Emerging Technologies

The IEC61499 is an open standard for distributed control and automation. The interface between control software and hardware or communications is achieved by means of the so-called Service Interface Function Blocks (SIFB). This paper presents the guidelines to build communication SIFBs based on the emerging OMG DDS (Data Distribution Service) middleware. This specification implements in a very efficient way the Publisher/Subscriber paradigm providing significant QoS configuration possibilities. These characteristics make DDS suitable for implementing the communications among time-critical devices. By using these DDS-SIFBs within IEC61499 code generation tools, the designers of the distributed applications will be allowed to use this powerful technology in the new distributed applications.

New computer languages have permitted formal verification of much of Mathematics(1,2). I asked to verify informal demonstrations such as in the natural and social sciences, where false conclusions sometimes propagate(4,5). I announce a program for crowd sourced formal verification of informal rational demonstration. TruthSift addresses a critical problem, deciding truth and publishing a transparent proof, for which the world has not previously had a good solution outside of mathematics. I prove: Theorem 1: In the limit where members bring to bear all
their pertinent knowledge, a statement will be rated TE by TruthSift if and only if there is an established proof of it to which no member has a remaining challenge. If it is not rated TE, there is an established proof of a disproof of it, or of every proof of
it. I predict crowd-sourced verification will lead to progress on wicked problems(3).

The concept of disruptive technology, a term invented by Harvard professor, Clayton M. Christensen in his 1997 book, “The Innovators Dilemma” describes new technologies (or innovations) changing and making obsolete already existing ones. This phenomenon has long existed with important relocatable examples being the invention of automobile displacing the ancient horse-driven wagons. Evolution of these technologies have been adopted by many countries to help their organizations and entire economy be on the edge of competing markets.
In Ghana several big organizations understand the importance of disruptive innovation as competitive tool and have developed models containing strategies for implementing these digital innovations in their operations. This research proposes a model consisting of generic competitive strategy proposed by Michael Porter (1985) for all sectors of the economy to help even small-scale startups compete in the digital market.
This exploratory research evolves through various literature survey and model reviews regarding the field of the study by employing a qualitative approach to analyze published articles, research papers, books and reports relevant to the study.
In conclusion, this research explains why disruptive innovation needs effective competitive tools to aid stakeholders adopt the best strategy and planning blueprint to formulate a good business plan, which will help harness good deployment of resource for digital competitive advantage.

The Handbook constitutes a global resource for the fast growing interdisciplinary research and policy communities addressing the challenge of driving innovation towards socially desirable outcomes. This book brings together well-known authors from the US, Europe and Asia who develop conceptual and regional perspectives on responsible innovation as well as exploring the prospects for further implementation of responsible innovation in emerging technological practices ranging from agriculture and medicine, to nanotechnology and robotics. Performance is the driving force for effective computer network utilization in the current and future trend in the network communication. SCTP is a new transport protocol defined by the IETF intended for the transport of voice signaling data (SS7) system over IP networks. SCTP with very recent defined extensions is growingly considered for other application scenarios too. In this paper, performance analysis of Disk Local Area Network Service-iSCSI, running over SCTP is presented. SCTP is believed to have many advantages in comparison to TCP in the TCP/IP transport layer. Based on our experimental results, recommendations with regard to SCTP usage and its ability to function as a TCP alternative are made.

In this working paper for the National Academies of Sciences, Engineering, and Medicine, I outline ways we that might augment our biosecurity governance system with a focus on the often overlooked point that all research is dual use, and most of it is not subject to security oversight. I begin by analyzing the assumptions about science, security, and their relationship to the state that underlie our current governance system, and show how those assumptions can be found in the NSABB’s (2007b) Responsible Communication of Life Science Research with Dual Use Potential. I show the limitations of these assumptions, and then propose an alternative set, that leads to radically different principles upon which we might base a system of constructing security concerns in the life sciences. I end by outlining how these principles can be practically implemented in a range of existing and novel governance mechanisms.

