Tech giants entering the banking and financial industry is not an issue of the future, it is already happening. This phenomenon has crucial implications that extend well beyond the banking system. There are questions like: Will tech giants be competitors of incumbents or will they rather partner up? How is the financial regulation going to handle this radical change, and will it succeed in creating a level playing field? What are the implications from a political and social point of view? Will tech giants acquire too much bargaining power in dealing with sovereign states, allowing them to shift political decisions and laws in their favour? This edited book provides a number of answers to these questions through a research effort on the economic and political implications of this technological revolution. While it is impossible to stop this revolution, it poses the challenge of steering towards a sustainable and inclusive improvement of our society and economy.

This article examines the mechanism of nationalism that has emerged from Vietnam's entrance into the state of emergency, lending grounds for the employment and exacerbation of war metaphors, xenophobic discourses, and the elite's capture of the public forum surrounding COVID-19. Though egalitarian values were supposedly embedded in the state's rhetoric in response to the pandemic, there was a strange absence of coverage of the working poor, the homeless, and urban street workers who struggled for shelter amid the disease. As the government urged its citizens to fulfill their civic duty by staying home, thereby shifting the collective responsibility onto individuals, the need and the vulnerable situation of these cohorts went unheard. But if the poor are neglected in the national discussion, the overseas upper-class has been explicitly subject to public outrage as they are deemed 'privileged children' who carried the disease back to the homeland. Nonetheless, these elites managed to impose a constant state of forgetting among the public, eliminating the public's domestic xenophobia towards them by their act of raising funds to help the government combat the disease, sending them instead onto the pedestal as national heroes. This article aims to suggest a digital formation of the country's border through the continuous modification of public opinion about the disease.

The gradual penetration of Tech giants into banking and financial services is having a wide-ranging impact on the industry. Large technological and non-financial companies can take advantage of a privileged relationship with consumers, previously developed in the course of their commercial and industrial activities and exploit advanced technical solutions-such as data collection-in order to provide financial services. New competitors for established financial intermediaries should, in principle, be welcomed as they foster competition and innovation in a slow-moving industry. However, risks may arise from cross-sectoral consolidation between the tech and banking industries. Furthermore, the phenomenon of Tech giants in banking has implications that extend well beyond the banking system and that affect fiscal systems and the orderly functioning of markets. Regulators face the task of developing new frameworks to address this challenge.

Öz Bu çalışmanın temel çıkış noktası, dijital çağın getirdikleri bağlamında sosyal medya, özellikle de Twitter kullanımının seçim çalışmalarındaki önemi ve gerekliliğinin ortaya konulmasıdır. Bu bağlamda, 16 Nisan 2017'de gerçekleştirilen Anayasa Referandumu sürecinde " evet " ve " hayır " bloklarında yer alan bazı kişi ve partilerin Anayasa Referandumu öncesindeki son 15 günlük Twitter kullanımları ve etkileri incelenmiştir. Bu kapsamda, 8'i evet bloğundan ve 8'i hayır bloğundan olmak üzere 16 siyasi aktöre ait Twitter hesabı belirli bir yöntemle seçilerek incelenmiş, nitel veri analizi programı Nvivo 11 kullanılarak nitel analiz yöntemleri ile analiz edilmiş ve belirli kelime analizleri ile bu incelemeler desteklenmiştir. Bunun yanında tweet'lerin sınıflandırılması ve Twitter kullanım özelliklerinin incelenmesi ile referandum öncesi son 15 günlük süreçte Twitter'ın siyasi bir propaganda aracı olarak aktif olarak kullanılıp kullanılmadığı test edilmiştir. Ayrıca 1-16 Nisan tarihleri arasında Twitter'da en çok konuşulan hashtag'ler de seçilmiş olan 16 hesap ile ilişki içerisinde bir değerlendirmeye tabi tutulmuştur. Çalışmada öncelikle web 2.0, sosyal medya ve Twitter'ın gelişimi ve Türkiye'deki kullanımından bahsedilmiş, daha sonra 16 Nisan 2017 referandumu öncesi süreç hakkında genel bilgi verilmiş ve en son olarak da Nvivo 11 programıyla elde edilen veriler açıklanmış ve analiz edilmiştir. Sonuç olarak Anayasa referandumu sürecinde Twitter kullanımının ne seviyede olduğu ve ne ölçüde etkili olduğu incelenmiştir. Abstract In this study, the constitutional referendum of 16th April of 2017 in Turkey is examined in the context of Twitter usage of some politicians and parties from both the blocks of " yes " and " no " campaigns. This study includes a qualitative data anaylsis method by using the program Nvivo 11. The Twitter usage of the last 15 days before the referendum is analyzed by using Nvivo 11. By doing this analysis, 16 Twitter accounts, 8 from " yes " campaign and 8 from " no " campaign, are examined, analyzed, and interpreted. Beside those, some of the hashtags which are chosen from the trend topics lists of the Twitter between the 1st and 16th of April are analyzed in relation with those 16 Twitter accounts. In the context of the digital age, the importance and necessity of social media, especially Twitter, in the election campaigns is the starting point of this study. This study aims to contribute to the field of political science by analyzing how Turkish politics is socializing in Twitter before the referendum. In this context, firstly, the Internet usage and social media usage in Turkey are summarized and then the relationship between the social media and politics will be explained shortly. After that, secondly, the process of constitutional referendum will also be summarized and finally data analysis will be done and founding data will be interpreted. Consequently, it can be seen in this study that the extent to which Turkey has adapted to digital age Technologies, specifically Twitter, in the context of elections and democratic participation from the findings which are obtained from qualitative data and qualitative analysis results. 1. GİRİŞ Tarih boyunca siyasetçiler, topluma kendilerini ifade etmek ve rakipleri karşısında seçmenlerinin desteğini alarak iktidar sahibi olabilmek adına oldukça yoğun çaba sarf etmişlerdir (Lilleker, 2013, 15). Seçimlerin yapılmaya başlandığı ilk yıllardan bugüne değin seçimi kazanabilmek için adayların yaptıkları çalışmalar sürekli değişerek, günün şartlarına ve teknolojinin sunduğu olanaklar bağlamında gelişmiştir. Günümüzde bilgi iletişim teknolojilerinin özelde de internetin yaygın olarak kullanılmaya başlanması ile sosyal medyanın ve internetin sunduğu araçların seçim çalışmalarında kullanılması söz konusu olmuştur. Seçim çalışmaları artık; teknolojinin de yardımı internetin sağladığı fırsatlarla birlikte, sosyal medyanın geniş kitlelere ulaşabilme kabiliyeti ile internet ortamına hızla taşınarak yeni seçim stratejilerinin şekillendiği mecralar konumuna gelmiştir.

