Football Club Financial Fair Play

Football clubs are businesses that operate in a complex landscape of non-market, market and sport domains. Each with many actors, agendas not necessarily aligned with the best interests of all clubs, and forces that tend to promote competitive imbalance within the industry.

Using a sample of twelve (12) clubs in the “big-5” leagues of Europe, this paper:
a) Analyzes their revenue structure, revenue mix, diversification and bias;
b) Analyzes the monetization efficiency of a their fixed assets, player registration rights and brand equity;
c) Develops proxies for assets where net asset values do not exist or do not represent the revenue generating capacity of the asset;
d) Develops performance metrics and comparative frameworks so that each club can be compared and understood with respect to its peers.
e) Identifies possible industry patterns and benchmarks.

The primary threat to revenue continuity is represented by major and minor performance risk endemic to the industry. The analysis of revenue herein provides visibility into a club’s vulnerability to these risks.

Over the last few years, complex financial
football regulations have been drafted and
implemented by various football governing
bodies and leagues. This report focuses on
the implementation of the UEFA, Premier
League and Football League cost control
rules.
The underlying aim of these rules is to ensure that over the
long term clubs only spend what they earn. But as you can
imagine, the devil is in the detail. The definitions of revenues,
costs, Acceptable Deviations and Related Party Transactions
make such regulations complex, controversial and, according
to some commentators, incredibly difficult to operate in
practice.
A common misconception is that the various rules aim to
limit the impact of financial inequality, improve competition,
and as a result level the playing field. This is not the case.
Rather, the primary reason leagues and associations have
brought in cost control measures is in order to ensure clubs
do not live beyond their means.
This report, the first of our annual Financial Fair Play
publications, seeks to clarify the rules as they stand, outline
the potential sanctions for non-compliance and raise some
of the main areas of contention. In future publications, we
will track key changes in Financial Fair Play regulations and
monitor the success or otherwise of their application in
practice.
We believe this is the first standalone report of its kind;
designed to provide some practical, legal and accounting
insights to the industry and its various stakeholders.

Nell’ambito di un procedimento di azione di responsabilità promossa dal curatore del Fallimento della Società Sportiva Calcio Napoli S.p.A. contro amministratori e sindaci della fallita, il Tribunale di Napoli - a fronte di una serie di addebiti nei confronti degli amministratori in tema di redazione dei bilanci – analizza una serie di rilevanti problematiche relative ad alcuni aspetti peculiari delle società calcistiche rappresentate, in particolare, dal trattamento contabile (e della conseguente rappresentazione e valutazione ai fini della redazione del bilancio ordinario di esercizio) del diritto di utilizzazione delle prestazioni dei giocatori tesserati e dalla disciplina applicabile al c.d. “titolo sportivo”.
Partendo quindi da una chiara separazione tra i criteri per la valutazione degli elementi patrimoniali e reddituali da adottarsi in sede di predisposizione delle sintesi contabili di esercizio, da un lato, e quelli per la valutazione degli eventuali profili di pregiudizio patrimoniale nell’ambito delle azioni di responsabilità, dall’altro, viene tratteggiata l’applicazione delle norme del Codice Civile in tema di immobilizzazioni immateriali al “cartellino” del parco giocatori delle società di calcio sulla scorta dei principi contabili nazionali e delle Norme Organizzative Interne della Federazione Italiana Giuoco Calcio (N.O.I.F.). Successivamente, viene analizzata la problematica della natura giuridica dello status della società sportiva all’interno dell’ordinamento settoriale sportivo, ossia della possibilità di partecipare da parte della società ad un determinato campionato e di essere promossa ad una categoria superiore o di essere retrocessa ad una categoria inferiore (Serie A, Serie B e così via). Il raffronto con precedenti assegnazioni dei titoli sportivi da parte della F.I.G.C. completa l’approfondimento proposto in ordine alla disciplina da applicarsi alla loro circolazione e alla loro titolarità nell’ambito di trasferimenti d’azienda.

