Ein wesentliches Ziel der gegenwärtigen Bildungsreform besteht darin, die Autonomie der Schule zu fördern. Standards, die gewünschte Bildungsziele, auf zu erwerbende Kompetenzen heruntergebrochen, beschreiben, sollen künftig das zentrale Steuerungsinstrument im Bildungssystem sein und die bisherige Inputsteuerung ablösen (Klieme et al. 2003; 2007). Es ist deutlich, dass dies kaum je gelingt, sondern überprüfbare Standards und andere zentralisierte Schüler_innenleistungskontrollen bis hin zur Zentralmatura eingeführt wurden und werden, diese aber kaum je die bisherige Inputsteuerung über Curricula, Verordnungen, Anweisungen, Unterrichtsmaterialien etc. ablösen, sondern noch hinzukommen (Altrichter / Merki 2010). Damit wird der erwünschte Effekt einer Entlastung der Einzelschule von Verwaltung und Verordnungsmasse verfehlt und stattdessen häufig genug ins Gegenteil verkehrt.
Insofern ist es folgerichtig, die in der Bildungsreform eigentlich intendierte Steigerung der Autonomie der Einzelschule, die in ihrer Durchführung aber weitgehend auf der Strecke zu bleiben drohte (vgl. Schluß / Andersen et al. 2013), nunmehr in einem eigenen Konzept einzufordern. Die Autonomie der Einzelschule ergibt sich nicht von selbst. Sie kann aber auch kein Selbstzweck sein. Durch Schulautonomie soll sichergestellt werden, dass eine optimal auf die konkreten Bedingungen vor Ort abgestimmte Unterrichts- und Schulgestaltung erfolgen kann. Zu diesen Bedingungen zählen unter anderem die Schulform sowie die Zusammensetzung der Schülerschaft und der Elternschaft. Sozioökonomische Faktoren spielen ebenso eine Rolle wie Bildungsinteresse oder Migrationshintergrund. Es macht aber auch einen Unterschied, ob sich die Schule am Land oder in einem urbanen Zentrum befindet, ob sie die einzige Schule weit und breit ist, oder ob in unmittelbarer räumlicher Nähe eine Vielzahl an unterschiedlichen Schulen angesiedelt ist und ob eine Wahlfreiheit zwischen unterschiedlichen Schulen so tatsächlich gegeben ist.
Auf diese Herausforderungen soll durch Autonomie der Schule besser reagiert werden können, weil die Schule vor Ort die Situation vor Ort am besten kennt und abgestimmt auf diese Situation ein attraktives und für Eltern und Schüler_innen ansprechendes pädagogisches Programm entwickeln kann. Ein solches Konzept wird im vorliegenden Aufsatz kritisch geprüft.

These conditions include the type of school, as well as the composition of the student body and of parenthood. Socioeconomic factors play a role, such as education interest or immigrant background. But it also makes a difference whether the school is located in the countryside or in an urban center, whether it is the only school for miles around, or whether in the immediate vicinity a number of different schools is located and whether a choice between different schools is actually given.
To these challenges is through school autonomy can be more responsive, because the local school knows best the local situation and adapted to the situation can develop an attractive and appealing educational program for parents and Schüler_innen. Such a concept is critically examined in this article.

La Nueva Gestión Pública (NGP) es un programa de reforma del sector público que ha inspirado numerosos procesos de reforma educativa a nivel internacional. En el campo de la educación, la NGP ha cristalizado en políticas como la autonomía de centro, la profesionalización de las direcciones escolares, la evaluación estandarizada y los sistemas de rendición de cuentas de los docentes. En este artículo se analiza cómo y por qué la NGP ha sido adoptada y re-contextualizada en un escenario educativo del sur de Europa, como es Cataluña. Este artículo muestra que las razones por las que se ha adoptado la NGP en Cataluña no son tan diferentes de las existentes en otros países en los que estas políticas se han aplicado con anterioridad. Contra-intuitivamente, aunque la NGP es un programa de reforma del sector público históricamente vinculado a fuerzas conservadoras, en Cataluña, como ocurrió previamente en otros países del Centro y del Norte de Europa, la NGP ha sido aprobada y regulada con un gobierno de corte socialdemócrata. En todos estos lugares, los socialdemócratas han tendido a aproximarse a los postulados de la NGP como un intento de hacer frente a la crisis de legitimidad del Estado de bienestar y de los servicios públicos en particular. Sin embargo, la reforma educativa de NGP se ha promulgado y regulado de forma irregular en Cataluña. Razones de naturaleza política, institucional y económica, junto a las múltiples representaciones y reinterpretaciones que los policy-makers locales hacen de las políticas de NGP, explican por qué estas políticas han seguido una trayectoria que se podría calificar de errática y a momentos paradójica en el contexto analizado. A nivel empírico, el estudio se basa en, por un lado, entrevistas con responsables políticos y actores clave del sistema educativo catalán y, por el otro, análisis de informes oficiales, comunicados de prensa y marco normativo. El estudio de caso ha sido estructurado siguiendo el método del process-tracing, el cual nos ha guiado en la sistematización de la información recogida en la observación empírica y nos ha permitido vincular los sucesos clave del proceso político con su consiguiente impacto en el sistema educativo.

The article draws from the work conducted in the context of the European Policy Network on School Leadership (EPNoSL). In particular, it is based on an in depth review of school leadership policies in 21 European countries and the discourse that is taking place in EPNoSL’s webinars, national workshops and peer learning activities organised in several EU countries with the participation of a variety of school leadership stakeholders (including policy makers at European, national, and local levels, school leaders, teachers and other professionals, academics, researchers, parents and students). EPNoSL is a network of 42 European institutions that aims at improving policy on, and practice in, school leadership in Europe.

The article discusses the question of school autonomy in the context of school leadership policy development in Europe. School autonomy is considered as a critical precondition for the development of comprehensive school leadership policies. Based on the comprehensive framework of school leadership policy development that has been developed in the context of this project, the article undertakes two main tasks. Firstly, it attempts to show that instead of searching for universal solutions on the question of school autonomy, it is important to reflect on context specific policies on autonomy that aim at the attainment of concrete learning and equity goals. Secondly, it specifies seven general directions for policies on school autonomy that are adaptive to the divergent experiences of European education systems.