Özet
İletişim teknolojilerinin gelişmesi ve bilgi toplumuna geçiş sürecinde öne çıkan e-belediyecilik uygulamaları, 21. yüzyılın kamu yönetimine ışık tutması beklenen yönetişim olgusunun ilkeleri ile doğrudan ilintilidir. Yerel yönetimlerde vatandaş odaklı hizmet ve katılımcı kamu yönetiminin yaygınlaşması açısından kritik önem kazanan e-belediyecilik hizmet ve uygulamaları Türkiye'de 2000'li yılların başından itibaren devlet politikasının bir parçası haline gelmiştir. Yerel yönetim birimleri ilk olarak Yerel Yönetimler Portalı ve Yerel Bilgi Projesi gibi girişimlerle hizmetlerini sanal ortama taşımışlar, ardından e-belediyecilik dönüşümü giderek yaygınlaşmıştır. Öte yandan geçiş sürecinde web sayfaları üzerinden e-belediye hizmetine başlayan ve çeşitli aşamalardan geçerek yeni uygulamalar geliştiren belediyelerin yoğunlaştıkları bilgi aktarımı, sundukları e-hizmet deneyimi ve vatandaş odaklı katılımcı yönetim pratiklerinin farklılık gösterdiği de görülmektedir. Bu çalışmada Marmara Bölgesi Büyükşehir belediyelerinin e-yönetişim çerçevesinde dijital ortamda sundukları e-belediyecilik hizmet ve uygulamalarının karşılaştırmalı olarak analiz edilmesi amaçlanmıştır. Tübitak 1001 SOBAG destekli 117K012 no.lu projenin alan araştırması kapsamında yer alan e-belediyecilik uygulamalarının ölçeği doğrultusunda yapılan çalışmanın örneklemini; Kocaeli, İstanbul, Tekirdağ, Balıkesir, Bursa ve Sakarya'dan oluşan Marmara bölgesinin 6 büyükşehir belediyesi oluşturmaktadır. Araştırma kapsamındaki belediyelerin kurumsal web siteleri 3 ay boyunca kayıt altına alınmış, bulgular 10 yılı aşkın bir süredir Newark E-Yönetişim Enstitüsü tarafından yürütülen “Dünya Belediyelerinde Dijital Yönetişim” başlıklı araştırmanın ölçeği çerçevesinde nitel içerik analizi yöntemiyle ölçümlenmiştir. Bu bağlamda incelenen belediyelerin web siteleri; Güvenlik/Gizlilik Değişkenleri, Yurttaş ve Sosyal Etkileşim ile Operasyonel-Formal-Enformasyonel-Stratejik Beceri Ölçümü başlıklarında toplanan e-belediyecilik hizmetleri kapsamındaki içerik yönünden değerlendirilmiştir. Araştırma sonucunda, Marmara Bölgesi’nde yer alan Büyükşehir belediyeleri, web sayfalarında sağladıkları e-belediyecilik hizmetleri bakımından Newark E-Yönetişim Enstitüsü araştırma ölçeğinde yer alan temel değişkenlere bağlı olarak analiz edilmiş ve bulgular bu eksende tartışılmıştır.
Abstarct
The e-municipality practices that emerged in the information society process are directly related to the governance principles that are expected to shed light on the public administration of the 21st century. E-municipal services in Turkey has become a part of state policy since the early 2000s, and has won critical importance in the process of citizen-oriented public services and participatory local government management. Local government units first launched their services in a virtual environment through initiatives such as the Local Authorities Portal and Local Information Project, and then the e-municipality transformation became more widespread. On the other hand e-municipality practices differ in the manner of the transfer of information, e-service experience and the citizen-oriented participatory management practices of the municipalities. In this study, it is aimed to analyze comparatively the e-municipality services and applications offered by the metropolitan municipalities of Marmara Region within the framework of e-governance. The study was conducted in accordance with the e-municipality applications scale of the project no. 117K012 supported by TUBITAK 1001 SOBAG. The sample of the study consisted 6 metropolitan municipalities of Marmara region which are Kocaeli, Istanbul, Tekirdag, Balikesir, Bursa and Sakarya. The corporate web sites of the municipalities were recorded for 3 months within the scope of the study, and the findings were measured by qualitative content analysis method scale of the survey titled Dijital Digital Governance in the World Municipalities which has been conducted by Newark E-Governance Institute for more than 10 years. In this context, the websites were evaluated according to e-municipality service headings as; Security/Confidentiality variables, Citizen and Social Interaction, Measurement of Operational-Formal-Informational- and Strategic Skills. As a result, the municipalities were analyzed in terms of the e-municipal services they provided on the web pages based on the basic variables of the research scale of Newark E-Governance Institute and the findings were discussed on this axis.