At an EGM at Derby County, Championship clubs have agreed a new set of ‘Profitability and Sustainability’ Regulations that will bring the division’s approach to Financial Fair Play into line with that used by the Premier League.
From the beginning of the 2016/17 season, Championship clubs will have their financial performance continuously monitored over a three season timeframe and will be permitted to lose up to £15m during that period without having to be prescriptive over how that loss will be funded.  In addition, they will be permitted to lose more than £15m, but not more than an aggregate of £39m (compared to an equivalent figure of £105m in the Premier League) but will be subject to additional regulation when doing so.  This will include providing evidence of Secure Owner Funding and Future Financial Information for the two seasons ahead.
A club that moves between the Premier League and Championship will be assessed in accordance with the average allowance that is permitted in the relevant division (for example, a club that had played two seasons in the Championship and one in the Premier League would have a maximum permitted loss of £61m - consisting of one season at £35m and two at £13m).
Clubs also agreed transitional arrangements for the period leading up the introduction of the new regulations in 2016.  These can be summarised as follows:
•The existing Championship FFP framework will remain in place for the 2014/15 and 2015/16 seasons.
•Any sanctions for accounts relating to the 2013/14 season will continue to take effect as intended (and in accordance with the amounts specified at the time).
•The maximum deviation under the regulations will remain at £6m for 2014/15 and will increase to £13m in 2015/16, in line with the maximum loss (£39m over 3 seasons) permitted under the new rules.
Following the Championship’s decision, The Board of The Football League has been given a mandate by its clubs to complete a new financial solidarity arrangement with the Premier League in accordance with that currently under discussion between the two leagues.

The spoken language phenomenon in social interaction, like in the sports
discourse domain, is always exciting but rare to be discussed. This study
focuses on the textual meaning of the supporting chants to support football
players sung by supporters of the English Premier League (EPL), especially
from the six biggest clubs (The Big Six). It is a qualitative descriptive study
using content analysis. Within the Systemic Functional Linguistic approach,
this study reveals textual meaning through the analysis of Theme and Rhyme
consist of the Topical Theme; Unmarked Topical Theme and Marked Topical
Theme, Textual Theme, and Interpersonal Theme. The data are clauses taken
from the football player supporting-chant lyrics from the supporters of the big
six clubs. The analysis results are obtained through domain, taxonomy,
componential and cultural themes analysis. Six chants are analyzed by textual
meaning. Topical Theme analysis shows the development of a topic in the
lyrics of supporting chants. Textual Theme indicates the connecting clause
from the previous. Interpersonal Theme shows the interaction and transacting
socially. These themes created a smooth information flow on the chant.
Besides, it brought the meaning of these lyrics delivered well to the listener.

1. Introduction
Language as an expression has a message from the speaker to the listener that could bring speakers
experience and identity (Nirmala, 2018). The message could be a suggestion, an expectation, something ridicule
or it could be the ideology of the speaker (Purwanto, 2008). (Halliday & Hasan, 1989) explained that the
language, verbal or written, is a medium to declare our thinking. In our society, the kind of verbal expression
could be a speech, discussion, song, etc. This study focuses on exploring a particular kind of song genre. The
song is related to each level of society such as children, teenagers, and adults even the elderly. Besides, a song
could send the message differently better than other communication media. In this term, a song is a media to
share feeling such as happy feelings or disappointed feelings, messaging, appreciation, motivation, or even
derision.
A song certainly has a background story and culture (Gordon & Djonler, 2019), it is one of the elements
focused on this study. Some researchers analyzed meaning, culture, and the effect of songs (Coats, 2016;
Plemenitaš, 2016). A song could convey the feeling and invoke the intended emotions. Some studies analyzed
the lyric of songs using Van Dijk’s critical discourse (El-falaky, 2015; Fadhilah, 2019; Putri & Triyono, 2018).
Those studies analyzed text analysis, social cognition and social context, and also ideology. Another research
explored the main character in the song. The researchers found the construction of character in a tribute song
through transitivity analysis (Zahoor & Janjua, 2016). Studying a song could also investigate culture, attitude,
social, and situation context through Systemic Functional Linguistics (Arif & Triyono, 2018).
Some studies of a song found the problem of knowing the message, the interaction, and the function.
Generally, the song is analyzed semantically to find out the meaning inside (Trisnantasari, 2017). However, a
song meaning can be identified through other approaches. Songs representing the social, situation, and cultural
context can deeply be perceived through SFL. For example, the research entitled Textual Meaning in Song

The 20 Money League clubs generated combined revenues of €4.8 billion in 2011/12, a 10% growth on the previous year, and account for over a quarter of the total European football market.  Real Madrid retain top position for the eighth successive year and become the first sports clubs to surpass the €500m revenue threshold in a single year with a total of €513m.  FC Barcelona remain in second place to ensure a Spanish one-two for the fourth year running.
Manchester City and Juventus climb into the top 10, replacing Internazionale and Schalke 04, with revenues of €286m and €195m respectively.  Newcastle United is the only new entry into the top 20 rankings, replacing Valencia, with each Money League club again coming from one of the ‘big five’ European leagues – England (seven), Italy (five), Germany (four), Spain (two) and France (two).

