У розвідці проаналізовано особливості розвитку й різновиди напівпрезиденталізму в Україні упродовж 1991-2015 років, окреслено інституційні патерни різних сценаріїв напівпрезиденталізму в Україні, детерміновано формальні та фактичні атрибути українського напівпрезиденталізму, а також визначено перспективи реформування напівпрезиденталізму в Україні. Аргументовано, що в Україні після 2014 року використано практику збалансованого напівпрезиденталізму. Визначено інституційні патерни, ризики та ефекти збалансованого напівпрезиденталізму в Україні, а також ключові напрями його модифікації. Виснувано, що збалансований напівпрезиденталізм, зокрема й в Україні, становить інституційно нестабільний сценарій системи державного правління. Зроблено припущення, що збалансований напівпрезиденталізм в Україні повинен трансформуватись у напівпрезиденталізм із посадою номінального президента або у парламентаризм.

São Tomé e Príncipe é uma sociedade crioula, relativamente homogénea em termos culturais, isenta de clivagens étnicas, regionais ou linguísticas. É o segundo país mais pequeno de África, com uma superfície total de 1001 km² e uma população estimada de 161 000 em 2009 (INE s. d). Com um rendimento nacional bruto (RNB) de $124,2 milhões (em 2006), o país tem a economia mais fraca do continente (FMI s. d). O RNB per capita é de $800 (2006), o que representa apenas 37% do ren-dimento per capita de Cabo Verde (Banco Mundial s. d). O país depende completamente das ajudas internacionais. Seguindo o exemplo das outras ex-colónias portuguesas, depois da independência em 1975 o país estabeleceu um regime de partido único de orientação soviética. Devido ao fracasso económico deste sistema, em meados dos anos 80 o próprio regime iniciou uma liberalização económica e política que, em 1990, culminou na introdução de uma democracia multipartidária, baseada no sistema semipresidencial português. Em 2003 uma revisão da Constituição manteve o sistema semipresidencial, mas reduziu consideravelmente as competências do presidente da Re-pública. Contudo, e tal como antes, verifica-se uma discrepância entre a law in the books e a law in action, pois, de facto, o presidente continuou a assumir funções que o texto da Constituição não permitiria. Esta discrepância é um fenómeno que também se verifica noutras áreas da legislação. Este capítulo retrata o processo da introdução do semipresidencialismo em São Tomé e Príncipe, as características da Constituição de 1990 e da sua revisão de 2003, sobretudo relativamente às competências do presidente. Além disso, analisa a diferença entre o texto da Constituição e a realidade constitucional e faz um cálculo da extensão dos poderes presidenciais a partir das escalas de Metcalf (2000) e de Siaroff (2003). O objectivo é enquadrar o caso de São Tomé e Príncipe no conjunto dos países de língua portuguesa com um sistema semipresidencial, analisando os efeitos do sistema para a
consolidação democrática neste pequeno país insular.

У дисертації виявлено історіографічні, концептуальні, теоретико-методологічні і практично-емпіричні особливості дослідження напівпрезидентської системи правління у політичній науці, розглянуто інституційно-процесуальну і політично-поведінкову зумовленість сутності, атрибутів і типологізації напівпрезидентської системи правління в країнах Європи, зокрема на тлі таких індикаторів, як: формування, функціонування та відповідальність урядів; розпуск та композиція легіслатур; дуалізм, легітимність, партійна приналежність та відповідальність виконавчої влади; сила президентів. На цій підставі зафіксовано інституційно-процесуальні і політично-поведінкові наслідки й впливи напівпрезидентської системи правління у демократичних і автократичних країнах Європи, а також встановлено й систематизовано особливості, ризики та перспективи операціоналізації і реформування напівпрезидентської системи правління в Україні.

