    The Bureau of Reclamation directed its Division of Atmospheric Water Resources Management to develop a research program on orographic cloud seeding in cooperation with the State of California in 1972. The idea for such a program arose in the Bureau’s  Sacramento Regional Office whose Director was interested in the  potential of weather modification technology in solving some of  California’s water problems.....

    Abstract A three-year sociological study has focused on a comparison of public response and decision-making processes with reference to weather modification projects in a number of states. Weather modification is currently subject to legislative regulation in 29 states. Selected characteristics of these state laws are examined as relevant aspects of decision-making contexts for the technology. Existence of such legislative specifications as requirements for licenses, permits, and/or environmental impact statements, and provision for public involvement in decision making, advisory committees, tax fund allocations, liability and water rights, are described. These characteristics are compared to occurrences of public support or opposition in project areas. The effect of state legislative regulations on implementation of proposed projects is also discussed. It is anticipated that the relationships which emerge from the analysis will have implications for future developments in public policy with regard to wea...

    Planned weather modification is a potentially significant phenomenon being introduced in many area of this and other countries. Evidence is beginning to accumulate suggesting that where organized resistance persists over a period of time, weather modification efforts are in fact halted. The paper briefly outlines the history of weather modification in the United States; research findings on the social aspects of weather modification (especially focused on acceptance/rejection processes); and decision processes, including legislative regulation and decision roles. Tentative social scientific evidence suggests that one condition of public acceptance of this technology is public involvement in the adoption decision process.

    We have for several years offered a course entitled ’’Energy and the Environment’’ that is quantitative where necessary, is aimed at the general student, and surveys systematically the whole energy problem and its social, political, economic, and moral implications. The course is perhaps unique in combining all these characteristics with the use of outside experts whose contributions are closely integrated with the thread of the course as a whole.
