Globalisasi merupakan sebuah fenomena dimana negara-negara di dunia secara langsung maupun tidak langsung mengharapkan terjadinya sebuah interaksi antar masyarakat yang jauh lebih efektif dan efisien dibandingkan dengan saat-saat sebelumnya. Di dalam format ini, proses interaksi dan komunikasi antar negara-negara di dunia akan jauh lebih intens dibandingkan dengan apa yang selama ini pernah terjadi. Adalah merupakan suatu kenyataan bahwa globalisasi telah membuka isolasi batasan antar negara yang selama ini berlaku - terutama untuk hal-hal yang berhubungan dengan politik, ekonomi, sosial, budaya, dan hukum – akibat sedemikian cepat dan akurat-nya informasi mengalir dari satu tempat ke tempat lain.
Seperti layaknya dua sisi pada mata uang, fenomena globalisasi menjanjikan sebuah lingkungan dan suasana kehidupan bermasyarakat yang jauh lebih baik; namun di sisi lain, terdapat pula potensi terjadinya chaos jika perubahan ini tidak dikelola dan dijalani secara baik. Karena pada suatu titik ekstrem seorang individu di sebuah negara dapat melakukan apa saja yang dikehendakinya (misalnya berdagang, bermitra, berkolaborasi, berbuat kejahatan, berkolusi, dan lain-lain) dengan individu yang berada di negara lain, maka jelas bahwa kehidupan masyarakat harus dapat terlebih dahulu ditata dengan baik di dalam sebuah sistem yang menjamin bahwa negara yang bersangkutan akan memperoleh manfaat yang besar di dalam lingkungan global, bukan sebaliknya.
Dengan kata lain, jelas terlihat bahwa peranan pemerintah di dalam sebuah negara untuk menciptakan sebuah lingkungan yang kondusif dalam menghadapi era globalisasi merupakan sesuatu yang mutlak harus dilakukan. Visi pemerintah sebuah negara selain memiliki dimensi internal (cita-cita bangsa yang bersangkutan) tidak dapat pula dilepaskan dengan aspek eksternal yang ada, terutama yang berhubungan dengan trend hubungan antar negara dan antar anggota masyarakatnya di era-era mendatang.
Adanya desakan dari negara-negara besar bahwa untuk dapat bergaul secara baik di dalam era global negara yang bersangkutan harus memperhatikan hal-hal semacam demokratisasi, hak asasi manusia, kepastian hukum, dan pencegahan korupsi, maka terlihat secara tidak langsung tuntutan masyarakat terhadap pemerintahannya pun menjadi berubah. Pemerintah diminta untuk lebih responsif terhadap permintaan masyarakatnya (terutama mereka yang harus melakukan aktivitasnya sehari-hari, seperti misalnya berbisnis di dalam sebuah pasar terbuka dan perdagangan bebas), lebih memperbaiki kinerja birokrasi dan administrasinya agar mutu pelayanan kepada masyarakat dan mereka yang berkepentingan membaik secara signifikan, lebih baik dalam menghasilkan keputusan-keputusan yang berkualitas, lebih menyadari berbagai perubahan mendasar yang harus dipahami dan dilakukan untuk dapat berkompetisi dengan negara-negara lain, dan lain sebagainya.
Jika dahulu sebuah pemerintah terkenal dengan birokrasinya yang sangat lambat, boros, dan sangat fungsional, maka masyarakat saat ini membutuhkan sebuah kinerja pemerintah yang cepat, murah, dan berorientasi pada proses agar dapat memberikan dukungan yang signifikan dan kompetitif bagi para customer-nya (individu, komunitas bisnis, masyarakat, dan stakeholder yang lain). Tentu saja merubah paradigma tersebut bukanlah merupakan suatu hal yang mudah. Namun di sisi lain perubahan merupakan suatu keharusan, bukan pilihan. Dan bagi siapa yang dapat melakukan perubahan secara cepat, akan semakin diuntungkan karena selain dapat beradaptasi dengan lingkungan yang baru, yang bersangkutan dapat menjadi pemain kunci dalam mekanisme global tersebut.
Pada saat inilah teknologi yang diciptakan untuk mempermudah dan memperbaiki kualitas kehidupan manusia menunjukkan peranannya. Karena pada dasarnya mayoritas bentuk pelayanan pemerintah kepada masyarakatnya adalah hal-hal yang berkaitan dengan pengumpulan, pengolahan, dan penyediaan berbagai data, informasi, pengetahuan, maupun kebijakan beserta penyebarannya ke seluruh anggota masyarakat yang membutuhkan, maka jelas terlihat bahwa teknologi yang paling cocok untuk diterapkan di sini adalah teknologi informasi.
Di negara-negara maju, hasil dari pemanfaatan teknologi digital (Electronic Digital Services) telah melahirkan sebuah bentuk mekanisme birokrasi pemerintahan yang baru, yang mereka istilahkan sebagai Electronic Government (E-Government). Berbagai definisi yang ada mengenai E-Government (tergantung dari negara yang bersangkutan) memperlihatkan sebuah keinginan yang sama, yaitu bertransformasinya bentuk-bentuk interaksi antara pemerintah dengan masyarakatnya yang terlampau birokratis, menjadi mekanisme hubungan interaksi yang jauh lebih bersahabat.
Buku ini berisi kumpulan artikel yang selain membicarakan konsep dan prinsip dasar dari E- Government, memperlihatkan pula bagaimana negara-negara besar dan maju di dunia mempersiapkan dirinya menghadapi era globalisasi dengan cara menerapkan konsep E- Government. Karena sebagian besar isi atau content dari buku ini berisi konsep dan prinsip- prinsip dasar penerapan e-Government di berbagai negara, maka buku ini sangat baik dipergunakan sebagai bahan referensi bagi para pengambil keputusan dalam pemerintahan (kalangan birokrat) maupun mereka yang terlibat secara langsung maupun tidak langsung dengan proses pengembangan e-Government di Indonesia, seperti: para akademisi, para staf ahli di berbagai departemen yang ada, para konsultan sistem dan teknologi informasi, para vendor dan supplier software maupun hardware, para pelaku bisnis, maupun para awam yang ingin menambah wawasan mengenai fenomena e-Government.
Harapan penulis agar selain buku ini dapat memperkaya khazanah koleksi buku-buku E- Government di tanah air, dapat pula menjadikan pegangan bagi para birokrat maupun praktisi teknologi informasi yang sedang bekerja keras untuk mulai membangun dan mengembangkan konsep E-Government di tanah air tercinta ini.....

