Rurbanization

In recent years, we have witnessed the rapid change and transformation of rural areas around urban areas as a result of urban growth and expansion in most cities. Rurbanization is basically the process of transformation of rural areas with the emergence of certain urban features. In this transformation process, rural agriculture economy, settlement forms, lifestyles and social attitudes are changing and new urbanization pattern emerges. Rurbanization is a transformation process, and as a result, pre-selected urban patterns and urban lifestyles transform rural areas into rurban forms. These areas, which form the interface between urban and rural areas, have both urban and rural characteristics, in terms of physical and functional. Thus, these areas can be called as rurban areas. In recent years, we have witnessed the rapid change and transformation of rural areas around urban areas, which are the result of urban growth and spreading in most cities. Urban land constraints, transport links, ecological characteristics of the land, etc. social dynamics including the change of socio-cultural, economic and vital structures besides the physical structure play an important role in the emergence of the rurban fields. Outside the urban areas of Bartin, which is located in Western Black Sea Region in Turkey, rurban areas, which tend to spread from the urban area to the rural area, are more residential. The characteristic feature of these rural-urban areas, consisting of two or three floors, detached houses with gardens, is the transformation process of high-rise apartment houses. In this report, land use and physical environment change in rurban areas, demographic structures change, planning and development examined. In this context, the land use change between the years 1980-2009-2018 investigated in the rurban areas of the city of Bartin outside the urban area. The land use proposed in the master plans of 1980 and 2009 compared with the satellite image of Google Earth in 2018 to determine the land conversion in these areas. In addition, the change of the demographic structure caused to transformation of these lands and as a result, planning proposals regarding to rurban development based on sustainable settlement approach presented.

Son yıllarda, çoğu şehirde kentsel alanların büyümesi ve yayılması sonucu kentsel alanların çevresindeki kırsal alanların da hızla değişimi ve dönüşümüne tanık olmaktayız. Kır-kentleşme, temel olarak belirli kentsel özelliklerin ortaya çıkmasıyla kırsal alanların dönüşüm sürecini ifade etmektedir. Bu dönüşüm sürecinde ağırlıklı olarak kırsal tarım ekonomisi, yerleşim biçimleri, yaşam biçimleri ve sosyal tutumlar değişmekte ve yeni kentleşme biçimi ortaya çıkmaktadır. Kır-kentleşme bir değişim dönüşüm süreci olup, bu süreç sonucunda önceden seçilmiş kentsel desenler ve kentsel yaşam tarzları kırsal alanları değiştirerek kır-kentsel formları ortaya çıkarmaktadır. Kentsel alan ile kırsal alanın arayüzünü oluşturan bu alanlar, fiziki ve işlevsel olarak hem kentsel alan, hem de kırsal alan özelliğini taşımaktadır. Bundan dolayı, bu alanlar kır-kentsel alanlar olarak adlandırılabilir. Kentsel arazi kısıtı, ulaşım bağlantıları, arazinin ekolojik özellikleri vb. fiziksel yapı dışında, sosyo-kültürel, ekonomik ve yaşamsal yapıların değişimini içeren toplumsal dinamikler de kır-kentsel alanların ortaya çıkmasında önemli bir rol oynamaktadır. Türkiye’de Batı Karadeniz Bölgesinde bulunan Bartın’daki kırsal alandan kentsel alana doğru yayılma eğilimi gösteren kır-kentsel alanlar, daha çok iskana yönelik yayılma göstermektedir. İki ya da üç katlı, bahçeli müstakil evlerden oluşan bu kır-kentsel iskan alanlarının karakteristik özelliği, yüksek katlı apartman tipi konutlara dönüşüm sürecinin yaşanmasıdır. Bu bildiride, kır-kentsel alanlardaki doğal yapı, demografik yapı değişimi, planlama süreçleri (arazi kullanım ve fiziki çevre değişimi) irdelenmiştir. Bu kapsamda, Bartın İli’nin kentsel alan dışındaki kır-kentsel alanlarında 1980-2009-2018 yılları arasındaki arazi kullanım değişimi araştırılmış, 1980 ve 2009 tarihli nazım imar planlarında önerilen arazi kullanımları ile 2018 tarihli Google Earth uydu görüntüsü karşılaştırılmış, bu alanlardaki arazi dönüşümü ve bu dönüşüme kaynaklık eden demografik yapı değişimi saptanmış ve sonuç olarak, sürdürülebilir yerleşim yaklaşımına dayalı kır-kentsel gelişmeye yönelik planlama önerileri sunulmuştur.

During the last 10 years, peripheral growth has made 49% of Tegucigalpa's urban footprint to emerge outside of the urban core, giving it a dual character; urban and rural. The lack of available and affordable land inside the city has caused the " rurban " condition to appear within Tegucigalpa's metropolitan region. Roads have become housing and services tentacles, functionally shaping the routines of the new settlers within a 30 minutes' radius from the central business district. Landscape has been severely modified by the current urbanization process, displacing the scenic natural character of the roads for a low density generic suburban appearance. Small surrounding cities: Valle de Angeles and Santa Lucía have increased its population close to 70% during the last seven years, becoming more than dormitory cities; now inset neighborhoods of Tegucigalpa. Their predominant economic activities have dramatically shifted from agriculture to construction; causing the nature and inner urban structures' dynamics to transform; therefore, altering their relation with surrounding cities. The lack of metropolitan-territorial policies over the landscape protection and sustainable urban growth has permitted the uncontrolled suburban increase of neighborhoods, services, commerce and industry, regardless of the municipal administrative borders. This essay is part of a current research called Cities Networks: Migration and Behavior, focusing on the decentralized urban structures along metropolitan areas' tangible potentials. From this new perspective, the essay will try to prove through cartographical and landscape assessment instruments that its nonconsolidated urbanity, despite the common belief, must remain permanent. In this scenario, the rurban shall then be reconsidered aesthetically and administratively, redefining its architectural and governance components to enhance a new sustainable model for the future. En las ciudades intermedias de la región del Maule, Chile, un alto porcentaje de personas se identifica con una adscripción identitaria un poco urbana y un poco rural. A partir de este hecho, y utilizando los datos de una encuesta aplicada a 737 personas, se desarrolla un análisis descriptivo y correlacional, orientado a identificar cuáles son las características que definen al grupo de personas que declaran sentirse “rurbanos”. Se observa que si bien este grupo comparte el perfil socio-económico y laboral con el grupo que declara sentirse “urbano”, se diferencia de él en tanto realiza diversas prácticas vinculadas con lo rural, presenta una mayor conexión diaria con los centros poblados menores de la región y sus miembros han nacido en menor proporción en los centros urbanos mayores. Si bien no son concluyentes, consideramos estos hallazgos como pistas para futuros trabajos, esta vez de índole más cualitativa.
