The evolution of Caspian Sea basin energy transmission networks is entering a crucial phase. Azerbaijan is the crucible where questions concerning the future structure of geo-economic relations in Eurasia (and also therefore crucial aspects of the general geopolitical structure of world politics) are today being resolved. Azerbaijan’s significance arises both from the volume of its natural energy resources and from its irreplaceable role as a bridge from Central Asia and the Caspian Sea basin to the Black Sea basin and Europe. Most recently, this significance has only been underlined by the implementation of a multi-vectored energy export strategy. Long-term and short-term historical perspectives put into relief the significance of the expanding geo-economic energy relations between Greater Central Asia and Greater Southwest Asia.

The Azerbaijani military portal Azerideffence.com recently published information about Baku acquiring French ASTER 30-SAMP/T and VL MICA air-defense missile systems. A representative of the company producing these missile systems—MBDA—confirmed the information. Several days later, the Russian newspaper Kommersant informed that Moscow had refused to sell Baku the Bal-E coastal missile system despite Azerbaijan’s huge interest in purchasing it.

At In this paper, it was attempted to examine the oil, natural gas, environment and resource management with a focus on Azerbaijan with details on history, geography, political, social, and economic developments of Caspian zone. The developments realized by countries over time are important with regard to what course they will follow in the future. The study also attracts attention to the environmental and economic importance of Lake Hazar, which is important for the country. Like other Turkic Republics that have gained their independence, the main economic goal of Azerbaijan is to realize a strong economic structure that can stand on its own in order to achieve economic independence as well as political independence in order to coordinate natural and environmental advantages.

This article shall focus on the political aspects of the resource curse theory, in particular the rentier state theory as a sub-theory of the resource curse. The rentier state is a political economy theory that seeks to account for state society relations in states that get most of their revenues, in the form of rents, from resource sector. Besides, the theory asserts that these rents have an effect on democracy, economic growth and security matters of the resource rich countries. Applying this theory to Azerbaijan shall contribute to Azerbaijan's political economy literature. In this paper, I argue that revenues generated from energy exports hinder democracy in Azerbaijan since they are used for fulfilling pockets of political elites and hampering emergence of any opposition to the dominant groups. In the very first part of the paper, the rentier state theory will be elaborated. More specifically, the concept of rentier state and how a rentier state behaves will be explained in detail so as to provide a framework for the case study of this paper. In the second part after giving a short brief about Azerbaijan's energy reserves and societal problems the rentier state theory will be applied to Azerbaijan in order to find out whether it suffers from the rentier state deficiencies. Indeed, the rentier effect and the repression effect of the theory will be analysed. In the final part, concluding remarks will be delivered with a laconic summary of the paper.

"Если какой-либо компании удастся занять доминирующее положение в нефтяном бизнесе Курдского района Ирака (КРИ), то в долгосрочной перспективе она сможет получить доступ и к нефти, как случилось в Каспийском регионе в 1990-х годах, когда нефтепровод Баку – Тбилиси – Джейхан подготовил почву для Южно-Каспийского и Транс-Анатолийского газопроводов (TANAP). Подобные перспективы представляются реальными для КРИ и работающих в этом регионе компаний. Доказанные запасы газа КРИ оцениваются в 2,8-5,7 трлн м3, почти вчетверо превышая запасы Азербайджана. В ближайшем будущем для проектов Южного энергетического коридора резервы природного газа Курдского района Ирака могут стать фактором, который, в долгосрочной перспективе, изменит правила игры.
В настоящее время шельфовые газовые месторождения Азербайджана все еще остаются единственным источником ресурса для Южного энергетического коридора. Газопровод, проложенный из КРИ в Турцию, мог бы создать конкуренцию между газом из Курдистана и Азербайджана на европейском и турецком рынках. Поскольку компания ВР Azerbaijan руководит консорциумом («Азербайджанская международная операционная компания», АМОК), разрабатывающим блок нефтяных месторождений Азери – Чираг – Гюнешли, то компания, которая будет осуществлять транспортировку газа из КРИ в Турцию, в конечном счете, окажется конкурентом ВР на мировом рынке.

If constructed, the Nabucco Gas Pipeline would provide Europe with up to 31 billion cubic meters of gas a year from non-Russian sources. While a variety of problems hinder construction of the pipeline, Russia’s evolving relationship with Ukraine may promote change in the current stagnant situation. However, a growing role for the European Union in the South Caucasus may provoke new tensions in its relations with Russia.

