Kazakhstan might be regarded today as an example of promising opportunities that e-government technology could offer for the implementation of major ICT-driven public administration projects in a typical unitary state. Especially, it is true in highlighting the potential contribution of this innovation to enhance democratic governance and transform extremely bureaucratic and somewhat cumbersome public administration systems for which many post-Soviet countries in transition have been notoriously famous, including Kazakhstan. In this regard, the recent publication of various e-government rankings, e.g. rating lists of countries leading the global trend, initiated and conducted by international experts under the auspices of the United Nations or the World Economic Forum, demonstrated that this nation has really succeeded in transforming its public sector by resorting to the use of new information and communication technologies, regarding it as a project of national priority. In this respect, the main purpose of this chapter is to analyze the incentives that lie behind the mere desire for better public administration in Kazakhstan through e-government platforms, focusing, especially, on the study of open data and e-participation policies to locate current and prospective challenges in implementing civic engagement projects, provide some generalizations on prospects of using the innovation in the future and offer ways forward both for academics and practitioners. In general, this chapter presents the analysis of e-government development in Kazakhstan as a political and economic institution which reflects the unique features of the political system, and the administrative and territorial structure of the country. It is these specific features of the implementation in a typical unitary state such as Kazakhstan that allow to presume the existence of a unique unitary model in building the e-government concept which is markedly different from similar programs in federal countries.

Qualitative and quantitative methods were used as part of a mixed research design. Qualitative data sources for the study consisted of observation notes taken while performing authentic tasks that were selected through field research, notes generated by the think-aloud method and meeting notes taken after the process. Quantitative data were collected with a performance evaluation form and questionnaire. E-government presents a new innovative approach to solving traditional problems of government services using the IT technology. This paper presents the views of citizens, businesses and government to advance the transformation enabling e-government by using an Enterprise Architecture paradigm that will be able to attract citizens who are connected online; move people online who are not there; and enable the transformation to e-Government at three levels, citizen, Government and business.

In this book, the author analyzes e-government reforms in Kazakhstan from a multitude of dimensions, including, but not limited to, political, social, economic and technological ones. It examines the adoption of a wide range of technology-driven public sector projects and identifies key drivers, challenges, regulation policies and stakeholders of e-government policies in this transitional society. Taking into account recent changes in public sector affairs, such as the development of mobile government, the growth of civic engagement trends and advent of the open data-driven movement, and the overall progress of the national digital government project, this book addresses the emergence of new challenges and concerns associated with the advancement of the e-governance concept in Kazakhstan. Furthermore, it suggests that a universal framework can be applied when investigating e-government reforms in other countries, too.

Offering a wide range of practical recommendations on how to overcome the issues associated with the adoption of e-government reforms, this book will be a valuable resource for anyone wishing to improve their understanding of the multidimensional nature of the phenomena. It will be especially of key interest to academics studying Public Policy, Public Administration Studies, Digital Politics, Open Governance, Technology Reforms, Development and Central Asian Studies.

In these recent years, the interoperability of e-Government applications has been an extremely important research and development ICT domain to facilitate the seamless exchange of information across public and private sectors department of government. Many researchers and practitioners have focused on the adaptation and design of Government Interoperability Frameworks to do a form of relationship in the E-Government implementations. The major elements relevant to E-Government interoperability are conformance and compliance and there are a large number of Government applications that are available through the web, but it is difficult to automate interoperation because of the heterogeneity in developing these E-Government applications, the heterogeneous platforms on which the applications run, the complexity of web interface that is not machine-friendly and the Non-standard format used for data input/output. In this paper web services and business process engines have been developed as a standard XML-based model for message exchange between heterogeneous applications by using a web services choreography language to remedy these problems.

