Approaching from the UN Convention of the Right of the Child (UNCRC) and the principle of best interest of the child is mandatory in all decision-makings in all EU countries. However, we can see notable contradictions between the articles of UNCRC, the best interest principle and the practice of juvenile justice systems almost in every EU member state. International organisations and national states make efforts to cross the contradictions and to guarantee the rights stated in the UNCRC. In this paper, we present some attempts to enhance the juvenile justice systems while focusing on Estonian case. Participation in two international action research projects enables authors to give an overview about the situation how the rights of Estonian children in detention are followed and what are the main tendencies in everyday practice.

This study, which draws upon representative survey data of the populations of Austria (n = 1000), Estonia (n = 1069), Ireland (n = 1000), Norway (n = 1002) and Spain (n = 1000), compares population attitudes towards corporal punishment (CP) and whether citizens would report corporal punishment to the child protection authorities. We found significant crosscountry differences in attitudes towards CP, but only small differences between countries in attitudes towards reporting it. The most interesting and puzzling finding was the mismatch between attitudes towards CP and attitudes towards reporting it: almost one third of individuals who reject CP would not report it, and a quarter of those accepting CP would report it. We discuss whether the observed mismatches are due to perceptions that the CP we described does not meet a threshold to require state intervention , and whether knowledge about bans of CP and/or moral obligations to report CP has impact. Furthermore , we discuss the role of populations' confidence in the state and populations' trust in the ability and competency of the child protection authorities to improve a child's life.

This article deploys a critical examination of criminology-claims regarding connections between physical punishment (PP) and juvenile delinquency connection. With a particular focus on PP of children as a risk factor, this article explores the multifacetedness of ‘what is true of all societies and what is true of one society at one point in time and space’. Drawing on sociocultural variations, Ghana and Finland, representing Sub-Saharan and Nordic regions respectively, will be presented as two different kinds of exemplary cultural contexts.

A critical look is also taken on the UN Convention (1989) on children’s rights regarding global-sociocultural diversity in child-rearing and parenting. It is maintained that mainstream criminological associations between PP and juvenile delinquency are not universalisable due to sociocultural variations across regions. Concomitantly, tensions remain in understanding the impacts of PP vis-a-vis mainstream child protection discourses/practices as well as making these discourses/practices a reality in non-Western regions such as Ghana.

The current study aimed at developing a valid and reliable scale that would measure parental
attitudes for children’s health rights. For this purpose, validity and reliability analyses of the
Parental Attitude Scale for Children’s Health Rights were performed. Percentages, z and T
scores of the subscales of the scale were calculated. The study group was composed of
parents of the children who had health problems. The sample of the study was consisted of
334 parents who visited health institutions for their children’s health problems. The “Parental
Attitude Scale for Children’s Health Rights” was a five-point Likert-type scale and included
12 items. The scale measured parental attitudes concerning child’s health rights under two
basic attitudes: “Nurturance” and “Self-determination”. “Nurturance” subscale included 7
items. The exploratory factor analysis explained the variance %37.462 for the “Nurturance”
subscale and Cronbach Alpha score was found to be .431. “Self-determination” subscale
included 5 items and the exploratory factor a nalysis made for the “Self-determination”
subscale explained %32.533 and Cronbach Alpha score was found to be .919. Total
exploratory factor of Parental Attitude Scale for Chi ldren’s Health Rights was %69.965 in
terms of parents’ attitudes towards children’s health rights. According to the findings
obtained from the study; Parental Attitude Scale for Children’s Health Rights was a valid and
reliable scale.

This paper evaluates human rights context within public second cycle institution in the
Kumasi Metropolitan Assembly. There are several other areas where human rights abuses

Parenting assessment within the framework of the policy for rights protection in Chile. Considerations of the Assessment Model of Conditions for Parenting (MECeP).
From the critical analysis of the place that has occupied the concern for childhood in Chile, this article reviews the main conceptions on parenting that are present in our professional context and presents the Assessment Model of Conditions for Parenting (MECeP), which emerged from an applied research experience developed in La Araucanía, Chile. This research led to propose a new approach to parenting and its evaluation in the field of childhood protection: the approach of the conditions for parenting.

