Physiocrats

La physiocratie occupe une place majeure dans l’histoire du siècle des Lumières. La doctrine élaborée par le docteur François Quesnay, le marquis de Mirabeau et leurs disciples constitue un modèle original de réforme de la société d’Ancien Régime. Liberté du commerce, impôt unique sur les terres, abolition des corporations, établissement du « despotisme légal », reconnaissance du triptyque « liberté, propriété, sûreté » au rang de droits fondamentaux, les propositions des physiocrates bouleversent l’ordre juridique et social traditionnel. Par ses théories universalistes, la physiocratie s’exporte bien au-delà des frontières françaises. De quelles manières les idées de cette « science nouvelle » ont-elles circulées et comment ont-elles été reçues en Europe ?

In this paper we make an intellectual journey through the perception and the understanding of Sparta and Spartiates by the men of the Enlightenment. Some of them took the Spartan citizens as a model of virtues and so, as a paradigm for a moral regeneration of their age, while some others, notably the Physiocrats, despised the hómoioi because of their alleged militarism, cruelty and lack of culture.

A presente investigação centra-se da análise dos dois textos para estudar a escola fisiocrática. Estudamos cinco dos principais princípios enunciados pelo seu mais reconhecido representante, François Quesnay (1694-1774) e igualmente as observações críticas de A. R. J. Turgot (1727-1781) às orientações dos fisiocratas expressas numa carta de 1766. Para tal apresentaremos um quadro completo de todo o meio envolvente e atinente ao século XVIII.

In order to palpate how social change happens Michel Foucault deployed the term dispositif (most frequently translated into English as “apparatus”), to emphasize the power differential intrinsic in the networked relations of social actors. According to Foucault the eighteenth century Physiocrats are the exemplars to whom we must look if we are to understand how the shift from monarchy to democracy could happen. Foucault tells us that what the Physiocrats advanced was an apparatus (dispositif) for adjusting materials in response to scarcity. Who were the Physiocrats? The leading figure of the Physiocrat movement, François Quesnay saw himself—and insisted his pupils also refer to him—as “the Confucius of Europe.” The Marquis de Mirabeau even referred to Quesnay’s Tableau économique as the Physiocrat’s Yijing 易經. I am obligated to note that Foucault chose not to pursue this Sinophilia in the origin of our contemporary dispositif. Rather, he points to Louis-Paul Abeille’s Lettre d’un negociant sur la nature du commerce des grains (1763) as representative of the “pivotal position in the economic thought of that time.” We can speculate as to why Foucault chose not pursue the Sinophilic tendencies, but it is staggering to see that at precisely the moment where Foucault sees a pivotal shift in Occidental political-economic thought there was an equally important report written in China titled “A Memorial on Grain Prices, the Grain Trade, and Government-Controlled Brokerages,” (1763) written by Yang Yingju. Was it simple serendipity that Abeille and Yang wrote these reports at the same moment? Here I will present a small introduction to the Chinese philosophical roots of the development of laissez-faire capitalism. Or perhaps I should say that it is an introduction to a misreading of Chinese philosophy.

French rule over Dalmatia in the Napoleonic era (1806–1813) resulted in the gathering of the information about this region, as well as neighboring Bosnia. Travelogues and reports on those lands are so rich and detailed that they can serve as an informative source on the populations
inhabiting those areas. This paper focuses on a very precise element of this depiction: the specific status of the Vlach communities and their economic activity in Dalmatia and Bosnia (transhumant pastoralism). The comparison of the depiction of shepherding in those two regions leads to two main conclusions which concern the diff erences and similarities behind those two depictions. The differences are partially related to the presumed ineff ectiveness of the Vlach economy of Dalmatia. On the contrary, in the case of Bosnia, local stock raising was depicted as diversified and able to bring considerable commercial benefits. The similarities between both depictions of the Vlach population in Dalmatia and Bosnia is the transhumant and traditional form of their activity, which was perceived as primitive, i.e. dependent on the natural conditions.

This century has not been kind to mainstream economics. It has failed to notice the planet is afire. Anti-ecological, it ignores natural limits. Its ‘peak prometheanism’ arrived in the 1980s, but how far back does the rot go? Some ecological economists locate the wrong turn in the nineteenth century. Before that was physiocracy (meaning ‘rule of nature’). The physiocrats were the first to call themselves ‘economists,’ and to formalise political economy as an objective science tasked to anatomise general economic laws. Were they the pioneers of a genuinely ‘ecological’ tradition of economics? In this essay I subject physiocracy to critical analysis, focussing on agrarian capitalism and laissez-faire economics, as well as class, colonialism, environmentalism and the growth paradigm. I ask whether physiocracy was science masquerading as mysticism or the reverse. Finally, I reflect on the ideology of economics and the limits of ‘image-focused’ alternatives such as Kate Raworth’s ‘doughnut economics.’

