This paper presents an overview of the recent developments in the financial regulation system that relates to the management of the banks identified as “too big to fail” such that government response is needed to address the eventual failure of these banks. It provides an overview of the causes and implications of “too big to fail” such as exposure to systemic risk and moral hazard problem. In addition, this note sheds light on how global response takes action towards creating resolutions on these systemically important financial institutions, particularly in the Philippines, and how alternative options can contribute to the improvement of financial regulation without experiencing the trade-offs as a result of such actions.

This paper seeks to shed light on the efforts towards strengthening cooperation in addressing tax-related issues in preparation for the country’s integration to the ASEAN Economic Community (AEC). We look at the similarities and differences of the tax structures across the ASEAN member countries, as well as formulating more enhanced integration mechanisms towards becoming a competitive economic region in Asia and the world. This is in line with the end goal of transforming ASEAN as a single market and a single production base, where emphasis is on equitable development so that it can emerge as a competitive region that can be fully integrated in the global economy.

Financial reporting seeks to communicate accounting information in assisting users to make relevant business decisions affecting the firm. The accounting information, normally presented in the form of financial statements, is the responsibility of the company's management, who are given the prerogative to exercise judgment in disclosing the information.

One of the ways that managers apply the use of prerogatives pertains to their discretionary reporting of a company's earnings. However, the abuse of discretionary exercises resulted to debacles that shocked the business world and thus, provided leeway to popularize the concept of earnings management. Numerous studies were conducted as to how this accounting phenomenon can be restrained using discretionary accruals as a recognized measure of earnings manipulation.

Given the increasing importance of corporate governance in the Philippines, this thesis attempts to explain the role of selected governance variables related to a company's board of directors in mitigating earnings management in the country. Using the financial statements of publicly listed companies and a modification of an extant discretionary accruals measurement model, the findings revealed that the holding of multiple directorial positions by the independent directors, and the managerial ownership of the board and key management personnel are the significant factors that can limit the incentives to manage earnings in the Philippines. Moreover, firm size and return on assets were identified to have explanatory significance on earnings management among the control variables used.

Further studies recommend examining the restraining power of governance variables from other disclosures, studying any incidence of earnings manipulation that may emanate from the pre- and post- occurrence of certain events, and using other control variables that can mitigate the existence of an information asymmetry environment that leads to earnings management in the country."

The need to intensify the corporate governance mechanism in the Philippines triggers this study to determine the influence of corporate boards on firm performance among publicly-listed property companies given the risks involved  in this industry. Using financial and governance-related disclosure information from 29 listed property companies in the Philippines, the results revealed that managerial ownership positively influences firm performance. Moreover, firm size, leverage, and age influence the accounting-based measures of performance to a great extent than the market-based measures. Because of the limited focus of this study, further research should focus on the overall impact of corporate governance among all Philippine companies using different measures of performance as well as the introduction of other relevant governance-related parameters to better assist the decision making of the company’s stakeholders.

The need to intensify the corporate governance mechanism in the Philippines after the revision of the 2002 Philippine SEC Code of Corporate Governance triggers this study to determine the impact of selected governance variables related to a company’s board of directors on firm performance, measured in terms of share prices. Using financial and governance-related disclosure information from 36 listed holding companies in the Philippines, the results revealed that board size and board independence negatively influences the share prices of these firms. Among the control variables, firm size positively influences share prices as a result of increased investor confidence to well-established companies. Because of the limited focus of this study, further endeavors should study the overall impact of corporate governance among all Philippine companies using different measures of performance as well as the introduction of other relevant governance-related parameters to better assist the decision making of the company’s stakeholders.

Sustainable food production is very important to feed a rapidly expanding population whose need for physical nourishment and sustenance tends to increase over time. Since a large chunk of human food is cultivated by land, production mechanisms should be supported by arable croplands, irrigation, and appropriate technologies such as the use of fertilizers to increase the productivity of agricultural lands. Given the increased demand for food production brought about by continuous increase in population, this study attempts to measure the impact of population growth on fertilizer consumption that is an essential requirement in the production of agricultural food crops. Two cases are presented in this discourse: the first one uses a panel data analysis of six agriculture-intensive ASEAN countries from 1961-2010. The second case employed time series econometrics using data from the Philippines. Both cases concluded that fertilizer consumption is greatly affected by increasing population growth which triggers the economy to find means of growing food to support their dietary needs. Because most of the food is grown in agricultural lands, maximizing their agricultural yield necessitate the use of fertilizers.

The importance of telecommunications plays a very important role in achieving one of the targets in the Millennium Development Goals of the United Nations, which is to increase the access of people in both fixed-line and mobile phone telecommunications, measured in terms of teledensity. This paper attempts to determine if the teledensity in both modes of telecommunications, as well as the aggregate of these two modes, can contribute to economic growth, particularly in the ASEAN region where there is a promising venue to conduct business and to harness the benefits of investing in such facilities. Using a panel data analysis from seven ASEAN countries from 1992 – 2010 employing the LSDV-1 process and penetration rates as a proxy for teledensity, the findings revealed that fixed-line penetration rates are positively related to economic growth measured in terms of GDP per capita, while mobile and total penetration rates are not significantly associated with economic growth considering that mobile telecommunications were introduced later than fixed line telephones. It will still need a considerable length of time to fully realize the benefits of telecommunications. Furthermore, this study recognizes the need for better and proper use of telecommunications facilities and to ensure its accessibility in the remote areas of the region. Such policies are important to ensure that the benefits of telecommunications access can be fully achieved.