Elektronikleşen ve e-devlet olarak kavramlaştırılan devlet, artık “internet”tedir. Bilgi ve hizmetlere daha kolay erişilebilmekte, hizmetler nitelik ve nicelik bakımından gelişmektedir. çıkmasında etkili olan bir takım amaçların yanı sıra, e-devletin
vatandaşlar, iş dünyası ve devletin bizzat kendisi ve kamu çalışanları ile yönetişim ve demokratik uygulamalar açısından bir takım faydaları da mevcuttur. Buna rağmen birçok bakımdan gelişme ve ilerlemeye hizmet etme potansiyeli bulunan e-devletin tek başına tüm sorunların üstesinden
gelmesini beklemek çok da doğru bir yaklaşım değildir. Elbette ki e-devletin uygulanabilir olması için bazı şartların da gerçekleşmesi gerekmektedir. Zira e-devlet, bu koşulların varlığı sayesinde hayat bulup, kendisinden bekleneni tam anlamıyla gerçekleştirebilecektir. Diğer yandan e-devlet uygulamalarının önünde bir takım engeller ve kısıtlılıklar da söz konusudur. Hükümetler e-devleti etkin biçimde uygulamaya çalışırken buna karşı direnenler olduğu gibi ayak uyduramayanlar da söz konusudur. Başka bir ifadeyle, bazı imkânsızlıklar yüzünden bilgi ve iletişim teknolojilerini kullanamayanlar ve güvenlikle ilgili çekinceleri yüzünden e-devlet uygulamalarından uzak durma eğilimi gösterenler olabilecektir. Bu bağlamda, çalışmanın amacı; e-devlet kavramının ortaya çıkış süreci ve temel uygulamalarını ortaya koyup; e-devletin fırsat (avantaj) ve tehditleri (kısıtlılık) bağlamında bir analiz yapmaktır.

The Management Information System (MIS) can be implemented in any manufacturing industry, human resource, logistic management industry, etc. This paper aims to describe implementation of MIS in automobile industry.  The different data collection and data analysis techniques used in MIS implementation are discussed. Most of the time Barcodes and barcode readers are used as an input device in many industries. Due to such devices tracking and traceability of shop floor gets improved. The client server based information system is implemented in many industries for data transfer, storage and analysis. Different advantages of MIS implementation are discussed. The MIS is back bone of any organization. Very effectively implemented MIS helps the organization to perform its tasks smoothly and efficiently. This study aims to analyze the government information and service delivery to the rural citizen through UDC in Bangladesh. It used a descriptive and exploratory research design based on the quantitative
approach. The sample comprised of 383 UDC users who were randomly selected. The data was gathered using questionnaire and analyzed through SPSS (statistical package for social sciences). The statistical findings showed that the overall perception of UDC users on the e-governance initiative found positive. Also, the results of the regression analysis show that the digital divide and good governance has a substantial impact on the overall perception of the user. It is, therefore, suggested that efforts should be instigated for improved awareness and training which helps ensure effective service delivery.

Purpose – The purpose of this article is to study how Estonia became one of the frontrunners of e-government and to answer the questions: how did Estonia do it, and can other countries do it too? The case of e-Estonia is compared to the cases of Singapore and Curaҫao. Methodology – The paper draws on literature concerning e-Estonia and e-government. Estonia and Singapore are compared, and an assessment is done to see if the island of Curaҫao can implement e-government like Estonia and Singapore did. Findings – All countries are unique and have to find their own path towards egovernment. E-government is not a destination but a journey. Although all paths are unique, there are similarities, and countries can learn from each other. Originality – There are not many studies comparing e-Estonia to Singapore or other smart nations. This study also presents some lessons other countries might learn and apply on their own journey. This study aims to analyze the implementation of Smart City that integrates villages and cities in Purwakarta Regency, identify and analyze any inhibiting factors that influence the development process of the City of Purwakarta towards the Smart City, identify and analyze the efforts of the Purwakarta Regency government in realizing Smart City. The research method used in this study is a qualitative research method with a descriptive approach.. The results showed that the smart city that was implemented in Purwakarta Regency focused more on the use of information technology to improve services to the community, meaning this concept was more accurately referred to as a digital city. At first man was illiterate; long thereafter, but before the invention of paper, he became literate. In recent times man has become e-literate. The electronic revolution has transformed the way man does business and has brought about a great transformation in the law. This transformation has given birth to what we call ‘e-commerce’ and ‘e-governance’. In Sri Lanka, the enactment of the Electronic Transactions Act of 2006 has facilitated to a great extent the transformation from traditional modes of commerce to what we now call “e-commerce”, and more recently, from traditional modes of government to e-governance. Of course this transformation is an on-going process, which is both fascinating and challenging. This article, which was published in the Bar Association Law Journal at [2007] BALJ Vol. XIII at page 1, focuses on some pertinent issues that arise in the context of the transformation from a paper based world to a paper-less society.

