Studies of electoral authoritarianism in Southeast Asia highlight the significance of a compliant media in acting as an obstacle to democratization. Analyses of Malaysian politics are no different. Although the media in Malaysia is largely private, most observers point to the various legislative mechanisms and ownership structures through which compliance is ensured. Although most political scientists have concluded that such mechanisms ensure there is a progovernment bias, there have been few attempts to measure this bias and analyze its impact. With this study, the author aims to begin to fill that gap by studying the degree to which newspapers in Malaysia display partisanship in their coverage of Malaysian politics. To do so, two Malay-language newspapers were selected for coding, using two separate two-week periods as samples. The first period coincided with the March 2008 Malaysian general election, and the second, serving as a control, was from October 2006. Having demonstrated a clear degree of progovernment bias in both newspapers, the author then explores the factors postulated to explain this.

The study aimed to make a comparison on the quality of teaching and learning in the classroom in national primary school and Tamil national type primary school. Based on William Edwards Deming(14 Oktober 1900-20 Disember 1993), who created Deming Theory, said quality makes everyone to do what they agreed and implement correctly at the first time. While Philip Bayard Crosby(18 Jun 1926-18 Ogos 2001) who suggested the Crosby Theory, said ‘zero-defect’ can be reached at the beginning of the process which is prevention efforts are more important that the process improvement. Respondents involved were primary school pupils aged 11 years old. Total of 30 pupils were randomly selected from a primary national school and 30 more pupils from a tamil national type primary school from the district of Banting, Selangor. The study conducted is a survey method using questionnaire as a research tool for data collection purpose. The data is analysed using descriptive statistical by using Program Statistical Packages for the Social Sciences(SPSS 22.0). The result of the study using descriptive statistical showed that aspects of teacher’s professionalism in classroom, teacher’s communication skills in classroom and classroom management are in high level. In comparison, the overall min for teacher’s professionalism, teacher’s communication skills and classroom management did not show high significant differences. Implication of the study found that the teacher’s teaching quality in classroom as one of the criteria for determining the school’s quality either in primary national school or tamil national type school is almost equally high.

This study projects electricity savings, cost-benefit analysis and emission reduction of lighting retrofits in Malaysia residential sector. The cost-benefit is determined as a function of energy savings due to retrofit of more efficient lighting system. The energy savings were calculated based on 25, 50 and 75% of potential retrofits of inefficient lighting in residential sector. The study found that, this strategy save a significant amount of energy and consumers money. However, an effort to create energy efficiency awareness among consumers and subsidies efficient lighting should be identified, because this efficient lighting is quite expensive in Malaysia. © 2004 Elsevier B.V. Recognising the importance of environmental cooperation for sustainable development and regional integration, since 1977 ASEAN has cooperated closely in promoting environmental cooperation among its member states, and ten priority areas of regional importance are reflected in the Blueprint for the ASEAN Socio-Cultural Community (ASCC Blueprint). Such cooperation is important as environmental polices play an important role in a country’s overall economic development and also promotes regional development. Environmental policies and planning systems in Malaysia are in a more extensive application under the supervision of the environmental departments and they are usually composed of many consecutive policy documents. This has to be taken into consideration when one looks at environmental policy implementation specifically on land issue. Singapore's status as a trading hub is probably as old as the settlement itself. In earlier times its history was tightly knit to the development and prosperity of its port. Today's global trading hub, however, is broadly conditioned by its position within a global communications regime that includes various modes of transportation by sea, land and air, as well as electronic forms of communication such as telephony and the internet. Transport and telecommunications infrastructure are certainly prerequisites for success, but Singapore's rapid rise in becoming a global trading hub cannot be explained by these factors alone: the hub is backed by an array of industries that directly or indirectly support transport and trade at large, ranging from warehousing to finance and trade. All these activities, moreover, are regulated and driven by policies that have been carefully formulated and put into place over the past five decades. Then there is Singapore's greatest asset today: its people. In the context of this introduction, it is of course impossible to give a detailed or even comprehensive overview of the historical developments that have evolved and today underpin the global trading hub. What is possible, however, is to single out some of the developmental highlights as well as explain their historic relevance and interdependence. In the following sections I shall do so with an eye cast on history and chronological development as well as moving from the larger picture to the particular. As the SG50 celebrations move into the past, the Republic will begin to look toward 2019, the bicentennial of the British colonial settlement's founding. Like SG50, the bicentennial will offer a unique opportunity to look back and take stock, though the time horizon taken on during the bicentennial will be rolled back well beyond 1965 to the beginning of the 19 th century or perhaps even before. There will be a fresh, vigorous debate about what makes Singapore a special place. One question is likely to feature prominently: Just how much of Singapore's historic success is locationally pre-conditioned?

