This paper focuses on the effects of nonbinding recommendations on bargaining outcomes. Recommendations are theorized to have two effects: they can create a focal point for final bargaining positions, and they can decrease outcome uncertainty should dispute persist. While the focal point effect may help lower dispute rates, the uncertainty reduction effect is predicted to do the opposite for risk-averse bargainers. Which of these effects dominates is of critical importance in the optimal design of alternative dispute resolution (ADR) procedures, which are becoming increasingly utilized to help resolve disputes in a variety of settings. We theoretically examine the effects of recommendations on the bargaining contract zone. Our theoretical framework, which allows bargainers ’ final positions to influence a binding outcome should negotiations fail, provides for a more stringent test of focal points than previously considered. The paper presents a generic model for designing re-configurable C4ISR systems. The paper recognizes that despite the detailed guidelines provided ,by the Department ,of Defense ,Architecture Framework (DODAF) for designing systems-of-systems (SOS), DODAF may not be appropriate for creating adaptive C4ISR systems. Most importantly, DODAF lacks any theoretical foundation for designing not only C4ISR systems, but also for creating any SOS such as the Department of Defense’s (DOD) visionary Global Information Grid (GIG) that requires integration of coalition partners. This paper discusses opportunities to parallelize graph based path planning algorithms in a time varying environment. Parallel architectures have become commonplace, requiring algorithm to be parallelized for efficient execution. An additional focal point of this paper is the inclusion of inaccuracies in path planning as a result of forecast error variance, accuracy of calculation in the cost functions and a different observed vehicle speed in the real mission than planned. In this context, robust path planning algorithms will be described. These algorithms are equally applicable to land based, aerial, or underwater mobile autonomous systems. ABSTRACT Human (HC) and social capital (SC) provide a number of compelling focal points on new business creation (e.g., Reynolds, 1997, Liao & Welsch, 2003; Davidsson & Honig, 2003; Liao & Welsch, 2005; Diochon, et al., 2008). Less attention, however, has been paid to the impact that cultural capital (CC) plays in the nascent entrepreneurial process (Foley, 2008), particularly with respect to the acquisition of funding (e.g., Lounsbury & Glynn, 2001). CC refers to dominant forms of societal knowledge, skills, and level of education that impact social mobility when viewed aggregately; endows individuals differentially with status and power to act; and can be viewed as embodied, objectified, and institutionalized ((Bourdieu (1983, 1986). We extend this line of inquiry via two research questions: 1) how is CC defined within the context of nascent entrepreneurial activity? 2) how does the presence of HC, SC, and CC influence start-up funding acquisition efforts?

Food security is not a new concern, but has taken on new dimensions in recent years. Here we position food security in a broader context relating to the use and management of global biomass resources, and specifically the push to develop a ‘bio-based economy’. We note a growing focus on plants as a source of innovative solutions to complex problems including food security, energy security, climate change and global environmental health. However, we also note that plants are a renewable but finite resource, and propose that renewed enthusiasm for plants is resulting in an increasingly complicated ‘politics of plants,’ as competition for limited land and biomass resources intensifies—the clash between food security and energy security over biofuels being an obvious example. Plants are a common thread across many policy domains including agriculture, energy, environment, health, and industry, and as such we suggest that they might provide a focal point for joined-up thinking and governance. We identify this broader picture as an important backdrop for discussions regarding food security, and from our proposed framework develop a number of recommendations for further investigation.