Аргументовано, що напівпрезидентська система державного правління є дуже різноманітною і гетерогенною, саме тому актуальною є потреба її усесторонньої типологізації і таксономії. Виявлено, що різні типи напівпрезиденталізму можуть неоднаково впливати на міжінституційні відносини, політичний процес, динаміку зміни політичного режиму, показники політичної стабільності і соціально-економічної ефективності. Поетапно обґрунтовано, що різні фактори й індикатори типологізації напівпрезиденталізму здебільше обертаються довкола проблематики формування і відповідальності урядів (формальна інституційно-процесуальна таксономія), дуалізму, легітимності і відповідальності виконавчої влади (фактична політично-поведінкова таксономія) і сили президентів й особливостей дуалізму виконавчої влади (формально-фактична інституційно-процесуальна й політично-поведінкова таксономія).

Виявлено історіографічні, концептуальні, теоретико-методологічні і практично-емпіричні особливості дослідження напівпрезидентської системи правління у політичній науці. Розглянуто інституційно-процесуальну та політично-поведінкову зумовленість операціоналізації сутності, атрибутів і типологізації напівпрезидентської системи правління в країнах Європи, зокрема на тлі таких індикаторів, як формування та відповідальність урядів, розпуск та композиція легіслатур, дуалізм, легітимність, партійна приналежність і відповідальність виконавчої влади та сила президентів. На цій підставі зафіксовано інституційно-процесуальні і політично-поведінкові наслідки й впливи напівпрезидентської системи правління у демократичних і автократичних країнах Європи, а також встановлено й систематизовано особливості, ризики та перспективи операціоналізації і реформування напівпрезидентської системи правління в Україні. Для студентів, аспірантів, докторантів та викладачів закладів вищої освіти, політиків і державних службовців, а також усіх, хто цікавиться проблематикою напівпрезидентської та інших систем державного правління, міжінституційних та політичних відносин, демократії та автократії.

Крізь призму теоретичних і практичних, конституційних і політичних вимірів, а також в рамках конституційного права і порівняльної політології проаналізовано особливості та наслідки поділу і дуалізму виконавчої влади в рамках різних видів напівпрезиденталізму. Аргументовано, що напівпрезиденталізм дефінітивно та практично завжди окреслюється дуалізмом виконавчої влади, хоча останній і позначається різними особливостями, динамікою та наслідками у рамках різних видів цієї форми/системи державного правління. Водночас на підставі особливостей ієрархічних і транзакційних міжінституційних відносин обґрунтовано, що дуалізм виконавчої влади в рамках напівпрезиденталізму характеризується здебільшого не подвійною природою відповідальності виконавчої влади, а подвійною природою її формування та здійснення.

Концептуалізовано, систематизовано і порівняно атрибути та етапи розвитку напівпрезидентської системи державного правління в Польщі і Україні. Аргументовано, що напівпрезиденталізм має дефініюватись якомога менш суб’єктивно/мінімалістсько, але повинен типологізуватись якомога широко/максималістсько. Умотивовано, що станом на 2017 р. в Польщі й Україні було здебільшого апробовано дуже схожі різновиди напівпрезиденталізму, які детермінувались системами уніфікованої більшості у межах конструкцій збалансованого прем’єр-президенталізму.

Порівняно й узагальнено природу, спосіб обрання та легітимність інституту президента як ознак напівпрезиденталізму в Європи. Виявлено, що напівпрезиденталізм традиційно теоретизується, однак не завжди практично операціоналізується концептом «президентського арбітражу» або президента як «нейтральної сили». Аргументовано, що інститут всенародно виборного президента в умовах напівпрезиденталізму не є ідентичним, адже існує кілька способів його обрання, але не всі вони гарантують, що переможець президентських виборів отримує абсолютну більшість голосів виборців. Доведено, що інститут президента у напівпрезиденталізмі неминуче, хоч і по-різному, може збільшувати президенціалізацію системи державного правління та конфліктність міжінституційних відносин.