The Physiocratic political economy created by the French school in the mid to late 1700s was one of the most important economic influences to the development of not only the revolutionary theory of the Scottish economist Adam Smith, but also to the political economy of a new nation in the United States. French thinkers and early economists like Francois Quesnay, Marquis de Mirabuau, and converted American entrepreneur Pierre DuPont developed physiocratic theory in response to what they thought were the detriments of mercantilism and manufacturing. While the Physiocrats philosophy failed to affect the political economy of the newly democratized France, the school had tremendous significance in the economic philosophy of the founding fathers of the newly revolutionized United States, including the likes of Benjamin Franklin, Thomas Jefferson, and James Madison. Franklin himself even had a print of Quesnay's Tableau économique framed above his mantle place. Early American politicians extended the political economy of the French physiocrats by emphasizing the importance of land-based agriculture as the most productive industry of the new nation, relaxing government tax policies, establishing a system of national defense, and opposing the prioritization of manufacturing as the primary source of national labor and capital. However, even though physiocracy was born out of resentment for the mercantilist system, many founding politicians like federalist Alexander Hamilton still championed mercantilist economic policies influenced by earlier British rule. The United States perpetuated mercantilism alongside physiocracy in emphasizing positive trade balances through import tariffs and re-export rebates, a protection of mercantilist behavior by a larger naval presence, in promoting the advancement of an infant American manufacturing industry, and advocating for centralization by a singular, national banking system. What resulted was a synthesized American experiment based, and debated on, both principles of physiocracy and mercantilism, implemented in the unique political geography of a vast and expanding new nation held together by the political fabric of republican democracy.

This book investigates how a new idea of the future emerged in eighteenth-century France with the development of modern biological, economic, and social engineering. With the emergence of these practices, the future transformed from something that was largely believed to be predetermined and beyond significant human intervention into something that could be dramatically affected through actions in the present. I argue that specific mechanisms for constructing the future first arose through the development of practices and instruments aimed at countering degeneration. In attempts to regenerate a healthy natural state, Enlightenment philosophes created the means to exceed previously recognized limits and create a future that was not merely a recuperation of the past, but was fundamentally different from it. I analyze a number of historical developments in the book: various practical and philosophical foundations of Enlightenment ideas of time and the future; ideas of progress and the uncanny temporality of the philosophes assumptions of the simultaneity of the non-simultaneous; the first economic modelling and forecasting device, the tableau économique (the economic picture) of the Physiocrats; the emergence of biological engineering in the work of the naturalist Buffon and some of his associates; and the creation of the Republican clock and calendar in the French Revolution, demonstrating that they were a new type of social engineering that radicalized the active orientation to the future that had been developed over the preceding fifty years.

Στο κείμενο αυτό, μέσω λογικής και μεθοδολογικής ανάλυσης της ιστορίας της προμαρξικής πολιτικής οικονομίας, επιχειρείται συνοπτικά η ανάδειξη των νομοτελειών και των αντιφάσεων που διέπουν την δημιουργία των προϋποθέσεων, την πρωταρχική εμφάνιση και την διαμόρφωση της οικονομικής επιστήμης, την κίνηση της σκέψης από το εξωτερικό στο εσωτερικό, από την επιφάνεια στην ουσία του αντικειμένου, την ανάβαση της νόησης από το αισθητηριακά συγκεκριμένο στο αφηρημένο. Η προσέγγιση αυτή καθιστά εφικτή την θεωρητική περιοδολόγηση της ιστορίας της πολιτικής οικονομίας λαμβάνοντας ως βάση την αλλαγή και την ανάπτυξη του εννοιολογικού και κατηγοριακού συστήματός της, τη μέθοδο. Η κλασική αστικής σκέψη εξετάζεται εδώ ως ιστορικά συγκεκριμένο όλο (δεδομένης της ποικιλομορφίας και περιπλοκότητάς του) απόψεων περί οικονομίας, πολιτικής, κοινωνικής φιλοσοφίας και θεωρίας της γνώσης. Differences between the 17th century ‘new moral science’ and Scholastic Natural Law Theory derived primarily from the sceptical challenge the former had to face. Pufendorf ‘s project of a 'scientia practica universalis' was the paramount expression of an anti-sceptical moral science. A need to counterbalance undesirable implications of extreme voluntarism may account for much of 17th and 18th centuries developments in ethics and politics. Scottish natural jurisprudence, an expression of such a quest for a third way between scepticism and extreme voluntarism, is less secular and more empirical than received wisdom admits of the project of a normative theory of social life on an empirical basis yielded as a side-effect a systematic, self-contained, and empirical economic theory. The main tool for building such a theory, namely a view of societal laws as embedded in trans-individual mechanisms, derives from the voluntarist view of natural law as ‘imposed’ law.

