Ce dossier a pour objet les relations turco-russes qui, depuis la période post-bipolaire, ont suivi
un cours instable fait de rapprochements spectaculaires mais aussi de crises qui sont allées, au
moins une fois, jusqu’à la rupture. Au cours des trois décennies qui ont suivi la guerre froide, en
dépit de cette inconstance, c'est bien une convergence croissante qui s’est affirmée. Marquée par
un ensemble d’initiatives politiques, économiques et culturelles, ces dernières ont permis
d’institutionnaliser les rapports entre les deux pays. Les relations économiques et notamment le
commerce des hydrocarbures ont sans doute contribué au renforcement des rapports turcorusses. Cependant, on constate que la démarche qui a longtemps consisté à privilégier la
convergence d’intérêts économiques, pour faire oublier les divergences politiques et
stratégiques, est désormais révolue. La coopération qui s’est reconstruite entre les deux pays
après l’épisode pénible de 2015-2016 le montre bien, car des antagonismes demeurent.

Türkiye’nin nükleer kapasiteye sahip olmasının bölgesel ve küresel aktörler tarafından nasıl algılandığı ve Türkiye’nin Avrupa Birliği üyeliği perspektifinden tartışılması bu çalışmanın öncelikli amacını oluşturmaktadır. AB ile karşılaştırmalı bir şekilde Türkiye’nin nükleer enerji politikalarının, Avrupa Birliği’nin politikalarıyla uyumluluğu ve Türkiye’nin politika opsiyonları neo-realist temelli bir bakış açısıyla değerlendirilmektedir. Ayrıca Türkiye-Rusya arasında imzalanan nükleer enerji antlaşmasının, Türkiye’nin mevcut dışa bağımlılığının devam ettirilerek, tek taraflı bir bağımlılığı artıracağı tartışılmaktadır.
Çalışmanın birinci bölümünde Türkiye’nin genel enerji görünümü verilerek, nükleer enerji politikasının gelişimi ve ulusal düzlemdeki bakış açıları değerlendirilmektedir. İkinci bölümde Avrupa Birliği’nin nükleer enerji politikası ele alınmaktadır. Üçüncü bölümde, Türkiye’nin nükleer enerji politikası Avrupa Birliği nükleer enerji politikası ile karşılaştırılmakta ve değişen dünya düzeninde nükleer enerjinin Türkiye-AB ilişkilerine etkisi değerlendirilmektedir.
Sonuç olarak Türkiye’nin nükleer enerjiye yönelmesiyle birlikte, mevcut Rusya’ya ve dışa bağımlılığına yönelik olumlu bir etkisinin olmadığı ve teknolojik olmasa da değişen dünya sisteminde Türkiye’nin Rusya’ya aşırı bağımlılığı AB ilişkileri ve olası üyelik açısından sorun yaratacağı ileri sürülmektedir.

Bilateral relations between Turkey and Russia have been dominated by continuous instability in the last three decades almost entirely due to the lack of a permanent balance in political relations despite the formalizing impact of economic and trade relations. Bilateral political relations are formalized by the direct impact of the expectations and interests of both parties, which occasionally differ radically under inevitable pressure from global and regional developments. Both countries are under the shade of the personal expectations and relations of strong leaders who call the shots in almost every aspect of political life, which emerges as yet another decisive factor. This prevents the parties from developing a permanent and common perspective on regional and global matters since both parties have cultivated a strong mutual distrust as a legacy of geopolitical and historical competition.