Resumen:
El objetivo de este trabajo es percibir la noción de profesionales que se utilizó sobre el costo de conformidad tributaria en la implementación de herramientas del Gobierno Electrónico, tomando como muestra de investigación una parte del sector administrativo de una multinacional en Brasil situada en la Región Metropolitana de São Paulo. En esta perspectiva, el estudio se enfocó en comprender lo que es Gobierno Electrónico en este contexto de globalización, su aplicación y resultados en determinada empresa, buscando demostrar las expectativas de estas herramientas –como el SPED (Sistema Público de Contabilidad Digital, por sus siglas en portugués, Sistema Público de Escrituração Digital)– y, verificar también los costos para entender los mismos. La metodología aplicada fue realizada a través de un cuestionario para toda el área fiscal ligada directamente a las obligaciones accesorias de la empresa y una parte del área contable. El resultado obtenido demuestra la percepción que tienen estos profesionales de que el Gobierno Electrónico trajo más control, pero modificando y aumentando su práctica y rutinas, cambios que afectaron a la empresa como un todo, desde el conocimiento de sus profesionales hasta la estructura de los sistemas internos de la empresa. Los hechos anteriores generan costos para estar de acuerdo con las exigencias tributarias, siendo necesario reconocer y controlar todo el costo empleado con el fin de evidenciar claramente la realidad de estos profesionales, empresa, gobierno y sociedad impactados en el seguimiento y aplicación de estar en conformidad.

Abstract:
The purpose of this assignment concerns in understanding the notion of practitioners on the cost of tax compliance due in the implementation of electronic government tools and a sample search a part of the administrative sector installed in São Paulo for a multinational in Brazil. In this perspective the study was guided in understanding what is electronic government in this context of globalization, its application and consequences in a particular company, seeking to demonstrate the requirements of these tools as SPED, and also check the costs to meet the same. The applied methodology was carried out through a questionnaire to all tax area directly connected ancillary obligations of the company and a part of the accounting area. The result shows the perception of professionals Electronic Government brought more control, but modifying and enhancing their practices and routines, changes which affected the company as a whole, from the knowledge of its professional structure of internal company systems, facts generating costs to be in accordance with tax requirements, it is necessary to recognize and track all the employee cost in order to clearly demonstrate the reality of these professionals, businesses, governments and society impacted the monitoring and implementation tax compliance.