Lo studio, richiesto dalla Commissione Europea, mette in evidenza che:
•Le regole sui trasferimento sono in primo luogo stabilite dallo organi di governo dello sport, con l'obiettivo di garantire una concorrenza leale ed equilibrata e di promuovere lo sviluppo dei giovani.
•C'è poco influenza da parte delle legislazioni pubbliche nazionale, ma la legge comunitaria ha avuto un impatto importante sull'evoluzione delle norme nel favorire la mobilità dei giocatori, pur nelle specificità dello sport.
•Le regole che impongono una maggiore trasparenza delle operazioni di trasferimento contribuiranno alla lotta contro le frodi e, più in generale, ad una migliore governance nel calcio.

Passione. Questa tesi nasce dalla conciliazione di due profonde passioni: l’economia ed il calcio. L’economia è la forma mentis che amo. Non è solo una disciplina, non mi ha personalmente lasciato tanto una speciale ed esclusiva competenza, quanto un modo di pensare, di vedere il mondo e di approcciare i problemi. Il calcio, invece, è uno smodato interesse, che va oltre il tifo e che sfocia nella voglia di giocare, allenare e pensare a questo sport ed a ciò che si potrebbe fare per renderlo ancora più divertente, stimolante ed interessante.

Il presente lavoro ha l’obiettivo di definire un modello, semplificativo, di valutazione della gestione economica, finanziaria, patrimoniale e sportiva delle società di calcio europee. Modello in grado di fornire un giudizio complessivo sulla bontà di tali gestioni e mettere luce sulle problematiche di certe società e certi contesti.

L’elaborato si articola in tre capitoli: nel primo verrà presentata una overview del settore, sia dal punto di vista dell’impatto sociale sulla cultura europea, sia dal punto di vista economico; dedicando specifici paragrafi ai risultati riportati nel ReportCalcio2015 dei tre principali campionati italiani (Serie A, Serie B e Lega Pro), allo Stadio, sia in termini di sicurezza che di media spettatori, ai modelli di governance che caratterizzano il sistema, e infine una descrizione delle competizioni nazionali e internazionali che interessano il modello di analisi.

Nel secondo capitolo verrà analiticamente presentata la normativa del Financial Fair Play, partendo dall’introduzione, passando per le regole da rispettare e chiudendo con esempi di casi sanzionati; nello specifico verranno presi in considerazioni i casi che hanno fatto più scalpore: il caso PSG, quello del Manchester City e i due più recenti, ovvero quello dell’Inter e della Roma.

Il terzo ed ultimo capitolo presenta il corpo centrale, l’obiettivo della tesi, ovvero la descrizione del modello di rating. Si è dedicato un paragrafo alla descrizione e presentazione dei dati che costituiscono il corpo portante del modello; un secondo paragrafo è stato invece dedicato agli indicatori, i quali sono stati oggetto delle valutazioni; il successivo paragrafo è dedicato alla presentazione e descrizione dei giudizi espressi sui singoli indicatori per la specifica società; e infine l’ultimo paragrafo presenterà i giudizi complessivi assegnati ad ogni società, per il periodo di osservazione.

L’obiettivo dell’elaborato non sarà convincere un amante di un altro sport che il calcio è migliore, ma presentare un modello valutativo applicabile a tutte le società del settore, che sia in grado di fornire un giudizio attendibile sulla salute o meno di qualsiasi società.

The main purpose of this study is the measurement of financial performance of the football clubs in Turkey. Additionally, one other purpose is to identify the importance level of financial indicators measuring the financial performances. Hence, financial performance of the four largest football clubs in Turkey is measured by Gray Relational Analysis method in this study. We selected eleven financial ratios that take place within the context of liquidity, liability and profitability indicators. Results showed that Fenerbahce has the best financial performance. Moreover, the most important financial indicators are liability indicators. The present study is believed to contribute in evaluating the football clubs from an economical perspective.

