The role of formal business networking in SMEs is receiving more attention from scholars and practitioners. However, several aspects remain unclear, including if and how, corporate sustainability approaches are implemented and aligned within such networks, mostly created for competitiveness and resource efficiency purpose. With the aim of filling this gap in the literature over Small Business Social Responsibility, an empirical investigation is proposed by analyzing 389 Formalized Network Contracts and their original legal document, following Bocken et al. (2014) business model archetypes and NBS (2012) studies on sustainable innovation and, normative-making perspectives. For this reason, strict rules oblige the Member States to manage fish stocks safeguarding natural resources and, at the same time, the productivity of the industry. Abstract This manuscript focuses on the Italian judicial system and on how to shape a policy reform aimed at increasing court efficiency, taking the budget externalities generated by this production process into account. On the one hand, the authors identify the benchmarks and main drivers of judicial inefficiency, while, on the other hand, they show how incorrect model definition may mislead policy makers tackling this reform process, based on an analysis of the Directional Distance Function with and without bad outputs. According to the results, incorrect model definition causes a type I error equal to 17.99% and a type II error equal to 25.18%. As for the determinants of court performance, the current staff structure and civil procedures are the main drivers of inefficiency and, consequently, the areas in which policy makers could successfully take action. In view of the EU’s recovery fund aimed at alleviating the economic impact of Covid-19, policy implications concern the opportunity to adopt these results and the collected benchmarks to drive one of the most important structural reforms in Italy, by leveraging the financial resources of the Next Generation EU package. Such a reform might be able to improve courts’ technical efficiency, while also maintaining the public budget under control.

This study proposes a cost-effectiveness analysis concerning the implementation of a tool to check for ventilator-associated pneumonia (VAP) in Intensive Care. VAP is a sub-type of hospital-acquired pneumonia which occurs in people receiving mechanical ventilation. An empirical analysis is performed to estimate the effectiveness of a specific procedure to prevent VAP (i.e. Ventilator Bundle), as well as to evaluate cost savings related to not developing the infection. The relevance of the results thus obtained is not only clinical but also managerial and economic, since a reduction in costs improves the economic performance of hospitals and a lower incidence of VAP improves their reputation on the national market of healthcare services.

Reports of the European Commission registered that women are disadvantaged subjects on the labour market but, at the same time, they are more ambitious and are at their best on the educational side. This paper aims at analysing data of Piedmont Region on vocational training policies, focusing on the role of women into the labour market. Data refer to subjects that accomplished their training course during 2011. Analyses have been performed on interviews, in order to evaluate the effects of training on medium-term employment outcomes of trainees. A control sample has been selected with the aim to evaluate the effect of training, with a special focus on women. CoNSENSo is a project funded by the European Union, which is aimed at developing an innovative care model based on community nurses to support active ageing in mountain areas. The planned sustainability of this innovative approach relies on social entrepreneurship on the healthcare market, and this work highlights the necessary conditions for the successful implementation of these entrepreneurial initiatives. Considering municipalities in the Piedmont Region and those aged 65 or older as target population, the authors propose several negative binomial regression models to estimate the effectiveness of current private healthcare services in supporting the active aging process. Such effectiveness may represent the ex-ante (positive) reputation of these new social entrepreneurial initiatives on the market. The scientific problem of this study is the analysis of the portfolio of outputs by public research labs in the presence of hybrid funding scheme based on public and market-oriented financing mechanisms. Research institutes are considered Decision Making Units, which produce two different kinds of scientific outputs using inputs. We consider some scientific outputs with more international visibility (High Visibility Outputs-HVOs) than others called Low Visibility Outputs (LVOs). We confront this problem by a scientometric approach applying models of the Directional Output Distance Function, which endeavours to measure and analyze the effects of hybrid financing of public research labs in terms of potential loss in high quality scientific outputs, in particular when the share of market-oriented funds is beyond a specific threshold. Results, considering R&D organizations of “hard sciences”, seem to show that a hybrid financing scheme, too market-oriented for supporting operation (and survival) of research labs, tends to affect scientific output portfolio by lowering scientific performances and HVOs. The study here also proposes a preliminary analysis of the optimal level of market financing in relation to total financial resources for a fruitful co-existence of market and public funding scheme to maximize the scientific output (publications) of R&D labs. The findings show main differences across scientific departments and some critical weaknesses points and threats by public research labs for production of scientific outputs.

Considering the Italian manufacturing industry between 2014 and 2016 (more than 250,000 observations), this technical note analyzes the relation between the courts’ ability to enforce credit rights and the opportunity to finance business activities with trade credits instead of financial debts, delaying payments and decreasing the financial costs. According to our results, and considering mortgage foreclosure, if the time necessary to settle an insolvency case increases by 1000 days, we can expect an increase in operating debt between 3 and 11%, and a decrease of financial expenses between 3000 and 7000 Euro.