Özet Türkiye ve Rusya arasındaki önemli iş birliği alanlarından biri olan ekonomik iş birliğinin temel belirle-yicisi olarak nitelendirebileceğimiz doğal gaz alım satımı her iki ülke için de karşılıklı bağımlılık ilişkisi doğur-maktadır. Bu çalışmada son dönemlerde daha da gelişen Türkiye Rusya arasındaki enerji iş birliği doğal gaz perspektifinden; Rusya'nın doğal gaz rezervleri, Türkiye Rusya arasındaki doğal gaz ilişkisinin tarihsel gelişimi, Türkiye'nin doğal gaz talebi ve iki ülke arasındaki doğal gaz boru hattı projeleri açısından ele alınmıştır. Anahtar Kelimeler: Türkiye'nin Enerji Talebi, Rusya'nın Doğal Gaz Rezervleri, Türkiye Rusya İlişki-leri Abstract Natural gas buying and selling, which we can characterize as the main determinant of the economic business union, one of the important business alliance between Turkey and Russia, has a mutual dependence relation for both countries. In this study, we have evaluated the energy cooperation which has been developing more recently between Turkey and Russia from the perspective of natural gas, in terms of Russia's natural gas reserves, the historical development of the natural gas relationship between Turkey and Russia, Turkey's natural gas demand, and natural gas pipeline projects between the two countries. Giriş Türkiye ve Rusya arasındaki ilişkilerin temeli büyük ölçüde güvenlik, enerji, ekonomi gibi alanlardaki iş birliğine dayanmaktadır. İki ülke arasındaki doğal gaz anlaşmaları ise ekonomi alanındaki ilişkilerinin temelini oluşturmaktadır. Türkiye ve Rusya arasındaki toplam ticaret hacmi içinde enerji sektörünün, spesifik olarak da doğal gazın payı oldukça büyüktür. Türkiye 2000'li yıllarda enerji talebinin büyük bir bölümünü Rusya Federas-yonu'ndan sağlamak üzere önemli adımlar atmıştır. Bu doğrultuda atılan adımlar, Türkiye ve Rusya arasındaki ekonomik ilişkilerin olumlu yönde ilerlemesine hız kazandırmıştır. Türkiye'nin enerji ihtiyacını karşılama konusunda Türk Cumhuriyetleri gibi bir alternatifi varken Rus-ya'ya yönelmesinin temelinde Rusya'nın dünyanın en büyük doğal gaz rezervlerine sahip olması ve sahip olduğu bu doğal kaynak zenginliği sayesinde diğer ülkelere göre daha uygun fiyatlarla Türkiye'nin doğal gaz talebine karşılık verebiliyor olması yatmaktadır. Bir diğer etkenin ise iki ülke arasındaki coğrafi yakınlık olduğu söylene-bilir. Öte yandan, Türkiye Rusya ile doğal gaz iş birliğine giderken Türk Cumhuriyetleri ile kurulabilecek eko-nomik yakınlığa önemli katkı sağlayabileceği düşünülen doğal gaz anlaşmaları sayesinde güçlendirilebilecek ekonomik birlikteliği de bir anlamda göz ardı etmiş olmaktadır. Bu çalışmada, son dönemlerde daha da gelişen Türkiye Rusya arasındaki enerji iş birliği doğal gaz pers-pektifinden; Türkiye Rusya arasındaki doğal gaz ilişkisinin tarihsel gelişimi, Türkiye'nin doğal gaz talebi, Rus-ya'nın doğal gaz rezervleri ve iki ülke arasındaki doğal gaz boru hattı projeleri açısından ele alınmıştır.

Turkey’s purchase of a Russian S-400 air defense missile system has raised questions concerning Turkey’s alliance with the North Atlantic Treaty Organization (NATO) and the country’s future intentions. Nonetheless, a break with NATO is unlikely, as alliance dependence is still applicable for both Turkey and other members. Turkish government circles have cast the recent purchase as a means to gain more autonomy from and/or better bargaining power with Western allies. However, the purchase
of S-400s will not bring about the desired outcomes. Instead, it will generate a dual dependency characterized by vulnerability to Russia and an increased need for assurances from NATO. Turkey also seems to have reached the limits of its bargaining power, as the United States is placing more weight on punitive measures. The only explanation left for the purchase is the possibility that President Tayyip Erdoğan may be seeking a domestic rally effect via a confrontation with the United States to prevent​ possible challengers to his leadership from gaining momentum.

طی دوره‌­ای کمتر از یک سال روابط روسیه و ترکیه طیفی از تنش تا عادی­‌سازی را طی کرده است و ظرف دو ماه رهبران دو کشور سه بار با یکدیگر ملاقات نمودند. آخرین دیدار مربوط به ٢٣اُمین کنگره جهانی انرژی در استانبول است که در حاشیه آن ولادیمیر پوتین با رجب طیب اردوغان دیدار نمود و پیرامون مسائل اقتصادی به موازات مسائل سیاسی به بحث و تبادل نظر پرداخت. موضوعاتی چون احیای پیوندهای تجاری و اقتصادی، موضوع توریسم، توسعه مناسبات انرژی و همچنین بحران سوریه از آن جمله بودند. هرچند تمامی موضوعات فوق در عادی­‌سازی روابط طرفین حائز اهمیت می­‌باشند با این حال انرژی را می­‌توان در صدر قرار داد؛ چراکه به نظر می­‌رسد در سایر موضوعات مربوط به تجارت برخی منافع و مصالح داخلی از سوی کرملین درنظر گرفته می­‌شود اما همکاری در حوزه انرژی متمایز از این مسئله است و حتی می­‌تواند روابط آتی دو کشور در سطح منطقه به ویژه در قبال بحران سوریه را تحت تاثیر قرار دهد.