The rise of the Far-Right in Europe over the past decade has attracted the attention of
both academics and police. Popular sports tend to reflect societal trends so it is not
bizarre that a popular European cultural practice such as football has seen a rise in
supporters with neo-fascist sympathies. Football (Soccer in the USA), specifically in
Italy, has been linked since the beginning to politics (Porro,2001;2008 ) and its stadiums
have always been one of the most efficient public Agorá for the socialization of the
Italian youth. In recent years, together with an ideologisation of the football terraces,
there has been a noticeable increase in conflict between hardcore Football supporters and
the Italian police at and around the stadium. These conflicts often involve the UltraS as
the main participants. The final capital S identifies neo-fascist oriented fans,
distinguishing them from mainstream hardcore Football supporters, known as ultrá
(Testa and Armstrong 2008; Testa 2009; Testa and Armstrong 2010). This paper is the
result of ethnographic research lasting six years (2003 to 2009). The research aimed to
investigate the world of the UltraS by using two notorious national and international
UltraS as case study. The groups, the Boys and the Irriducibili, support the AS Roma and
SS Lazio, respectively. Both are located in the Italian capital city of Rome. The present
paper aims to investigate the relationship between the neo-fascist UltraS and the
institutions that they identify as their enemies namely the Italian State and the police. .

E' stato presentato inoltre il bilancio consolidato in ottemperanza alle vigenti disposizioni introdotte dal manuale Licenze UEFA.
Il valore netto della produzione del Gruppo Milan ammonta a 329,3 milioni di euro in aumento rispetto al precedente esercizio (266,2 milioni di euro).
Il margine operativo netto passa da -74,2 milioni di euro dell'esercizio precedente ai +5,0 milioni di euro dell'esercizio 2012.
Il risultato consolidato è pari a -6,9 milioni di euro contro i -67,3 milioni dell'anno 2011".

La crescita dei ricavi non è ancora sufficiente a garantire un risultato in positivo, ma le società hanno avviato un circolo virtuoso: le perdite, cresciute nel quinquennio, sono infatti diminuite del 9,8% negli ultimi 12 mesi.
La stagione 2011/2012 si è contraddistinta per l'inversione di tendenza riscontrata in termini di stabilità finanziaria, con il patrimonio netto delle società che, dopo anni di continue erosioni, è sensibilmente migliorato. I diritti tv  continuano a rappresentare la principale fonte di ricavo dell'industria calcio (990,7 milioni nel 2011/2012), pari a circa il 37% del totale del valore della produzione.
Non si ferma la flessione progressiva dei ricavi da stadio, scesi a 230,2 milioni (186,4 in Serie A), ma se la massima serie ha fatto registrare nell’ultima stagione un nuovo calo del 6,5% di presenze, in Serie B gli spettatori sono cresciuti del 22,8%. Resta evidente l’inadeguatezza degli impianti, che tra Serie A e B hanno un’età media di 57 anni.

Good governance and development lie at the heart of UEFA’s 11 core values, and a major way that we try to achieve this at club level is through the club licensing system.
When this ambitious project was first discussed with stakeholders, nobody could have envisaged the impact it would have in terms of shaping the manner in which European football clubs are run and managed. Equally, nobody would have predicted that the system would be embraced
in the way that it has, or that it would still be going strong more than 10 years later, with recognition and acceptance by all stakeholders.
This report on club licensing follows in the footsteps of an earlier report (entitled ‘Club licensing – here to stay’) that was published following the first few years of the system’s implementation.
With the system now firmly in place, it having a positive impact in terms of raising the level of professionalism in club management and supporting the financial stability of clubs as well as the integrity of competitions, this report shows that club licensing provides the perfect platform for
the future growth and prosperity of European club football.