media sosial terhadap perubahan perilaku
generasi muda dalam aktivitas keseharian di
masa pandemi Covid-19. Hal itu disebabkan
generasi muda memiliki ketergantungan yang
tinggi terhadap media sosial sebagai saluran
komunikasi digital dan sarana mencari informasi
terkini. Ketergantungan ini telah menciptakan
dampak positif dan negatif bagi perubahan
perilaku generasi muda. Dampak positif tampak
dari perilaku generasi muda yang tampil lebih
kreatif dan partisipatif dalam setiap aktivitas.
Sedangkan dampak negatif yang diciptakan justru
dapat membuat terlembaganya aksi perundungan
(bullying) dan terjadinya depresi akibat tidak
mampu meniru segala aktivitas yang lagi populer
di media sosial. Penelitian ini menggunakan
pendekatan studi kepustakaan (literatur review)
dalam mengelaborasi topik penelitian. Penelitian
ini menyatakan ketergantungan terhadap media
sosial bagi generasi muda telah mendorong
perubahan perilaku yang positif dan negatif.
Penelitian ini juga menyatakan bahwa diperlukan
upaya pencegahan dari adanya dampak negatif
media sosial melalui penguatan literasi digital.

This study tries to examine the digital technologies and service delivery. The objective of the study is to focus on effective service delivery using digital technologies. Efficient service delivery requires a capable government that can implement policies and spend public resources successfully. It also requires an empowered citizenry able to hold politicians and policy makers to account so that governments serve citizens and not themselves or a narrow set of elites. The content analysis and in-depth interview have been used for conducting the study. The study concludes that the rapid integration of digital technologies is transforming today"s societies, economies and service delivery. The uses of digital technologies are improving governance services delivery to the poor. It has improved efficiency, accountability, transparency, and has reduced corruption in service delivery. Public hearing, social audit, management audit and customers satisfaction survey are the major key functions that are getting users' feedback in an organization for quality service. Within very short span of time, developing countries are showing their pace in the development of the e-Government which has changed the peoples' day to day life style though they have been lagging behind in e-government use as compared to developed countries. E-government development in developing countries have the potential to build better relationships between government and the public by making interaction with citizens smoother, easier and more efficient. Nepal is facing numerous emerging challenges while e-government development and government activities as well as service delivery. The aim of this paper is trying to explore the e-government development in developing countries and to analyses the emerging challenges of e-government, ICT policy and legal issues in Nepal. The content analysis method is used during research. This paper concludes that Nepal is facing numerous challenges whole implementing e-government like poor ICT infrastructure development, law and public policy, insufficient human resources development and management, digital divide and e-literacy. Some other challenges are political issues, inadequate human resources, lack of a legal framework, low per capita income, little public awareness about ICT and new technology. For authentication and regularization of the recognition, validity, integrity, and reliability; it is essential to make legal provisions. Nepal requires a bold set of institutional reforms aimed at achieving better governance while enforcing the rule of law. The reason of success and failure of e-government is the lack of comprehensive regulatory framework and good coordination between regulation implementing agencies of government. Citizens play a major role to make government success or failure. There are not sufficient act and policy in ICT sector so different sector wise law, policy and plan should formulate in time for regulating the e-government activities in the nation.

