In Fortbildungen für pädagogische Fachkräfte zum Thema „Sexuelle und geschlechtliche Vielfalt an der Schule“ genügt es nicht nur Wissen zu vermitteln. Häufi g bedarf es auch der Sensibilisierung, also der Ansprache auf der emotionalen Ebene.

Due to the wrong handling of the whole issue by the antiracist organisation of Belgium, UNIA, which defended, for personal reasons the Nazi-type stereotypes by the float. Due to the refusal of the burgermeister to engage in dialogue and the fact that those responsible for the Carnival float were fully aware of what they were doing,  a no-delisting from the UNESCO list is no option at all.

A definite delisting, however will punish the whole Carnival and the whole city. They do not understand the wrongdoing because they are used to similar stereotypes used in Belgium by the media and intellectuals. They should be informed correctly of what was not addressed, probably wilfully, by UNIA and the burgermeister.

My suggestion is to apply a suspensive verdict whereby, condemning UNIA and the burgermeister, the Aalst Carnival stays on the list temporarily but can’t claim anymore the UNESCO name. They could be put normally on the list again by the beginning of 2023, if certain conditions are fulfilled such as those proposed hereafter in (3.10.) E.g. the end by self-regulation of racist oriented mockery of Jews (in a town without Jews) and other ethnical groups. Aalst should organise events, exhibitions, cultural activities and entertainments related to the rich Jewish culture with the purpose of fostering a better understanding of “the Jews”. Any other decision: no-withdrawal as well as full withdrawal can only provide today bad and dangerous results for both parties involved.

In Italy there are no accurate figures on the current number of Roma, Sinti and Caminanti (RSC), even if the estimation provided by the EC indicates the number of 110,000 to 180,000 individuals, which represents around 0.23 to 0.25 per cent of the total population. The lack of knowledge about RSC Communities, accompanied by a high level of prejudice and
discrimination, has exacerbated the idea that this population would be nomadic, hostile to sedentary life and, therefore in need of specific and temporary housing solutions. Still today, even if Opera Nomadi (the historical Italian association helping Roma and Sinti) estimates that around 60-80 per cent of the RSC in Italy live in houses, these camps continue to be designed and built by local authorities. Around 30,000 to 40,000 of RSC
live in “nomad camps”, in a condition of severe housing precariousness and social marginalization. It is within this framework that the Italian Government approved the National Strategy for the Inclusion of Roma, Sinti and Caminanti (NRIS), which was drafted by the National Office against Racial Discrimination (UNAR) in collaboration with several stakeholders, civil society organization and Roma representatives. The Strategy has been
evaluated positively by different key actors at national and European level because it has marked an important break with the past, abandoning the concept of nomadism and adopting a broader approach to promote RSC inclusion. However, six years after its approval, several delays in its implementation have been registered, as the national government has not implemented any concrete programme to eradicate RSC housing exclusion and most of the local authorities are very far from reaching the expected results.

Cet ouvrage prend appui sur plusieurs enquêtes conduites dans le champ des politiques de lutte contre les discriminations et de diversité au travail, depuis le début des années 2000, dans le contexte français en particulier. Mettant en perspective les politiques françaises avec les travaux européens et les démarches pionnières de firmes étatsuniennes et canadiennes, il propose une analyse critique des démarches des acteurs économiques et politiques français autour de deux hypothèses : (1) l’articulation problématique des approches entrepreneuriales de la diversité aux perspectives antidiscriminatoires sous-jacentes ; (2) le flou et les incertitudes propres à la notion de diversité, elle-même, au contenu de plus en plus polysémique. Ces tendances favorisent dans le contexte français la cristallisation d’une situation historique, marquée par l’occultation et l'évitement des catégories d’ethnicité et de « race ».

Se dessinent ainsi les contours d’une "diversité sélective" ou d’une "bonne diversité" au travail qui prend en charge certaines formes d’inégalités et de discriminations, mais pas toutes, au risque y compris de recouper des situations et des logiques discriminatoires.

