Policy Reform

A description of the future as it might be without forecasts, predictions and trend analysis can be referred to as a ‘sfuture scenario’. An abundance of scenarios literature exists in which numerous pictures have been painted of changed future worlds. However, upon closer inspection it becomes apparent that virtually all of this literature refers to changes occurring above ground, ignoring the inevitable consequences (or opportunities) for sustainable use of underground space, not least in densely populated urban areas, some of which may be underlain by complex geological conditions. This paper reports on the development (to date) of an ‘Urban Futures’ (UF) toolkit for sub-surface environments (including infrastructure and utilities) which, through use of ‘key’ questions ‘sustainable’ indicators and a ‘contextual’ narrative, allows for better definition and measured performance of underground space in the UK, both today and in the future. The toolkit explores possible uses for underground space within 4 plausible and well-cited future scenarios (i.e. New Sustainability Paradigm, Fortress World, Market Forces and Policy Reform). This forms part of a much larger generic toolkit which the UF research team are developing for exploring possible future scenarios over a range of UK urban regeneration case study areas.

In Korea, until recently, both physicians and pharmacists were allowed to prescribe and dispense drugs for outpatient care. Along with other deep-rooted structural problems, this worked against the quality and efficiency of the health care system. To rectify this problem, the Korean government launched a drug policy reform in July 2000. However, the drug policy reform was more drastic than initially intended--driven by political factors, the reform ended up bringing about complete separation of medical institutions and pharmacies. Also, unlike in many other countries, Korea did not take a gradual approach, but instead, it implemented the reform all at once and nation-wide. As a result, the reform has faced criticism and protests, thereby generating unprecedented social turmoil and even strikes by physicians. Mainstreaming women through gender specific policies is an acknowledged precondition for achieving meaningful development in any developing country like Bangladesh. Yet it is only recently that this issue has been recognized as such in the context of policy reforms in both administrative and local government arenas. Recent local government reform in Bangladesh has led to creation of quota for women in grassroots democratic institutions. In the context of local government, women's concerns had surfaced intermittently and were highlighted in the government reform agenda as evident in the last Local Government Reform of 1997. As a consequential effect Local Government (Union Parishad) Amendment Act 1997 was promulgated. It provides 3 directly elected women members in the Union Parishad from 3 reserved seats. This symposium examines issues related to the links between administrative reform policy and economic development policy. The symposium introduction paper consists of two parts. First, it offers an overview of the background of theoretical and conceptual issues that are important to the connection between administrative reform and economic development. The issues reviewed include the role of government in economic development, the importance of public policy and management to economic development, the contribution of development administration, and the need of administrative reform to remove bureaucratic problems and promote efficiency. Next, the introduction paper provides a brief summary of the research arguments and findings addressed in the following six articles. They include an evaluation of administrative reform in Arab world economic growth, an examination of administrative reform and economic development in Latin America and the Caribbean, a political economy analysis of policy reform in Korea, a study of the implementation of privatization strategies in India's public sector reform, a discussion of the concerns between efficiency and ethics in China's economic development, and the study of administrative and economic development in Mongolia. The implications of the research findings and the need for further study of the linkage between administrative reform and economic development are emphasized in the conclusion.

The impact of date of birth on cognitive test scores is well documented across many countries, with the youngest children in each academic year performing more poorly, on average, than the older members of their cohort. However, relatively little is known about the driving forces behind these differences, at least in England; nor does there appear to have been a robust discussion regarding what, if anything, should be done in light of these disparities. We address both of these issues in this report.

This paper has a twofold aim. First, we will analyze the system of family benefits in relation with the income tax system in France through the adoption of a historical and gender perspective. While typologies of welfare states frequently neglect taxation, in our view, one must take family taxation into account because it provides incentives and disincentives for paid income. Moreover, in the case of France, a close relationship exists between family benefits and taxation on income, one that stems from certain discussions—discussions led to the birth of the French system.Second, we will demonstrate how and to what extent France has moved away from the male-breadwinner model. However, any decline of the malebreadwinner model does not, in turn, indicate a corresponding shift toward a dual caregiver model. Indeed, the current French model has ambiguous effects on gender relations.

In this discussion paper, I seek to understand the complex interaction between notions of ‘professionalism’ and gendered identity constructions against the backdrop of increased state regulation and demands for performativity in the early years. I seek to explore the ways in which ‘teacher professionalism’ is constructed by government and how this transcends into a ‘discourse of derision’, which then becomes a subtle, yet powerful, means of controlling this occupational group. I conclude by presenting an alternative feminist conceptual framework for assessing the gendered nature of identity formation, and as an opportunity to consider the role agency can play when seeking to resist/renegotiate the rapid and powerful policy reform agenda in the early years.

This article provides an overview of the recent Australian policy reforms in aged care and places this discussion within the political context of the Australian health care system. These reforms are examined critically in terms of the gaps between policy, its implementation and the implications for practical aspects of the delivery of services, informal carers and quality of care to older people in community and residential contexts.