This thesis aims to determine the impact of the trilateral cooperation between Turkey, Georgia, and Azerbaijan in the regional security of the Wider Black Sea region, an area comprising the countries across the Black and the Caspian Seas. The research will also explain through a theoretical lens how the transport, energy, and military cooperation in the framework of this trilateral platform started the development of an independent regional security complex from major powers interested to assert their influence in the area. The analysis will provide statistical data to demonstrate the degree of intraregional interaction, which is not only limited to the three examined countries. There will be taken into consideration the outcomes for internal and external partners involved and its future development. Afterward, the analysis will be devoted to defining the role of the AGT trilateral cooperation in the broader dimension of global governance and interactions with the regional institutions, in particular, the EU, the Black Sea Economic Cooperation, and NATO.

Caspian Energy Politics analyses the role of oil and gas in the development of the three main petroleum exporters in the Caspian region – Azerbaijan, Kazakhstan and Turkmenistan – and how energy resources influence interactions with Russia and China. Due to volatile commodity prices and competition for the resources in and around the Caspian Sea, the governments of these petroleum-exporters face a series of difficult decisions. These governments have sought to balance short-term incentives to spend oil revenues as a means to maintain power against the need for a long-term strategy for managing these assets, choices which have further implications for how these countries align themselves internationally. In reaction to Russia’s involvement in the conflict in Ukraine, the EU and the USA launched two-pronged sanctions against Russia. The equipment export ban will have limited effect in a 10-year perspective because it targets shale, deep water, and the Arctic, and few such projects are planned to come on stream before 2025. But the effect of financial sanctions is immediate and significant. The expected fall in Russian oil output is linked to the decline in production from existing fields, the substantial investment needed to counter this decline, and the dominant role in the industry of state-controlled Rosneft. This conclusion stems from modelling Russia’s oil production outlook in three scenarios. These encompass a range of possibilities from a 2.5 % fall in Russian oil production by 2018 followed by a recovery at one end, to a more long-term decline leading to 7% lower production by 2025 at the other end. These estimates are conservative and do not fully account for the impact of sanctions on companies like Gazprom Neft and Lukoil.

Abstract: This essay provides a selected bibliography on the history and cultures of the Caucasus region. A great part of this study consists of books, articles, symposiums papers, undergraduate and postgraduate thesis and Ph.D dissertations written in Turkey. This study reveals that, although there are numerous studies on the region, the Caucasian history and cultures still calls for scholarly attention due to its geo-strategic importance.

Öz: Bu makale çalışması dünyanın en önemli coğrafyalarından biri olan Kafkasya’nın tarihi ve kültürü üzerine hazırlanmış bir bibliyografya denemesidir. Bibliyografya denemesinin büyük bir bölümünü Türkiye’de, Kafkasya tarihi üzerine hazırlanmış kitap, makale, sempozyum, bildiri, lisans, yüksek lisans ve doktora tezleri
oluşturmaktadır. Tarihin ilk dönemlerinden günümüze çok önemli olaylara sahne olan bu zorlu topraklar günümüzde de tarihçilerin ve sosyal bilimcilerin ilgisini çeken bir alandır.

Officials in Ankara are pressing for Turkey to become a key energy hub for the transportation of hydrocarbons from the Caspian region and the Middle East to Europe. It appears that they are seeking to secure certain strategic and economic advantages. Turkey's increasing energy needs could be satisfied, re-export rights obtained, and ambitions to become a significant regional state fulfilled which could facilitate accession to the EU. It seems more likely, though, that Turkey will become an important energy transit state, especially for the Southern Gas Corridor. Here, Turkey could still diversify its gas imports and reduce dependence on Russia.

"Önemli hidrokarbon enerji kaynaklarına yakınlığı ve Sovyet sonrası dönemde içine düştüğü çevresel, ekonomik, siyasal ve askeri istikrarsızlık unsurlarıyla gündeme gelen Kafkasya, uluslararası aktörlerin ilgisini çekmeye devam ediyor. This book presents three foresight scenarios for the development of the Caspian Sea region until 2025. The scenarios are titled "Caspia Inc.", "National Giants" and "Trade and Transit". The focus is on Central Asia as an energy-producing and -exporting region, Chinese Silk Road initiatives, the impact of climate change, the future of mining and resource extraction and the differences between the countries in the region.

This paper seeks to compare the energy policies of the three Southern Caucasian states and examine the interdependence of their energy and security policies. The particular focus is the impact of energy-related issues on their Euro-Atlantic integration tendencies.

While examining how the states in the region ensure their energy
security, three aspects form the focus of this research - operational and planned oil and gas pipelines in the region, energy disputes of the three states with Russia, and the current and intended use of nuclear energy.