The rules developed by UEFA, which focused on sustainability and financial success of European football clubs, has an important role in European football. The main purpose of this study is to investigate the compliance of sports companies, traded on Borsa İstanbul within the UEFA Financial Fair Play Rules. Besides, the study tried to determine the non-comliance points of those clubs within the UEFA Financial Fair Play Rules. In this context, publicly traded four sports companies’ Annual Reports, Statement of Financial Position, Profit or Loss and Other Comprehensive Income Statement and Notes to Financial Statement were analyzed between the years 2012-2015. Overall, it is seen the publicly traded Turkish Football Clubs not to fit Financial Fair Play Rules. According to the findings Turkish football clubs’ financial indicators get away from the Financial Fair Play Rules, over the years. Particularly, the main problems are negative equity, break-even deficit, high net debt of company, the height of the wages paid to employees.

2016 marks the 25th edition of the publication, and with the Premier League set to embark on its 25th season, it seems natural to reflect on the unprecedented change and development in the game since we first published the Annual Review of Football Finance in 1992.
The incredible pace of revenue growth over this period is best encapsulated by the following statistic: By half-time of the second Premier League game that is televised domestically in 2016/17, more broadcast revenue will have been generated than by all the First Division matches combined 25 years ago.
The report includes analysis of the business drivers and financial trends and prospects for clubs in some of the top leagues in European football and in the top four divisions of English football, with a particular focus on Premier League and Championship clubs. We also feature commentary about other aspects of the game including the broadcast rights market, clubs’ community activities, building good governance, ticketing strategies, and the impact of China on the football industry.

Published just eight months after the end of the 2014/15 season, the Money League is the most contemporary and reliable analysis of the clubs’ relative financial performance.

Combined revenue for the top 20 Money League clubs rose 8% to €6.6 billion (£5 billion) in 2014/15. For the first time, the top three clubs have all passed the €500m revenue mark.


A Spanish one-two

Real Madrid topped the Money League for the eleventh consecutive year, having generated €577m (£439m) in the 2014/15 season, buoyed by growth in commercial revenue. Matchday income also saw an increase, and the planned redevelopment of the Santiago Bernabéu should see it continue to grow in the coming years.

FC Barcelona's on-pitch achievements in the 2014/15 season have translated to financial success, with revenue growth in all areas of the business helping the club to climb above Manchester United into second place, with revenues of €560.8m (£426.6m).

Manchester United expected to top next year's Money League

Manchester United slipped one place to third, but remain the highest revenue-generating club from the Premier League, earning €519.5m (£395.2m). The return to UEFA Champions League football, as well as the commencement of a number of significant commercial partnerships, will only strengthen the business in 2015/16. With this in mind, it would not be surprising to see United top next year’s Money League, with the club forecasting revenues of around £500m (around €650m).

A record nine Premier League clubs are ranked within this year’s top 20, one more than in last year’s edition, helped by a 10% strengthening of sterling versus the euro. Premier League clubs now dominate the top 30, with 17 of those clubs having played in the Premier League during the 2014/15 season.

Il contributo ha come obiettivo quello di evidenziare le innovazioni, nell’ambito della redazione del bilancio di società di calcio, che si verranno a verificare con l’adozione del c.d. Financial Fair Play (FFP) da parte della U.E.F.A. e dell’E.C.A. (Associazione Club Europei).
Il FFP intende dare delle linee guida: i club non devono spendere più di quanto ricavato; non è permesso alcun debito arretrato durante la stagione, verso i club, i dipendenti e/o autorità sociali e fiscali; maggiore trasparenza finanziaria da parte delle società.
Il processo di rispetto delle regole del FFP e i risultati probabilmente saranno diversi da Paese a Paese in quanto l’applicazione delle nuove regole a Federazioni con normative differenti e regimi fiscali diversi creerà molto sicuramente dei disequilibri tra club appartenenti a federazioni diverse.
La concreta applicazione delle regole del FFP deve tener conto che le stesse fanno riferimento essenzialmente alla redazione di bilanci di esercizio delle società di calcio redatti secondo i principi contabili internazionali IAS/IFRS; nel nostro Paese la loro adozione è obbligatoria – per quanto riguarda le società di calcio – solo per quelle società di calcio quotate in mercati regolamentati (borsa valori). Per tutte le altre società di calcio, i criteri di redazione di bilancio, i criteri di valutazione e i prospetti formali contabili sono contenuti nella disciplina del Codice Civile ex art. 2423 e ss. nonché nelle norme specifiche elaborate dalla FIGC (norme NOIF). Si pensi, ad esempio, al trattamento dei costi sostenuti per la promozione e l’organizzazione del settore giovanile, aventi utilità pluriennali, sono capitalizzati nella loro globalità, senza riferimento alcuno ai singoli calciatori e sono ammortizzati, in misura costante in cinque esercizi a decorrere dall’esercizio di sostenimento degli stessi. Secondo invece i principi contabili internazionali IAS/IFRS dette tipologie di costi non possono essere capitalizzate all’attivo dello Stato patrimoniale ma devono essere considerati ordinari costi di esercizio e, quindi, devono essere iscritti nel Conto economico.

