    Recently, there is growing interest in demand-side innovation policy to guarantee enough demand for innovative suppliers. Public procurement for innovation (PPI) is one of the representative demand-side innovation policies, and has been evaluated as the most efficient policy tool for stimulating innovation. Many countries allocate a large proportion of government spending to public procurement, and most public demand in some technologies or industries, such as energy, environment, healthcare, and construction, is generated by public procurement. Despite the interest and effectiveness of public procurement for innovation, there is little work on policy impact assessment of public procurement for innovation from an economy-wide perspective.     Scientific collaboration is a popular issue in the literature on knowledge production. Although previous studies show that scientific teamwork becomes dominant and is related to the impact of scientific results, empirical results of this research reveal that collaboration itself is not “the almighty” for quality research. This study finds the following three stylized facts. First, Korean universities’ collaborative research with other domestic schools increases dramatically among four authorship structures (international collaboration, betweenschool collaboration, within-school collaboration, and solo a.k.a. no collaboration). Second, we affirmed the advantage of collaborative research but it varies among the type of collaboration.     ABSTRACT Existing studies on product innovation dynamics depend on patent analysis and only focus on the analysis of technological evolution. This study proposes a new model that can analyze complex products with many technological features and that are continuously improved. The suggested model considers the relationship between product models through a similarity measure and social network measures. An empirical analysis has been conducted on data about smartphones that had been sold in the Korean market from 2010 to 2015. The results show the inter-firm and intra-firm evolutionary patterns and identify innovation strategies (i.e. imitation or innovation) of each smartphone manufacturer. Our research contributes to existing research on product evolution by conducting analyses at product-level instead of firm-level and by considering the features of products. From a managerial perspective, our new model helps decision-makers monitoring new product developments in the industry and establishing strategies for their next product models.

    This study focuses on how replicable lessons can be derived from the Korean industrial and technology policies implemented in the early stage of economic development. To achieve this aim, the paper presents the following arguments. First, governmental intervention is indispensable to support industrial development and technological capability upgrading, even though the extent and manner of the intervention may differ depending on the context that any individual developing country faces. Second, design principles of policy cases should be identified in order to extract replicable lessons from the successful cases within the Korean experience. Third, the identified design principles are (i) a coherent policy framework, (ii) the co-evolution of policy structure, (iii) strong public–private partnership, and (iv) adequate implementation capability. Fourth, industrial and technology policy cases based on the Korean experience illustrate the appropriateness of the above design principles. Fifth, in order for other developing countries to adopt the design principles revealed by the Korean cases, it asserts success on a small scale, such as in one specific sector, before such practices are diffused into other sectors to support the formation of higher level policy.

    The purpose of this study is to assess and test the factors that influence user adoption of e-Government services: the Electronic Approval System (EAS). This study uses the Technology Acceptance Model (TAM), the extended TAM (TAM2), the Diffusion of Innovation (DOI), and trust to build a parsimonious yet comprehensive model of factors that influence user acceptance of the EAS. We collected data from a total of 112 public officers in 12 ministries in Cambodia. We assessed the model with regression analyses. The findings in this article show that the determinants of the model (perceived usefulness, relative advantage, and trust) explain 30.5% of the variance in user acceptance of the EAS. At the same time, image, output quality, and perceived ease of use explain 38.4% of the variance in user perception of the usefulness of the EAS. In this article, we discuss our findings, implications, and suggestions for future research.

    PurposeThe purpose of this paper is to investigate factors influencing end‐user acceptance and use of government administration information system (GAIS).Design/methodology/approachA conceptual structural model of end‐user acceptance and use of the GAIS was developed with technology acceptance model as a theoretical background and tested using a structural equation modeling with partial least squares (PLS) approach on a data collected from a survey among 112 public officers in 12 ministries in Cambodia.FindingsThe results indicate that the factors influencing end‐user adoption of the GAIS are significantly affected by perceived usefulness, relative advantage, and trust. Perceived usefulness of the GAIS is directly affected by subjective norm, image, output quality, and perceived ease of use.Practical implicationsThe results are of practical significance to all those interested in this area, mainly the government policy makers and practitioners in Cambodia's public services.Origi...

    This study decomposes the nonparametric Malmquist productivity index for 36 Korean manufacturing sectors into two components: technological change and technical efficiency change. The empirical results show that while each sector displays quite different growth patterns, productivity growth is dominated by technological change. Technological change is found to have a negative correlation with efficiency change. Secondary regression performed in this study identifies the relationship between productivity growth measures and several key policy variables, such as effective protection rate, market concentration, and so forth. The productivity estimates are compared with those of the conventional Törnqvist productivity index.
