0 Introduction
An Information System is an integrated set of components for
collecting, storing and processing data for delivering information, knowledge
and digital products. Business firms and other organizations rely on
information systems to carry out and manage their operations, interact with
their customers and suppliers, and compete in the marketplace. For instance,
corporations use information systems to reach their potential customers with
targeted messages over the Web, to process financial accounts and to manage
human resources. Governments deploy information systems to provide
services cost-effectively to citizens. Digital goods, such as electronic books
and software, and online services, such as auctions and social networking, are
delivered with information systems. Individuals rely on information systems,
generally Internet-based, for conducting much of their personal lives: for
socializing, study, shopping, banking, and entertainment.
Barangay is the Filipino term for a village, district or ward. It is the
smallest local government unit in the Philippines. Barangay are further
subdivided into smaller areas called Puroks. It is composed of a Punong
Barangay or Barangay Captain/Chairman, and seven Barangay Councilors or
Barangay Kagawad. The Barangay hall serves as their shoulder that citizens
can lean on in terms of some problems, misunderstanding, conflicts with their
kabarangays and other help that they need.

The proponents learned that most of the Barangays are using the
manual method of managing the information and records of their residents.
The proponents came up to offer an indispensable approach to this problem,
rather than using their existing system, the proponents created a
Computerized Information System that will be useful to the officials and
personnel of the Barangay to have an access in just a few clicks and can
easily retrieve the records and information of the residents.
1.1 Background of the Study

Technology in every side of the world is ramping up. The automated
system created by these technologies are truly a big help not just with big
companies, but as well as the small ones. It may be in the government or not.
This automated system greatly helps them with the compilation, filing or
simply managing the records that they have. Unfortunately, even if the world
of technology is rapidly changing the way people transact business, some
areas still havent reached. And one of the perfect example of this is Barangay
Balagtas.
Barangay Balagtas is located along National Highway Road of Batangas
and governed by its current barangay captain, Mrs. Cynthia A. Culla. It is
consist of 7 sitios (Karilagan, Sampalocan, Centro, Ilaya, Pagkakaisa, Looban
and Pulo). According to its history, the name Balagtas came from the word
balagtasin which means Callejon (maliit na kalsada) .One of the residents

of the barangay suggested to shorten it to its present name, Balagtas. As the

years passed by, the growth of the population of Barangay Balagtas is
continuously growing. And as the barangay grows, recordkeeping and
updating it is in crucial state.
The barangay still tend to do their recordkeeping manually and this cause
problems. A lot of records tend to disappear and are unable to update. They
simply couldnt manage the records that they have, most especially with the
growing society.
We, the proponents, came up this study to enhance their existing system in
a way that the barangay personnel and officials can easily access the
information of their constituents.
With the help of the proposed system, this Barangay Balagtas will have a
smooth transaction with every constituent that they have. Not just with the
people, but as well as the workers. The workers dont need to scan every
filing cabinet in order to find the specific information that they needed. No
need to hand-written or waste more papers for the updating of information.
Lost records are not even possible.

reports of transactions and adapt to modern technology?

Objectives of the Study
1.3.1
General Objective
To design, develop and implement a Computerized
Information System for Barangay Balagtas that will enhance the
current manual procedures and generate accurate reports.

Specific Objectives
1. To gather the data and analyze the functional and nonfunctional requirements of Barangay Balagtas.
To gather information, the proponents conducted interviews
with the Barangay Captain. Functional and non-functional will be
discussed further on Chapter 3.
2. To design
and
develop
process
specification, business
requirements and system requirements that defines the design

of the proposed system.
The proponents made different diagrams which explained
the differences between the current and the proposed system.
3. To create modules that will improve reliable secure system that

will hold the data information, transactions, and accurate
reports of transactions and adapt to modern technology.
The proponents made a reliable system that will generate
and include all the modules in one proposed system.
4. To test and maintain the proposed system to ensure that it
performed as designed.
The proponents made a schedule for multiple testing and
regular checking of the system to maintain the quality ensured and
upgrade if needed.

Significance of the Study

This study was developed for the common benefits of Barangay Balagtas
Batangas community.
Barangay Chairman
The Barangay Chairman herself will obtain honor and pride for
implementing the first Barangay Information System for Barangay
Balagtas. In addition, the system will also serve as one of the Barangays
competencies.
Barangay Officials
Barangay Officials will gain knowledge and skills as how the
technology embraces the new era.
Future Researchers
Future researchers will gain from this study as they can use it as
reference for further research. It will surely provide them adequate
information needed for the fulfillment of their own research. This will
provide details and guidelines for the next generation or future researcher
that will conduct the same type of study to provide necessary information
that they will need to complete their research.
STI Academic Center
STI Academic Center will also obtain identity as it will add to the
honor and pride of the school in the fact that the students accomplished
such project proving everyone that STI tops as the best molder of system
builder and programmer of today.
The Proponents
The proponent also will surely benefit from the study as they can apply
the gained skills and knowledge during their stay in STI Academic Center
Chapter 1-
and improve them through continuous application. They also learn the
importance of hard work, team spirit, leadership, cooperation and patience
in creating a system.

Scope and Limitations

1.5.1 Scope
The developed system has the ability to keep each residents
profile, can add, edit, delete and save the record of residents. It also record
the transactions for issuance of barangay clearance and business permit
and produce reports for every transaction. Lastly the system is exclusively
for Barangay Balagtas.
1.5.2 Limitation
Online for getting barangay clearance and barangay
business permit is not included to the developed system.