The article is devoted to theoretical and methodological categorization and systematization of institutionally-procedural and politically-behavioral attributes and features of semi-presidentialism. The author identified at least two groups of causes and factors, i.e. exogenous and endogenous, that define and categorize semi-presidentialism: the actual content of a constitution, the combination of traditions and circumstances (exogenous causes and factors), the composition of parliamentary majority and the position of a president in relation to parliamentary majority (endogenous causes and factors). It was motivated that, within the same constitutional delineation, a specific semi-presidential country can be classified in practice, first of all in the cut of varying institutional rules and formal/actual powers of presidents, governmental cabinets/prime ministers and parliaments. The researcher found out that taking into account the place and role of political institutions in inter-party competition and party hierarchy has a significant influence on this process. That is why semi-presidentialism was generalized as a system of government, which is comprehensively updated and taxonomied formally and actually. At the same time, it was recorded that semi-presidentialism uses specific hierarchical and transactional relations in the triangle “the head of state–governmental cabinet–parliament”. Their combination affects the formal and actual positioning and taxonomy of different types of heterogeneous semi-presidentialism. It was generalized that semi-presidentialism is definitively and permanently characterized with: a restrained and moderate model of separation of powers and appropriate system of checks and balances; popular election of a president for a fixed term; the collective responsibility of a prime minister and a cabinet to a legislature; the actual “securitization” of a president from interference in his or her activities by other institutions and branches of state power; actual (or at least formal), but multi-step and different deconcentration or dualization of the executive between a president (the head of state) and a prime minister (the head of governmental cabinet); double or dual nature of the origin and implementation of the executive, but not a double or dual nature of the responsibility of the executive.

Se hace una evaluación del desempeño del presidencialismo en perspectiva comparada con el parlamentarismo en tres dimensiones: 1) en la generación de conflictos o situaciones de bloqueo entre ramas de gobierno, 2) en la quiebra de la democracia y 3) en las interrupciones prematuras de mandato. En cada una de las tres dimensiones resumo los argumentos teóricos a favor y en contra y evalúo la validez de las evidencias empíricas existentes. El artículo sostiene que tenemos buenos argumentos y evidencias para pensar que, a igualdad de condiciones, el presidencialismo exhibe un desempeño inferior al parlamentarismo en todos los componentes evaluativos. Luego, argumento que la explicación de estas diferencias podemos encontrarlas en el “efecto” que la variable “forma de gobierno” introduce en el sistema político.

The article is dedicated to theoretical, methodological and empirical justification for different types and systems of republican government. The author conducted the comparative analysis of the presidential powers in various systems of republican government and explained the nature and different types of semi-presidential systems of government as exemplified by Central and Eastern European countries of the EU. The researcher also argued and identified the main attributes of semi-presidentialism with nominal presidents in the context of its distinction from parliamentarism as exemplified by Bulgaria, Czechia, Slovakia and Slovenia and defined the correlation between parliamentary democracy, semi-presidentialism and parliamentarism.

The study states that different types and options of semi-presidential system of government have different effects and consequences, in particular regarding the correlation with the types of political regimes and stability, conflicts and effectiveness of inter-institutional relations. In view of this, the researcher analyzed the averaged effects and consequences of different types of European semi-presidentialism and stated that its different options can be used for different purposes and due to different motives of political actors. In general, it was argued that semi-presidentialism should always be defined and determined in view of the heterogeneity peculiar to it, because the heterogeneity and expected/unexpected manifestations, rather than the essence of semi-presidentialism generate the effects and consequences of this system of government in the real political process. These case are often dichotomous and they oppose or combine minimalist and maximalist definitions of semi-presidentialism, largely due to the peculiarities of theoretical and methodological field of new Political Science’ schools, which only recently begun to explore and operationalize the concept of semi-presidentialism in the analyzed region. It is also noticeable an etymology diversification of semi-presidentialism in some countries of Central and Eastern Europe, which is due to the fact that their systems of interinstitutional relations in the triangle "president – cabinet – legislature" generally have a much weaker institutions of presidents (the power of president is a key difference between minimalist and maximalist definitions of semi-presidentialism) than classical cases of this system of government in the rest of the world. As a result, it was decided to offer an updated/synthetic definition of semi-presidentialism and to apply/verify it on the example of Central and Eastern European countries.