Through a qualitative research approach, the present paper aims to explore the range and type of ‘values’ and ‘costs’ in formulating overall Consumer Value (CV) perceptions, in association with two emerging processing technologies that at the outset are neither distinctly positive nor negative in the eyes of consumers, in two culturally variant contexts, namely a Western society where technology is often met with skepticism (i.e., the UK); and a non-Western society where technology plays a reassuring role regarding concerns about food safety and quality (i.e., China). Results reveal that the most important value and cost dimensions that define CV perceptions are reasoned and utility-related, in particular ‘functional (i.e., economic) value’ and ‘performance (i.e., taste-related) cost’. The advent of transportation network companies (TNC) — such as Uber and Lyft — has presented the TNCs with tremendous legal issues. These companies face civil actions in numerous jurisdictions across the nation. Most significant are the class action suits in California federal courts; these courts have been asked to determine the employment relationship between a TNC and its drivers. TNCs claim the drivers are independent contractors, but drivers allege they are employees and as such are entitled to certain protections accorded by federal and state law. The purpose of this article is to analyze and compare California and Texas case law to predict each respective state’s court or jury’s determination; the implications of such a decision are also discussed. The law of both states would show the relationship between TNCs and their drivers to be that of an employer and employee, but for differing reasons.

Advances in regenerative nanomedicine raise a host of ethical, legal, and social questions that healthcare providers and scientists will need to consider. These questions and concerns include definitions, appropriate applications, dual use, potential risks, regulations, and access. In this chapter, we provide an overview of the questions and concerns and recommend proactive consideration and solutions.

In this paper, the phenomenon of virtual idol Hatsune Miku will be analyzed in the context of critical theory, emerging technologies, and theory of digital art practices. The first part focuses on the phenomenon of the virtual celebrity seen as Deleuze and Guattari’s concept of ‘body without organs.’ The second part examines how the state-of-the-art technologies have enabled the existence of Hatsune Miku who is simultaneously a corporate software product, a pop icon, a performance artist, and a collaborative multimedia artwork. Based on the reading of Hatsune Miku as a hybrid product emerging from the fusion of arts and IT, the last part revolves around the concept of ‘aura’ (Benjamin) generated by virtual idol’s presence. Finally, the notion of hyperterminality is introduced not only to differentiate between entities/identities appearing on the surface of the screen and those virtual constructs co-existing with us in the spaces of physical reality, but also to explore how these newly emerging “phygital” entities transform the existing conceptions of body and identity.

According to a chorus of authors, the human life-world is currently invaded by an avalanche of high-tech devices referred to as " emerging, " " intimate, " or " NBIC " technologies: a new type of contrivances or gadgets designed to optimize cognitive or sensory performance and / or to enable mood management. Rather than manipulating objects in the outside world, they are designed to influence human bodies and brains more directly, and on a molecular scale. In this paper, these devices will be framed as 'extimate' technologies (both intimate and external; both embedded and foreign; both life-enhancing and intrusive), a concept borrowed from Jacques Lacan. Although Lacan is not commonly regarded as a philosopher of technology, the dialectical relationship between human desire and technological artefacts runs as an important thread through his work. Moreover, he was remarkably prescient concerning the blending of life science and computer science, which is such a distinctive feature of the current techno-scientific turn. Building on a series of Lacanian concepts, my aim is to develop a psychoanalytical diagnostic of the technological present. Finally, I will indicate how such an analysis may inform our understanding of human life and embodiment as such.

This presentation was delivered at the First Annual Conference on the Governance of Emerging Technology organized by the Sandra Day O'Connor College of Law at Arizona State University. The presentation makes a case for extending rights to artificial autonomous agents, AIs, and robots. It is based on research published in "The Machine Question: Critical Perspectives on AI, Robots, and Ethics" (MIT 2012).

A variety of ethical objections have been raised against the military employment of uninhabited aerial vehicles (UAVs, drones). Some of these objections are technological concerns
over UAVs abilities’ to function on par with their inhabited counterparts. This paper sets such concerns aside and instead focuses on supposed objections to the use of UAVs in principle. I examine several such objections currently on offer and show them all to be wanting. Indeed, I argue that we have a general duty to protect an agent engaged in a justified act from harm to the greatest extent possible, so long as that protection does not interfere with the agent’s ability to act justly. UAVs can afford precisely such protection. Therefore, we are obligated to employ UAV weapon systems for a justified mission if it can be shown that their use does not significantly reduce a warfighter’s operational capability. Of course, if a given military action is unjustified to begin with, then carrying out that act via UAVs is wrong, just as it would be with any weapon. But the point of this paper is to show that there is nothing wrong in principle with using a UAV and that, other things being equal, using
such technology can be, in fact, obligatory.