Am Wochenende vom 13. bis 14. Oktober 2018 kamen die queeren Sportvereine aus Deutschland in Berlin zur ersten Bundes-NetzwerkTagung (BuNT) zusammen, um sich gemeinsam mit weiteren Gästen aus Wissenschaft, Politik, Gesellschaft und dem organisierten Sport auszutauschen, neue Projekte zu entwickeln und die Zusammenarbeit im Kampf insbesondere gegen Homo- und Trans*feindlichkeit im Sport zu intensivieren.
Bundesministerin Dr. Franziska Giffey bezog Stellung in ihrer Videobotschaft: „Ich bin sehr gern Schirmfrau dieser Veranstaltung; denn es ist gut, dass Vereine die Inklusion von LSBTIQ* im Freizeit-, Breiten- und Wettkampfsport vorantreiben.
Nutzen Sie die Möglichkeit der Vernetzung mit Wissenschaft, Politik und dem organisierten Sport, damit alle Menschen frei von Vorurteilen und Diskriminierung Sport treiben können.“
Im Rahmen der Tagung diskutierten erstmals viele Personen aus Sportorganisationen, Wissenschaft, Politik und Gesellschaft gemeinsam über queere Belange im Sport. Spannende Fachvorträge und zahlreiche Workshops boten Raum für Austausch und
Ideen, wie eine tolerante und respektvolle Sportlandschaft in Deutschland vorangetrieben werden kann.
Vorspiel - Sportverein für Schwule und Lesben Berlin e.V. organisierte die BundesNetzwerkTagung 2018 in Kooperation mit Seitenwechsel - Sportverein für FrauenLesbenTrans*Inter* und Mädchen e. V., dem Deutschen Olympischen Sportbund (DOSB) sowie dem Landessportbund Berlin. Die Tagung wurde gefördert von der Bundesstiftung Magnus Hirschfeld, der Hannchen-Mehrzweck-Stiftung (hms) und diese Dokumentation vom Bundesministerium für Familie, Senioren, Frauen und Jugend. Schirmpersonen der Veranstaltung waren die Bundesministerin für Familie, Senioren, Frauen und Jugend, Dr. Franziska Giffey und DOSB-Vizepräsidentin Dr. Petra Tzschoppe.

The publication was created as part of the project "Together against discrimination"
carried out by the THEMIS Judges Association in partnership with the INPRIS Institute of Law and Society. The project concerned the issue of effective implementation of anti-discrimination provisions, the relations between courts and civic organizations, and the possibility of organizations to act in the judicial proceedings.
As part of the project, the judges invited representatives of civic organizations, the academia and public institutions, whose activities are related to counteracting discrimination, to participate in meetings-seminars. The meetings were an opportunity to discuss the problems that arise in the area of ​​application of anti-discrimination law and to formulate recommendations for the future. They also became an opportunity to exchange experiences on a local level: to learn about the activities of local civic organizations and to discuss cases of discrimination specific to a given community. We tried to collect in one place the recommendations formulated during the meetings, although the papers in this publication only partially reflect the issues discussed during the series of seminars. We present papers prepared both from the point of view of the judge and the practice of the civic organisation. We show the activities of some civic organizations and examples of anti-discrimination projects related to the activities of the judiciary.

Niniejsza publikacja powstała w ramach projektu „Wspólnie przeciw dyskryminacji”
realizowanego przez Stowarzyszenie Sędziów THEMIS w partnerstwie z Instytutem Prawa i Społeczeństwa INPRIS. Projekt dotyczył zagadnienia skutecznej realizacji przepisów antydyskryminacyjnych, relacji między sądami a organizacjami obywatelskimi oraz możliwości działania organizacji w postępowaniach.
W ramach projektu sędziowie zaprosili do udziału w spotkaniach-seminariach przedstawicieli organizacji obywatelskich, świata nauki oraz instytucji publicznych, których działania związane są z przeciwdziałaniem dyskryminacji. Spotkania były okazją do dyskusji o problemach, jakie pojawiają się w obszarze stosowania prawa antydyskryminacyjnego oraz sformułowania rekomendacji na przyszłość. Stały się także sposobnością do wymiany doświadczeń na gruncie lokalnym: poznania działalności lokalnych organizacji obywatelskich oraz dyskusji o przypadkach dyskryminacji charakterystycznych dla danej społeczności.
Stosowanie prawa antydyskryminacyjnego, także w kontekście nowych przepisów obowiązujących od 2011 roku, niesie szereg problemów wynikających tak z przepisów, jak i niewielkiej praktyki sądowej. Stąd możliwość spotkania i dyskusji przedstawicieli różnych środowisk ma dużą wartość. Zarówno Stowarzyszenie Sędziów THEMIS jak i Instytut Prawa i Społeczeństwa INPRIS doceniają wartość otwartości sądów i sędziów na dialog ze społeczeństwem, na wspólne inicjatywy badawcze oraz edukacyjne. Staraliśmy się zebrać w jednym miejscu rekomendacje formułowane podczas spotkań, chociaż opracowania zawarte w niniejszej publikacji oddają jedynie częściowo problematykę poruszaną podczas serii seminariów. Zamieszczamy opracowania sformułowane zarówno z punktu widzenia sędziego, jak i praktyki organizacji obywatelskiej. Pokazujemy działania niektórych organizacji obywatelskich i przykłady projektów dotyczących przeciwdziałania dyskryminacji, które mają związek z działaniami wymiaru sprawiedliwości.