This paper spins off from the work of Rufino (2010) regarding forecasting Philippine monthly inflation using sophisticated expert systems. As we subscribe to the primordial goal of forecasting inflation with remarkable accuracy, this paper seeks to provide a more accurate conjecture process. Employing a comprehensive set of forecasting techniques, we used the more complete time series data from 1958-2011 for three sets of inflation data published by the Bangko Sentral ng Pilipinas: National, Metro Manila, and Areas outside Metro Manila (AOMM). Analysis of data revealed that there is no seasonality among the inflation data among these sets. In addition, the ARIMA-based methodology is identified to be the optimal forecasting tool among the methodologies employed. Efforts have to be exerted to identify the best forecasting methodology to forecast inflation towards achieving the goal of price stability through the inflation targeting framework adopted by the Bangko Sentral ng Pilipinas.

This paper utilizes the fundamental input-output analysis to assess the possible consequences of increased economic output and land use to sustain the rice production in the Philippines. The findings revealed that continuous economic growth triggers the need to increase rice production as well as the land use requirement for the production of both rice and non-rice agricultural crops. Implications of interdependencies with respect to continuous population growth and sustainable food production and food security are likewise discussed.

Fast food restaurants continue its presence in the Philippine market for more than twenty years. Up to now, these companies never ceases to maintain its presence to capture the desired market. Jollibee and McDonald’s, the two competing giants in the Philippines, have competed in terms of offering various food products and services to its customers. But the question remains which company is more successful in managing its operations. Using the financial statements of Jollibee and McDonald’s for the years 2000 – 2004, an analysis was performed using financial ratios for both companies. Results show that Jollibee has performed better than McDonalds in terms of the financial ratios, since Jollibee has been operating profitably for the past 5 years. McDonald’s has to continue striving to recover the deficit and eventually, improve its operations. In this paper, the Du Pont analysis for Return on Equity was also presented, together with contemporary issues such as Forecasting, Benchmarking, the Balanced Scorecard, and Corporate Social Responsibility that would affect Jollibee, McDonald’s, and the entire QSR Industry.

"With the complexity of today’s business transactions, accountants are continuously challenged to cope with the changes to survive in the profession. Such changes require academic institutions to emphasize the development of knowledge and skills among accountancy students.

This paper focuses on the development of three skills: analytical, communication, and research skills in the accountancy education as perceived by Accountancy students and faculty members. Using the data from the surveys gathered from accountancy students and faculty members of De La Salle University, results show that all problem solving, evaluating and interpreting financial data/systems, business cases, and design of theoretical questions discouraging memorization are perceived by students to be highly significant to the general development of analytical skills. On the other hand, faculty members only perceive business cases, evaluating financial systems, and design of theoretical questions to be significant in the analytical skill development. Despite this result, both students and faculty agree that problem solving is the number one factor in the development of the skill, while on-the-job training is considered to be the least factor.

In terms of communication skills, students perceive all areas such as oral communication, written communication, non-verbal communication, and listening skills, with the exception of essay writing, to be highly significant with the general evaluation of communication skills. Faculty members, on the other hand, perceive writing essays, debates, and graded recitation to be highly significant factors in the development of the skill. It was also found out that preparing written reports is the number one sub-skill that develops the communication skills, as evidenced by high mean scores.

For research skills, all factors such as awareness on plagiarism, reference to other school materials, basic and applied research, taking research methodology courses and other related subskills are highly significant as perceived by students. Faculty members perceive only preparing basic and applied research, feasibility and industry studies, and formal course on research methods to be the highly significant factor in the development of research skills. It also noted that awareness on plagiarism and reference to other school materials are the main factors in the development of the skill, as perceived by students and faculty members, respectively.

Students perceive Mandatory CPE programs to be helpful in the development of ACR skills, whereas faculty members do not. While the notion that the development of ACR skills is developed more through experience than classroom learning are not highly significant to both faculty and students, students placed high significance on DLSU’s participation in the development of the skill in contrast with the faculty perceptions. At the end of the paper, conflicting opinions as to why the development of ACR skills is hampered in accounting education are presented. 

Future research for this study should be geared towards formulation of policies and programs toward the development of ACR skills, increasing the geographical scope of the study, the consideration and assessment of other skills necessary in the accountancy profession.

Earthquakes, landslides, typhoons, hurricanes, and a host of other hazards are identified as natural disasters when there is a high magnitude of losses that affects areas that are densely populated. Recent occurrences of these disturbances are quite damaging and the reconstruction process in the wake of these disasters are quite painstaking (Andersen, 2002) especially in developing countries where the impact of disasters are unable to satisfy risk financing to ease the reconstruction of the affected areas.

Developing countries have placed great emphasis on the “ex-post” reactive financing dealing with the aftermath of disasters, and rehabilitation of the affected areas largely depends on funding sources (Arnold and ProVention Consortium, 2008).

Most developing countries would depend on the funding by local government and foreign charity aid; however, such aid tends to reduce incentives to engage in making the local units capable of securing themselves from the losses arising from disasters (Andersen, 2002) such as improved urban and regional planning, stricter construction standards, etc (Arnold and ProVention Consortium, 2008). In addition, the tedious financing requirements necessitate flow of funds that disrupt the revenue-generating capability of these funds when they are placed in interest-bearing development investments.

While the developing countries are at the mercy of the philanthropic capacity of local and international aid providers, it is very important for local governments to search for alternative mechanisms to manage disaster risk and even become adaptable communities toward climate change that would stimulate the ongoing campaign to reduce poverty incidence in the light of these disturbances. This presentation seeks to underscore the instruments that can be used to support the financing capabilities of local government institutions towards addressing this concern of interest. It will also examine how inter-LGU cooperation will support efforts to build safe and resilient communities. It will assess the benefits of developing financial windows, including grants and loans, as well as shared income options for collaborative LGU projects on climate change and disaster risk reduction.