Die  „Aufnahme-und  Rückführungseinrichtungen“  in  Manching  (ARE  I)  und Bamberg (ARE II) sind im September 2015 eröffnet worden(dpa, 2015), um die vermeintlich große Anzahl von Asylsuchenden aus „sicheren Herkunftsstaaten“ des  Westbalkan  in  Bayern  konzentriert  unterzubringen  und  nach  kurzfristiger Prüfung  umgehend  wieder  abzuschieben  oder  zur  freiwilligen  Ausreise  zu bewegen(CDUCSU,2016). Die Unterbringung auf engstem Raum, eine möglichst komplette    Versorgung    durch    Sachmittel    statt    Bargeld,    ein    zentrales Mahlzeitenangebot  und  reduzierte  Gesundheitsversorgung  sollen  zusätzlich  die Attraktivität  des  Aufenthalts  und  damit  den  Wunsch  nach  einer  Verlängerung des  Asylverfahrens  bei  den  Antragsteller/innen  verringern.  Der  bayrische Innenminister  wertet  die  deutliche  Zunahme  freiwilliger  Ausreisen  bei  den Bewohnern  der  ARE  als  Erfolg(BstMI,  2015a).  Die  derzeit  in  der  ARE  II  in Bamberg vorhandenen 1500 Plätze(inFranken.de 2016) sollen deshalb bis Ende 2016 auf 4500 Plätze ausgebaut werden. Die  Organisation  der  ARE  II  in  Bamberg  ist  vollständig  auf  einen  möglichst schnell zu beendenden Aufenthalt ausgerichtet. Auf den in derKinderrechtrechtskonvention  der  Vereinten Nationenverankerten  Vorrang  des Kindeswohls (Art.3) wird  dabei  nicht  geachtet.  Zimmer-und  Wohnungstüren sind aus  Budgetgründenundum  die  morgendlichen  Abschiebungen  nicht  zu behindernnicht abschließbar, wodurch bei den Kindern Ängste geschürt werden und  das  Risiko  von  Diebstahl  und  Übergriffen  gegen  Frauen  und  Kinder  steigt(Art. 16). Kühlschränke und Kochmöglichkeiten sind in den engen Unterkünften wegen  Hygiene  und  Brandschutz  verboten  und  wegen  des  zentralen  Angebots von  3  Mahlzeiten  auch  nicht  vorgesehen.  Kinder,  die  Zwischenmahlzeiten benötigen  sind  hier  nicht  mitgedacht.  Die  Gesundheitsversorgung  verhindert lediglich  lebensbedrohliche  Erkrankungen  und  überträgt  Diagnoseaufgaben immer  wieder  an  das  dafür  nicht  qualifizierte  Wachpersonal(Art.  24). Antiziganistische Beschimpfungen, offene Anfeindungenund die Diskriminierung  der  Roma  durch  andere  Bewohner/innen  bspw.  bei  der Verteilung  von  kleinen  Jobs  werden  von  den  Betreibern nicht  bemerkt(Art.  2). Die  Kinder  werden  nicht,  wie  inBayern  üblich,  in  die  Regelklassen  integriert,sondern  gesondert  in  einem  einzigen  Raum  in  jeweils  drei  bis  vier  Jahrgänge
6umfassenden Lerngruppen mit (theoretisch) bis zu 60 Schüler/innen und nur 12 Unterrichtsstunden    pro    Woche    unterrichtet. In    der    Praxis    bleibt    die überwiegnde  Anzahl  der  Kinder  dem  Unterricht  ohne  Konsequenzen  fern. Um das    Recht    der    Kinder    auf    gleichwertige    Bildung (Art. 28) in    der Bildungseinrichtung der    ARE    II zu    garantieren    wäre    ein    Vielfaches    an Investitionen  in  Räume  und  Lehrpersonal  notwendig,  wobei  fraglich  ist,  ob  sich ein  gleichwertiges  Bildungsangebot  bei  voller  Auslastung  der  für  die  Zukunft geplanten    Kapazität    von    4500    Plätzen    mit    dann mindestens1000 schulpflichtigen  Kindern  überhaupt  realisieren  ließe.  Einen  gleichberechtigten Bildungszugang    durch    eine    Beschulung    in    den    Bamberger    Schulen    zu garantierenschließt das Schulamt Bambergs bereits jetzt aus Kapazitätsgründen aus. Alle  in  dieser  Studie  befragten  Personen  sind  seit  mindestens 12Monaten  in Deutschland  und  die meisten  seit  mehr  als  3  Monaten  in  der  ARE  IIund sie haben  keine  Informationen,  wie  lange  sie  noch  bleiben  werden.  Einige  der Befragten  können  aus  finanziellen  Gründen  nicht  selbst  ausreisen  und  möchten lieber  heute  als  morgen  in  ihre  Herkunftsländer  zurückgebracht  werden.  Die Aufenthaltszeiten  von abgelehnten  Asylsuchendenaus  den  Westbalkan-Staaten in  Bayern  unterscheiden  sich  damit  vermutlich  kaumvon  denen  in  anderen Bundesländern,  die  allerdings  auf  eine  solche  Sonderunterbringung  unter Missachtung kinderrechtlicher Standards verzichten.Die Kinder sind in der ARE II deutlich länger den nur für kurzfristige Aufenthalte gedachten    Einschränkungen    ausgesetzt.    Gleichzeitig    kommen    kaum    neue Flüchtlinge in die ARE II, sodass der Belegungstand Ende Mai nur noch bei knappeinem Drittel  der  derzeitigen  Kapazitäten  lag,  womit  sich  die  Frage  stellt,  ob  in der    Zukunft    überhaupt    ein    Bedarf    für    Aufnahme-und    Rückführungs-einrichtungen von der Größe der ARE II besteht.  Ob die aus der Perspektive der befragten  Bewohner/innen  unverständlich  hinausgezögerten  Abschiebungen vielleicht    dafür  sorgen  sollen,  dass  die  ARE  II  nicht  bereits  jetzt  leer  steht,konnte  im  Rahmen  der  begrenzten  Ressourcen  der  Pilotstudie  nicht  überprüft werden

La evaluación de parentalidad es un proceso central para todo el sistema de protección, particularmente para los equipos psicosociales de los programas de protección de infancia, así como para quienes se interesan en comprender las diferentes vivencias por las que atraviesan todas las familias en un contexto de creciente complejidad social, económica, simbólica y cultural. El Modelo de Evaluación de Condiciones para la Parentalidad - MECeP, ha llegado a proponer un nuevo enfoque en torno a la parentalidad y su evaluación que supera la mirada centrada en lo individual, revelando su complejidad y multidimensionalidad.
Parenting assessment is a central process for the entire protection system, particularly for psychosocial teams in child protection programs, as well as for those interested in understanding the different experiences that all families go through in a context of growing social, economic, symbolic, and cultural complexity. The Assessment Model of Conditions for Parenting - MECeP, has come to propose a new approach around parenting and its evaluation that goes beyond the gaze focused on the individual, revealing its complexity and multidimensionality.