Kazakhstan might be regarded today as an example of promising opportunities that e-government technology could offer for the implementation of major ICT-driven public administration projects in a typical unitary state. Especially, it is true in highlighting the potential contribution of this innovation to enhance democratic governance and transform extremely bureaucratic and somewhat cumbersome public administration systems for which many post-Soviet countries in transition have been notoriously famous, including Kazakhstan. In this regard, the recent publication of various e-government rankings, e.g. rating lists of countries leading the global trend, initiated and conducted by international experts under the auspices of the United Nations or the World Economic Forum, demonstrated that this nation has really succeeded in transforming its public sector by resorting to the use of new information and communication technologies, regarding it as a project of national priority. In this respect, the main purpose of this chapter is to analyze the incentives that lie behind the mere desire for better public administration in Kazakhstan through e-government platforms, focusing, especially, on the study of open data and e-participation policies to locate current and prospective challenges in implementing civic engagement projects, provide some generalizations on prospects of using the innovation in the future and offer ways forward both for academics and practitioners. In general, this chapter presents the analysis of e-government development in Kazakhstan as a political and economic institution which reflects the unique features of the political system, and the administrative and territorial structure of the country. It is these specific features of the implementation in a typical unitary state such as Kazakhstan that allow to presume the existence of a unique unitary model in building the e-government concept which is markedly different from similar programs in federal countries.

Este libro resulta de un esfuerzo coral de un grupo de académicos, acompañados de varios directivos del sector público, orientado a conocer más sobre lo que hemos denominado aquí nuevas tendencias en la gestión pública. En particular, este libro pretende poner en valor varias líneas de trabajo emergentes en la gestión pública que disponen como nexo de fondo las importantes transformaciones sociales, culturales, económicas, políticas y administrativas derivadas del cambio de paradigma tecnológico en el que nos hallamos inmersos. Este grupo de trabajos se sitúa en la frontera de los avances en la gestión de las organizaciones públicas, adquiriendo coherencia a través de la mirada compartida que se abre en las siguientes páginas, mediante capítulos de alto valor teórico y empírico, pero también práctico. Por tanto, estamos ante un libro sobre gestión pública que analiza lo que está sucediendo en las administraciones públicas contemporáneas, desde el enfoque politológico, con el objetivo de aumentar el conocimiento sistemático sobre un ámbito de actividad esencial para nuestras comunidades políticas.

Si en el amanecer del nuevo milenio sólo algunos autores se atrevían a vislumbrar la magnitud de los cambios en marcha, ahora queda fuera de duda que nos encontramos ante un nuevo tiempo en el que Internet se convierte en el sustrato de transformaciones de calado en diversos órdenes de la vida humana, incluyendo las administraciones públicas. La gestión pública no es un espacio ajeno a los cambios en otras esferas, más bien al contrario, se trata de un escenario donde el poder político se manifiesta de una manera intensa y se relaciona directamente con una ciudadanía protagonista principal de las políticas y servicios públicos, ejerciendo una influencia notable sobre lo que acaece en nuestro entorno. Entonces, no es posible pensar la gestión pública como un espacio ajeno a las transformaciones de esta sociedad red; o que no piense en cómo mejorar su funcionamiento operativo, a través de la digitalización de sus funciones; o que no comparta el deseo de lograr una mayor transparencia, gracias a las nuevas oportunidades para la apertura de datos públicos; o que no aspire a la colaboración de la ciudadanía, a través de las nuevas redes y plataformas sociales digitales para co-diseñar las políticas públicas y enriquecer los procesos de adopción de decisiones; o que no anhele una gobernanza más inteligente, gracias al análisis prospectivo de grandes datos y una apropiación adecuada de información sobre el comportamiento y las actividades cotidianas de las personas. Por tanto, ya no es que tengamos que plantearnos una gestión pública en la sociedad red, sino que ahora sólo cabe hablar de una gestión pública en red(es), en otras palabras, una gobernanza inteligente.

La oportunidad de este trabajo deriva de la necesidad de disponer de estudios en lengua hispana con análisis y casos derivados de realidades cercanas, si bien homologables con esfuerzos semejantes a escala internacional. El origen de estos capítulos procede de una doble fuente: por un lado, el grupo de trabajo “Nuevos Enfoques en la Gestión Pública” desarrollado en el XII Congreso Español de Ciencia Política y de la Administración (celebrado en San Sebastián, 13-15 de julio de 2015) y el grupo de trabajo “¿Hacia unas Administraciones Públicas Sociales?”, dentro del V Congreso Internacional en Gobierno, Administración y Políticas Públicas del GIGAPP (celebrado en Madrid, 29 de septiembre – 2 de octubre de 2015), que discutieron versiones previas de estos trabajos y permitieron abrir un debate rico y entusiasta, sobre las nuevas avenidas por las que transita la gestión pública contemporánea, no sólo en España, sino también de forma comparada. Así, gobierno abierto, gobernanza inteligente, redes sociales, innovación pública, transparencia, colaboración, co-producción de servicios, etc., son conceptos que abonan la senda de transformación, sin mucho menos agotarla, que se viene consolidando en la gestión pública internacional, pero sobre la que todavía se requieren análisis sistemáticos y un mayor conocimiento, que puedan servir, tanto a su encaje dentro de las ciencias sociales, como a su aplicación práctica en los gobiernos y administraciones públicas.

Por todo ello se puede afirmar que el presente libro cuenta con una nítida orientación académica, sin renunciar por ello al diálogo con los responsables políticos, el personal directivo y de gestión de las administraciones públicas, así como la ciudadanía interesada en el funcionamiento de lo público. Desde un punto de vista académico, los estudios sobre gestión pública requieren de nuevas miradas, propuestas emergentes e investigadores/as entusiastas del conocimiento centrado en el funcionamiento, las contradicciones y las tensiones inherentes en la acción de las administraciones públicas. Por ello, este trabajo se orienta, en primer lugar, a quienes se interesan por el estudio científico de la gestión en las administraciones públicas, incluyendo estudiantes de programas de grado, master o doctorado en los que se incluyen materias relacionadas con esta temática. En segundo lugar, quienes se desempeñan en labores políticas y de dirección pública también necesitan ideas y propuestas nuevas para escapar de la dictadura de lo urgente y disponer de herramientas para pensar formas diferentes de afrontar su cometido, ello en la medida que las aproximaciones realizadas así lo permiten y, además, incluyen trabajos con un carácter más aplicado, derivados de experiencias prácticas en marcha. Complementariamente, cualquier persona con interés en lo público, potencialmente cualquier ciudadano, también podría leer este trabajo aspirando a disponer de unos materiales a través de los cuales renovar su compromiso con lo público y, al mismo tiempo, adentrarse en las nuevas oportunidades (y responsabilidades) para la colaboración ciudadana en la gestión pública, así como en el diseño de mejores decisiones colectivas. De hecho, todo lo anterior adquiere coherencia cuando se sitúa a las personas en el centro, de manera que la implicación de la ciudadanía en la gestión pública resulta imprescindible en el cambio hacia un buen gobierno de lo público.