Das Zusammenleben in gesellschaftlicher Vielfalt ist ein facettenreiches Thema und erfordert ein transdisziplinäres Nachdenken darüber, wie soziale Lebensräume gestaltet werden können, die niemanden beispielsweise aufgrund des Geschlechtes, der Herkunft, des Alters oder der sexuellen Orientierung ausschließen. In dem Buch werden hierfür Studien des Forschungsschwerpunktes »Heterogenität und Kohäsion« der Universität Graz mit Impulsen aus der sozialen, politischen und künstlerischen Praxis in Beziehung gesetzt. Die Ergebnisse des Reflexionsprozesses geben Einblick in unterschiedliche Dimensionen von Diversität und erlauben es, auch die Möglichkeiten transdisziplinären Arbeitens zu reflektieren.

Dynamikę procesu europeizacji polskiego prawa i polityki równościowej oraz antydyskryminacyjnej wyznaczyły momenty, w których Polska przystąpiła do europejskich organizacji oraz cykle polityki krajowej. Adopcja europejskich standardów równościowych i antydyskryminacyjnych pozostaje w Polsce w dużej mierze formalna i stanowi wyraz racjonalnego wyboru, w mniejszym zaś stopniu polega na internalizacji przez elity polityczne i społeczeństwo wartości transmitowanych z poziomu europejskiego. Europeizacja funkcjonalna została w dużym stopniu wymuszona przez formalne mechanizmy stosowane przez europejskie instytucje. Nie wychodzi ona poza to, co nakazują instytucje ponadnarodowe. Ponadto pojawiają się problemy z przestrzeganiem już formalnie przyjętych norm równościowych, dostrzega się niski poziom szacunku dla tego prawa i brak tradycji prawniczej w tym zakresie. Niekiedy europeizacja w badanym obszarze jest traktowana jako zasób, który umożliwia redystrybucję władzy. Efektem europeizacji jest zwiększenie zaangażowania społeczeństwa obywatelskiego. Do innych barier procesu europeizacji w zakresie prawa i polityki równościowej w Polsce należy zaliczyć możliwości finansowe państwa oraz słabo zorganizowany interes społeczny. Od strony państwa polskiego brakuje gotowości do stworzenia instytucjonalnych i finansowych fundamentów dla aktywizacji obywateli oraz włączenia aktorów niepaństwowych do procesu stanowienia prawa i tworzenia polityki.

The dynamics of Europeanization of the Polish law, equality policy and antidiscrimination law has been shaped by Poland’s accession to the European Union and political cycles at the national level. Adaptation of the EU equality and non-discrimination standards in Poland is rather formal and a matter of rational choice than the result of internalization of European norms and values by the political elites and society. Functional Europeanization is largely forced by the legal mechanisms used by the European institutions. Very often it does not go beyond requirements of the supranational institutions. In addition, there is a problem of compliance with actually accepted equality standards, little respect for the law, and lack of legal tradition in this field. Sometimes Europeanization is treated as a resource which allows for the redistribution of power. "Kein Platz für dumme Sprüche"  2017 - 2018