This article investigates the relation between dividend payout policy and financial constraints, focusing on the Italian SMEs between 2015 and 2019 and adopting credit ratings as a measure of access to external financial resources. According to our findings, there is a positive relation between firm solvency and the payment of dividends, suggesting that, when companies’ financial constraints are higher, we can expect lower odds that they will pay out dividends. Nevertheless, there is also evidence that younger SMEs are interested in signaling their expected profitability to attract future investors and support access to the capital market.

Considering the Italian healthcare system, the present study analyzes the aspects that might affect the efficiency of Italian hospitals. In this work, the authors analyze what influences a specific definition of efficiency, which is calculated maximizing healthcare production but minimizing potential financial losses. In other words, this work considers efficient each hospital which is able to maximize the production of medical treatments while complying, at the same time, with budget constraints. Hence, the results of this paper are two-fold: from the organizational point of view and from the technical one.

The article presents a case study of the introduction of fresh fish, of local species, cooked with the revival of traditional recipes in the canteens of geriatric hospital wards and elderly care facilities of five Italian coastal municipalities. Fish consumption protects against natural age-related cognitive decline and has been associated with a reduced risk of dementia, Alzheimer’s disease and stroke. These recipes have proved popular with elderly people and fish consumption has thereby been increased. The project “Italian fresh fish in the canteens of healthcare facilities” works to introduce Italian fresh fish, from fishing and aquaculture, into collective public catering services. Increased purchasing of Italian fresh fish reduces the procurement of intensively fished species, from heavily exploited fisheries outside Italy. The present working paper aims analyses efficiency and productivity growth of agricultural production in Italy. Appling a recent tool from environmental management field, the Directional Distance Function (DDF), global performance indicators has been estimated for 102 Italian provinces considering both quantities produced and emissions of ammonia, from fertilizers usage, as undesirable output. Therefore, productivity enhancements can come from the contraction of pollution and from the expansion of desirable outputs, in this case agricultural products. Our shows that huge differences among Italian macro emerge by considering both efficiency and productivity dynamics. This evidence is interpreted in light the amount of public fund distributed by Rural Development Programs over the period 2000-2006 and our findings suggest that a larger amount of resources were distributed to more disadvantaged areas. In this deliverable we investigated the drivers of investment in fisheries and how those can be activated to stimulate investment in alternative technologies to protect the benthos. To capture a wider range of factors than quantitative factors only we modified the work plan and included interviews with fishing industries in all regions. As a result we identified a wide range of reasons why fishers have (or have not) invested in alternative gears. As expected, the profitability of alternative technology is an important factor to invest but we also found many others. Those drivers were classified as economic, technical, regulatory, social, governance and environmental drivers. As advice to managers we also identified where and how interventions could improve uptake of technology.

This paper describes a research project carried out in an Italian public school to assess whether parents were willing to take part in food procurement decisions, as well as their ability to accurately predict what foods children would pick at school lunch and their propensity to support sustainable food choices made by the school. The methodology included a questionnaire to 500 parents and an in-depth study of 138 child/parent pairs. The study comprised: (i) presentation of an innovative recipe in the weekly menu of the school canteen; (ii) meal observations of children’s intake at school lunch during the week of the menu modification; (iii) collection of both parents’ and children’s reports on their choices of recipes from the modified weekly menu. This work aims to shed new light on the relation between institutional performance and firm dynamics. Considering the Italian manufacturing industry and a panel of 3 years, the authors investigate the relation between the time needed by courts to enforce debtors’ obligations and the time needed by enterprises to repay their debts. In particular, we test the hypothesis that efficiency in settling mortgage foreclosure and bankruptcy cases can affect the creditors’ decision making on judicial disputes. According to our thesis, inordinately long waiting times to enforce credit rights may increase the contractual strength of debtors, further delaying payments. As shown by our results, there is a statistically significant positive relation between the enforcement of debtors’ obligations and the adopted payment index, confirming the key role of the judiciary in the dynamics of firms. Abstract This manuscript focuses on the sustainability of a European Union project, funded by the Alpine Space Programme. This project aims to develop an innovative care model based on community nurses to support municipalities in promoting active and healthy ageing. Adopting the Directional Distance Function, our work sets out to propose a specific score able to identify all those municipalities that are inefficient in supporting the ageing process through the coordination of socio-economic interventions. According to the estimated scores, policy makers can make more rational use of the available resources, implementing the innovative treatments where it is most necessary. In this way, the achievements of this European Union project can be maintained for the sake of the next generation, avoiding its collapse as soon as funding shifts to new programmes.