Two groups of oil and gas pipelines in the region have either been built since the collapse of the Soviet Union or are being planned. The first includes U.S.-backed multiple pipelines. The benefits of the Baku-Tbilisi-Ceyhan (BTC) and Baku-Tbilisi-Erzurum (BTE) pipelines for Azerbaijan and Georgia, as well as Europe, have been examined by many analysts. This paper also analyses the implications of Armenian exclusion from those pipelines, and argues that non-inclusiveness of the multiple pipelines results in the formation of dividing lines along energy alliances, which affects the tendencies of Euro-Atlantic integration of the region.
The second group of pipelines in the region are the new Russian and Iranian pipelines. Within this group, the focus of research is the extent to which the Iran-Armenia gas pipeline – and its potential transit role – contributes to energy security of Armenia.

Many experts point out that symptoms similar to those of “Dutch disease” are already evident in Azerbaijan. Recently the increase of military expenditures based on oil and gas revenues, along with bellicose rhetoric from Baku, as well as Armenia’s response to it, have been sufficiently explored. This article touches upon the implications of “Dutch disease” for the internal security of Azerbaijan and also for Georgia, which, as an oil and gas transit state, also seems to be affected by Dutch disease.

All South Caucasian states had energy disputes with Russia in 2005-2007. Gazprom announced gas price hikes not only to Georgia at the time of growing tensions between Russia and Georgia but also to Azerbaijan, with which Russia has had quite balanced relations, and Armenia, with which Russia has a strategic partnership. The paper examines the ways in which each of the three countries reacted to price hike announcements and handled the disputes, whether by political statements, negotiations and energy deals with Russia or alternative gas supplier states.

Another way of ensuring energy security in the Southern Caucasus is the use of nuclear energy. Currently Armenia is the only country in the region that has a nuclear power plant (NPP). Armenia has committed to shutting down the plant in its Action Plan within the EU’s Neighborhood Policy. Simultaneously, Armenian authorities have announced the decision to construct a new NPP as the only alternative to the old one. Georgia has also announced its intention of constructing an NPP, and Azerbaijan intends to develop a nuclear research reactor. Additionally, Turkey plans to develop nuclear energy, constructing more than one NPP.

After two decades of negative approaches by the international community, especially Western Europe, towards nuclear energy, mostly as a result of the Chernobyl accident in 1986, the opposite trend has started all over the world, including the Euro-Atlantic space. The main triggers are climate change debate, power cuts in Western Europe and growing oil and gas prices. It is increasingly recognised that in addition to other advantages, nuclear energy reduces dependence on energy imports, particularly hydrocarbon fuels.

How do energy policy trends in the region affect Euro-Atlantic
tendencies? The Southern Caucasian states were the pioneers of IPAP, launching political dialogue with Allies, and advancing defence reform aimed at interoperability with NATO forces, already being pursued within the Planning and Review Process (PARP). They intend to be not only security consumers but also providers via their contribution to NATO-led peace-support operations. However, the purposes and the style of cooperation of the three states with NATO fluctuate. Georgia seeks a more advanced relationship with the Alliance. NATO membership is not on the agenda of Azerbaijan and Armenia. Both countries are trying to keep the balance between the U.S. and NATO, on
one side, and Russia and Iran on the other. A main underlying difference between their foreign policies is their relationship with Turkey.

If the relationship between Azerbaijan and Turkey is based on the “one nation, two states” notion, Armenia and Turkey do not have diplomatic relations. This reality informs Armenian threat perceptions and maintains the need for Armenia’s strategic partnership with Russia. Blockade of land routes for Armenia by Turkey and Azerbaijan as well as exclusion of Armenia from the regional energy projects keeps Armenia dependent on Russia and Iran for its energy supply, which places limitations on Armenia's efforts to advance its Euro-Atlantic integration.

This research examines the possible ways to diminish the effects of the division of the region along energy alliances. It also examines how NATO can contribute to the energy security of its Partners in order to advance their Euro-Atlantic integration.

