Reports on research undertaken because the Malaysian delegation to an ASEAN‐COCI seminar felt there was a need to understand what is meant by “Quality” from the librarian’s perspective. A survey was undertaken to obtain feedback from librarians. Questionnaires were sent to all (10) university librarians, all (13) state public libraries and six selected special libraries. The response rate was 100 per cent from university libraries, 77 per cent from public libraries and 100 per cent from special libraries. An analysis of the responses provided insights into what quality means to librarians, the policy infrastructure available, the obstacles faced by librarians in the implementation of quality measures and the strategies they employ to ensure quality services. It also provided an insight into their future plans.

The total quality management (TQM) movement appears to be gaining more converts than management by objectives (MBO), quality circles or any of the management "practices " of yesteryear. Its appeal lies in the fact that it seems to offer a systematic approach to improving the strategic and operational performance of the organisation, an approach which appears attractive to accountants, marketers and production managers alike. Indeed, many enterprises are instituting organisation-wide TQM programmes which link the various functional disciplines in a unified effort to improve performance. Total Management System or Total Quality Management (TQM) is a management system that focuses on the Customer by involving all levels of employees in upgrading or continuous improvement. Total Quality Management used data and effective communication to integrate his discipline into the culture and quality of company activities. In short, Total Quality Management (TQM) is a management approach to achieve long-term success through customer satisfaction. This study had two objectives. The first objective was to examine challenges when implementing TQM in public organisations. Quality Management is a process wherein maintenance of quality is done over time in order to improve in the performance of the organization. Ethiopia’s higher education institutions suf er from challenges such as lack of management commitment, inappropriate funding, poor vision and plan statement, and lack of qualified professionals. However, with the formation of agencies like HERQA, the government is working towards meeting international competitiveness, deriving accountability and transparency in the process and raising quality assurance. For this usage of quality management models like Six Sigma, ISO9000, Malcolm Baldridge, TQM, and EFQM is promoted. Considering this need of adopting quality management system, this study focused on examining the contribution of adapting quality management system on the higher education quality. Herein, analysis of 472 students and teachers, and 20 quality assurance unit heads from 11 dif erent higher educational institutions and senior experts from system level of Ethiopia was done. Quantitative analysis of students shows that there is gender diversity present in the institutions for accessibility of education and adaption of quality management system activities like good laboratory facilities, availability of career guidance, learning facility, and regular innovation contributes in raising higher education quality. Qualitative analysis support these results and state that quality management increases resource utilization capacity, and contributes in continuous assessment. Thus, quality management system adaptation is essential and institutions should focuses on strategies like unique regulatory body, workshops and training, and smart learning mechanism for effective implementation of quality management models. Total Quality Management (TQM) has become, according to one source, ‘as pervasive a part of business thinking as quarterly financial results,’ and yet TQM's role as a strategic resource remains virtually unexamined in strategic management research. Drawing on the resource approach and other theoretical perspectives, this article examines TQM as a potential source of sustainable competitive advantage, reviews existing empirical evidence, and reports findings from a new empirical study of TQM's performance consequences. The findings suggest that most features generally associated with TQM—such as quality training, process improvement, and benchmarking—do not generally produce advantage, but that certain tacit, behavioral, imperfectly imitable features—such as open culture, employee empowerment, and executive commitment—can produce advantage. The author concludes that these tacit resources, and not TQM tools and techniques, drive TQM success, and that organizations that acquire them can outperform competitors with or without the accompanying TQM ideology.

Total Quality Management attracts the attention of the organizations all over the world for the positive results and gains achieved by many of those who adopt it. This study tries to shed light on the principles of TQM compared to Islamic view of quality and investigates the similarities and dissimilarities between them ,then addressing what advantages  each of them has over the other.

This study undertakes the philosophy of TQM in general, and compares it with the Islamic approach of quality. It also exhibits and analyses  the 14 TQM principles that Edward Deming one of its most effective pioneers has put.

