I hold a doctoral degree in social scienc... moreI am a graduate of the Leon Kozminski Academy and the University of Warsaw. I hold a doctoral degree in social sciences in the field of political science and administration. My research activity focuses on civil society, information security, public administration and senior policy.
Since the academic year 2015/2016, I have been teaching at the Faculty of Political Science and International Studies at the University of Warsaw. I also conducted educational activities at the Center for Local Government and Local Development Studies, the Center for Foreign Language Teacher Training and European Education, as well as vocational schools in Warsaw. Working in one of the best scientific centers in Poland serves as an inspiration for continuous development and enhancement of my scientific and didactic competencies.
Since 2014, I have been involved in the editorial work of the "European Review". The experience gained in editing a scientific journal has proved to be extremely useful in subsequent scientific challenges I have undertaken. Furthermore, by participating in research and social initiatives, I have gained additional experience in project implementation and team management.

Autorzy publikacji podjęli próbę charakterystyki wybranych działań podejmowanych przez grupy jednostek samorządu terytorialnego (JST) w Polsce. Przede wszystkim, poprzez ukazanie wielu sposobów współdziałania, autorzy pragną zwrócić uwagę na różnorodne strategie, jakie wdrażają JST. Główna uwaga została zwrócona na samorząd gminny, ponieważ w opinii autorów jest on podstawową jednostką samorządu terytorialnego, co znajduje również potwierdzenie w obowiązujących aktach normatywnych regulujących funkcjonowanie samorządu terytorialnego w Polsce. Ponadto, jest on najbliżej mieszkańców, przez co powinien wzorcowo realizować idee samorządności, w ramach której mieszkańcy partycypując w działaniach z zakresu polityki lokalnej aktywnie wpływają na kształt swojej najbliższej okolicy. Analizując aktywność JST autorzy starali się zarysować obraz wzajemnych relacji gmin, powiatów i województw, co pozwoliło uzyskać odpowiedź na pytanie: czy ww. jednostki wchodzące w skład różnorakich zrzeszeń kooperują, czy też rywalizują ze sobą. Społeczeństwo informacyjne jako metafora tłumu zawiera próbę wykorzystania metafory tłumu do interpretacji współczesnego społeczeństwa informatycznego. Można ten problem potraktować jako istotny kontekst współczesnej polityki. „Tłum internetowy”, podobnie jak „tłum telewizyjny” czy „tłum radiowy” są zjawiskami istotnie określającymi warunki i sposoby jej uprawiania. Autor charakteryzuje właściwości tłumu sieciowego, mechanizmy rządzące jego zrachowaniami, w konkluzjach optymistycznie wyrażając nadzieję, że wraz z rozwojem społeczeństwa opartego na wiedzy psychologia tłumu internetowego straci na znaczeniu.

Encyclopedia of Public Administration is the first Polish interdisciplinary encyclopedia covering the issues of public administration, both in the theoretical context and with reference to its functioning in practice. The publication, whose idea was developed by researchers from the Institute of Political Sciences at the Faculty of Political Science and International Studies of the University of Warsaw, was prepared by scientists from eight Polish universities. Readers seeking knowledge and information on such issues as democracy, the system of public authorities in Poland, including local and regional self-government authorities, rules governing the practice of the functioning of offices, issues regarding officials and professional ethics, and finally forms of citizens’ participation in co-governance and their rights in relations with the public administration system, will appreciate the several hundred entries. Issues related to the functioning of the Polish administration in the structures of the European Union are also taken into account. This list does not exhaust the extensive range of entries. The Encyclopedia is addressed to various readers – the scientific community, students, representatives of public administration or citizens seeking information about the system of public institutions and the rules governing their functioning. Niniejszy tekst, w zamyśle autora, jest próbą wskazania na ważny ze społecznego punktu widzenia temat srebrnego wolontariatu oraz ukazania jego znaczenia dla aktywizacji osób starszych, która może przyczynić się do wzrostu ich działalności w sferze publicznej. Wolontariat zostanie przedstawiony jako forma partycypacji obywatelskiej seniorów, która nie tylko przyczynia się do rozwoju społeczeństwa obywatelskiego w Polsce, ale również stanowi jeden z elementów budowy pozytywnego wizerunku osób starszych w sferze publicznej. W czasach postępującego procesu starzenia się społeczeństwa należy dołożyć wszelkich starań, aby jak najlepiej wykorzystać potencjał tkwiący w seniorach dążąc jednocześnie do poprawy jakości ich życia. Wydaje się, że wolontariat jest narzędziem, które pozwala osiągnąć oba cele, a także pokazać, że wiek nie jest przesłanką wykluczającą z podejmowania działalności na rzecz innych osób.

Polska jest krajem, w którym w ciągu najbliższych kilkudziesięciu lat znacznie zwiększy się liczba osób starszych. Celem niniejszego artykuł jest ukazanie wpływu zachodzących procesów demogracznych na życie gospodarcze państwa. Autor, po konceptualizacji kluczowych pojęć takich jak: zrównoważony rozwój, srebrne gospodarka i osoba starsza, przystępuje do analizy wybranych wyzwań stojących przed zrównoważonym rozwojem w starzejącym się społeczeństwie. Szczególną uwagę poświęcono aktywności zawodowej seniorów oraz związkom srebrnej gospodarki z tematyką zrównoważonego rozwoju.

The subject of the article is the analysis of the possibilities of using the volunteering to counteract adverse effects of crisis situation based on the example of the coronavirus pandemic. The authors examine the Solidarity Corps for Seniors’ Support (pl. Solidarnościowy Korpus Wsparcia Seniorów) and the local system Warsaw Supports ( pl. system Warszawa Wspiera) applying the institutional and normative method, and case study method in an attempt to provide answers to the following questions: (1) How and under what rules was the volunteering potential used to support the citizens? (2) Did the actions based on volunteer activity undertaken in Poland efficiently complement the work of public authorities? (3) Is the implementation of the developed solutions and their usage within the European Solidarity Corps structure possible in similar cases in the future? Modern states, including Poland, increasingly often have to deal with crisis situations. Each of them constitutes a separate challenge for the state which tries to stop their occurrences and limit their consequences. Poland, like other countries, uses crisis management for this purpose, which is based on public administration. The aim of this paper is to investigate in this context the significance of the civil service, which is treated as an important element of the modern administration of a contemporary state. The authors attempt to point out the important aspects of the civil service functioning which may make it more resistant to crisis situations, thereby making the state better cope with crisis situations. The paper aims to emphasize the most significant problems which require further extensive research.

The aim of this paper is to analyze the information policy of selected central offices on the Internet. In the first part of the article the author defines the nature of information policy. Then the author intends to verify the following thesis: the central offices do not conduct a sufficiently effective information policy. This is due to the lack of systematic action, improper preparation of the content of the messages and the inability to cater to the needs of people with disabilities. The author answers the following research questions: whether the actions taken by the audited offices are in line with a specified strategy or just perform ad hoc actions; whether the information provided is written in intelligible, understandable language and if it is accessible to people with disabilities. Particular attention will be given to the content available on the Internet, in particular on the web-sites of central offices.

The aim of this paper is a short and brief description of the connection between religion and the Polish law as well as presenting issues concerning state protection over foreigners who claim the issues related to religion in order to obtain the status of refugee. At the beginning of the text the author tries to define the notion of religion. The other part of the paper focuses on cases related to protection demands due to religion issues. The following analysis was carried out according to the legal status as per 31 March, 2012.