Au titre des « droits naturels et imprescriptibles de l'homme », la Déclaration de 1789 mentionne dans son article 2 : « la liberté, la propriété, la sûreté et la résistance à l'oppression ». Si le dernier de ces droits n’a rien de physiocratique, les trois autres susmentionnés ne sont rien d’autre que la reprise d'une formule typique des « Économistes », disciples du Dr. Quesnay, cette école d’économistes français et théoriciens d’une « Science morale et politique » complète. Leur défense intransigeante de la propriété privée ne peut être détachée d’un projet politique global et ambitieux, dont le slogan, « Liberté, Propriété, Sûreté », constitue l’emblème. Pourtant, les physiocrates restent d’éminents candidats au titre de précurseurs de l’utilitarisme, car ils ne séparent jamais la défense irréfragable du droit individuel de propriété (à en disposer absolument et exclusivement) de la maximisation de l’utilité collective, au risque d’une tension entre les deux. Ainsi l’économie politique « agricole » prétend trouver ce que Rousseau appelait « l’accord admirable de l’intérêt et de la justice », dans l’articulation entre liberté personnelle, propriété des choses et sûreté publique, qui forment un système pleinement intégré1. À quel point la propriété est-elle définie par la physiocratie comme un droit absolu, exclusif et illimité à disposer de ses biens ? Quel projet politique sous-tend sa théorie de la propriété, sachant que la physiocratie, par sa fixation sur l’agriculture et la propriété terrienne, est difficilement classable (mi-bourgeoise, mi-féodale ?) ? On avancera que cette théorie ne peut être alors dominantes de la propriété, marquées par les privilèges et la féodalité. Sous l’Ancien Régime, eu égard à la pluralité des régimes d’appropriation des biens, toute contestation de la propriété ne concerne pas exclusivement la propriété privée « bourgeoise », absolue et exclusive. En ce sens, la conception physiocratique apparaît comme une mise en cause globale de l’ordre aristocratique dominant, non pas au nom d’une bourgeoisie à l’existence encore incertaine, mais d’un projet de refondation politique globale en faveur d’un État assumant pleinement le monopole de l’autorité politique, qui s’appuie sur une nouvelle hiérarchie sociale en rupture avec l’ordre féodal, menée par une nouvelle élite éclairée de propriétaires terriens.

EXTRAIT " À cet égard, la physiocratie d’un Lemercier ne dépasse pas Bodin, même si Bernard Herencia a sans doute raison de souligner une certaine filiation. Mais, à la différence de Bodin qui peut être repensé dans un cadre démocratique, il y a, essentiellement, il y a une dimension authentiquement réactionnaire et absolument tyrannique de la physiocratie qui est relayée par les actuelles « constitutions économiques » ? Ne viole-t-on pas, en effet, dans ces systèmes l’hétérogénéité des croyances, comprises ici comme des convictions politiques ou philosophiques ? Plus encore, de telles constitutions singulières, fondées sur l’empire de la concurrence comme mode unique de la coordination, ne violent-elles pas le principe de liberté d’organisation ?"

