ในประเทศไทย รายงานการวิเคราะห์ผลกระทบสิ่งแวดล้อม หรือที่เรียกกันสั้นๆว่า EIA คือเครื่องมือที่สำคัญในการช่วยคาดการณ์และศึกษาความเหมาะสมของการก่อสร้างและการดำเนินกิจการโรงไฟฟ้าพลังงานความร้อนที่ใช้ขยะมูลฝอยเป็นเชื้อเพลิง โดยเฉพาะโรงไฟฟ้าฯที่มีขนาดใหญ่เกินกว่า VSPP (Very Small Power Plant) หรือ ที่มีกำลังการผลิตกระแสไฟฟ้าตั้งแต่10เมกกะวัตต์ขึ้นไป เพราะการจัดทำEIA จะเริ่มขั้นตอนของการศึกษาโครงการเชิงลึกแบบมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียในพื้นที่ ตั้งแต่การเลือกที่ตั้งโครงการ การเลือกเทคโนโลยี่ที่เหมาะสมทั้งในส่วนของอุปกรณ์ เส้นทางและวิธีการรวบรวมขนส่งขยะมูลฝอย การคัดแยกขยะมูลฝอย โดยมีข้อมูลจากการศึกษาองค์ประกอบทางกายภาพและทางเคมีของขยะมูลฝอย ณ สถานที่กำจัด ซึ่งจะนำมาใช้เป็นเชื้อเพลิงในโครงการฯเป็นข้อมูลนำเข้าเพื่อเลือกองค์รวมของระบบที่มีผลกระทบทางสิ่งแวดล้อมและสุขภาพให้น้อยที่สุด มีกระบวนการศึกษาเพื่อประเมินผลกระทบทางสิ่งแวดล้อมและสุขภาพของโครงการฯอย่างชัดเจน โดยเฉพาะผลกระทบที่อาจจะเกิดขึ้นกับผู้มีส่วนได้ส่วนเสียในพื้นที่ ซึ่งหลักๆก็คือ ประชาชนที่อาศัยโดยรอบโครงการโรงไฟฟ้าฯทั้งในกรณีปกติและกรณีเลวร้าย เพื่อเสนอมาตรการที่เหมาะสมระหว่างการก่อสร้างและหลังการก่อสร้างโรงไฟฟ้าฯ โดยที่เปิดช่องทางให้ประชาชนโดยรอบได้เข้ามามีส่วนร่วมในกระบวนการ EIAทุกขั้นตอน ในทางกลับกัน ประมวลหลักการปฎิบัติ หรือที่เรียกกันสั้นๆว่า COP ที่ทางกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมจะนำมาใช้แทน EIA สำหรับโครงการรงไฟฟ้าพลังงานความร้อนที่ใช้ขยะมูลฝอยเป็นเชื้อเพลิง
ที่มีกำลังการผลิตกระแสไฟฟ้าตั้งแต่10เมกกะวัตต์ขึ้นไปนั้น เป็นแค่เพียงเครื่องมือควบคุมการดำเนินกิจการของโรงไฟฟ้าฯหลังการก่อสร้าง เป็นเครื่องมือที่ไม่มีกระบวนการศึกษาความเหมาะสมของการก่อสร้างและการดำเนินกิจการโรงไฟฟ้าอย่างมีประสิทธิภาพและประสิทธิผล ไม่มีขั้นตอนของการศึกษาโครงการในเชิงลึกแบบมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียในพื้นที่ ผู้ประกอบการสามารถที่จะเลือกที่ตั้งโครงการ เลือกเทคโนโลยี เส้นทางและวิธีการรวบรวมขนส่งขยะมูลฝอย รวมไปถึงกระบวนการการคัดแยกขยะมูลฝอยได้ตามอำเภอใจ ขาดซึ่งการมีส่วนร่วมของประชาชนที่อาศัยโดยรอบโครงการโรงไฟฟ้าฯ ไม่มีขั้นตอนในการนำเสนอมาตรการที่เหมาะสมกับพื้นที่โดยประชาชนโดยรอบโครงการฯ ทั้งระหว่างการก่อสร้างและหลังการก่อสร้างโรงไฟฟ้าฯ เพราะแผนการปฎิบัติการด้านสิ่งแวดล้อมจะเน้นไปที่แผนปฎิบัติการหลังการก่อสร้างโครงการฯ ซึ่งจะเป็นแผนมาตรฐานทั่วไป ไม่ได้ถูกกำหนดมาจากการศึกษาการเปลี่ยนแปลงและผลกระทบด้านทรัพยากรทางกายภาพและชีวภาพที่มีในพื้นที่โครงการฯ รวมไปถึงการเปลี่ยนแปลงและผลกระทบด้านคุณค่าการใช้ประโยชน์และคุณภาพชีวิตของชุมชนโดยรอบโครงการฯ ในมิติของการมีส่วนร่วมของชุมชนโดยรอบโครงการฯนั้นจะเห็นว่าCOPยังขาดมาตรการในการให้ประชาชนเข้าไปมีส่วนร่วมในการติดตามตรวจสอบการปฎิบัติงานของโครงการฯระหว่างการก่อสร้างและหลังการดำเนินโครงการฯอีกด้วย ความแตกต่างประการสำคัญที่สุดระหว่างEIAและCOPคือ COPไม่สามารถกำหนดจุดหรือบริเวณที่ต้องทำการตรวจวัดมลพิษเพื่อเฝ้าระวังสุขภาพของประชาชนที่ชัดเจนได้ อันเนื่องมาจากCOPไม่ได้มีการใช้แบบจำลองทางคณิตศาสตร์เหมือนกับการจัดทำEIA ในการพยากรณ์ว่าค่ามลพิษสูงสุด รวมไปถึงฝุ่นละอองต่างๆที่เกิดจากการก่อสร้างโครงการฯและการดำเนินการโครงการโรงไฟฟ้า จะตกลงในบริเวณใดของพื้นที่ที่ตั้งโครงการไฟฟ้าฯและพื้นที่โดยรอบ มีผลทำให้การตรวจวัดจากจุดสงสัยว่าจะก่อกำเนิดมลพิษในCOPไม่มีทางที่จะเป็นตัวแทนของข้อมูลที่ประชาชนจะได้รับผลกระทบทางสิ่งแวดล้อมและสุขภาพได้อย่างแท้จริง สิ่งที่น่าห่วงกังวลเป็นอย่างยิ่งอีกประการหนึ่งคือ COPยังขาดมาตรการในการดูแลสุขภาพของชุมชน เนื่องจากไม่ทราบว่าชุมชนกลุ่มใดมีความเสี่ยงที่อาจได้รับผลกระทบจากมลพิษของโรงไฟฟ้าฯบ้าง เพราะไม่ได้มีการศึกษาพื้นที่ในมิติของผลกระทบด้านสิ่งแวดล้อมและสุขภาพในเชิงลึกเหมือนการทำEIA ยิ่งไปกว่านั้นCOPไม่ได้กำหนดให้ต้องแสดงค่าผลการตรวจวัดมลพิษในสิ่งแวดล้อมในสภาพก่อนเกิดโครงการฯ ดังนั้นหลังมีโครงการฯเกิดขึ้นแล้วและมีการปล่อยมลพิษออกมา จะทำให้ไม่สามารถเปรียบเทียบค่ามลพิษกับสภาพแวดล้อมดั้งเดิมได้  ก่อให้เกิดผลกระทบต่อความวิตกกังวลและการไม่ยอมรับให้โครงการฯเข้ามาตั้งในพื้นที่ ซึ่งแตกต่างกับกระบวนการทำEIA ที่มีการการวิเคราะห์ผลกระทบสิ่งแวดล้อมที่คำนึงถึงทรัพยากรทางกายภาพและชีวภาพที่มีในพื้นที่โครงการฯ ตลอดจนคุณค่าการใช้ประโยชน์และคุณภาพชีวิตของชุมชนโดยรอบโครงการฯ  ทั้งก่อนมีโครงการฯและหลังจากมีโครงการฯแล้ว

