Problem Durumu
Türkiye’de eğitim hizmetinin yürütülmesinde yetkili bir kurum olan Milli Eğitim Bakanlığı
kurumunun kuruluşundan günümüze yapısal ve işlevsel boyutlarıyla değişikliğe uğradığı gözlenmektedir. Kurumsal olarak ortaya çıkan bu değişimin kaynağı çalışma kapsamında yasal mevzuat ve düzenlemeler olarak belirlenmiştir. Türkiye’deki idare teşkilatının kurumsallaşmasında iki idari usul belirleyici olmaktadır. Bu usuller, merkezileşme ve yerelleşme ilkeleridir. Türk idare teşkilatı şeması içinde “Merkez Teşkilatı”nın bir parçası olarak kuruluşundan günümüze Milli Eğitim Bakanlığının
kurumsallaşmasında bu ilkelerin ağırlığının dönemsel olarak değişim gösterdiği alan-yazın taramalarında gözlenmektedir.
Bu gözlemden hareketle çalışmanın amacı:
Çalışmanın amacı, Milli Eğitim Bakanlığı kurumunun değişiminin temelini oluşturan yasal düzenlemelerin değişimini Türkiye’nin idare teşkilatının kurumsallaşmasında yer alan iki ilke, merkezileşme ilkesi ve yerelleşme ilkesi çerçevesinde incelemek şeklinde belirlenmiştir.
Milli Eğitim Bakanlığının otaya çıkışı için eğitim tarihi alan yazını incelendiğinde 1920 yılında Ankara’da Maarif Vekaleti, İstanbul’da Maarif Nezareti kurumlarının yer aldığı görülmektedir. İstanbul’da yer alan Maarif Nezareti 1923 yılına kadar varlığını sürdürmektedir. Ankara’da yer alan Maarif Vekaleti ise bugünkü Milli Eğitim Bakanlığının temelini oluşturmaktadır. Bu bilgiler ışığında, çalışmamız kapsamında Milli Eğitim Bakanlığının kuruluşu için başlangıç tarihi 1923 olarak belirlenmiştir. Dolayısıyla çalışmada 1923’den günümüze Milli Eğitim Bakanlığı kurumundaki değişim
merkezileşme ve yerelleşme eğilimi açısından incelenecektir.

Milli Eğitim Bakanlığı Teşkilatında merkezileşme ve yerelleşme dengesi dönemsel olarak nasıl değişmektedir? Bu ilkeler hangi dönemlerde neden etkili olmaktadır?

Araştırma Yöntemi Ve Veri Analizi:
Araştırmada, sosyal inşacı bir perspektifle açıklama ve değerlendirme çalışması yapılmıştır.
Çalışmanın verilerinin Milli Eğitim Bakanlığı Teşkilatını düzenleyen yasal mevzuat metinleri oluşturmaktadır. Bu kapsamda ilk olarak Milli Eğitim Bakanlığı kurumunu başlangıcından günümüze düzenleyen yasal metinler taranmıştır. Yapısal ve işlevsel boyutuyla Milli Eğitim Bakanlığı kurumunun
yapılanmasında değişikliğe yol açan hükümler belirlenmiştir. Bu hükümler çerçevesinde yapısal olarak Milli Eğitim Bakanlığının görev ve yetkilerinin teşkilat yasalarında bakanlık, il ve ilçe düzeylerindebölüşümünün dönemsel olarak değişimi incelenmiştir. İşlevsel olarak ise bakanlığın üstlendiği hizmet alanlarının çeşitliliği dönemsel olarak incelenmiştir. Bu bağlamda Milli Eğitim Bakanlığı Teşkilatı
kurumunu düzenleyen yasal mevzuat üzerinden bakanlığın yerelleşme ve merkezileşme ilkeleri çerçevesinde idari eğilimi, sosyal inşacı bir perspektifle açıklanmış ve değerlendirilmiştir.