Проаналізовано варіативні регіонально детерміновані особливості теоретизації, концептуалізації та вибору напівпрезидентської системи державного правління в країнах Центрально-Східної Європи. З’ясовано, що різні дослідники застосовують максималістські (класичні, «дювержівські», реляційні) та мінімалістські (сучасні, «постдювержівські», диспозиційні) дефініювання напівпрезиденталізму в окресленні тих чи інших країн Центрально-Східної Європи. Причому така логіка значною мірою детермінована регіонально і призводить до теоретико-методологічних непорозумінь. На противагу, запропоновано оновлене/синтетичне визначення напівпрезидентської системи правління, яке апробовано і верифіковано на прикладі країн Центрально-Східної Європи. Відтак встановлено, що напівпрезиденталізм виявився конкретно-регіональним і культурно-політичним варіантом компромісу між президенталізмом і парламентаризмом у країнах Центрально-Східної Європи.

Означены классический/«дювержевский» и постклассический/«постдювержевский» подходы к определению полупрезидентализма. Аргументировано, что все дефиниции полупрезидентализма целесообразно делить и структурировать на минималистские и максималистские, реляционные (субъективированные или исследователь-зависимые) и диспозиционные (объективированные или исследователь-независимые). Однако установлено, что каждая из групп дефиниций полупрезидентализма имеет свои сильные и слабые стороны, которые целесообразно учитывать и накладывать, в результате чего предложено обновленное или синтетическое определение полупрезидентализма. Оно было применено и верифицировано на примере стран Центрально-Восточной Европы.

Sob o pretexto de que o presidencialismo se converteu em fonte interminável de crises políticas, das quais a última é a instabilidade institucional causada pelo presidente Jair Bolsonaro desde sua posse, o presidente da Câmara dos Deputados ,Arthur Lira (PP-AL), vem articulando uma PEC com o objetivo de introduzir a figura de um primeiro-ministro e de aumentar a força do Congresso na gestão governamental. Seria uma variante do parlamentarismo.
Enquanto no presidencialismo o presidente da República é chefe do Executivo e do governo, no semipresidencialismo ele delega a chefia do governo a um primeiro-ministro recrutado no Legislativo, que nomeia o ministério e comanda a equipe. Ao contrário do parlamentarismo, em que o presidente exerce funções simbólicas, nosemipresidencialismo ele detém algumas funções importantes, como a condução da diplomacia e a prerrogativa de veto ou sanção.
Dependendo do modelo a ser adotado, seja o francês, em vigor desde 1958, seja o modelo português, instituído em 1983, no semipresidencialismo o presidente com competências menos ou mais restritas. Em compensação, a estabilidade política e a governabilidade ficariam, em princípio, mais efetivas, já que o Legislativo passa a ter responsabilidade direta sobre o governo.

Дослідження присвячено концептуалізації, систематизації і порівнянню атрибутів й етапів розвитку напівпрезидентської системи державного правління в Польщі й Україні. Аргументовано, що напівпрезиденталізм має дефініюватись якомога менш суб’єктивно або мінімалістсько (інституційно-процесуально), але повинен типологізуватись якомога широко або максималістсько (інституційно-процесуально та політично-поведінково). На цій підставі виявлено, що типологізувати напівпрезиденталізм потрібно різносторонньо – інституційно-процесуально, політично-поведінково й синтетично. Відповідно, в однині про напівпрезиденталізм можна говорити винятково дефінітивно, але це неприпустимо типологізаційно, адже різні "прикметники" й атрибути напівпрезиденталізму відсилають до різних формальних та фактичних різновидів і фаз/сценаріїв цієї системи державного правління. Умотивовано, що станом на 2017 р. в Польщі та Україні було здебільшого апробовано дуже схожі різновиди напівпрезиденталізму, які детермінувались системами уніфікованої більшості у межах конструкцій збалансованого прем’єр-президенталізму. Водночас, виявлено, що повноваження різних політичних акторів в умовах напівпрезиденталізму детермінуються формально-конституційно, інституційно-процесуально, політично-поведінково, партологічно, електорально, особистісно тощо.