Avec l'effondrement de l'Union soviétique et l'accession à l'indépendance des cinq républiques situées dans la région, l'Asie centrale a réintégré la scène internationale en tant que catégorie spatiale autonome. Le retour de ce que Mackinder avait naguère baptisé « le pivot géographique de l'histoire » constitue sans doute un des événements majeurs de la vie internationale de la dernière décennie du vingtième siècle.
Ce fait a entraîné une transformation géopolitique dont l'importance dépasse largement les limites territoriales des ex-républiques soviétiques. Que ce soit par rapport au Moyen-Orient, au continent asiatique, à l'Eurasie et bien entendu à la Russie elle-même, de nouvelles dynamiques sont apparues dont les conséquences deviendront de plus en plus perceptibles à mesure qu'on avancera dans le nouveau siècle. La première édition de Géopolitique de la nouvelle Asie centrale est parue en mars 2001. Quelques mois plus tard, alors qu'une deuxième édition était sous presse, les attentats du 11 septembre ont eu lieu à New York et Washington.
L'intervention américaine en Afghanistan et la chute du régime des talibans ont profondément modifié la donne géopolitique en Asie centrale. En quelques semaines, cette région, qui jusqu'alors suscitait surtout la convoitise pour ses ressources en hydrocarbures, est devenue le premier front de la lutte antiterroriste lancée par les États-Unis. Les auteurs de cet ouvrage ne pouvaient évidemment faire l'impasse sur ces bouleversements.

O presente trabalho tem como objeto de estudo as políticas e mecanismos adotados no mandato do presidente russo Vladimir Putin (2000 – 2008), e sua “diarquia” com Dmitry Medvedev (2008 – 2012) com a finalidade de realocação das receitas obtidas pela indústria extrativa – sobretudo a exploração de petróleo e gás natural – para impulsionar a modernização e diversificação econômica, sobretudo no seu complexo industrial-militar e aeroespacial. Por consequência, essas medidas contribuíram para a retomada do protagonismo geopolítico experimentado pela Federação Russa nessa primeira década do século XXI. O objetivo é verificar o impacto dessas políticas públicas como catalisadores para impulsionar o desenvolvimento estratégico, tecnológico e militar russo; E como essas medidas contribuíram para a reinserção geopolítica e estratégica no sistema internacional.

The present work has as object of study the policies and mechanisms adopted in the mandate of Russian President Vladimir Putin (1999-2008), and his "diarchy" with Dmitry Medvedev (2008-2012) for the purpose of reallocating the revenue obtained by extractive industry – especially oil and natural gas exploration – to boost modernization and economic diversification, especially in its aerospace and military-industrial complex. Consequently, these measures contributed to the resumption of the geopolitical role experienced by the Russian Federation in this first decade of the 21st century. The goal is to verify the impact of these public policies as catalysts to boost the strategic, technological and military development of Russian Federation; And as these measures have contributed to their geopolitical and strategic reinsertion in the international system.

No alvorecer do século XXI, com o surgimento de novos pólos de desenvolvimento e a emergência de novas potências regentes do poder mundial, cresce progressivamente a demanda e a competição internacional por fontes seguras e rentáveis de matéria-prima e energia. Esses parâmetros somam-se a temática ambiental que ultimamente vem ganhando força nos meios acadêmico, social e político, aumentando a preocupação com o uso e gestão dos recursos naturais. Este cenário possibilita a ascensão de um número seleto de países e regiões estratégicas detentores de grandes reservas, diversidade e tecnologia energética capazes de satisfazer suas necessidades internas e suprir a demanda mundial. Muitos autores denominam esses territórios como “Potências Energéticas”
A pesquisa abordará o contexto onde ocorrem e em que se caracterizam estes fenômenos analisando comparativamente os países na sua estrutura e políticas no setor, pautadas no cenário pós-Guerra Fria. Após apresentar este cenário, debruçaremos sobre os fatores determinantes nesse contexto existentes no Brasil e na Rússia, bem como as ações e políticas responsáveis por suas criações. Então poderemos discutir como esses fenômenos geográficos poderão se enquadrar em um projeto geopolítico mais amplo, apontando possíveis tendências ou conflitos entre as correntes analisadas.