En los últimos años, el paradigma de gobierno abierto se ha posicionado en la agenda internacional como un conjunto de políticas y estrategias en materia de transparencia, acceso a la información pública, rendición de cuentas e integridad que responde al dilema de resolver el agotamiento de un modelo de gestión pública, y que intenta hacerse cargo de las múltiples y variadas demandas ciudadanas en un contexto de profundos cambios en materia política, social y económica. Se trata de abrir nuevos espacios para la participación ciudadana, promoviendo un mejoramiento en el uso de los recursos fiscales y la generación de nuevos modelos de gestión y provisión de servicios públicos, a través del uso intensivo de plataformas digitales e innovaciones de carácter cívico que le han dado un nuevo impulso a las tradicionales estrategias de gobierno electrónico en el mundo (Ramírez-Alujas, 2011; Ramírez-Alujas y Dassen, 2012). Las políticas de gobierno abierto se sustentan en la articulación de tres principios fundamentales: 1) La transparencia, que supone proporcionar información sobre lo que está haciendo el gobierno, poner a disposición sus fuentes y bases de datos, y publicar los planes de actuación, por los que puede ser considerado responsable frente a la sociedad. Ello fomenta y promueve la rendición de cuentas ante la ciudadanía y un permanente control social; 2) La participación, para promover el derecho de la ciudadanía a participar activamente en la formulación de las políticas públicas y facilitar el camino para que las administraciones públicas se beneficien del conocimiento, ideas y experiencia de los ciudadanos, creando nuevos espacios de encuentro y diálogo que favorezcan el protagonismo, implicación y deliberación de los ciudadanos en los asuntos públicos; y 3). La colaboración, que significa comprometer e implicar a los ciudadanos, y demás agentes sociales, en el esfuerzo por trabajar conjuntamente para resolver los problemas públicos, aprovechando el potencial y energías disponibles en vastos sectores de la sociedad. Ello supone la colaboración, cooperación y el trabajo coordinado, no sólo con la ciudadanía, sino con las empresas, asociaciones, organizaciones de la sociedad civil y demás actores, y permite el esfuerzo conjunto dentro de las propias administraciones, entre ellas y sus funcionarios transversalmente (Ramírez-Alujas y Dassen, 2014; Naser y Ramírez Alujas, 2014).
La aplicación de estos principios se ha ido materializando en iniciativas concretas, las cuales han permitido mejorar los niveles de transparencia y acceso a la información mediante la apertura de datos públicos en formatos abiertos (para favorecer la transparencia y facilitar la rendición de cuentas) y la reutilización de la información del sector público (para promover la innovación y el desarrollo económico); facilitar la participación de la ciudadanía en el diseño e implementación de las políticas públicas (e incidir en la toma de decisiones) a través de plataformas tecnológicas y las posibilidades que alberga la Web 2.0; y favorecer la generación de espacios de colaboración e innovación entre los diversos actores, particularmente entre las administraciones públicas, la sociedad civil y el sector privado, para co-diseñar y/o co-producir valor público, social y cívico.

Recently, different governments around the world have begun a progressive process to promote and carry out strategies linked to the concept of "open government", the principles of which are: a) transparency and openness; b) participation; and c) collaboration (Obama, 2009).
In this context, the concept of public services 2.0 has been coined as a new interactive form of creating public value and moving towards a new type of citizen collaboration and open innovation through the systematic integration of actors in the process of governing and administering public affairs.
The article analyzes the key concepts that underlie the application of Web 2.0 tools and social networks in a transformative vision of the State and public services, and the possibility of configuring a specific agenda oriented to the modernization of public management in Iberoamerica in response of the various diagnoses that have surfaced in recent times on these issues (CLAD 2010. WEF 2011, OCD 2011 and the economist 2011, among others) and based on peer production and the richness of networks (Blenkler 2006), wisdom of crowds (Surowiecki 2004), crowdsourcing (Howe 2006) and citizensourcing / wikigoverment (Noveck 2009), user-centered and open-character service innovation (E. Von Hippel 2005, Chesbrough 2009), and the focus of an open government (Lathrop and Ruma 2010, Ramírez-Alujas 2011).
In addition, to understand the phenomenon of institutional openness, the concept of "open public service organizations" (OPSO) is proposed.