Das Projekt "Kein Platz für dumme Sprüche" - Jugendsozialarbeit gegen Fremdenfeindlichkeit und Gewalt mit unbegleiteten minderjährigen Flüchtlingsmädchen finanziert durch das Bundesprogramm "Demokratie leben" des Bundesministeriums für Familie, Senioren, Frauen und Jugend.
Das Projekt umfasste vier aufeinander aufbauende Anti-Bias / Diversity Trainings mit geflüchteten jungen Frauen mit Unterstützung von jeweils fünf Sprachmittlerinnen. Die Trainings hatten zum Ziel gemeinsam mit den jungen Frauen Gruppenprozesse zu gestalten, bei denen jede Jugendliche mit ihren Interessen, Meinungen und Schwierigkeiten zum Thema Rassismus und Diskriminierung Berücksichtigung findet und auch über die eigenen Ausprägungen von Fremdenfeindlichkeit reflektieren kann.
Ferner wurden fünf weitere darauf aufbauende Gruppenabende entwickelt und durchgeführt zu den Themen "Die Geschichte meines Namens", "Interkulturelle Grenzerfahrungen", "Wie mit der eigenen Wut umgehen", "Bedeutung von zu Hause" und "Zukunft".
Als Teil des Projektes wurde gemeinsam mit den jungen Frauen ein eigenes "Magazin" erstellt, welches prozesshaft den Verlauf des Projektes wiederspiegelt und Raum gibt für die eigenen Erfahrungen der jungen Frauen von Flucht, Diskriminierung, Vorurteilen und Ungleichheiten.

Magyarkérdés Ligeti György a Kurt Lewin Alapítvány elnöke Akármi is történt az elmúlt időszakban, akár romák váltak bűncselekmények áldozataivá, akár a gyanúsítottak vagy elkövetők voltak azok, gyakorlattá vált " cigánykérdésről " beszélni. Noha a fogalom a hetvenes évek Kék Fényének s a műsor hátterében működő belügynek a szüleménye, ma is előszeretettel használják. A cigánysággal kapcsolatos kérdések valóban összevonhatók lennének egy cigány kérdésben? Olyan, hogy " cigánykérdés " nem létezik. A kifejezés félrevezet, figyelmünket átirányítja a valódi társadalmi kihívásokról egy fiktív konstrukcióra. Ezt állítom a radikális irányzatok bűnbakkereső szólamáról éppúgy, mint a szociális jószándék vezérelte lobbicsoportok érveléséről. Aki " cigánykérdésről " beszél, különböző társadalmi jelenségeket (munkanélküliség, egészségi állapot, megélhetési bűnözés, írástudatlanság, fatalista gondolkodás) bújtat etnikai köntösbe, egyben lerázza magáról a felelősség terhét. Társadalomkutatók, jogvédők, közgazdászok, művészek nagyon sokszor megvilágították már, hogy az – amúgy igen heterogén – cigányság helyzete a mindenkori magyar társadalom, a gazdasági és politikai erőviszonyok tükre. Nem valamiféle egzotikumról van szó, hanem egy komplex társadalmi jelenségről, mely más jelenségek következménye. Rossz hírrel kell szolgálnom azoknak, akik a nagy összefüggést keresik: ugyanis az nem létezik. Bonyolult ok-okozati háló létezik, melyben a cigányság és a többségi társadalom közösen vergődik. Éppen ezért nem létezik kompakt megoldás sem. Most már nem csak kocsmai és kávéházi beszélgetések során, de vitaműsorokban, konferenciákon és más mértékadó fórumokon is könnyen vetik oda, hogy a megoldás kulcsa az oktatásban rejlik. Sok szó esik arról, hogy az iskola intézménye válságban van, a pedagógusok – akik egyébként önmagukat olykor a munkaerőpiacon éppoly alávetettnek érzik, mint a romák a társadalomban – sok esetben eszköztelenek. Nem lehet megoldás önmagában az oktatás, ami után a diák hazamegy a fűtetlen viskóba az őt négy testvérével egyedül nevelő írástudatlan anyukájához. Jó néhány évvel ezelőtt jártam egy borsodi faluban, ahol a kisegítő osztályteremben hátul volt egy kiságy. A délelőtti óra alatt egy kislány aludt benne. Azt mondta a tanítónő, hogy munkája legfontosabb részének tekinti a gyerekek fiziológiai szükségleteinek kielégítését, mert a fáradt, éhes kisdiák nem tud figyelni és tanulni. Az iskola nem légüres térben lebeg, a világ jelenségeinek mindegyike meghatározza a működését – a munkanélküliségtől a helyi és országos politikai csatornázásokon keresztül, az EU-s pályázati rendszer borzalmain át a bulvármédiáig. Az iskola működése is jelentős hatással van az összes többi társadalmi területre: a munka világára, a demokrácia intézményei-re, a párválasztására stb. Nem máról holnapra mutatja hatását, hanem egy generáció felnövekedése után. Rövidtávon sokkal egyszerűbb egy mindent egy csapásra megoldó eszközért kiáltani, egyben ráruházni a felelősség egészét egyetlen intézményrendszerre, pl. az oktatásra. Hajlamosak vagyunk úgy vélekedni, hogy Magyarország egy egészen speciális hely, ahol kivételesen (rosszul) mennek a dolgok (" De szar itt élni " Bëlga). Ám a nálunk tapasztalható jelenségek korántsem egyediek. Bár tiltakozom ellene, de ha mégis valamiféle magyar specialitást lennék kénytelen leírni, akkor a szélesebb világtól elzárkózásunkat említeném. Elég, ha megnézzük, hogy a külföldi történések milyen alárendelt szerepet játszanak a hírműsorokban. Talán ez is az oka lehet annak, hogy azt hisszük, csak nálunk olyan a politika, amilyen, csak nálunk panamáznak az útépítéseken, csak a mi labdarúgásunk csapnivaló. Így véljük speciálisnak a magyar cigányság helyzetét is. A végletesen negatív beszédmódra, a panaszkultúrára rákontrázó médiumok tovább rontják a közérzetet, s végül lelép közénk a falra festett ördög. Közhely, hogy a gazdaság fellendülése vagy hanyatlása legalább annyira függ a várakozásoktól, a lélektani tényezőktől, mint az ún. kemény mutatóktól. Ugyanez igaz számos társadalmi, politikai jelenségre is. Negatív vagy pozitív várakozásaink előbb-utóbb, jó eséllyel valóra válnak. Mert a jövőt mi konstruáljuk, éppen ebben a pillanatban. Ha abban hiszünk, hogy csak rosszabb lesz, akkor mitől lenne jobb? Néhány évvel ezelőtt összefoglalót készítettem egy Európai Uniós hatóság számára az (akkor) huszonöt tagállam jelentéseiből. A jelentések az adott országban élő romák közoktatásbeli helyzetéről szóltak. Az összefoglaló legfőbb üzenete az volt, hogy Portugáliától Litvániáig az integrációt elősegítendő az intézményeknek (iskolák, gyámügy, szociális igazgatás, önkormányzatok) leginkább be kellene tartaniuk a jogszabályokat. S azt kellett megállapítanom, hogy Magyarország élen jár a roma integráció terén. Lényegében az összes uniós ország átvehetne tőlünk megoldási módokat. Természetesen " magyarkérdés " sem létezik. A társadalmi kihívások Európában, sőt szerte a világon feltűnően hasonlóak. A bűnbakképzés sem magyar sajátosság. A Szlovákiában újra meg újra felmerülő " magyarkérdés " ugyanolyan kreálmány, mint a