Bu yıl Rusya'nın partner olduğu ve  Türkiye’nin ilk ve en kapsamlı ticaret fuarı  86. İzmir  Enternasyonal Fuarı'nda ana tema  "enerji" olarak  seçildi . 18 - 27 AĞUSTOS 2017 tarihleri arasında düzenlenen fuarın açılış günü  Ege İhracatçı Birlikleri ve Dış Ekonomik İlişkiler Kurulu (DEİK) organizasyonunda "Ticari ve Ekonomik İşbirliğinde Yeni Dönem" başlığıyla İzmir'de düzenlenen  Türkiye Rusya İş Forumu kapsamında yapılan "Türkiye - Rusya Enerji İşbirliği Oturumu"nda konuşan  Rusya Federasyonu Enerji Bakanı Alexandr Novak, Türk Akımı ve Akkuyu Nükleer Güç Santrali (NGS) Projesi'nin iki ülke arasındaki ilişkileri güçlendirerek derinleştirdiğine dikkat çekti. Rusya'nın büyüyen ve gelişen Türkiye'nin enerji talebini karşılama noktasına her türlü desteği vermeye hazır olduklarının altını çizen Novak, ortaklaşa  projelerde her iki ülkenin de kendi potansiyelini kullandığını, güçlü olduğu sektörlerde birbirine destek olduğunu belirtti.  Enerji ve Tabii Kaynaklar Bakanlığı ile Rusya Federasyonu Devlet Nükleer Enerji Firması Rosatom işbirliğinde yürüyen, Mersin’e  140 km uzaklıktaki Akdeniz kıyısında, Mersin ilinin Gülnar ilçesinde bulunan Büyükeceli Kasabasının Akkuyu mevkiinde inşaa edilmesi planlanan santral 4 bin 800 megavat kurulu güce sahip,  her türlü senaryoda geçerli olacak güvenlik tedbirlerini öngören III+ tipi Rus VVER reaktörlü dört güç ünitesinden oluşacak Akkuyu Nükleer Güç Santrali Projesi’nde(NGS) Türkiye'nin inşaat çalışmalarına bu yıl başlamayı hedeflediğini belirten Novak, "2023'te Akkuyu'da tam olarak enerji üretimi başlayacaktır. Bana göre de bu projenin gerçekleşmesi için büyük bir aşama olacak. Bence nükleer santralin yapılması ilişkileri pekiştirecek, uluslararası ekonomik ilişkiler için de büyük katkısı olacak." şeklinde konuştu. Türk yetkilileri ve sektörün öncülerini Ekim ayında Rusya Federasyonunun başkenti Moskova’da gerçekleşecek olan “Russian Energy Week’ Energy Efficiency and Energy Development International Forum –Rusya Enerji Haftası’na” a davet eden Novak, ayrıca Türkiye'nin G20 ülkeleri içinde eşit enerji kaynaklarına ulaşma ve yenilebilir enerji kaynaklarını geliştirme amacıyla yapılan toplantılarda, güvenilir ve sürdürülebilir enerjiye ulaşım konusunda önemli katkılarda bulunduklarını, geleneksel enerji kaynakların etkin teknolojiler içinde kullanılmasına önem verdiklerini de açıklamalarına ekledi.

The relations between Turkey and the Russian Federation continued to come under the influence of turbulent times and several variables. Turkey’s dependence on foreign energy field in which this process of energy production and Russia’s main export products are shaping the main subject of this thesis. This study covers the field of energy projects, investments and the volume of trade between Turkey and Russia by addressing the issue is to examine the complex interdependence theory. Asymmetric Interdependence between the two countries will be examined through this theory. In this process, starting with the first steps taken in the energy scope between Turkey and Russia, today's Turkey-Russia relations will be discussed. The existing projects will then be evaluated within the scope of this theory. An analysis will be made with the help of the data of countries and it will be compared with the features of this theory.