A new powerful military weapon has appeared in the skies of world and with it a new form of warfare has quickly emerged bringing with it a host of pressing ethical questions and issues. This book brings together some of the best scholars currently working on these questions and provides timely and important arguments on many of the most significant and previously unexplored areas of this recent debate. The amount of interest in blockchain technology is driving companies to include it in their technology roadmap agenda. Blockchain has been portrayed as the “next-generation Internet”, and “foundational technology”, with its innovative potential to transform a wide range of business
processes in finance to manufacturing, retailing, healthcare, government, etc. This interest was partly triggered due to the paradigm shift in Industry 4.0 and SCM 4.0, where a plethora of technologies are set to be adopted, as they are deemed to fit into existing practices. For example, IoT, Robotics, AI/ML, 3D printing, and blockchain technologies are among the few have been adopted early, as a pilot, or picked up for selective use. Blockchain can offer many functionalities and capabilities, such as data
security, improved visibility in supply chain processes, and an enhanced accuracy and availability of information. However, the lack of understanding of business cases and their ability to integrate
into existing processes, along with their cost, benefits, and investment returns, has raised questions regarding how they could be scaled up in a supply chain for a better performance. There is concern regarding how to adopt this technology into current practices.

The supply chain has been identified as one of the non-financial areas (its application is not limited to financial transactions) where the ledger can be used for the storage, authentication and dissemination of transaction records throughout the supply chain. Once a copy of the transaction
is recorded, all other copies in a supply chain are updated in real-time, and are ideally immutable. As the supply chain needs close monitoring for optimal functioning at each nodal point, disparate systems can provide limited transparency and information visibility, leading to poor business
intelligence under uncertainty. Blockchain technology is perceived to address these pain points in logistics, document frauds, counterfeit medicines, food adulteration and other issues, irrespective of
industry. The COVID-19 pandemic context is an example, where goods, information and fund flows were disrupted due to the multiple restrictions. Authors argue that blockchain technology is ideal for reducing the threats of disruption arising from the COVID-19 pandemic.

How can " self-knowledge through numbers " open up new spaces for feminist politics and interventions in health policy, personal data, reproductive rights and technologies? This paper analyses how discourses of women's empowerment and reproductive choice are articulated in relation to data collection today, by drawing from three areas of empirical research. The empirical work that I draw from in this paper includes interviews with the organizers of QSXX in San Francisco, Boston and New York, and media analysis of tech reviews and promotional material of various apps, as well as close reading of the interface of one such app, Kindara. I analyze the key discourses of the ideal gendered, self-regulating neoliberal subject, and how this subjectivity entails both a knowledge subjectivity and a data subjectivity. I then consider the counter-discourses articulated by feminists and, from this, I embark on a discussion about how the data gathered link to how we imagine possible futures and shape our everyday materialities. Through theoretical frameworks of biopolitics and reproductive labour (Dickenson, 2007; Thompson, 2005), I discuss how feminist and data futures are imagined, and how far data collection has the potential to make the voices of women heard, beyond the articulation of consumer demands about digital health.

Ethical issues of information and communication technologies (ICTs) are important because they can have significant effects on human liberty, happiness, and people’s ability to lead a good life. They are also of functional interest because they can determine whether technologies are used and whether their positive potential can unfold. For these reasons, policy makers are interested in finding out what these issues are and how they can be addressed. The best way of creating ICT policy that is sensitive to ethical issues pertain to being proactive in addressing such issues at an early stage of the technology life cycle. The present paper uses this position as a starting point and discusses how knowledge of ethical aspects of emerging ICTs can be gained. It develops a methodology that goes beyond established futures methodologies to cater for the difficult nature of ethical issues. The authors outline how the description of emerging ICTs can be used for an ethical analysis.