Resumen

Recientemente, distintos gobiernos en todo el mundo han iniciado un proceso progresivo para impulsar y llevar a cabo estrategias ligadas al concepto de "gobierno abierto" (open goverment), cuyos principios so a) la transparencia y apertura; b) la participación; y c) la colaboración (Obama, 2009).

En este contexto, se ha acuñado el concepto de servicios públicos 2.0 como una nueva forma interactiva de creación de valor público y traslado hacia un nuevo tipo de colaboración ciudadana e innovación abierta mediante la integración sistemática de los actores en el proceso de gobernar y administrar los asuntos públicos.

El trabajo analiza los conceptos calve que subyacen a la aplicación de las herramientas Web 2.0 y redes sociales en una visión trasformadora del Estado y los servicios público, y la posibilidad de configurar una agenda específica orientada a la modernización de la gestión pública en Iberoamerica en respuesta de los diversos diagnósticos que han aflorado en el último tiempo sobre estas cuestiones (CLAD 2010. WEF 2011, OCD 2011 y the economist 2011, entre otros) y con baseen la producción entre igualesy la riqueza de las redes (Blenkler 2006), la sabiduría de las multitudes (Surowiecki 2004)., el crowdsourcing (Howe 2006) y citizensourcing/wikigoverment (Noveck 2009), la innovación de servicios centrado en el usuario y de caractr abierto (E. Von Hippel 2005, Chesbrough 2009), y el enfoque de un gobierno abierto (Lathrop y Ruma 2010, Ramírez-Alujas 2011).

Además, para entender el fenómeno de la apertura institucional, se propone el concepto de "organizaciones de servicio público abiertas" (OSPA).

Sejak dimunculkannya Inpres 03/2003 tentang penyelenggaraan e-Government di instansi pusat dan daerah, hingga saat ini, belum ada regulasi tentang ketatausahaan atau kelembagaan penyelenggaraan e-Government. Berdasarkan UU 23/2014 tentang Pemerintah Daerah, bahwa urusan komunikasi dan informasi (Kominfo) yang tadinya berada dalam kelompok urusan perhubungan, maka saat ini sudah menjadi urusan wajib pemerintah daerah propinsi dan Kabupaten / Kota. Penyelenggaraan sistem elektronik pemerintah (e-Government) sebagai salah satu unsur utama dalam urusan wajib kominfo sudah selayaknya disusun regulasi ketatausahaannya. Salah satu komponen Smart City adalah pengembangan Smart Governance, Penyelenggaraan e-Government yang bagaimana untuk mendukung Smart Governance adalah bagaimana menyusun kelembagaan e-Government yang efektif dan efisien yang sejalan dengan kebijakan ortala pemerintah daerah. Diharapkan dari tulisan ini pemerintah daerah mempunyai gambaran mengenai kelembagaan penyelelenggaraan e-Government untuk mendukung terwujudnya Smart Governance

The authors undertake an exploratory study, in the context of a digitally disadvantaged community in the United States, to determine what factors are associated with e-government website visitation. Following up on a community-based initiative, designed to stimulate computer literacy and access to information and communication technologies for residents and neighbors of an underserved public housing community, a survey of e-government website visitation was undertaken. The results indicate that over half of the respondents are aware of or have visited e-government websites, with nearly a third indicating they intend to use e-government websites in the future. Awareness of e-government websites was found to be significantly related to e-government website visitation. Internet experience and perceived access barriers were found not to be significantly related to e-government website visitation. The authors conclude by emphasizing the importance of a community organizing strategy to sustain e-government participation among the digitally disadvantaged.

In order to identify factors affecting e-government services adoption, a survey questionnaire and case study interviews were conducted to collect research data from 409 e-ready Ukrainians. The results of the mixed methods research confirmed eight factors, which seemed to be responsible for low adoption rates of e-government services in Ukraine, namely awareness, computer literacy, perceived ease of use, perceived usefulness, perceived public value, the individual cultural value preferences for uncertainty avoidance, trust in the government, and trust in the Internet. The adoption of e-Government services amongst e-ready citizens in Ukraine was reported to be 56.5 percent or 23.6 percent of all legal-aged Ukrainians. Overall, the level of development of e-government in the Ukraine was found to be low. The TAM-based research model explained 42 percent of the variance in the behavioral intentions of e-ready citizens towards the use of e-government services. Eight out of ten hypothesized relationships were accepted.