Very little information is available on budget and financing of mental health services in the world. During year 2001, WHO collected information from all countries on resources available for mental health care as a part of Project Atlas. The present report seeks to describe the situation regarding federal budgets and financing of mental health care at the country level. It also examines the association between relative allocation of health budget to mental health and mental health policy, programme and resource indicators in 89 countries. The information was collected through a questionnaire (with an accompanying glossary) that was sent to the mental health focal point in the Ministry of Health of each country. Nationalization and Globalization Trends in the Wild Mushroom Commerce of Italy with Emphasis on Porcini ( Boletus edulis and Allied Species). This paper presents an historical overview of wild mushroom commerce in Italy, with a focus on recent trends in the production of porcini (Boletus edulis and closely allied species). Over the past century, two major trends—nationalization and globalization—have been apparent in the wild mushroom commerce of Italy. First, a simplified national mushroom menu has emerged through processes of governmental regulation and culinary fashion, but it has come at the expense of differing, localized mushroom traditions which may suffer under the European Union’s free trade principles. Second, Italy has emerged as a focal point of a global market for a small number of mushroom species—particular porcini. While the name porcini has become synonymous with Italian cuisine, and in spite of a vibrant tradition of recreational mushroom collecting in Italy, most of the porcini commercially available in Italy or exported by Italy are no longer of Italian origin. Porcini and other mushrooms now flow into Italy from all over the world—especially from China and eastern Europe—and are then often exported as “Italian porcini.” This globalization of the wild mushroom trade, while offering significant income to rural producers and processors around the globe, has other effects as well, for example, a kind of national branding as “Italian” of globally-produced products, of which porcini is one, that is in direct opposition to some of the European Union’s rules for regional denominations. Processi di Nazionalizzazione e Globalizzazione nel Commercio Italiano dei Funghi spontanei, con Particolare Riguardo ai Porcini ( Boletus edulis e Specie Affini). Questo articolo presenta una panoramica storica sul commercio dei funghi spontanei in Italia, con particolare riguardo alle recenti tendenze nella produzione dei porcini (Boletus edulis e specie affini). Nello scorso secolo si sono osservate due tendenze principali—di nazionalizzazione e di globalizzazione—nel commercio dei funghi spontanei in Italia. In primo luogo si è affermata nel territorio nazionale una tradizione limitata al consumo di un numero contenuto di specie, sia per effetto di alcune normative che di mode culinarie, ma ciò è avvenuto a discapito di tradizioni locali più ricche, che potrebbero ulteriormente risentire dei principi per il libero scambio all’interno dell’Unione Europea. In secondo luogo, l’Italia si è posta in evidenza come un punto nodale per il mercato globale di alcune specie fungine, in particolare dei porcini. Nonostante quest’ultimo termine sia tradizionalmente associato alla cucina italiana, e nonostante esista in Italia una vivace e radicata tradizione nella raccolta amatoriale dei funghi, la maggior parte dei porcini ivi commercializzati (allo stato fresco, essiccati o variamente conservati) o esportati verso altri paesi non sono più di origine locale. I porcini e altre specie fungine giungono attualmente in Italia da ogni parte del mondo—in modo particolare dalla Cina e dall’Europa orientale—e sono successivamente spesso esportati come “prodotti Italiani.” Questo processo di globalizzazione del mercato dei funghi spontanei, pur offrendo un significativo introito ai raccoglitori e commercianti rurali su tutto il globo, è responsabile di altri effetti, come per l’appunto una sorta di marchio nazionale “Italiano” su alcuni prodotti di provenienza globale, come per l’appunto i porcini, cosa che contrasta con alcune delle regole dell’Unione Europea in materia di denominazioni regionali.

Over the past two decades, great research efforts have been made towards the personalization of e-learning platforms. This feature increases remarkably the quality of the provided learning services, since the users’ special needs and capabilities are respected. The idea of predicting the users’ preferences and adapting the e-learning platform accordingly is the focal point of this paper. In particular, this paper starts with the main requirements of an advanced e-learning system, explains the way a user navigates in such a system, presents the architecture of a corresponding e-learning system and describes its main components. Research is focused on the User Model component, its role in the e-learning system and the parameters that comprise it. In this context, Bayesian Networks are used as a tool for the encoding, learning and reasoning of probabilistic relationships, with the aim to effectively predict user preferences. In support of this vision, four different scenarios are presented, in order to test the way Bayesian Networks apply in the e-learning field.