Um Daten zu Ethnizität, Migration und rassistischer Diskriminierung entstand in den letzten zwei Jahrzehnten eine immer umfangreicher werdende Debatte. Spätestens seitdem die Kategorie „Personen mit Migrationshintergrund“ im Jahr 2005 in die deutsche amtliche Statistik eingeführt wurde, ist die Vermessung ethnischer Diversität und Diskriminierung auch hierzulande ein auf vielen Ebenen diskutiertes Problem. Abgefragt wird bisher die „Nationalität“, der eigene bzw. der „Geburtsort“ der Eltern, die „nicht-deutscher Herkunftssprache“ und seit 2011 im Zensus erstmals die „Religion und Glaubensrichtung“, letztere mit dem Ziel die Muslime in Deutschland zu erfassen. In internationaler Perspektive liegt ein breites Spektrum an Benennungsversuchen migrations- bzw. minoritätsbezogener Diversität vor, die von „visible minority“ über „allochthon/autochthon“, „Migrationshintergrund“, „ethnische Kategorien“ bis zu „Diskriminierungserfahrungen“ reichen.

Diesen Debatten um Klassifizierung und statistische Repräsentation ethnischer Differenz in Wissenschaft, Verwaltung und Politik widmete sich die Tagung „Measuring Ethnicity and Migration“. Als Kooperationsprojekt des Kulturwissenschaftlichen Instituts in Essen, der DGS-Sektion Migration und ethnische Minderheiten und dem Institut für Soziologie der Universität Duisburg Essen wurde sie organisiert von Linda Supik (KWI), Norbert Cyrus (Universität Bremen) und Anja Weiß (Universität Duisburg-Essen).