Il volume Azerbaigian, una lunga storia rappresenta il risultato dell’interesse specifico di un gruppo di giovani studiosi impegnati negli ultimi anni ad approfondire la storia e le dinamiche politiche contemporanee dei Paesi caucasici, già al centro di numerosi incontri organizzati presso “Sapienza” Università di Roma. L’obiettivo dei due curatori, coadiuvati da altri ricercatori formati scientificamente dal Dottorato di ricerca in “Storia dell'Europa” dell’Ateneo romano e coinvolti nel Progetto di ricerca di rilevante interesse nazionale “Imperi e nazioni in Europa dal XVIII al XX secolo”, è stato quello di realizzare il primo lavoro di sintesi, in italiano, sulle evoluzioni politiche, economiche e sociali dei territori attualmente ricompresi nella Repubblica dell’Azerbaigian. Dall’antica Albània caucasica alle invasioni delle popolazioni turche, passando per il dominio zarista, l’esaltante periodo della prima indipendenza dopo il 1918 e il settantennio sovietico, fino a giungere alla seconda indipendenza del 1991 e alla guerra del Nagorno Karabakh: la storia dell’Azerbaigian è un appassionante e, talvolta, drammatico racconto dell’incontro tra popoli e culture differenti. Nel ventennale della ritrovata indipendenza l’Azerbaigian, grazie anche al possesso di importanti risorse naturali e alla sua collocazione spaziale strategica, ha visto incrementare il proprio peso specifico nella regione del Grande Medio Oriente tanto da ritagliarsi un ruolo politico di primo piano nei rapporti con l’Occidente e, in particolare, con l’Italia. Per tali ragioni conoscere la storia di una nazione tanto differente dalla nostra ma, allo stesso tempo, sempre più cruciale per gli equilibri internazionali, diventa fondamentale nella comprensione del tempo presente.

Os arredores do Cáspio ganharam atenção especial com o colapso da URSS em 1991. A região – que esteve sob jugo russo por séculos – foi basicamente esquecida e/ou pouco conhecida, durante todo período da Guerra Fria. Entretanto, com a derrocada soviética, rapidamente múltiplos Estados e empresas petrolíferas tomaram consciência do grande potencial energético do Cáspio – com diversos campos inexplorados – e passaram a investir em projetos na região. Assim, a região passou da obscuridade para o primeiro plano dos – revisados – cálculos geopolíticos. Consequentemente, o maior engajamento internacional somado às inúmeras fontes de instabilidade – que emergiram no espaço pós-soviético – transformaram a região em um palco de tensões geopolíticas entre potências. Deste modo, o objetivo central deste trabalho é demonstrar como configuraram-se – entre 2001 e 2016 – as disputas interestatais pelo destino das rotas dutoviárias da Região do Cáspio, comumente conhecida como “Guerra dos Dutos” ou “Novo Grande Jogo”. Para este fim, inicialmente, foram debatidos o papel central do Estado nas relações internacionais e do ofício fundamental que o petróleo e gás ainda desempenham na geopolítica global – através da perspectiva teórica Realista Neoclássica e da Geopolítica da Energia. Conseguinte à abordagem teórica, se propôs evidenciar os constrangimentos subsistêmicos presentes na Região do Cáspio, demonstrando a importância geoestratégica da região e as dinâmicas geopolíticas do Novo Grande Jogo. Em sequência, o trabalho iniciou as discussões individualizadas dos atores envolvidos na trama geopolítica. Assim, o terceiro capítulo, procurou expor um panorama energético de Azerbaijão, Cazaquistão e Turcomenistão e, também, averiguar se os Estados da Bacia do Cáspio tiveram, de fato, uma política externa independente para com seus recursos energéticos. Por fim, os últimos três capítulos procuraram compreender as estratégias, motivações e desfechos de Rússia, China e Estados Unidos no Cáspio no conflito pelas rotas dos dutos energéticos. A partir desta análise, se pôde concluir que a disputa geopolítica pelo petróleo e gás da Região do Cáspio – controle das reservas e os destinos dos dutos –, não foi apenas um espólio a ser disputado pelas grandes potências, mas é moldada por múltiplos níveis de competição.

Xəzər hövzəsi enerji qaynaqları tarix boyunca böyük dövlətlərin imperialist siyasətinin gündəmində yer almışdır. Bu region zəngin neft və təbii qaz ehtiyatları baxımından 21-ci əsrin enerji istehsalının mərkəz nöqtələrindən biri olaraq görülməkdədir. Xəzər hövzəsinin enerji ehtiyatlarının bölünməsi ətrafında ortaya çıxan mübarizələr hələ də davam etməkdədir. Məqalənin mövzusu Xəzərdəki enerji ehtiyatları, bu resurslar ətrafında toqquşan maraqlar və bu maraqlar çərçivəsində meydana çıxan problemlərin siyasətə təsiridir. Lakin məqalədə Azərbaycan Respublikasının enerji siyasətinə daha çox üstünlük verilmiş və Xəzər regionu ölkələrinin enerji siyasətləri təhlil edilmişdir.Bununla yanaşı Avropanın Rusiyadan asılılığını aradan qaldıran alternativ enerji mənbələri , bu baxımdan neft-qaz boru kəmərlərinin rolu araşdırılmış və Xəzərin hüquqi statusu ilə bağlı məsələlərə diqqət yetirilmişdir.