Today all organizations around the world are trying to optimize the business process
in the global market upon continuous improvement and total quality management in
order to survive in a competitive market. Since there are huge costs to implement all
tools and techniques of total quality management and it is not economical for any
organization to apply all. Nine Total  Quality Management’s Critical Techniques
(TQM’s CTs) have been presented to implement in automotive industry. Each
technique has a special application but on the other hand, some of them can be used
for an assimilation objective and also some of them can be applied for more than one
objective. The main objective of this study has been based  on both internal and
external customer satisfaction. In order to achieve the main objective, six significant
criteria as decision making parameters have been proposed. The study has ranked the
TQM’s CTs as alternatives regarding to each criterion through one of the best and
widely used decision making methods that is called Analytic Hierarchy Process
(AHP) in ten selected Malaysia automotive companies. It has also determined an
overall ranking of implementation of TQM’s CTs with respect to all criteria and by
considering their performance weight. The results of overall ranking of TQM’s CTs
iii are listed as follows: (1)  Advanced Product Quality Planning Process (APQP); (2)
Quality Function Deployment (QFD); (3)  Failure Mode and Effect Analysis
(FMEA); (4) Production Part Approval Process (PPAP); (5) Statistical Process
Control (SPC); (6) Measurement Systems Analysis (MSA); (7) Management and
Planning (MP) tools; (8) Kaizen; (9) 5S.
It has also been found the weight of relationship of TQM’s CTs. For example,
FMEA and SPC, QFD and APQP, QFD and FMEA, and 5S and Kaizen have highest
relationship rather than other critical techniques of TQM.
Finally, an integrated implementation framework of the TQM’s CTs with respect to
their both relationship and performance weight has been suggested to create
awareness and to guide quality planning managers to have an effective
implementation of theses critical techniques of TQM.

Following reforms in the Taiwanese healthcare system, hospitals are facing an increasingly competitive healthcare market. Hospital administrators, in response to this competition, are placing increasing importance on improving the quality of healthcare in order to ensure patient satisfaction. How can service quality (SQ) be improved in healthcare settings? This study explored how total quality management (TQM) influences employee perceptions of SQ. A cross-sectional study was performed, for which a sample was drawn from five regional hospitals in central Taiwan. This study used questionnaires to investigate employee perceptions of TQM and SQ in five regional teaching hospitals in Central Taiwan. A total of 300 questionnaires were distributed, of which 226 valid questionnaires were returned. The findings of this study revealed that TQM influenced employee perceptions of SQ. Therefore, hospital managers should use TQM strategy to influence employee perceptions of SQ. When promoting a TQM strategy, hospital managers should develop a clear vision for quality management within their organizations combined with distinct quality improvement policies and initiatives.

In this paper, a case study on implementing Define, Measure, Analyze, Improve and Control (DMAIC) phases of Six Sigma programme in a furnace manufacturing company is reported. When Six Sigma was developed at Motorola, it was encapsulated with DMAIC and belt-based training infrastructure. Since belt-based training is expensive, companies with less revenue have been implementing only DMAIC phases. In this background, the impact of implementing DMAIC phases was examined in the research narrated in this paper through the reporting of the case study mentioned above. As the result of implementing DMAIC phases, the sigma level increased from 3.31 to 3.67 in the case of drilling a hole in a component called 'furnace nozzle'. This increase in sigma level proved that DMAIC phases are powerful enough to enable the companies with less revenue to perform at six sigma level quality and acquire competitive strength.

Purpose – Recent operations management research suggests that adopting and implementing the right practices are essential to attaining “world-class” performance. The purpose of this paper is to report the leading operations management practices and the strategy deployment framework that emerged from a qualitative study that addressed the question of how managers implement strategy in an organisational excellence environment.
Design/methodology/approach – Group work with managers responsible for implementing strategic initiatives was followed by case studies of seven organisations via in-depth semi-structured interviews. A survey questionnaire strengthened the validity of the constructs of strategy deployment that were identified in the case analyses.
Findings – In total, seven strategy deployment constructs were identified and linkages between them are described. The 50 leading deployment practices indicate a mix of hard and soft management skills applied across the seven constructs.
Practical implications – The leading deployment practices have the potential to raise the performance of organisations by improving the implementation of strategic initiatives. The framework is relevant to the deployment of both corporate and business unit strategy such as manufacturing or operations, and should be of interest to managers in these areas.
Originality/value – Researchers have noted for more than a decade that no generally accepted framework of operations management practices has emerged for strategy implementation. Most strategy studies have focused on strategy formulation, content, or on project/programme management. There have been few multiple case studies of leading strategy deployment practices in diverse organisations from both private and public sectors.