On December 1, 2014, President Vladimir Putin and President Tayyip Erdoğan met in Ankara to discuss bilateral diplomatic relations. Although the focus of the negotiations was on energetic concerns there were some discussions regarding a perceived rapprochement between these two (truly) Eurasian countries. The rapprochement between Ankara and Moscow needs to be seen with caution due to the contentious position of these two potential future allies.
Historically speaking both countries have claims has natural leaders of the Eurasian space, and in the Imperial Era both Empires clashed several times. Contemporarily, both countries only began the diplomatic rapprochement due to the perceived difficulty to deal with a third player: the European Union. But some questions remain to be answered: 1.) What are the economic benefits of a strengthened alliance between Moscow and Ankara?; 2.) Would a stronger alliance with Russia mean a turnover from the European dream pursued by Turkey?; 3.) Would Russia consider Turkey and equal Eurasian partner or a part of Eurasia driven by Moscow?
The joint communication here proposed intends to analyze the Russo-Turkish current relations within the Eurasian paradigm while looking to diplomacy, politics, energy, security and economic concerns

The discussion surrounding Turkey’s impending choice with regard to the purchase of different weapons systems—namely the Russian S-400 air defense system and the U.S. F-35 Joint Strike Fighter—is strongly framed in terms of the recent warm relationship between it and Russia as a result of their marriage of convenience in Syria. However, the unfolding strategic convergence between the two countries predates the unique issues raised by the immediate context of the Syrian crisis.

Will Turkey be able to replace Russian gas with Qatari imports?
A recent meeting between Turkey’s President Recep Tayyip Erdogan and Qatari Emir Sheikh Tamim bin Hamad Al Thani gave rise to a new rhetoric in Turkey: Turkey will be able to meet any shortfall in Russian gas supplies with new imports of Qatari liquefied natural gas (LNG). Any new LNG contracts signed with Qatar, the argument goes, now can be substituted for the gas Turkey currently buys from Russian sources — that is to say, about 50% of all of Turkey’s gas demands.

The article focuses on the Ukrainian geopolitical presence in the Black Sea littoral tracing its development since the beginning of the twentieth century. An attempt is made to predict the future regional policies of Ukraine taking into account ongoing irreversible processes: the recent Ukrainian democratic revolution, early presidential elections of 2014, growing Russian confrontation with the Western states, ongoing insurgency in the Eastern Ukraine, promising cooperation with Turkey and others. Apart from this, the outlines are drafted for Ukraine to fully benefit from the available political and economic options in the current discourse. Finally, the article includes arguments for the EU, U.S. and NATO to revise their modus operandi in the Black Sea littoral and make a stake on Ukraine as on the champion of the liberal values and democracy.

The western Balkans as a region is at the crossroads of the east-west energy transportation routes, and it is confronted with the simultaneous tasks of transforming its economic outlook and its energy infrastructure: a process that creates unique opportunities as well as challenges. By confronting these challenges and making the best use of its opportunities through sound decision-making, the region could significantly improve energy security. The transformation of the dynamics of energy security in the western Balkans is an opportunity not only for the region but also for the countries like Turkey, which is rapidly becoming an important player in the east-west energy supply corridor. While much of the literature focused on energy security and the region has explored its relations with Russia and the EU, this article expands and enhances knowledge of this topical subject by exploring the highly important position Turkey occupies in the region’s energy security dynamics. For reasons both specific to Turkey and to its particular sets of interconnected relationships with the EU and Russia, the article demonstrates that Turkey is uniquely situated to contribute to energy security in the western Balkans. The major aim of this study is thus to provide a clear understanding of Turkey’s energy policy in the western Balkans in light of its own relations with the two key players of EU and Russia, as well as its particular domestic-level characteristics. The fundamental argument is that Ankara, with its proactive diplomacy and advanced bilateral partnerships with Russia and the EU, is particularly positioned to contribute—and has the capacity to continue to contribute—to the future of energy security in the western Balkans.

Türkiye ile Rusya arasındaki ilişkilerin en dikkat çekici boyutlarından biri olan enerji, son yıllarda giderek artan şekilde tartışılmaya devam etmektedir. Özellikle nükleer enerji, petrol, doğal gaz, enerji nakil hatları konuları, Türkiye-Rusya ilişkileri açısından önemli başlıklar arasında yer almaktadır. Elinizdeki çalışma, bu konular ile ilgili güncel tartışmalara odaklanmaktadır.

