This version, put online two years after publication of the original essay, includes an addendum with three supplementary visual sources that demonstrate the specific authorship of Charles Van der Stappen of the 1891 Larcier logo, as well as the fact that the sculptor reused his existing 1886 Minerva figure and transformed her into Themis in 1894.

Apres un rappel concernant l'histoire des editions Marabout depuis l'immediat apres-guerre, l'article s'interesse aux deux collections destinees a la jeunesse : 'Marabout Junior' avec comme heros recurrent Bob Morane, et 'Marabout Mademoiselle', avec comme personnage principal Sylvie, hotesse de l'air. C'est ce personnage, cree en 1954 par l'ecrivain Rene Philippe, qui retient ensuite toute l'attention, en particulier parce que l'etude s'attache a la maniere dont cette serie destinee aux jeunes filles se fait l'echo du monde colonial (le Congo belge), puis de la decolonisation et enfin du tiers-mondisme.

Being one of the historically most densely populated and most urbanised regions of Europe, nineteenth century Belgium was imagined as a markedly urban landscape. Politically this was translated in the notion of municipal autonomy, a key principle of Belgian political life which counterbalanced the centralising tendencies of the newly founded state.
The central argument of this chapter is that municipal autonomy at once strengthened and weakened national unity. On the one hand, it functioned as a safety valve to relieve the pressure from ideological, socio-economic and ethnic quarrels that might threaten the unity of the nation. Liberal town authorities, for instance, could follow their own agenda under a hostile Catholic government and vice versa. The municipal level also played a crucial role in alleviating the tensions of democratization as a laboratory for electoral reform. On the other hand, in the long run municipal autonomy may have undermined the state's capacity to harness differences within the nation, by providing local interests an eminently patriotic excuse to escape the state's nationalising reach.

Deze paper werd geschreven voor het opleidingsonderdeel 'oefeningen II' tijdens het tweede bachelorjaar van de geschiedenisopleiding aan Universiteit Antwerpen. In deze verwerkingen wordt er vergeleken hoe Belgische katholieke en liberale kranten de gebeurtenissen tijdens de Russisch-Japanse oorlog (1904-1905) aan de man brachten. De focus ligt voornamelijk op de evolutie van het culturele en militaire beeld van de Japanners dat werd opgesteld door Belgische Vlaamse pers voor, tijdens en na de Russisch-Japanse oorlog.

En 1846, l’un des plus anciens partis en Europe voyait le jour : le parti libéral belge. Le mr et l’Open vld ont donc commémoré, en 2016, le cent soixante-dixième anniversaire de sa naissance.

Paradoxalement pourtant, la trajectoire et les mutations du libéralisme politique belge n’ont pas bénéficié à ce jour de toute l’attention voulue.

L’ambition de cet ouvrage est de répondre à cette carence en privilégiant cinq thématiques : l’histoire du parti, l’évolution de son modèle organisationnel, les transformations idéologiques et programmatiques, sa géographie et sa sociologie électorales, ses perspectives d’avenir.

L’intérêt du sujet est d’autant plus évident que l’Open vld et, plus encore, le mr sont engagés depuis octobre 2014 dans une expérience gouvernementale inédite et qui pose nombre de questions : le Mouvement réformateur est en effet le seul parti francophone de la majorité fédérale. Qui plus est, être l’un des plus anciens partis européens mérite à l’évidence le respect et une analyse approfondie.

Après avoir donné quelques clés méthodologiques relative à l'étude de l'ésotérisme chrétien, l'article rappelle les circonstances de l'apparition du martinisme, et en particulier de l'Ordre Martiniste de Papus, puis de l'Eglise gnostique universelle de Jules Doisnel, et montre les proximités de ces milieux entre eux, avec la Franc-maçonnerie occultiste et avec certains milieux spirites.

L'étude se concentre ensuite sur la situation du martinisme dans les années 1960, dans le contexte de la réunion des martinistes dans l'Ordre Martiniste dit de Paris sous la direction de Philippe Encausse (1962). La signature en 1968 du traité d'alliance entre cet Ordre martiniste, auquel s'étaient ralliés les martinistes belges, et l'Eglise gnostique apostolique de Robert Ambelain (partiellement héritée de Doisnel) causa le trouble en Belgique entre martinistes de l'Eglise gnostique et martinistes de l'Eglise Catholique Libérale. Ces derniers, par la création de l'Ordre martiniste de Belgique (Brahy, Warnon, etc) puis de l'OM des Pays Bas, signèrent la rupture avec les fidèles de l'Eglise gnostique. Cette rupture a donné lieu à de nouvelles structures, notamment l'Ordre Martiniste des Chevaliers du Christ (Armand Toussaint) en lien avec l'Eglise rosicrucienne apostolique. L'article tente de présenter de cette histoire complexe un tableau cohérent.

L'article termine par quelques réflexions sur l'importance des filiations dans ces milieux maçonnico-martinistes et gnostiques en tentant d'en montrer les mécanismes et les raisons.

Interroger la pertinence de la notion de « littérature panoramique », appliquée par Walter Benjamin à un ensemble composite d’études de moeurs du XIXe siècle, à partir de corpus français, belge, anglais, belge, allemand, espagnol, autrichien : tel est l’enjeu de ce numéro. Si ce modèle heuristique, emprunté au spectacle du panorama, semble bien rendre compte de la « pulsion scopique », liée à l’avènement de l’état social démocratique, qui sous-tend ces textes et se manifeste par des effets de spécularité et de réflexivité ; si, par sa vocation unifiante, elle met en lumière la dialectique du même et de l’autre, de l’universel et de l’individuel héritée des Lumières, qui les caractérise, elle peut aussi relever de l’illusion d’optique. On se livre donc ici à une critique de la raison panoramique, à une critique aussi de la raison critique en scrutant le moment où, dans chaque pays concerné, la « littérature panoramique » se constitue en objet d’étude et en question. Ce numéro se veut tout à la fois l’antichambre et le tremplin d’un site d’étude interdisciplinaire en préparation, « Sociorama », consacré à la littérature panoramique internationale.