In the second edition of “The European Champions Report”, KPMG’s Football Benchmark team compares the financial performance of the domestic champions from 12 European leagues – AS Monaco FC, Beşiktaş JK, Celtic FC, Chelsea FC, FC Basel 1893, FC Bayern München, FC Spartak Moscow, FC Viitorul Constanţa, Feyenoord Rotterdam, Juventus FC, Real Madrid CF and SL Benfica.
Real Madrid CF are unsurprisingly the European champions recording the highest operating revenues (EUR 671 million), however still slightly behind Manchester United FC which are not covered in our report (as they arrived fifth last year in the English Premier League).
Despite eye-catching transfer deals and spiralling staff costs, the industry is headed towards a direction where being profitable is not a chimera anymore; indeed, all the European champions included in this report have scored an after-tax profit at the end of the 2016/17 season.

Non passa purtroppo giorno che il calcio non guadagni gli onori della cronaca “non sportiva” con violazione delle leggi e commissione di illeciti nazionali e internazionali di vario tipo. Ci possiamo interrogare su come tutto ciò possa accadere. Probabilmente una prima risposta è proprio nell’insieme di regole che governa il settore e che appare oggigiorno, sotto vari profili, inadeguato; una seconda risposta è costituita dalla bolla finanziaria (non ci sorprende la notizia che il campionato degli spendaccioni, per quest’estate, resti la Premier League, che supera il tetto di 1,18 miliardi di euro di spesa messi sul mercato dalle venti squadre della massima serie inglese; dietro alla Premier, per spesa complessiva, si piazza la nostra serie A: 576,45 milioni di euro spesi dalle squadre italiane sul mercato, che fanno della massima serie il secondo campionato europeo per uscite totali della recente sessione estiva); una terza risposta è l’esistenza di squilibri strutturali di cui, ad esempio, l’ingente indebitamento delle principali società di calcio è solo un esempio.
Non è solo l’eccessivo indebitamento, non è solo l’eccessiva dipendenza dai diritti Tv (nel momento in cui la Tv si è accorta che lo sport si è trasformato in un formidabile veicolo pubblicitario, il suo obiettivo primario diventa acquistare, in esclusiva, il diritto di trasmissione), ma sono anche i conflitti di interesse riscontrabili a vario livello e l’illegalità vera e propria molto diffusa.
Non si dimentichi poi che il vero fine della squadra professionistica è quello di massimizzare l’utilità, che in prima approssimazione coincide con quella dei dirigenti, dei giocatori, dei tifosi e degli azionisti. Questa comunità di interessi è una peculiarità dell’impresa sportiva e si esprime nella convinzione per tutti i soggetti di giocare per il successo. Se infatti si tenta e si riesce a massimizzare il successo, verrà soddisfatta l’utilità dei presidenti delle società di calcio (visibilità mediatica, prestigio, possibilità di nuovi affari per altre attività extracalcistiche), dei maggiori azionisti, dei giocatori (aumento degli ingaggi) e dei tifosi (soddisfazione della passione sportiva).
Il “benessere” della società sportiva dipende conseguentemente da quattro fattori principali: 1) successo o piazzamento in campionato (numero di partite vinte); 2) affluenza del pubblico allo stadio; 3) stato di salute della Lega a cui la società è affiliata; 4) ammontare dei ricavi. Il conseguimento dell’utile di esercizio diventa quindi il mezzo mediante il quale un club professionistico può acquistare notorietà attraverso la massimizzazione del successo sportivo.
Il raggiungimento di condizioni di equilibrio economico e patrimoniale, tuttavia, non è generalmente riscontrabile nella realtà del nostro Paese: finisce il calciomercato e in Italia, i padroni del calcio, i grandi azionisti dei club della serie A sono chiamati volta per volta a mettere mano al portafogli nonostante l’esistenza di parametri di vario tipo da rispettare durante l’esercizio che, tuttavia, possono avere effetti distorsivi o che non consentono un adeguato monitoraggio della gestione aziendale.
Il rispetto di parametri economico-finanziari (o il loro superamento entro prefissate “soglie di tolleranza”, con tutti i limiti propri di qualsivoglia indicatore statico della gestione) previsti localmente dalle singole federazioni nazionali o dall’Uefa (si pensi alle regole del financial fair play, Ffp) non sembra sufficiente: ciò che rende razionale la gestione aziendale è l’implementazione di un adeguato sistema di programmazione e controllo di gestione e il rispetto di coerenti budget aziendali a breve, a medio e a lungo termine formalizzati e fatti propri dall’organo amministrativo (Consiglio di amministrazione) nonché una maggior e miglior trasparenza nella comunicazione dei dati patrimoniali, finanziari ed economici a livello di gruppo aziendale (obbligatorietà della redazione del bilancio consolidato di gruppo nella logica dell’individuazione della cosiddetta reporting entity).
Da ultimo va valutata la possibile evoluzione futura: probabilmente il modello europeo (una squadra di calcio, di basket, di pallavolo, di pallanuoto può qualificarsi per campionati a livello superiore ottenendo una promozione; dall’altro lato ci sono squadre che in ragione dei risultati ottenuti durante l’anno verranno retrocesse a un livello inferiore) evolverà verso il modello statunitense (un sistema basato su un modello senza promozioni e retrocessioni; le squadre, una volta inserite in un campionato, continuano a competere fra loro e, alla fine dell’anno, vi è un vincitore nazionale ma le squadre peggiori non vengono retrocesse e, attraverso il meccanismo delle scelte, potranno meglio competere la stagione successiva).