Esta presentación no puede cerrarse sin un espacio de agradecimientos acorde con la diversidad de voluntades, ánimos y esfuerzos que han permitido esta publicación. Primero, deseo agradecer al Instituto Nacional de Administración Pública, incluyendo a su Director durante la última legislatura (Manuel Arenilla), su directora de publicaciones (Guadalupe Herránz), por la aceptación de la idea de publicación de este libro, así como al resto del equipo de publicaciones por su apoyo en el proceso de edición. Adicionalmente, me gustaría agradecer a todos mis estudiantes de grado y posgrado, así como a los técnicos y directivos públicos con los que he tenido la oportunidad de compartir ideas, proyectos y debates durante los últimos tiempos en diferentes foros y espacios de capacitación, puesto que su interacción siempre es fuente de inspiración. En un plano todavía más cercano, quiero agradecer con especial intensidad el excelente trabajo de todos y cada uno de los autores de los capítulos que forman este libro, no sólo por participar con entusiasmo en esta iniciativa y contribuir con estudios de alto valor, sino también por cumplir con rigurosidad los plazos e instrucciones para su elaboración. Junto a ello, sumo el reconocimiento a mis colegas del Departamento de Ciencia Política y Relaciones Internacionales (sobre todo, a Manuel Sánchez Reinón, por su profesionalidad fuera de toda duda) y del equipo decanal de la Facultad de Derecho de la Universidad Autónoma de Madrid, donde muchas de las ideas sobre la gestión pública que aquí se exponen, aterrizan allí en el día a día de la actividad y la solución de los problemas urgentes. La presente ponencia tiene como objetivo, analizar el impacto que el gobierno electrónico
tiene en la consecución del gobierno abierto, particularmente en el caso de México, país que
ha incorporado a nivel federal estas dos herramientas, igualmente tiene firmados
compromisos internacionales en ambos casos. Por ejemplo, en 2007 firmó la Carta
Iberoamericana de Gobierno Electrónico; en 2011 se unió a la Alianza por el Gobierno
Abierto (AGA), y desde 2014 es presidente de dicha alianza, cargo que dejará en 2016.
También en esta ponencia, se considera importante, hacer una distinción y relación teórica
entre gobierno electrónico y gobierno abierto. Hay que dejar en claro, que se trata de
conceptos distintos, que tienen su propia naturaleza, propios objetivos, pero que tienen
puntos en común, lo que provoca confusiones, llegando a pensar que son lo mismo.
En este trabajo, se tomará el caso de México, particularmente el gobierno federal, para
analizar como el desarrollo de herramientas de gobierno electrónico, contribuyen al logro del
gobierno abierto. El gobierno federal, es la instancia más avanzada en ambos temas, y como
se mencionó anteriormente, México al ser presidente de la AGA, reviste de mayor
importancia analizar su desempeño, el cual no ha sido del todo afortunado en ambos casos.
Por ejemplo, según el Ranking de Gobierno Electrónico de la Organización de las Naciones
Unidas (ONU) que se publica de manera bianual, México ha ido a la baja en gobierno
electrónico, llegando a perder desde 2008, 31 lugares en el ranking, pasando del 31 a 62.
En cuanto a gobierno abierto, el actual presidente de la AGA, ha arrojado resultados poco
alentadores. De acuerdo al Índice de Gobierno Abierto realizado por el Proyecto Mundial de
Justicia (WJP por su sigla en inglés), México se ubica en el lugar 42 de un ranking de 102
países.
Será clave de igual forma, analizar el desarrollo que actualmente tiene México en materia de
gobierno electrónico, y revisar que tanto impacta en la consecución de un gobierno abierto.
De esta forma podemos ver que México tiene aún retos en gobierno electrónico y gobierno
abierto, aunque tiene innegables avances, aún queda camino por recorrer, para el máximo
aprovechamiento de ambas herramientas.
Si bien esta ponencia hace énfasis en el uso de las TIC y el gobierno electrónico para logar
el gobierno abierto, hay que mencionar que solo esto solo es una parte de un todo, es decir
para lograr un gobierno abierto, además del elemento tecnológico, son necesarios elementos
jurídicos, culturales, cívicos, y voluntad de todos los involucrados.

The United Nations E-Government Survey 2014: E-Government for the Future We Want was completed in January 2014 and launched in June 2014. The theme of 2014 is particularly relevant to addressing the multi-faceted and complex challenges that our societies face today. The publication addresses critical aspects of e-government for sustainable development articulated along eight chapters.

The 2014 edition of the United Nations E-Government Survey, coming on the heels of a ten-year period of the World Summit on the Information Society (WSIS) action line implementation, asserts that information and communication technologies are potent enablers of the effective, transparent and accountable institutions envisaged by world leaders at Rio. Countries in all regions of the world and at all levels of development continue to make significant investments in public sector ICT for these reasons. It is my view that such efforts are vital to achieving broad public participation in decision-making, enhancing access to information and removing barriers to public service—all essential if we are to assure a future of equitable economic growth and sustainable development that are free of poverty and hunger. I commend this report to policy-makers, leading officials and analysts consider- ing the contribution that e-government can make to the future we want and the place of effective public management in good governance in the post-2015 era."

