    Concepts of hybrid warfare and climate security are contested on their own, and are rarely considered as connected in planning for future security risks. Yet climate change presents new hazards for national security, and opportunities for those looking to foment instability and uncertainty in traditional institutions. This article examines the connections between climate change risks and hybrid war strategies, and focuses on concepts of resilience targeting, information warfare, and geoengineering, illustrating that ‘full spectrum’ analyses of security are necessary in developing future security strategies.

    The importance of environmental factors during and after conflict has often not received adequate attention, and is of particular importance when assessing those groups most vulnerable to changing conditions. Post-war reconstruction and aid policies must take note of which groups are most susceptible to environmental health risks, and how the conflict itself often created new vulnerabilities through deliberate destruction of the natural and built environments. The environmental security and public health fields have a good deal to offer in understanding these dynamics, and must work more closely together in the future to identify potential vulnerabilities in advance of conflicts and disasters.

    Governments and popular discussions have increasingly referred to concepts of `climate security', often with reference to IPCC data. Development of effective methodologies to translate complex, scientific data into risk assessments has lagged, resulting in overly simplistic political assumptions of potential impacts. Climate security scenarios have been developed for use by security and military agencies, but effective engagement by scientific communities requires an improved framework. Effective use of data requires improvement both of climate projections, and the mapping of cascading impacts across interlinked, complex systems. In this research we propose a process for systematic generation of subsets of scenarios (of arbitrary size) from a given set of variables with possible interlinkages.     ABSTRACT This article examines the role of environmental change in conducting intelligence assessments, and the important role in integrating scientific data with background assumptions behind military and security planning. Tracing the development of environmental security concepts, recent military and intelligence interest in climate and environmental changes are based on practical concerns over critical vulnerabilities of infrastructure, energy supplies, and system stability. Examples from Central Asia illustrate the cascading nature of environmental security risks, particularly with water and energy systems. The discussion follows with how scenarios and risk assessments can be integrated with concepts from environmental net assessments, and why traditional assumptions of probabilities, uncertainties and secrecy may be misleading. It is essential to understand not only how extreme future changes might be, but what capabilities we and allies posses to adapt to environmental-related hazards.