World history of the Netherlands and Flanders: about the (im)possibility of an open, global, and non-nationalist history for a wider audience
Following the success of the Histoire mondiale de la France, 2018 saw the publication of the World history of the Netherlands and World history of Flanders. After the French example both volumes have three goals: to bring history to a wider audience; to give a global reading to the national past; and to offer a non-nationalist and non-teleological perspective. Eminently readable, both books succeed in their first goal. The second ambition is fulfilled by the World history of the Netherlands, but in the World history of Flanders the global dimension is underdeveloped. The verdict on their third aim is double-edged. Both volumes explicitly claim to be open-ended and reject traditional nationalist tropes, but several Dutch and-to a lesser extent-Flemish chapters have a subtext of banal nationalism. The genre of public history seems to be particularly susceptible to this type of teleology.

De houding van Leopold III naar aanloop van en tijdens de Tweede Wereldoorlog, beheerst de Belgische politiek tot jaren nadien. Het naoorlogse België is onderhevig aan een periode van politieke instabiliteit. De politieke elite raakt verscheurd op zowel levensbeschouwelijk als communautair vlak, iets waar de Koningskwestie zeker een rol in speelt. Toch vervult de kwestie niet alleen de functie van katalysator: ze wordt ook regelmatig voor de kar van de politieke partijen gespannen in hun streven naar een electorale meerderheid. De tegenstellingen binnen de Belgische politiek polariseren. De CVP-PSC werpt zich op als verdediger van Leopold III, terwijl de socialisten zich publiekelijk tegen zijn terugkeer kanten. Intern zijn de meningen echter sterk verdeeld en dit blijft zo tot de troonsafstand van koning Leopold III in 1950.
In november 1948 ontvouwt de rooms-rode regering Spaak IV haar plannen om een commissie te belasten met het onderzoek naar de uitoefening van de grondwettelijke bevoegdheden van de Koning en de verhoudingen tussen de grote grondwettelijke machten. Minister van Justitie, Henri Moreau de Melen, moet dit voornemen ten uitvoering brengen. De PSC’er voltooid zijn voorbereidende werken begin maart 1949 en de werkzaamheden van de Commissie Soenens kunnen van start gaan. Drie vierde van haar leden zijn afgevaardigden van de drie klassieke politieke partijen die allemaal een juridische opleiding hebben genoten. Het overige deel bestaat uit vier hoogleraren in de Rechten en twee hooggeplaatste magistraten. De commissieleden besluiten al tijdens de eerste vergadering van de Commissie Soenens de onderzoeksvragen, voorgelegd door Moreau de Melen, zonder toevoegingen aan te nemen. Dit zorgt echter voor een tweestrijd binnen de commissie, die zijn weerklank vindt in het uiteindelijke rapport.
Welke draagwijdte kan er aan het rapport van de commissie gegeven worden? Kort door de bocht: het geeft een antwoord op de vier onderzoeksvragen waaraan de commissie zichzelf onderwierp in het begin van haar werkzaamheden. Deze antwoorden bepalen de manier waarop men naar het statuut van de Koning kijkt de jaren nadien. Is het resultaat van de Commissie  Soenens onderhevig aan de politieke invloeden van haar commissieleden? Hier kan een opmerkelijke conclusie getrokken worden: alle leden (en onrechtstreeks dus ook de politieke partijen) erkennen au fond de waarde van het koningschap en wensen dit te behouden. Ondanks het feit dat de socialistische commissieleden uiteindelijk onthouding stemmen, benadrukken ze met klem hun steun aan de monarchie als instelling. De onenigheid tussen de partijen, betreffende de onderzoeksvraag van de commissie, kan dus gereduceerd worden tot een kwestie van details. Haar rapport zal nog jaren nadien het statuut van de Koning bepalen.

Le vote, sous le règne du suffrage universel, est le principal mode de légitimation des régimes de démocratie représentative. Cette pratique générale – s’exprimer à échéance régulière pourl ’élection de ses représentants – recouvre un grand nombre de diversités. Diversité dans la nature des régimes : régimes parlementaire, semi-présidentiel ou présidentiel. Diversité dans les espaces-temps qui séparent les scrutins. Diversité surtout dans les modalités de l’élection.Le mode de scrutin est une des contraintes juridico-politiques qui entourent l’expression du suffrage. Depuis plusieurs années, la nature et les modalités des systèmes électoraux sont au centre de débats politiques et scientifiques. Certains Etats ont changé leur législation électorale récemment (Italie, Japon, Nouvelle-Zélande). En Belgique, la problématique d’un éventuel passage au scrutin majoritaire a été évoquée à plusieurs reprises. L’ouvrage fait le point sur l’état des principaux modes de scrutin à l’ceuvre en Europe. Une question centrale traverse le livre: dans quelle mesure le mode de scrutin « fait-il » l’élection ? Cette problématique est au cceur des différentes contributions à travers l’évocation de situations en Europe occidentale et centrale ou dans une dimension internationale – les élections pour le Parlement européen.Dans la deuxième partie du livre, la controverse est centrée sur la Belgique, à travers des interrogations clés : quelles raisons ont justifié le passage d’un mode de scrutin majoritaire au scrutin proportionnel en 1899 ? Quelles sont les modalités juridiques d’un éventuel changement de mode de scrutin ? Quels pourraient, enfin, être les effets d’un passage du mode de scrutin proportionnel à un scrutin majoritaire ?