Considerato che ai fini dell’ottenimento della Licenza Nazionale 2018/2019 per le società di Serie A sarà preso in considerazione anche il requisito del raggiungimento del “pareggio di bilancio”, la FIGC ha ravvisato la necessità di dettagliare in un apposito Manuale le regole applicative del
“pareggio di bilancio".

The updated regulations follow consultations which have taken place over two years involving key stakeholders, including the European Club Association (ECA). They will encourage more growth and development, inclusivity and market stimulation, said UEFA, through "a careful broadening and refinement of the requirements, taking into consideration the economic environment and the experience gained over the last five years".
What is important to stress is that the rules are adapted. They are not relaxed, they are strengthened. We take into account some situations. We will allow clubs to enter into so-called voluntary agreements. For example, when a club is restructured, and when a new owner comes into a club and wants to invest some money, this new owner can go to the [UEFA] Club Financial Control Body and present [the] case and enter into such a voluntary agreement, which will be carefully monitored by the Body to make sure that there are no losses incurred by said club.
"Some other changes concern, for example, regions in which the financial situation is not the same compared to other regions which have a financial boom in terms of rights [and] revenues. We need to make sure, as UEFA, the governing body for European football, that we create conditions for all clubs all over Europe to be able to compete in an appropriate way. We also have to take into consideration the economic situation in each country."