Kitabımız, Rusya Federasyonu Başkanı Vladimir Putin’e en yakın stratejik düşünce kuruluşu olan Rusya Stratejik Araştırmalar Enstitüsünden (RISI) alanlarında uzman araştırmacıların yanı sıra Türkiye’den konunun uzmanlarının katılımı ile 2018 yılı sonbaharında Kapadokya’da gerçekleşen çalıştayın notlarının derlenmesi ile oluşturulmuştur. Çalıştayda sunulan bilgi, belge ve görüşlerin birçoğu daha önce hiçbir yerde yayımlanmamış olması bakımından ayrıca kıymetlidir.

Türkiye ile Rusya arasındaki enerji meselelerini yakından takip eden okuyucuların özellikle ilgisini çekeceğini düşündüğümüz bu kitap, Akkuyu Nükleer Santrali, TANAP, Türk Akımı, Mavi Akım boru hattı projeleri, Orta Doğu ve Doğu Akdeniz’de Türkiye ile Rusya’nın enerji politikaları ve iş birliği alanları gibi birçok konuda Rusya ve Türkiye’nin politikalarına yön veren uzmanların görüşlerini birinci elden içermesi açısından eşsiz bir kaynak niteliğindedir.

Her geçen gün değişen kullanım alışkanlıkları ve ihtiyaçlarımızı yönlendiren gelişmeler bizlere enerji kaynaklarının önemini vazgeçilmez kılarken, sanılanın aksine petrolden fazla doğal gaz bizler için olmazsa olmaz hale gelmektedir. Endüstriyel alanın dışında evsel kullanımlarda sağlamış olduğu yararlar söz konusu vazgeçilmezliğin bizler için en temel dayanağı olmaktadır. Fakat bilindiği üzere her vazgeçilmez olan kolay ulaşılabilir olmamakla birlikte, bir takım olumsuz etkilere de neden olamaz olarak görülmemektedir. Söz konusu bu durumlar tamamen doğal gazın niteliklerinden kaynaklanmaktadır. Doğal gazın tüm dünya coğrafyasına eşit olarak dağılmamasına –kaynaklardan yoksun coğrafyaların var oluşuna-doğru orantılı olarak küresel doğal gaz tüketimindeki artış, doğal gazın taşınmasındaki problemler dolayısıyla sağlıklı olarak boru hatları vasıtasıyla taşınması gerekliliği, depolanma sorunu dolayısıyla da enerji akışının kaynaktan sağlanması, mevsimsel şartlara göre akışın dengesizleşmesi gibi durumların neden olabileceği sorunlar bu bağlamda ön plana çıkmaktadır. Doğal gazın sahip olduğu niteliklerinin dışında kaynağa sahip olan tedarikçi olarak adlandırabileceğimiz ekonomilerin davranışları, önemli ölçüde kaynağa ulaşılmasının önünde engel olabilmekteyken ayrıca önemli güvenlik sorunları gibi olumsuzluklara da ortam hazırlayabilmektedir. Bu noktada enerji güvenliği 2 sorunu ortaya çıkmakta ve enerji akışındaki yaşanan –yaşanabilecek-sıkıntılar önemli ölçüde olumsuz etkilere neden olmaktadır. Tedarikçi ekonomilerin davranışlarının doğal gaz akışını etkilediğinin en önemli örneği şüphesiz Rusya Federasyonu'dur. Enerji kaynaklarına dayalı bir dış politika izleyen ve " Enerji Süper Gücü " olmayı hedefleyen Putin Rusya'sı geçmişte enerji kaynaklarını diplomatik yaptırım aracı bir silah olarak kullanması ve günümüzde de söz konusu silahını tehdit unsuru olarak küresel güvenliği olumsuz etkileyebilecek potansiyelde davranış sergilemesi, nitelemenin yersiz olmadığını göstermektedir. The break-up of the Soviet Union ushered new political and economic dynamics in Eurasia. With Eurasia’s vast geography, and its potential to promote European energy security and democratic transformation, its promise for the future has captured the attention of world leaders like never before.