Extensive research exists on the individual determinants of being an immigrant entrepreneur, concerning both social environment and human capital. However, the role of the judiciary has not been investigated yet. Analyzing more than 160,000 new micro enterprises owned by immigrants, our paper aims to fill this gap by focusing on the relation between justice and immigrant entrepreneurship. Results show that judicial efficiency is one of the determinants of self‐employment, although some differences among immigrant groups are identified. Therefore, the study confirms the key role of judicial enforcement in promoting not only growth but also the integration of these new citizens.

Considering the Italian manufacturing industry (more than 100,000 enterprises) and a panel of 6 years (from 2005 to 2010), we investigate the relation between the time necessary to define a bankruptcy case and the concentration of enterprises with good financial health. In particular, recalling the seminal work of Modigliani and Miller (Am Econ Rev 48(3):261–297, 1958), we test the hypothesis that the enforcement of creditors’ rights can affect managers’ strategies, and the related risks. According to results, judicial delay can affect the industrial spatial dynamics and regional development, confirming the key role of judiciary. Indeed, we identify a statistically significant relation between the time necessary to enforce creditors’ rights and the concentration of healthy enterprises for several manufacturing industrial sectors. The policy implications of this work concern the opportunity of reforming the national bankruptcy law and courts’ organization to support the national economic growth.

Emergency departments are characterized by the need for quick diagnosis under pressure. To select the most appropriate treatment, a series of rules to support decision-making has been offered by scientific societies. The effectiveness of these rules affects the appropriateness of treatment and the hospitalization of patients. Analyzing a sample of 1844 patients and focusing on the decision to hospitalize a patient after a syncope event to prevent severe short-term outcomes, this work proposes a new algorithm based on neural networks. Artificial neural networks are a non-parametric technique with the well-known ability to generalize behaviors, and they can thus predict severe short-term outcomes with pre-selected levels of sensitivity and specificity. Object: considering the Italian health-care system, the present study analyzes what might affect the efficiency of hospitals. Methodology: in this work, authors propose the Directional Distance Function (DDF) to analyze hospitals’ performance, considering efficient each medical center which is able to maximize the production of medical treatments (good output) while complying, at the same time, with budget constraints (i.e. minimizing the expected bad output: financial loss). Results: the empirical analysis suggests that an excessive allocation of employees at the highest level of the hierarchical pyramid can affect the hospitals’ performance. Conclusions: a redistribution of employees among hierarchical levels is necessary to increase the hospital’s efficiency.

The present working paper aims analyses efficiency and productivity growth of agricultural production in Italy. Appling a recent tool from environmental management field, the Directional Distance Function (DDF), global performance indicators has been estimated for 102 Italian provinces considering both quantities produced and emissions of ammonia, from fertilizers usage, as undesirable output. Therefore, productivity enhancements can come from the contraction of pollution and from the expansion of desirable outputs, in this case agricultural products. Our shows that huge differences among Italian macro emerge by considering both efficiency and productivity dynamics. This evidence is interpreted in light the amount of public fund distributed by Rural Development Programs over the period 2000-2006 and our findings suggest that a larger amount of resources were distributed to more disadvantaged areas. Then we can conclude that the flows of public fund seems to follow the right direction, highlighting interesting policy implications for future actions

Taking human experimentation into account, this work aims at estimating a policy designed to reduce transaction costs that are related to the protection system of patients' rights, with both a normative and positive approach. On the one hand, considering a sample of European countries as counterfactual, an empirical analysis is performed in order to estimate the impact of a national law aimed at harmonizing the procedure to obtain opinions on clinical trials. On the other hand, an alternative law, which might be able to favor the exchange between pharmaceutical companies and patients, is proposed. Assuming that the competitiveness of the national protection system is based on the time required to obtain an authorization for an experimental activity, pharmaceutical clinical research should be positively affected by a reform of the current law. However, there is also evidence of a wasted opportunity to optimize the governance of the national protection system.

Community Nurse Supporting Elderly iN a changing SOciety is a project funded by the European Union, which is aimed at developing an innovative care model based on community nurses to support active ageing in mountain areas. The planned sustainability of this innovative approach relies on social entrepreneurship, and this work highlights the necessary conditions for the existence of these entrepreneurial initiatives on the market, with community nurses' services purchased by the public health care system. The authors propose a sustainability framework for this project based on three relevant dimensions (ie, health, organisation, and context), highlighting the necessary conditions for continued provision of health services beyond project conclusion.
