Autocratic regimes in the Middle East will continue to coexist with capitalism. Six structural factors strengthen authoritarianism: oil rents, protectionism in a globalized economy, the threat of ethnic and other cleavages, external threats, patrimonial networks, and cultural traditions. Outside interventions to impose democracy will not succeed; at the same time Western support for non-democratic regimes undermines Western credibility. Only slow and careful cooperation with existing (secular and religious) groups might contribute to democracy in the long term.

This article deals with the consequences of global governance for democratic decision-making. Does globalization lead to a decrease in opportunities for democratic decision-making to occur within nation states? Junne shows that increasing globalization leads to an increase in complex policy domains and thus an increase in the number of actors that need to be taken into consideration when making policy. This leads to four indirect consequences for democracy: changes in ‘party landscape’, regionalization of politics, polarization of society and huge volatility. Policy-making more and more takes place at large distance from the citizen, thus decreasing opportunities for direct democratic legitimacy.

Corporates face biotech revolution. Big corporations account for an increasingly large share of the R&D budget as regards biotechnologies. Their own constraints would seem to have led them to slow down rather than accelerate the applications of these new techniques. This could continue to be the case as long as the "Fordist" options that until now have influenced agricultural growth have not been called into question. The new research options could thereafter allow for a gradual change in the prédominant technological paradigms.

In 2006 Pax Christi Netherlands succeeded in establishing contacts between the Government of Uganda and the Lord's Resistance Army as the first step in a process that should have led to a negotiated solution of a war that had lasted for almost twenty years and that had had devastating humanitarian and economic effects on the population of the northern Uganda. The article describes and analyzes the dilemmas faced by the peacemakers when the International Criminal Cou rt issued warrants to arrest the very persons in the LRA leadership with whom Pax Christi was talking; the challenge of having to deal with overwhelming publicity in a process that could only benefit from utmost confidentiality and a low profile; the competition with other civil; society organizations that felt entitled to also play a leading role in the negotiations; the mental agility required to keep a conversation going between a diverse and divided LRA delegation and a united group of government hardliners and finally the challenge of dealing with state actors that were unable to perceive the added value of a role of a civil society actor in the mediation process - leading to Pax Christi's exit from the talks more than a year before these definitively collapsed. The article concludes with a plea for cooperation between governmental and non-governmental actors in negotiations between asymmetrical adversaries A number of concrete suggestions are made as to how to optimize this cooperation.

The typical African entrepreneur is a necessity entrepreneur, who works in the informal sector on a small piece of land. Young people would like to be a successful entrepreneur, but hesitate to start a formal enterprise. Their role models are different. Entrepreneurship in Africa has to face more uncertainty than elsewhere, because of the five “C”s: corruption, crime, conflict, competition, and climate change. High uncertainty leads to short-term time horizons. Other constraints include limited education, lack of finances, and bad infrastructure. If these limitations were addressed on a large scale, an enormous entrepreneurial potential could be unleashed.

Kritischere Stellungnahmen sind von ihnen auch nicht zu erwarten. Öffentlich geäußerte Befürchtungen wichtiger Akteure könnten leicht zur »self-fulfilling prophecy« werden. Die beschwichtigenden Stellungnahmen können jedoch nicht darüber hinwegtäuschen, daß die Probleme nicht gelöst sind. Langfristig hängt die Zahlungsfähigkeit der Entwicklungsländer von ihrer Fähigkeit ab, sich durch zunehmende Exporte die Devisen zu erwirtschaften, die sie für den Schuldendienst benötigen. Entweder müßte sich der Trend zu einer »neuen internationalen Arbeitsteilung«fortsetzen, in deren Rahmen ein wachsender Teil der Industrieproduktion für den Weltmarktin Entwicklungsländern angesiedelt wäre (F röbel, Heinrichs, Kreye 1977). The typical African entrepreneur is a necessity entrepreneur, who works in the informal sector on a small piece of land. Young people would like to be a successful entrepreneur, but hesitate to start a formal enterprise. Their role models are different. Entrepreneurship in Africa has to face more uncertainty than elsewhere, because of the five " C " s: corruption, crime, conflict, competition, and climate change. Dit artikel laat zien hoe een bemiddelings (mediation)-proces in een conflict tussen een rebellenbeweging en een regering verloopt en in het bijzonder welke rol daarin voor NGO’s is weggelegd. Dit gebeurt door middel van een analyse van de vredesonderhdelingen de Noord—Oegandese Lord's Resistance Anny (LRA), waarin de Nederlandse organisatie IKV Pax Christi een belangrijke rol heeft gespeeld. Wat is de toegevoegde waarde van NGO’s in vredesprocessen en voor welke dilemma’s zien zij zich gesteld? Hoewel blijkt dat voor zowel officiële als niet-officiële actoren een rol is weggelegd bij het oplossen van complexe conflicten, wordt hun samenwerking bemoeilijkt door het ontbreken van passende samenwerkingsmechanismen die het rnogelijk maken om de sterke punten van beide partijen te combineren.