تعتبر مؤسسات التعليم العالي من أهم ركائز التطور والتنمية في البلدان, ولذلك كان لابد من حصول التوافق ما بين مخرجات الجامعات ومتطلبات سوق العمل.
إن هذا البحث يقدم تقييماً لأثر مقياس رؤية ورسالة وأهداف مؤسسات التعليم العالي على متطلبات سوق العمل العربي من خلال تحليل مؤشرات ذلك المقياس بإستخدام أداة تشخيص الإنحراف.
يهدف البحث الى توضيح العلاقة بين مخرجات الجامعة ومتطلبات سوق العمل ودور إدارة الجودة الشاملة في تصحيح الإنحرافات الحاصلة في مخرجات الجامعات بما يتلائم مع متطلبات سوق العمل.
تعتمد أداة تشخيص الإنحراف LDT في هذا البحث على قياس الإنحرافات الحاصلة في التطبيق العملي لمؤشرات مقياس رؤية ورسالة وأهداف جامعة نينوى ومدى ملائمة مخرجات الجامعة لإحتياجات السوق مما ينمي التكامل الوظيفي ويوضح مدى تأثير البيئة –داخلية كانت أم خارجية– على سير العملية التعليمية في الجامعة ومدى تأثير الجامعة على سوق العمل.
بشكل عام فإن تقييم معايير ضمان الجودة المطبقة في جامعة نينوى تم من خلال توزيع الإستبانات على عدد من الأكاديميين والطلبة بالإضافة الى المعلومات التي تم الحصول عليها من قسم ضمان الجودة في الجامعة ومن ثم معالجة النتائج بإستخدام المعادلات الخاصة بأداة تشخيص الإنحراف LDT.
توصل الباحثان الى عدة نتائج, من أهمها أن تطبيق معايير ضمان الجودة في المؤسسات التعليمية يعتبر من البديهيات في الدول التي تمتلك بنية تحتية وأكاديمية جيدة كما هو الحال في المؤسسات التعليمية العربية بشكل عام والعراقية بشكل خاص, مما يؤدي الى توثيق العلاقة مابين مخرجات المؤسسات التعليمية ومتطلبات السوق العربي.

ABSTRACT The rapidly shifting global market, has warranted organizations to determine new opportunities or re-engineer processes as means to obtain an edge over competitors. Literature suggests the demand for increased quality is a crucial aspect for organizations to survive in quickly expanding global market, as quality is vital in securing economic success. Over the past decade, the framework of total quality management (TQM) has been mantra of operational officers. Literature has assessed TQM at many different angles and has provided many speculation and approaches to achieve increased efficiency. The following work reflects on the aspects of applying TQM and provides conceptual model for TQM integration.

The TQM principles are very effective in business as well as in education. Their vision and skills in leadership, management, interpersonal communication, problem solving and creative cooperation are important qualities for successful implementation of TQM. The rapid growth of higher education helps to develop a quality culture in our institutions. Today’s competitive environment requires better quality teachers as well as quality education. Empowering the employees, in order to capitalize in their knowledge and skill in a well established strategy in Business World which is adopted by TQM for improving higher education.

Abstract: Introduction: Libraries and information centers, as service
organizations, need standard methods to measure and evaluate their services in order to enhance the quality of their services in support of improving the performance of their mother organizations. Hence, the achievement of excellence is the challenge facing the Public Library in the 21st Century. The present article describes the application of the Total Quality Management (TQM) to study the Quality Management in Public Libraries affiliated to the institution of public libraries in Tehran (Iran).Methodology: This research is an applied descriptive survey. The population
of this research includes all managers and at least one of the employees of the 20 studied libraries (80 people in total) based in Tehran. Data gathering tool in this research is the standard TQM questionnaire. This questionnaire, which is designed based on ISO 9000 quality management standard principles,
includes a sector for personal information, and seven sectors each containing questions based on ISO standards. To conduct accurate statistical analysis, questions have four options (very much-much-little-very little) and the
"medium" option is omitted. 72 of the respondents have filled the
questionnaire properly. The deficient filled forms have been disregarded in the analysis. In order to analyze research findings, descriptive statistics (frequency and percentage) used and the software applications such as SPSS and EXCELL applied.
Findings: The results reveal that customer focus (31.5), leadership (50.2),people involvement (33.6), process approach (46.7), system approach (45.3), continuous improvement (35.0) and fact-based decision-making (49.3). The research findings show that the highest scored principle is leadership (50.2 percent), and the lowest principal is customer focus (31.5).
Conclusion: In dealing with this type of research that led to better
understanding the status of management systems in organizations such as the Library (as a form of organizational unit), many problems in managing of
these libraries (including, the strengths and weaknesses of management
principles governing in such institutions) was determined and it can help to plan more substantial steps to strengthen the strengths and remove
weaknesses. This research has suggested some solutions.