Jamais ailleurs qu'en Grèce, la question de l'être, sa nature, son pourquoi, son devenir et son origine, ne s'est posée. En général les gens sont, sans se poser de question superflue. La nature du questionnement philosophique pose problème. Ses fruits aussi, car des siècles de questionnement n'ont pas forcément abouti à grand chose. C'est comme si une schize, un mur infranchissable, s'était introduit entre être et conscience. D'où est venu cette crise existentielle ? Aristote nous dit que la philosophie s'origine dans l'étonnement devant la nature, sur le fait de l'être en lui-même. Mais pas tellement l'être individuel intérieur, le témoin, mais l'être extérieur, le monde, le cosmos. Ce qui s'offre au regard est examiné comme une énigme à déchiffrer, et l'on cherche des méthodes de déchiffrage, on échafaude des structures possibles, raisonnables, rendant compte des faits observables. L'homme se rend compte en effet, qu'il a affaire à une structure dont il peut parler, dont il a un savoir déjà préexistant (ready made), qu'il lui suffit de mettre au jour, de dévoiler. Le philosophe est un déchiffreur de savoir. Au fond l'être pour lui se confond avec le savoir. D'où un certain détachement par rapport aux réalités concrètes de la vie. La difficulté sera donc, précisément, de faire se conjoindre être et savoir. Cette conjonction est incarnée par la figure du sage, ou maître, autour duquel s'attroupent une armée de disciples, formant école, ou secte. Le maître n'incarne pas seulement un savoir, mais aussi ou surtout un idéal cathartique de vie sereine, d'équilibre, de tranquillité et de courage dans les heurts de la vie. Cet idéal de sagesse est pratiquement médical : on cherche un équilibre de vie. Les philosophes se font volontiers thérapeutes, et on a parfois du mal à distinguer les uns des autres. Le but visé n'est pas tellement le savoir en lui-même, on peut même soupçonner que ce but demeure vain. Il s'agit plutôt de donner une réponse « plausible » qui fasse taire les interrogations et permette à chacun de s'occuper de ses problèmes concrets, de façon à mener une vie saine et équilibrée, « bonne », à la façon socratique. Ces maîtres philosophes autour desquels se sont formés des écoles, se sont mis à écrire, eux ou leurs disciples, quand l'écriture a commencé à se diffuser. Je propose ici à mon tour une sorte de sagesse inspirée par la nature, ou plus précisément l'esthétique naturelle et le plaisir qu'elle procure, sans lequel la vie n'est plus qu'un long fleuve tout gris.

The article supports Dan Edelstein’s claim that the origins of the conception of the French Declaration of the Rights of Man and of the Citizen may be seen in the political and legal philosophy of the physiocrats. Carvalho only regrets that Edelstein discussed some marginal figures of the movement, while ignoring the substantial contribution by its principal representatives. Le Trosne is one of those ignored, even though he was a lawyer and his writings are relevant to the question. Carvalho also regrets that Edelstein did not draw on some recent French works on intellectual history which helped to rehabilitate the physiocrats as political and legal theorists. The works of Anthony Mergey and Éric Gojosso are indispensable for this topic. Carvalho explores the role of the rights to freedom, property and security in physiocratic thought but also recalls the correlative duties. He approves of the thesis that physiocratic thought had an influence on the Declaration. Finally, Carvalho extends the geographical scope of the enquiry by a note on physiocratic achievements in the field of human rights with the examples of Poland and Sweden.

Magistrat au présidial d’Orléans, Guillaume-François Le Trosne (1728-1780) est à la fois le disciple de Robert-Joseph Pothier, le plus éminent jurisconsulte de son temps, et de François Quesnay, le chef de file du mouvement physiocratique. Ce double héritage fait de lui un auteur remarquable et unique du siècle des Lumières. Sa vie durant, il s’évertue à lier le droit et l’économie politique dans une science totale de la société qui développerait les lois naturelles de l’ordre social. Cette édition aspire à éclairer son œuvre d’un jour nouveau en rassemblant trois de ses textes les plus importants publiés en 1777 :

- De l’ordre social, composé de onze discours dans lequel il développe ses principales opinions économiques, politiques et juridiques, comme la liberté du commerce, la mise en place d’un impôt territorial unique ou l’établissement d’une hiérarchie normative à prédominance jusnaturaliste ;

- De l’intérêt social, par rapport à la valeur, à la circulation, à l’industrie et au commerce intérieur et extérieur, son ouvrage le plus théorique en matière d’économie politique où il répond aux critiques formulées à l’encontre de la physiocratie par son ami, l’abbé de Condillac, dans son livre Le commerce et le gouvernement, considérés relativement l’un à l’autre, publié en 1776 ;

- ses Vues sur la justice criminelle, opuscule dans lequel il apporte un volet pénal à la physiocratie en détaillant ses propositions en ce qui concerne la législation criminelle et l’administration de la justice.

Outre la version intégrale de ces textes, ce volume intègre, pour la première fois, l’ensemble des préfaces et des notes issues des différentes rééditions. Il comprend également des annonces de presse, des extraits de correspondance, une présentation, une chronologie et des notes entièrement nouvelles. Redécouvrir l’œuvre de Le Trosne permet en définitive de mieux comprendre les grands débats intellectuels qui agitent le XVIIIe siècle et de puiser aux sources d’une pensée économique fondée sur la liberté.

