The topic of industrial regulation in the authoritarian regime of Salazar has been widely discussed, although its impact in industrial growth is still not very clear. In this paper, we will focus on the regulation of the fish canning industry in order to understand better the relations between State, companies and legal systems created to control competition. The data collected in public archives show that decisions taken on regulation were depending on a wider political institutional framework, which involved protectionist strategies and social policies. Considering this, we will argue that this is a story of success and failures: the industrial regulation didn't hinder the growth of canning industry, and supported its specialization and international competitiveness; but, on the other side, it provided low incentives to mechanization, new technologies development and foreign direct investment.

The project of state-led reorgani- zation of the canning industry oc- curred along with the institutional construction of the new authorith- arian regime and the moderate impact of the international crisis in Portugal. In this article we argue that previous interest groups activity in the canning industry tried to resolve the crisis effects in the sector during the 20’s and they would later join the authoritarian solutions defended by Salazar in 1931. While interpreting this con- juncture, special attention will be given to the effects of international markets in the fish supply chain, both before and after the Great Depression, to understand better the limits and goals of state-led cartelization.

In this paper we try to understand the significance of Robert Clarke’s work on whaling and biology of spermwhale to the international management bodies of whaling in the fifties. Whaling is related to the growth of extractive marine resource industries after the Second World War and the first attempts at multilateral management of those resources. The Azores, in what concerns to Clarke’s fieldwork, is a unique case. The shore-whaling in the islands kept along the XX century the same methods and techniques used by the old-fashioned American whaling in the XVIII and XIX centuries. The research work made by Clarke will help to show to the international bodies the specificities of the Portuguese islands and what should be the measures for their whaling management.