The research shows that the concept of semi-presidentialism is not unified in its definitive and verification context, because it dichotomizes onto maximalist (classical, "Duvergerian", relational) and minimalist (modern/post-classical, "post-Duvergerian", dispositional) paradigms. This fact is critical and distinctive, because scientists have different approaches to determining semi-presidentialism in specific countries and regions and enjoy various theoretical and methodological basis, leading to various essential and comparative consequences. The stated problems clearly demonstrate the situation around theorizing, selection and allocation regional cases of semi-presidentialism in Central and Eastern European countries. Окреслено історію та особливості, конституційно-правові та політичні виклики і перспективи напівпрезидентської системи правління в Україні, зокрема ротаційно у форматі високопрезиденціалізованого президент-парламентаризму та збалансованого прем’єр-президенталізму. На цій підставі виділено інституційно-процесуальні і політично-поведінкові варіанти й опції розвитку та реформування напівпрезидентської системи правління в Україні як інструменту подолання проблем повторювальної "приватизації і інструменталізації" конституційного розвитку та "революційного конституціоналізму". Аргументовано, що вибір ефективного й надійного варіанту реконструювання і/чи реформування системи правління в Україні має стосуватись пролонгації і корекції чинного збалансованого прем’єр-президенталізму або ж означатись введенням парламентаризованого прем’єр-президенталізму чи взагалі парламентаризму зі слабким президентом.

The research is dedicated to conceptualization, systematization and comparing the attributes and stages of installation and development of semi-presidential system of government in Poland and Ukraine. It was argued that semi-presidentialism should be defined the least subjectively or minimally (or in an institutional and procedural way), but should be classified the most broadly or maximally (or in an institutional, procedural, political and behavioral way). Based on this, it was found that we need to classify semi-presidentialism in a versatile way, i.e. institutionally, procedurally, politically, behaviorally and synthetically. Accordingly, it was found that reflection on semi-presidentialism in singular can be only definitive, but such a logic is unacceptable in the classification of semi-presidentialism, because different "adjectives" and attributes of semi-presidentialism refer to different formal and factual types, phases and scenarios of the analyzed system of government. The researcher reasoned that as of 2017 Poland and Ukraine experienced very similar types of semi-presidentialism, which were determined with the unified majority systems within the constructions of balanced premier-presidentialism. At the same time, it was found that the powers of the various political actors within the conditions of semi-presidentialism are determined with formal, constitutional, institutional, procedural, political, behavioral, party, electoral and personal factors.

Semi-presidentialism is a very common and heterogeneous system of government, since it can be typified both formally (institutionally and procedurally) and actually (politically and behaviorally), but the dynamics of semi-presidentialism is less dependent on institutional and constitutional norms than on political and behavioral factors. These typological factors (in particular, the dualism, legitimacy, party affiliation and responsibility of the executive and the compositions of legislatures) create the grounds for the mediation of semi-presidentialism on the basis of political and behavioral models of the evaluation of norms and manifestations. Therefore, the study primarily focuses on the updated and expanded theorization of the actual (political and behavioral) typology of semi-presidentialism and on the practical consequences, risks and prospects for its operationalization within the framework of the European cases (from the moment of semi-presidentialism’s introduction and as of December 2017). As a result, it is argued that semi-presidentialism (based on a presidential party positioning against the types of cabinets and the parameters of inter-party and intra-party relations) should be alternatively typified on the fully or partly unified majority systems, fully or partly unified minority systems, divided majority systems and divided minority systems, which provide various political implications. Аргументовано, що напівпрезидентська система державного правління не є уніфікованою, а натомість позиціонується різноманітною і гетерогенною структурою міжінституційних відносин. На цій підставі виокремлено інституційно-процесуальні фактори типологізації напівпрезиденталізму, які здебільшого обертаються довкола проблематики формування та відповідальності урядів, а також можливості розпуску легіслатур. В світлі запропонованої типологізації з’ясовано особливості, логіку і параметри операціоналізації президентсько-парламентської напівпрезидентської системи державного правління в країнах Європи.