Le Trosne was a magistrate and a member of the physiocratic movement. Both a legal expert and an economist, he published De l’ordre social in 1777, a collection of three essays in which he aims to define a new, comprehensive social order that includes the preoccupations of his time, the Age of Enlightment.

"La science économique est devenue la forme dominante du discours politique. Elle se présente pourtant volontiers comme le plus neutre et impartial des savoirs. Que signifie cette dénégation du politique de la part d’une science si intimement liée au champ du pouvoir ? This paper deals with the Physiocratic contribution to the philosophy of history. Physiocrats are usually suspected of privileging the abstract economic analysis of the timeless “natural order” and neglecting historical change. Yet Quesnay and his followers drew on many examples from the past and elaborated several theoretical reflections on history. By situating the assertions of the économistes within the broader Enlightenment debate, one can identify the originality of the rural philosophy of history. On the one hand, Physiocracy not only criticized the event history focused on kings, courts or wars, but also developed a natural-hypothetical history of mankind based on an original three-stage theory that differed considerably from the Scottish School. On the other hand, against the experimental method promoted by the French science of commerce, Physiocracy defended the primacy of economic analysis in the empirical study of the history of ancient nations (Athens, Sparta, Rome) and of modern ones (France, Great Britain). The picture as a whole indicates a veritable counter-history of trade and civilisation in which land ownership and the agricultural sector play the leading role.

This panel seeks to interrogate literary, cultural, and pictorial representations of agriculture in Europe and in the world with a focus on divergent views on the exploitation of nature. We are interested in papers exploring/questioning the physiocratic imperative of progress, the modernization of agricultural and horticultural practices, by shedding light for instance on the conflicts between traditional praxis and the proponents of rationalized, quantified, scalable knowledge. We invite contributions that investigate the forms of resistance to innovation, the authority of abstract science over empirical knowledge, and the proliferation of treatises on horticulture and gardening that have until recently received little scholarly attention. We also welcome papers examining ways of reconfiguring the ecologies of human/nonhuman relationships in the context of food production.

The following article was originally written to discuss a way to pay for the economic consequences of COVID-19 ("Augur of an Era...."). Given new uncertainties in the post-COVID world and the first full-scale European war since World War II, a new introductory section has been added. The paper explains why the Arctic is of chief strategic importance to our current geopolitics and proposes the establishment of a Bank of Gaia as the sole arbiter of Arctic resources.  This version was posted at the outbreak of the war in Ukraine.

Money and exchange in the modern constitution This paper provides an interpretation of the classical conception of money as a neutral instrument for pure market exchanges, based on the concept of constitution as proposed by Bruno Latour in Nous N'Avons Jamais Été Modernes. The aim is to support the hypothesis of an association between the epistemic constitution of modernity and monetary orthodoxy, as this modern conception also postulates an autonomous sphere of mercantile exchange. In the end, questions are raised concerning a possible renewal of the conception of money so as to correspond to a constitution that would overcome the limits of the modern form.

In a narrative and analytic style, the essay describes the historical roots of modern economic thought with European Liberalism and its laissez faire ideology as a reaction to the era of monopolistic Mercantilism. The objective in the essay is to describe the development of liberal economic thought and establish the great differences between its philosophical postulates and its actual application.

While a true spirit of freedom and the pursuit of the common good imbued economic liberalism, the actual application of the Industrial Revolution was of laissez faire for the owners of money and of dire exploitation for labour. The period covered goes from the time of the merchant empires, Adam Smith, the French Physiocrats and the development of XIX century classical economic thought to the brink of the Great War of 1914. The essay opens by stating that the birth of economic thought began with the enunciation of the concept of laissez faire, laissez-passer in its search for a model that would produce optimum results.

In this article, we show that Quesnay, while himself devoted to a major analytical effort to create what was at the time, like today, assessed as an original and far-reaching social theory, was also very much concerned with the development of a systematic empirical inquiry of French economy and society. Our claim is that this program of observation was for Quesnay and the physiocrats no less important than their theoretical investigation. The results of the surveys and agricultural accounts they produced were integrated in some of the physiocrats’ main theoretical works like the Philosophie rurale, in more or less stylized form. Some of Quesnay’s aides were able to conduct land survey experiments that applied physiocratic knowledge to the measurement of concrete economic activities. In the 1760s, the integration of empirical and theoretical inquiries was sufficiently developed that one of Quesnay’s closest disciples, Charles Richard de Butre, conceived of a plan for some sort of national accounting.