A growing economy, increasing energy demand, and limited domestic reserves have challenged the sustainability of Turkey’s rising star. To overcome this risk, Ankara is facilitating foreigner investments’ penetration into the market with new regulations. In this favorable environment and due to the Energy Information Agency (EIA)’s optimistic estimations on technically recoverable shale oil and gas, Turkey has become a frequent flyer destination for energy investors, opening the debate on if the future holds a shale gas boom or, conversely, a bubble. 

Energy hungry Turkey has a vulnerable energy balance. More than 30 percent of energy consumption comes from natural gas and another 30 percent from oil, while the country's reserves don’t constitute any considerable part of this consumption. Thus, the market remains import dependent. To adjust for this balance, Turkey at first decided to diversify its supply portfolio and has invested over the last decade in the southern energy corridor project. This first investment brought joint investment with Azerbaijan, resulting in the Trans-Anatolian pipeline (TANAP), which will bring 16 billion cubic meters of gas per year to Europe.

Erdogan-un sultán en el bazar (alhóndiga) de los zares El Secretario General de la Alianza Atlántica, Jens Stoltenberg, se limitó a manifestar su "preocupación" ante la firme decisión de Turquía de formalizar la compra de misiles rusos S-400, aparentemente "incompatibles" con los sistemas de defensa de la OTAN. Y si Stoltenberg abandonó Ankara visiblemente molesto por el fracaso de su misión-un intento de última hora de persuadir a Erdogan de la imperiosa necesidad de no seguir en tratos con el rival moscovita, enemigo jurado de las "democracias occidentales"-la respuesta de Washington ha sido más contundente: "Turquía pagará muy caro por esta decisión", señaló Donald Trump, aludiendo a la decisión de preferir el sistema de defensa antiaéreo ruso a los cohetes norteamericanos, tres veces más costosos y, al parecer, menos eficaces. "Nadie puede interferir en los asuntos que atañen nuestra soberanía nacional", repuso el primer mandatario turco. En realidad, Washington teme que la tecnología con la que están equipadas las baterías S-400 pueda usarse para recopilar datos relativos a los aviones de la OTAN, y que Rusia podría tener acceso a ellos. Nada parece impedir que Turquía adquiera el sistema ruso S-400. De hecho, se da por seguro que un centenar de militares turcos comenzará a entrenarse a parir de finales de mayo en una base de Rusia. Los turcos se sumarán a un grupo de oficiales chinos que llegó a la Federación rusa en el mes de marzo. Conviene señalar que se trata de una autentica primicia: es la primera vez que el ejército ruso organiza cursos de capacitación para miembros de fuerzas armadas no pertenecientes a una alianza militar liderada por Moscú. Conviene señalar que la disputa sobre la compra del sistema S-400 tiene raíces más profundas. El enfado de Trump y de la OTAN se debe, ante todo, a los múltiples y variopintos proyectos de cooperación militar bilateral y del suministro de material bélico ruso a la República de Turquía.

Why does this “relationship of interdependence”, in
which Russia is dependent on Turkey for energy exports to the Turkish market and Turkey is dependent on Russia for its energy needs, becomes a political economic problem for Turkey?In order to answer this question, one needs to take a closer look on the discussions in the International Relations literature regarding how “interdependence” forms different patterns of power relations between countries.

Fundamental trends in the European Union and the world at large provide an increasingly important policy agenda for financing sustainable energy in terms of energy efficiency, innovation in energy exploitation and development of renewable resources. The long-range forecasts for investments and energy market are determined by highly interconnected environmental, geological and technological research despite scientific differences in modelling the scenarios and interpreting the data. The medium-range forecasts for investments and energy market largely depend on geopolitical considerations and internal pressure by public opinion and stakeholders. States, firms and other actors play their game within the current legal framework at the international, regional and national level. Accordingly, the proper policy design for the sustainable energy needs to be complemented by research on the legal, regulatory and geopolitical side.

However, the characteristics of social sciences which drive their approach to such issues are determined by their fragmentation into sectoral domains and national traditions. It is commonly agreed that there are great benefits in overcoming the disciplinary divisions combining scientific, social and economic considerations in order to assess the policy impact of sustainable energy. The evaluation of the policies for sustainable energy investments requires to connect several
national approaches on such topics, not only in Europe, where the fragmentation of social sciences into national traditions is a matter of fact. In turn, the global nature of the questions addressed by the project needs to be implemented through an IRSES programme in order to strengthen the research partnerships between European research organisations and research organisations from crucial world regions as far as European interests for energy matters are concerned.