Asking such a simple question as what e-government politics really is to policymakers, practitioners and other stakeholders in the area and all the more so in a cross-country and cross-institutional manner could be an extremely prolific undertaking since it allows to generate a myriad of unique stories and perspectives about this phenomenon. E-government is a universally well-known concept in public policy, public administration, political and economic sciences and beyond and related academic and professional literature is really rich with demonstrative cases that represent these narratives well from various viewpoints and fields. In this regard, the key purpose of the article is not to update a state-of-the-art in the area but rather an attempt to synthesize and systematize all available institutional perspectives on the development of this truly multidimensional networking phenomenon equally from stakeholder, cross-institutional and cross-country perspectives.

Reform endeavor of the Civil Service of Nepal has been continued for long past. High-level recommendation committees were formed to make it as per the citizens' interests. But, till it could not be able to fulfill the actual need of the people totally; there is still a huge gap. The main objective of the article is to review the reform of the civil service of Nepal with e-government practice. Content analysis was used to derive a conclusion in the case study. The study claimed that traditional modalities are not sufficient to make government services sooth and smart. Technology-based systems should be applied and a totally ICT based system could be the key driving force for its transformation. In the context of the present federal governance system, a paradigm shift with a big-bang approach is the actual requirement of the civil service. The study concludes that it is not possible to implement the e-government concept only from the government side, it needs people's support and trust.

Over the last few years, health communication has become central in an environment characterized by disinformation and a pandemic. This paper investigates how official institutions have used social media to communicate about health issues and the effects of government-sponsored content on online engagement. Considering the need for a perspective that takes us beyond case studies from the United States and Europe, we examine the Brazilian Ministry of Health Facebook page during the Zika outbreak in 2016. Our research questions are: How does the Brazilian Ministry of Health use Facebook to communicate about Aedes aegypti? To what extent have the communication campaigns been used to promote the image of political actors and institutions? How do the Ministry's communication strategies on Facebook affect users' engagement with the content about Aedes aegypti? Using quantitative and qualitative methods, we combine content analysis and social media metrics to study posts addressing the Aedes aegypti mosquito. We discovered that publications recurrently adopted a preventive approach. However, posts focused on addressing diseases were those leading to higher user engagement. The data also indicated that emphasizing attributes favorable to government officials negatively affected user engagement, reducing the effectiveness and reach of the Ministry's messages. This research allowed us to grasp the diversity of emerging practices in online government communication. It will potentially help policy-makers, communication managers, and scholars utilize the most effective communication strategies during health crises.

Con el propósito de fundamentar la propuesta denominada “El Ciberempleo: un esquema laboral innovador entre las instituciones públicas del estado de Guanajuato”, se preparó este documento para apoyar la toma de decisiones institucionales al respecto, en donde se revisó el marco legislativo federal y estatal que normativamente podría incidir en el esquema laboral basado en Ciberempleo.

This study was conducted to determine the capacity of Blokchain technology in recording transactions that occurred in the ledger and in general it also offer the government to be applied to the e-Government sector which can increase data transparency, avoid fraud, and increase public trust in the government. This problem also focused on the application, challenges in the future with respect to the allocation of Blockchain technology, and in the e-Government sector, the use of Blockchain technology did not appear to be the main focus therefore it needed deeper observational evidence for the use of Blokchain technology. In its application, the biggest challenges in utilizing blockchain were generally presented as innovations such as security, scalability, and flexibility. In order to approach this problem, theoretical references were used from pre-existing studies that discuss Blokchain technology, e-Government, public services, and the data were collected through indexed journals both on a national and international scale. And the review of this paper concluded that academic research in this sector had only just begun and the issues addressed in the literature were still very limited.