In Malaysia, leptospirosis is considered an endemic disease, with sporadic outbreaks following rainy or flood seasons. The objective of this study was to develop and validate a new knowledge, attitude, belief and practice (KABP) questionnaire on leptospirosis for use in urban and rural populations in Malaysia. The questionnaire comprised development and validation stages. The development phase encompassed a literature review, expert panel review, focus-group testing, and evaluation. The validation phase consisted of exploratory and confirmatory parts to verify the psychometric properties of the questionnaire. A total of 214 and 759 participants were recruited from two Malaysian states, Kelantan and Selangor respectively, for the validation phase. Background: The third stage of labour includes the separation and detachment of the placenta from the uterine wall, and ends with complete expulsion of the placenta and membrane. This period is the most hazardous stage for the birthing woman due to the risk of profuse hemorrhage. Severe bleeding is the most important cause of maternal deaths. Active management of third stage of labour effectively reduces the occurrence of hemorrhage. Obesity, eating disorders and unhealthy weight-loss practices have been associated with diminished growth in adolescents worldwide. Interventions that address relevant behavioural dimensions have been lacking in Malaysia. This paper describes the protocol of an integrated health education intervention namely &#39;Eat Right, Be Positive About Your Body and Live Actively&#39; (EPaL), a primary prevention which aimed to promote healthy lifestyle in preventing overweight and disordered eating among secondary school adolescents aged 13-14 years old. Following quasi-experimental design, the intervention is conducted in two secondary schools located in the district of Hulu Langat, Selangor, Malaysia. Risk is defined as the probability of a specific adverse event occurring within a specific period, while Quantitative risk assessment (QRA) is the development of a quantitative estimate of risk based on engineering evaluation and mathematical techniques by combining estimate of incident consequences and frequencies. In view of the increase in the use of railways as the mode of transportation for hazardous materials throughout the world, the associated risk analysis should be taken into concern. In this study, the failure frequency of the transportation of ammonia from the Petronas fertilizers Kedah (PFK) plant in Gurun (Northern part of Peninsular Malaysia), to the Chemical Company Malaysia (CCM) fertilizer's facilities in Port Klang (South-western part of Peninsular Malaysia) was evaluated by incorporating the human error assessment. The study highlighted the importance of human error contributions in the failure frequency analysis and its impact on the selected failure scenarios. Besides, it also shows that the application of the human error assessment and reduction technique (HEART), which is a useful human reliability analysis tool, should be used in parallel with the fuzzy arithmetic approach to reduce the uncertainties involved in the estimation of human error probabilities, and hence, to reduce the likelihood of incorrect risks estimates being assessed. The results suggested that the commonly applied approach in quantitative risk assessments, which only consider equipment failures in the failure frequency estimations, are clearly an underestimate of the potential causes of failures leading to hazardous material releases, and hence, the calculated risks based do not reflect the actual risks. © 2008 American Institute of Chemical Engineers Process Saf Prog, 2009

Malaysia’s fundamentals remain strong and the country is expected to grow and increase its appeal to international investors. In spite of recent regional turmoil prompted by China’s economic rebalancing, the end of the commodity supercycle and local political upheavals, Malaysia is poised to strengthen its leadership position within Southeast Asia.

A major economic player in the ASEAN region, Malaysia is a contributing force in the evolution of local, regional and global trade, and its successes are built on strong macro-economic foundations. A well-defined economic programme will ensure that Malaysia’s GDP will grow by 4-5% this year and is on track to achieve developed country status in the next few years, as outlined in the 11th Five-Year Plan. International rankings, ratings and various macroeconomic data provide a clear understanding of why Malaysia’s structural strengths have largely overcome recurring weaknesses and recent setbacks.

Internationally, and especially beyond the immediate arena of Southeast Asia, Malaysia has succeeded in establishing a number of strong economic relationships through shrewd diplomatic initiatives – a political balancing act that has served to tie in Malaysia's fortunes with nations such as China, the US, France and the collective members of ASEAN. Kuala Lumpur is a key member of the Trans-Pacific Partnership and has led the efforts behind the establishment of the ASEAN Economic Community, the seventh largest economy in the world with a combined GDP of $2.4 trillion.

Platelet transfusions are indicated in a wide variety of clinical conditions especially those with thrombocytopenia. However, without proper clinical practice guidelines, inappropriate transfusions are bound to happen. To ascertain the provision of a quality and appropriate practice of platelet transfusions, an audit study was carried out over a period of one month at the Paediatric Institute, Kuala Lumpur Hospital. A prospective audit was performed during that period whilst a retrospective collection of data was carried out for the previous month for comparison. Based on a set of criteria agreed upon by the audit committee, it was found that in 18.5% (22 of 119) of the cases, the indications for platelet transfusions were inappropriate. The audit committee concluded that there is a need for a more detailed clinical practice guideline for local use to reduce or lower the incidence of inappropriate transfusions of platelets.

ABSTRACT The changing nature of climatic factors has different impacts on agriculture based areas, periods and crops. Farmers are the most vulnerable group who are affected both directly and indirectly through climatic changes. In the study area in Malaysia, climatic changes have adverse impacts on farmers. Due to climatic change, productivity and profitability of paddy cultivation have declined in the Integrated Agricultural Development Area, North-West Selangor.
