A much-anticipated end of the COVID-19 pandemic is on the horizon. It is important to reflect on the ways in which the pandemic has impacted the international politics of migration and especially on the migration-security nexus, which is still little understood but affecting policies and population movements with future implications. How the pandemic has shaped tradeoffs between securitization of migration, health, and economic concerns in governing migration? What are the new trends emerging from the pandemic on the migration-security nexus? And how can we study these in the coming years? Aviation is a highly technical sector, but conversely policy regarding the security of it has historically been reactive and driven by human factors. Governance of aviation security is regulated and controlled by national governments, yet policy is primarily developed by international organisations. This article is concerned with what impact technological innovation has had on aviation security with particular focus on the effect of the developments in the cyber-sphere on the policy process. It will consider how cyber innovations have changed the aviation security threat picture and thus the policy process. Technology has become a critical enabler of those looking to subvert aviation. Yet until 9/11, an exogeneous shock to the policy area, the changing threat picture only impacted the content of aviation security policy rather than the policy process or the roles of those involved. ABSTRACT Following the four-fold taxonomy advanced in this special issue, this study explores the divergent motivations behind the varying European attitudes towards Catalan independence and the resulting ambivalence in the official EU discourses. It will first lay out the main political context underlying the question of Catalan secession from Spain. It will then discuss the main attitudes of the EU officials towards the Catalan independence which reflect a dualistic approach to secessionism in general. The final part will apply the analytical categories this special issue puts forward as ‘Thin, Thick, Parochial and Global’ Europes revealing the co-existence of multiple ways of imagining Europe and its borders. According to the study, the EU’s inertia and ambiguous rhetoric towards the Catalan secessionism show that the EU is caught up between Thin and Thick European visions which respectively underscore the EU’s neutrality towards an ‘internal matter’ of Spain and an anti-secessionist attitude prioritizing European stability, solidarity and integrity. In spite of their divergent perspectives, their stances towards Catalan independence converge in terms of advocating regionalism and internal self-determination. Parochial and Global Europes are discussed as alternative unofficial trends affecting the future of European borders.

Africa’s security issues have suffered serious attention deficits. This article analyses why a globally accepted health security norm, such as fighting a communicable disease during a pandemic such as the COVID-19 pandemic, was, in Africa, perceived as a security threat emanating from external—foreign—actors importing a ‘foreign virus’ into Africa. This fear-based perception can be explained by West Africa’s ontological security fears, ultimately based on its colonial past and a relationship of exploitation by the West. While this article analyses the case of COVID-19, it also explains the same process with previous epidemics, such as HIV/AIDS and EDV/Ebola.

In this article, we analyze the emergence of a global security norm of the COVID-19 epidemic as a threat to international security. This crisis is one of the gravest crises that humanity has experienced since the end of World War II in terms of the number of people infected and died, but also in terms of the economic consequences. Here, we provide a framework for understanding the securitization of the COVID-19 epidemic as an international norm defined and promoted by the World Health Organization as a norm entrepreneur, and cascaded down to the level of member states. We identify the actors who developed the main strategic prescriptions of the security norm and the international mechanisms that promoted the cascading of its contents throughout the international system. This article examines the compatibility of the Global Conference on Criminal Finances and Cryptocurrencies with a sharing economy model. The analysis is based on the claims presented in Europol documents and public statements of Europol executives that this initiative serves as a platform for knowledge exchange and building professional networks between public and private actors to tackle crypto-laundering. The article investigates the validity of these statements with the most prominent sharing economy concepts: low barrier accessibility, transaction cost and trust-building. The article employs each sharing economy concept on two beneficiaries of the platform—law enforcement agencies (LEAs) and non-governmental organizations—while scaling the platform’s sharing economy level. This article assesses the processes and trends of desecuritisation through the deradicalisation of identity politics within the higher education sector in Afghanistan. It examines the desecuritisation of radicalisation through efforts directed at deradicalisation in the context of a securitised conflict environment. The article draws on the data generated through interviews and discussions with actors engaged with higher education. Higher education, while manipulated by numerous actors for ideo-political purposes, can function as a ‘desecuritisation’ and ‘deradicalisation’ mechanism by supplementing the statebuilding efforts, and more subtly, by providing a venue for critical teaching and learning processes. Abstract The ‘area of freedom, security and justice’ in the EU has experienced significant developments during the Tampere programme (1999–2004). This article makes two significant points. First, European integration is possible in areas of ‘high politics’, despite all expectations. Secondly, the Commission can (though not always does) play a significant role in this process — the role of a supranational policy entrepreneur. This empirical twin‐argument reveals shortcomings of intergovernmental understanding of European integration. The article analyses the high‐profile case of the European arrest warrant, its legal and political construction, and demonstrates the significance of the Commission in the political adoption process.

This article examines the extent to which, if any, the development of Europol’s external relations over time has contributed to the integration of EU policing and criminal justice. More precisely, with reference to the academic debates on ‘intergovernmentalism’ and ‘supranationalism’, it examines the extent to and the ways in which the growth in Europol’s external relations has indicated a move away from intergovernmentalism towards more supranationalism in the EU’s policing and criminal justice cooperation. It does so by systematically examining the development of Europol’s external relations over time using a continuum ranging from ‘intergovernmentalism’ to ‘supranationalism’ as ideal-types, whilst arguing for not reducing supranationalism to the ‘Community method’. We – representatives of civil society, scientific and cultural communities in Ukraine and in EU countries – urge the German Bundestag, the French National Assembly, the House of Representatives of The Netherlands, the Chamber of Deputies of the Italian Parliament, the National Council of the Austrian Parliament, the Congress of Deputies of Spain, the Assembly of the Portuguese Republic, the Hellenic Parliament, the National Assembly of Hungary to endorse Ukraine’s application for EU candidate status and support it with the necessary political will and enthusiasm that will lead to its realisation. EU candidate status for Ukraine has the potential to confer immense benefits for Ukraine: firstly, it will provide a powerful incentive for Ukrainians to undertake the necessary steps to achieve integration; secondly, it will provide an institutional framework for post-war reconstruction of the Ukrainian economy. At the same time, the EU will gain a candidate whose credentials have been burnished in the most challenging of crucibles, namely war, and in the face of what where once thought to be insuperable odds. To gain such a candidate would be to rejuvenate the entire EU project. Importantly, such a step now will be the expression of the EU’s confidence that Ukraine will prevail in this war and will significantly boost Ukraine’s resistance capacity.