Ronald KING (San Diego State University) and Claudiu TUFIŞ (University of Bucharest) invite scholars from various disciplines to contribute to a special issue on Semi-presidentialism and post-communism (1/2016) at the Annals of the University of Bucharest - Political Science Series.

A presente pesquisa está centrada no governo parlamentarista de João Goulart (1961-1963).
Tendo em vista a falta de enraizamento social do parlamentarismo e a cultura política
presidencialista existente no Brasil, analisaremos como Jango lidou com os três Chefes de
Governo que se sucederam em aproximadamente 15 meses de parlamentarismo. Para dar
conta de explicar este sistema que não se assemelhava com o parlamentarismo inglês
clássico, lançaremos mão do conceito de semipresidencialismo. Os principais temas em
discussão naquela efervescente sociedade do início dos anos 1960 – reformas de base,
Política Externa Independente e nacionalismo – estavam presentes nas discussões de cada um
dos Gabinetes e foram detidamente analisadas a partir de um conjunto documental que vai
das atas e notas taquigráficas das reuniões dos Conselhos de Ministros até discursos do
presidente João Goulart, bem como dos periódicos de época. Por fim, se faz uma avaliação do
período parlamentarista apresentando as opiniões dos atores políticos do período.

The article is dedicated to analyzing the conditionality, factors and indicators of heterogeneity and typologization of semi-presidential system of government. Attention is focused on the fact that semi-presidentialism is formally (institutionally and procedurally) and factually (politically and behaviorally) a heterogeneous system of government, and therefore it must be subjected to a comprehensive typologization and taxonomy. Since different types of semi-presidentialism, having positives (advantages) and negatives (disadvantages) and generating different risks and prospects, have dissimilar effects on inter-institutional relations, political process, dynamics of political regime change, political stability and socio-economic efficiency. In this regard, the author singled out the main taxonomies of semi-presidentialism into: president-parliamentarism and premier-presidentialism; unified majority system, divided majority system, divided minority system and unified minority system; presidentialized (highly presidentialized), premierized (parliamentarized) and balanced semi-presidentialism. In addition, the article traces the clusters of typologizations of semi-presidentialism and different approaches to their content. Therefore, it is argued that hypothetically there is no reason to speak of any established and perfect model of semi-presidentialism, even if it is concentrated in one region or one part of the world. Consequently, it makes no sense to compare semi-presidentialism as a whole, but instead it is much more efficient to appeal to its formal, factual and both formal and factual types/attributes as well as to political and socio-economic consequences caused by them.

The article is dedicated to analysing and comparing the president’s institution under the European semi-presidentialism, in particular in theoretical and empirical contexts. Based on the methodology of new institutionalism and behaviourism, the author researched the arbitrary nature and framework of the president’s institution in the European semi-presidentialism, in particular in historical, theoretical and methodological cuts. Special attention was paid to the problems of ways, features and consequences of presidential elections under the European semi-presidentialism. The study is also devoted to the issues of electoral and institutional specifics and logics of popular presidential legitimacy under the European semi-presidentialism. Finally, the article appeals to institutional, procedural, political and behavioural parameters of formal and actual powers and activism of presidents in the European semi-presidentialism. Generally, the scientist developed a complete and systematic view of the president’s institution under the European semi-presidentialism and argued the constant feasibility of the typology of the latter.