Ganz Fußballdeutschland debattiert derzeit über die Forderungen der Ultras. Sollte Pyrotechnik legalisiert werden oder etwa lieber nicht? Und wenn ja, in welchem Umfang? Kontrollierte Abbrennräume, Ultrablöcke? Die Deutsche Fußballliga (DFL) gibt sich nach außen hin gesprächsbereit, doch ist intern längst klar, dass die Gespräche nur Schein sind. Um die Öffentlichkeit auf ihre Seite zu ziehen, veröffentlicht die DFL geschönte Umfragen (Vgl. textilvergehen 2012) und die Presse nimmt dies bereitwillig entgegen, passen die Nachrichten doch zu den ständigen Berichten über zunehmende Fangewalt. Was jedoch weder die DFL noch die Medien und auch nicht die Logenbesitzer in den teuren Arenen zu bemerken scheinen, ist für engagierte Fans in den letzten Jahren zur Qual geworden. Die Fankultur wird immer mehr zerstört. Stadionnamen werden verkauft, immer größere Arenen gebaut, die für Fußball ungeeignet sind, Stehplätze werden wegrationalisiert und die Preise immer weiter erhöht. Die Zerstückelung des Spieltags hat zur Folge, dass immer weniger Fans problemlos auswärts fahren können, da sowohl Freitag- als auch Montagabend-Spiele nicht so leicht besucht werden können, wie Samstagsbegegnungen. (Berliner Kurier 2012b) Stadionverbote werden zu häufig willkürlich erteilt und die Unschuldsvermutung unseres Rechtsstaates wird ausgehebelt (textilvergehen 2012b). Guantanamo in klein - nur für Fußballfans eben. All diese Entwicklungen haben zur Folge, dass immer größere Teile der Fankultur verschwinden und die so genannten ‚Sitzklatscher‘ in den Stadien Oberhand gewinnen. Bestes Beispiel dafür ist der Retortenverein TSG 1899 Hoffenheim. Noch Mitte des vergangenen Jahrzehnts spielte dieser Verein in der Regionalliga vor 2000 Fans - wenn ein Spitzenspiel anstand. Schon im Jahr 2009 spielte Hoffenheim in der WIRSOL Rhein-Neckar-Arena, die über 30.000 Zuschauern Platz bietet und meist gut gefüllt ist. Sogar eine Ultra-Gruppe hat dieser Verein, der allen Manifesten des Ultratums widerspricht, plötzlich. Zwei Jahre später musste Trainer Holger Stanislawski, zuvor quasi sein ganzes Leben bei St.Pauli tätig, allerdings feststellen, dass dieser Verein zwar professionelle Bedingungen biete, allerdings keine echte Fankultur vorhanden sei.

„Die Unberechenbarkeit und Unzuverlässigkeit der Spieler zermürbt den akribischen Arbeiter immer mehr, noch verstörender sind für Stanislawski allerdings die in den Heimspielen stets frühzeitig einsetzenden Pfeifkonzerte des häufig hochnäsig wirkenden Publikums. Sogar die Trainerkollegen haben schon Mitleid mit Stanislawski. "Markus Babbel kam nach dem Spiel zu mir und hat gesagt, das hat er noch in keinem Stadion Deutschlands erlebt. Du kannst nicht dagegenwirken. Wir wollen, können und dürfen keinem das Pfeifen verbieten. Aber wenn in der Phase gepfiffen wird, wo wir das Spiel klar kontrollieren, ist das schon eine hohe Kunst", sagte er, nachdem beim 1:1 gegen Hertha BSC Berlin einmal mehr schlechte Stimmung in der Rhein-Neckar-Arena herrschte.“ (fussball.de 2011)

Tradition lässt sich halt nicht ersetzen und Fankultur ist nicht planbar. Gentrifikation in Klein, im Raum des Fußballs.

Aufgrund dieser sich immer weiter zuspitzenden Widersprüche zwischen etablierter Fankultur, Traditionsvereinen, Retortenclubs wie der TSG 1899 Hoffenheim oder dem VfL Wolfsburg und der medialen Ausschlachtung des Fußball auf verschiedensten Kanälen, möchte ich auf den nächsten 21 Seiten analysieren, wie sich der Fußball im Laufe seiner Geschichte veränderte, heutzutage als Werbeträger genutzt wird, sich aber auch selbst als profitable Marke etabliert und wie dieses mediale Ausweiden des deutschen Volkssports Nummer Eins den aktiven Fans zuwider ist.

Abschließend versuche ich zu beurteilen, wie sich diese Problematik weiter entwickeln wird und ob es überhaupt noch die Möglichkeit gibt, sich dem ökonomischen Wahnsinn zu widersetzen und einfach wieder eins zu sein: Ein Verein für Leibesübungen (VfL), ein Verein für Bewegungsspiele (VfB), ein Sportverein (SV) oder einfach nur ein Fußballclub (FC), auf jeden Fall aber ein eingetragener Verein (e.V.)!

Russland strebt eine politische und gesellschaftliche Integration des postsowjetischen Raums an. Diesem Ziel könnte auch die seit Ende 2012 diskutierte Schaffung einer gemeinsamen Fußball-Liga mit der Ukraine dienen. Das staatlich kontrollierte Erdgasunternehmen Gazprom will die gemeinsame Liga mit enormen Mitteln sponsern. Die ukrainischen Vereine zeigen sich bislang zurückhaltend, und auch in Russland ist das Projekt nicht unumstritten. Das letzte Wort wird die UEFA haben.
