У монографії зроблена спроба вирішення завдання дослідження місця, значення та функцій інформатизації у теорії соціальних комунікацій. Уточнюється поняття соціальної інформатизації як ключового сегменту становлення інформаційного суспільства та суспільства знань. Охарактеризовано наукове розуміння інформатизації у різних галузях соціального буття, з’ясовано пріоритетні з наукової точки зору напрямки досліджень інформатизації та виявлено найменш досліджені сегменти науки щодо питань та проблем інформатизації. Розглянуто основні причини комп’ютеризації та інтернетизації українського суспільства. Визначено базові характеристики переходу редакцій українських видань до цифрової форми реалізації своєї діяльності, встановлено головні позитивні та негативні аспекти цього переходу.
Монографія стане у нагоді студентам інститутів і факультетів журналістики, а також науковцям, що здійснюють теоретичні дослідження соціальних комунікацій.

В статье анализируются основные направления информатизации образования. Раскрывается роль информатизации образования в формировании информационной культуры человека и общества. Применение информационно-коммуникационных технологий в образовании выделяется как один из основных механизмов формирования информационной культуры. Предлагаются направления  модернизации отечественного образования, в рамках которых возможно формирование  информационной культуры.

Exports are critical for the highly open Ukrainian economy which is characterized by the large trade deficit. Since independence the major consumers of the Ukrainian products have been the CIS and the EU. Conflict with Russia led to the significant decline of the volume of Ukraine’s export commodities. The export analysis, based on the data provided by the State Statistics Service of Ukraine for the period of 2010-2018 allowed to identify the problems and to come up with possible solutions focusing primarily on the role of the Government of Ukraine in strengthening cooperation with the EU. Firstly, it is suggested to take the institutional steps aimed at expanding and deepening the integration towards the common economic space with the EU, especially the common customs space. Secondly, to explore the opportunities of exporting goods to the countries, with which the EU has signed regional trade agreements. The third step is related to the changing role of Ukraine in the global model of the transformation of the world economy and requires the combination of close cooperation with the EU, on the one hand, and the powerful economies, on the other, thereby contributing to the formation of non-confrontational relations between East and West.

The monograph describes the approach to informatization of
human-machine systems (state mechanism, the economic
mechanism, etc.), a characteristic feature of which is that they
belong to one or more systems of status rivalry under the given rules
of competition. For researchers and developers of informatization of
human-machine systems involved in the status rivalry. The book can
be useful to teachers, students and postgraduates.

Global changes in all spheres of society led to the formation of a new labor market in the Internet. The aim of this work is defines the role of market participants Internet work and their features.

This paper discusses the informatization of Finnish local governance, with some comparisons with Japan. Informatization is one of the megatrends of our time. Yet its impact in the public sector is only slowly making a difference. Finland managed the first phase of e-government development fairly well by providing access to information, adequate resources for ICT investments, and the establishment of necessary e-government enablers. Local e-government and especially larger e-cities were an essential part of this development. The next step, however, has proved to be more critical, requiring improved knowledge of users and demand, increased inter-agency collaboration, multichannel solutions, and additional investments in reengineering processes and change management. This may prove to be quite a challenge, especially because of the decentralized governance structure of Finland and huge variations in the capacities of local authorities. The development of democratic e-governance has been surprisingly slow, which may be because of the fairly conservative political culture of Finland. In other areas especially e-procurement and similar applications are gaining ground due to increased use of NPM-inspired models of public service delivery. When comparing the Finnish and Japanese contexts, it seems that Japan applies a top-down and infrastructure-oriented developmentalist e-government strategy with a “model e-municipality” scheme, whereas Finland follows more decentralized and user-centric incrementalism. Both in the Finnish and the Japanese context the technological trends that may shape the future of local e-governance are increased utilization of ubiquitous technologies, GIS/GPS and location-based applications, open source software, and Web 2.0 applications. These trends will play a part in the future informatization of local governance by facilitating new forms of system integration, communication, interaction, and content sharing.