1. Introduction
This research aims to investigate the impact of electronic government (e-government) and Information and Communication Technology (ICT) on Human Development (Education, Health and Welfare), based on a comparative study among Ethiopia, Kenya and Japan. Governments in the developed countries often utilize e-government and ICT in their organizations to deliver better quality of service and enhance efficiency and transparency. In Africa, e-government adoption and ICT infrastructure development and service delivery remain in early stages and governments are reluctant to change this situation as they focus on other pressing development challenges such as disease, poverty and low level literacy. This research, will thus, employ a qualitative research method based on the case studies of three countries through website content analysis, reviewing reports from organizations (such as the World Bank, the United Nations (UN), the United Nations Development Program (UNDP) and the International Telecommunication Union (ITU)) and review of related literatures from other authors. This research will help to answer the question: What impact e-government and ICT have on Human Development in Ethiopia and Kenya as compared to developed countries such as Japan?
The thesis is organized in five chapters. Chapter One focuses on the introduction, background information, objective and Methodology of the thesis. Chapter Two presents reviews of prior literatures, documents, reports and website content analysis. Chapter Three covers the impact analysis and case study of e-government and ICT in Ethiopia, Kenya and Japan. Chapter Four presents the findings of the qualitative comparative study. Chapter Five is about the conclusion, policy implications and recommendations for future works.
2. Literature Review
ICT and e-government have been advancing very fast and were studied extensively in the past few decades. The impact of both ICT and e-government covered many different aspects such as social, cultural, technological, developmental and governance policy. Many individuals, studying e-government (e.g., Adam 2010; Al-Hujran, Al-Dalahmeh and Aloudat 2011; Bertot, Jaeger and Grimes 2010; Chekol 2010; Rosissa and Demissie 2010; Schuppan 2009), focused mainly on government service delivery and infrastructure development, while organizations (such as the Organization for Economic Cooperation and Development (OECD) 2003, 2005; and the United Nations (UN) 2008, 2010, 2012 and the World Bank n.d.) worked on policy implications; finding ways to standardize the service delivery across the governments of different countries. These organizations, established institutions dedicated to study ICT and e-government, citing the global impact on people around the world. According to the OECD, the UN and the World Bank, democratic governance can be achieved through the implementation of e-government and utilization of ICT in government services. However, Schuppan (2011) and the Working Group on e-Government in Developing World (2002) argued that wider contexts such as administrative, social and infrastructure issues should be considered. If it is not well conceived and appropriately implemented, e-government initiatives may waste resources by failing to deliver clean and useful services. Furthermore, nations might fail to deliver sustainable development, adequate socioeconomic progress in education, health and welfare increasing public frustration at the governments.
3. Case Study and Impact Analysis
In the case of Ethiopia, bureaucratic government policy and regulatory environment coupled with the slow technology acceptance behavior of the society, make adoption of ICT for public sector governance and socioeconomic benefits challenging. Despite the initiatives from the government to implement e-government service delivery for the citizens, the low human development in the country poses the challenge to realize such plans. In Kenya, utilizing ICT for public sector governance (e-government and e-services), education, health and economic development has seen significant progress. In Japan, ICT is the core constituent of its economy, significantly contributing both to the services and the industry sectors. The country well understood the significance of utilizing ICT “as a driving engine” in public sector governance, economic growth and social services such as education and health. Sequences of policies and strategies have been developed and implemented by designated administrative entities of the government to enhance utilization of ICT and benefit its citizens since 2000.
4. Findings and Discussion
Needless to say, there exists a significant amount of evidence and information regarding the development and utilization of ICT in the countries to improve the social and economic status of people. The findings of this research show the existence of considerable level of impact on improving quality of education, healthcare services and living standard in both the developed and developing countries. The e-government and ICT infrastructure development in these countries is at different stages. While Japan has reached its advanced level of Infrastructure development, Kenya is progressing well in a positive direction. However, the situation in Ethiopia is different as it remains monopolized by the incumbent in the country.
5. Conclusion and Recommendations
ICT infrastructure development and e-government are not the only factors affecting the impact on Human Development. A well developed ICT infrastructure has to be accompanied by proper policies and strategies to make a sound and effective utilization for public sector administration, social and economic benefits. This research found that there exists complex, varying and conditional impact on Human Development resulting from ICT infrastructure development and its utilization for public sector governance (e-government) and social (education and health) and economy (welfare) benefits. Similarly, a liberal telecom sector encouraging private investment has a positive relationship with ICT infrastructure development. There is also a relationship between the human development trends and the enactment of policies and strategies to utilize ICT for public administration, social and economic benefits.