History has demonstrated that buildings designed to conventional design codes can lack the robustness necessary to withstand localised damage, partial or even complete collapse. This variable performance has led governmental organisations to seek ways of ensuring all buildings of significant size possess a minimum level of robustness. The research community has responded by advancing understanding of how structures behave when subjected to localised damage. Regulations and design recommendations have been developed to help ensure more consistent resilience in all framed buildings of significant size, and rigorous design approaches have been specified for buildings deemed potentially vulnerable to extreme loading events. This paper summarises some of the more important progressive collapse events, to identify key attributes that lead to vulnerability to collapse. Current procedures and guidelines for ensuring a minimum level of performance are reviewed and modelling methods for structures subjected to localised damage are described. These include increasingly sophisticated progressive collapse analysis procedures, including linear static and non-linear static analysis, as well as non-linear static pushover and linear dynamic methods. Finally, fully non-linear dynamic methods are considered. Building connections potentially represent the most vulnerable structural elements in steel-framed buildings; their failure can lead to progressive collapses. Steel connections also present difficulties with respect to frame modelling and this paper highlights benefits and drawbacks of some modelling procedures with respect to their treatment of connections.

Collapse and/or severe damage to pile-supported structures are still observed in liquefiable soils after most major earthquakes. Poor performance of pile foundations remains a great concern to the earthquake engineering community. This review paper compares and contrasts the two plausible theories on pile failure in liquefiable soils. The well established theory of pile failure is based on a flexural mechanism; where the lateral loads on the pile (due to inertia and/or lateral spreading) induce bending failure. This theory is well researched in the recent past and assumes that piles are laterally loaded beams. A more recent theory based on buckling instability treats the piles as laterally unsupported slender columns in liquefiable soils and investigates the buckling instability (bifurcation). The objective of this paper is to investigate the implications to practical pile foundation design that flow from both these theories. Provisions for design made by major international codes of practice for pile design including the Japanese Highway Code (JRA) will be considered. The necessity for such codes to consider alternative forms of failure mechanisms such as the buckling instability of piles in liquefied ground will be discussed.

This paper seeks to contribute to the growing literature on the entrepreneurial university by mapping knowledge exchange relationships of entrepreneurial faculty in a comprehensive manner and also capturing faculty attitudes towards measures taken by the university administration to promote entrepreneurship. We report on an exploratory study of Sussex University, a medium-sized, research-oriented university, which launched technology transfer activities in the mid-1990s. Our results show that, in spite of a comparatively late start, a considerable number of researchers engage in knowledge exchange processes with industry and other non-academic partners. We present evidence that suggests faculty in the social sciences and humanities as well as natural sciences and engineering maintain links to industrial partners, including multinational corporations. Furthermore, our observations indicate that schools differ in the way their faculty engage in university–industry collaborations. Further differences can be observed with respect to faculty attitudes towards technology transfer and awareness of the university’s respective codes of practice.

In Malaysia exposures in the workplace are regulated under the Factories and Machinery Act (FMA), 1967 and also under the more comprehensive Occupational Safety and Health Act (OSHA) enacted in 1994. With OSHA 1994 the philosophy of legislating safety and health in the workplace changed from one that was very prescriptive and containing detailed technical provisions under FMA, 1967 to one that is more flexible and encourages self-regulation under OSHA 1994. OSHA 1994 is supported by regulations, codes of practices and guidelines to further clarify the provisions in the Act. Under the FMA 1967 emphasis was on safety while with OSHA 1994 there has been equal emphasis on addressing health hazards in the workplace. Regulations for occupational exposures are developed by the Department of Occupational Safety and Health with tripartite and stakeholder consultation. When developing these regulations International Labor Organization Conventions, laws of other countries and occupational exposure standards adopted internationally are reviewed. The government also conducts surveys to collect information on both exposures and health effects in workplaces to have better understanding on specific occupational health problems. Effective law enforcement is crucial in ensuring compliance to safety and health law. The challenge at the moment is to ensure all employers and employees, particularly those in the small and medium enterprises, understand and comply with the provisions stipulated in the legislation.

A method of seismic zonation based on the deterministic modeling of rupture planes is presented. Finite rupture planes along identified lineaments are modeled in the Uttarakhand Himalaya based on the semi empirical technique of Midorikawa (Tectonophysics 218:287–295, 1993). The expected peak ground acceleration thus estimated from this technique is divided into different zones similar to zones proposed by the Bureau of Indian standard, BIS (Indian standards code of practice for earthquake-resistant design of structures, 2002). The proposed technique has been applied to Kumaon Himalaya area and the surrounding region for earthquakes of magnitude M > 6.0. Approximately 56000 km2 study area is classified into the highest hazard zone V with peak accelerations of more than 400 cm/s2. This zone V includes the cities of the Dharchula, Almora, Nainital, Haridwar, Okhimath, Uttarkashi, Pithorahargh, Lohaghat, Munsiari, Rudraprayag, and Karnprayag. The Sobla and Gopeshwar regions belong to zone IV, where peak ground accelerations of the order from 250 to 400 cm/s2 can be expected. The prepared map shows that epicenters of many past earthquakes in this region lie in zone V, and hence indicating the utility of developed map in defining various seismic zones.

Liquid retaining structures, which are mainly used to retain domestic water, sewage, or industrial waste, are usually constructed with reinforced concrete in Hong Kong. During the design, novice engineers often encounter problems including decision-making based on rules of thumb, judgment, previous experience, heuristics, and code of practice. A computer-aided tool that incorporates engineering judgment along with algorithmic tools is highly desirable. This paper presents an intelligent tutoring system, with hybrid knowledge representation techniques including production rule system and object-oriented approach, which provides expert advice on design of liquid retaining structures. Intelligent tutoring system is a type of knowledge-based expert system with the particular purpose of teaching. It can serve the purpose for one-to-one tutoring, which is generally acknowledged to be the most effective teaching method, yet requiring high ratio of resources. This system is based on British Standards Code of Practice BS8007: 1987: Design of concrete structures for retaining aqueous liquids. Training exercises, learner model as well as tailored explanations on real design practice are furnished to help inexperienced designers or civil engineering students to learn how to design liquid retaining structures. Nowadays, with the popularity of personal computer, civil engineering students as well as novice engineers can glean hand-on knowledge on design of liquid retaining structures more effectively through this system. An evaluation of the developed system and investigation of the effectiveness to learn the domain design knowledge are undertaken.
