    A major domain of e-government research has been the examination of information delivery to citizens. These services involve communications and transactions between government, at various levels, and citizens. The rise of these services has led to a concurrent need to develop models of citizen satisfaction with e-governmental services. This research aims to contribute to this need by devising an ELX Consumer Satisfaction Index (ELXCSI) model and using it to evaluate citizen satisfaction. This model includes various performance and emotional measures. To explore its applicability, the model is applied to electronic labor exchange (ELX), a form of government-to-citizen service delivery.     Iran is currently implementing policy measures to increase the contribution of Information and Communication Technology (ICT) to economic performance. However, little attention is given to examining whether ICT investment contributes to the economic growth of Iran. Concerning the importance of the causal link between these two variables to national policy implications, the present study employs a Granger causality analysis to examine the cause and effect relationship between ICT infrastructure and output growth in a multivariate setting that includes labor and capital variables. The results indicate that a long-run equilibrium relationship exists between ICT development and economic growth. Furthermore, the findings provide evidence of significant uni-directional short-run causality running from economic growth to ICT development in the Iranian economy.     This study utilizes Viable System Model (VSM) in diagnosing one policy implementation call Malaysian Biotechnology policy. The policy implementation is viewed from the innovation theory, which regards research and development (R&D) as the core of innovation commercialization, which in turn become the nucleus for a firm’s growth. Subsequently, the growth of firms as a group can lead to an industry’s development. This study conducted interviews with the agencies involved in the policy implementation and took advantage of the extensive information relating to the agencies that are available in the public domain, by using content analysis as the study’s methodology. This study enhances the understanding on the full use of VSM; it provides policy makers and implementers a guide in improving existing systems or designing new ones, while researchers are afforded an applicable theoretical conceptualization from a systems thinking perspective.

    Most reported literature of e-government systems tend to focus on narrow aspect of project design and implementation. The social aspects of evaluation and related issues such as organizational learning issues are yet to be discovered. This paper presents issues of system evaluation in one of e-government project; e-procurement. Using a case study approach of e-procurement project in Malaysia government, interviews were conducted in eight ministries and the developer's company between 2008 and 2009. The paper explores the feasibility of theoretical framework suggested by Kasimin et al (2009). This paper provides empirical evidence to enhance understanding on both evaluation practice and use that support organizational learning in e-procurement project of Malaysia government.

    Many problems in economic and social development need to be solved by complex policies. The implementation of such policies needs collaborative action of a number of agencies. In this respect interrelationships in the network of these agencies need to be defined and established. This is important to provide a shared picture of the situation and a basis for coordinated effort between these agencies in the implementation of social and economic development policies. Accordingly an approach needs to be developed to model multi-agencies networks structure.     ABSTRACT A research university is a multi-mission organisation involved in education, research, and innovation that supports both the social development and economic well-being of the society. Therefore, good management of a research university is of strategic importance. However, to date, extant literature has centred on the functional aspects of research universities (namely education, research, and commercialisation), and less on the systems view of university operations. To fill this lacuna in the literature, this study proposes a general systems framework for a viable research university. The study first reviews literature on the functions and purposes of research universities. It then utilises the viable system model (VSM) as a modelling tool to develop a systemic framework for viable research universities. This proposed framework allows a comprehensive view of the functions of research universities thereby helping university management develop the necessary capabilities and allocate the appropriate resources toward achieving its mission.