Araştırma Sonucu
Araştırma sonucu, Milli Eğitim Bakanlığı Teşkilatının merkezileşme ve yerelleşme eğiliminin üç dönemde incelenebileceği görülmüştür. 1. (1926-1931): Milli Eğitim Bakanlığının merkez teşkilatı ve o dönem ara form olarak oluşturulmuş maarif eminlikleri ile görev bölüşümü yaptığı dönem, yapısal
olarak yerelleşme etkisi gözlenirken, işlevsel açıdan temel eğitim hizmetinin yürütüldüğü merkezileşme
yönelimli idari yapı olarak yorumlanabilir. 2. (1931-1980): Yapısal olarak Milli Eğitim Bakanlığı Teşkilatının birden fazla müsteşarlık birimi ile yapılandırıldığı, yetki ve görev bölüşümünün bakanlık içinde parçalı bir yapıya büründüğü merkezileşme eğiliminin olduğu; işlevsel olarak hem temel eğitim,
hem mesleki çıraklık eğitim, hem de kültür işlevini üstlenen yerelleşme eğiliminin olduğu idari yapı olarak yorumlanabilir. 3. (1980- ): Yapısal olarak Milli Eğitim Bakanlığı teşkilatının görev ve yetkilerini il ve ilçe düzeyinde kurumsallaşmış milli eğitim müdürlükleri ile bölüştüğü, yerelleşme eğiliminin olduğu;
işlevsel olarak hem temel eğitim, hem çıraklık ve mesleki eğitim, teknoloji, yaşam-boyu öğrenme gibi çeşitli görevleri üstlenen yerelleşme eğiliminin olduğu idari yapı olarak yorumlanabilir.

This study focuses on the “The Bureaucratic Personality” view through the three prominent woman authors’, who lived in a republican period of Turkey, bureaucratic types are indicated in their literary works. The focused questions are following: 1) How bureaucrats characteristics can be explained in Bureaucratic Personality view? 2) How can be clarified bureaucratic types within the three woman authors’, who lived in republican period, literary works? I have selected the following literary works in considering the research question: Şukufe Nihal "Yalnız Dönüyorum" Halide Edip Adıvar "Zeyno'nun Oğlu" and Halide Nusret "Gül'ün Babası Kim". In questioned literary works are noted as the data set. Bureaucrats’ characteristic and their manner for cases are noticed as indicators, in methodology, this paper is a theoric, exploration study. The study designed into three sections. In the first part Merton, Hummel, and Argrys studies are referenced as Bureaucratic Personality” theories, likewise, bureaucrats’ characteristics are explained. In the next section, bureaucratic types are noted within the Şukufe Nihal "Yalnız Dönüyorum", Halide Edip Adıvar "Zeyno'nun Oğlu", and Halide Nusret Zorlutuna "Gül'ün Babası Kim" literary works. In a similar vein, bureaucrats characteristic and their manner for cases are remarked. In the last part, bureaucratic types are analyzed through “The Bureaucratic Personality” view.

responded in institutional conversion which, is a specific area in institutional change
literature, is how existing institution drift away from their origin functions and how
they are displaced to serve for new purpose?

Governing institutions change has been considered on political science in late years.
The following years, One of the particularly growing research area is public policymaking issue in institutional change framework.Hall and Taylor, (1996), Steinmo,
Thelen and Longstreth, (1992) studies are prominent about this issue.
The concern of this area is following: when the non-radical institutional changes
consist and how this changes can be explained? The well-known responds of
these questions are stand on Streeck and Thelen (2005), Thelen (2004, 2009), Mahoney and Thelen (2009), studies that are relevant to the political-coalition approach.
In a political coalition approach; İnstitutional changes don’t simply reflect the
endogenous effects or environmental turbulence. İnternal actors and distributional
power conflict determine the institutional changes as well in policy-making process.
In this approach, institutional changes occur. However, institutions are not amended or
“decayed” to redirected to new purposes. The changes content “redeployment” of
existing institutions in unanticipated directions.
İn methodology, it is a theoric exploration study, through scanning literature. Firstly, I
have noted the explaining of public policy-making in institutional conversion literature.
Secondly I present and examine the political-coalition approach.

This study seeks understanding of the concept of multi-level governance through a critical assesment within the literature.
Multi level governace has described as a reassesment form of governance which, is actual in the early of 1990’s, at the “age of crisis”. At that time parallely academic boundaries of  the traditional distinction between domestic and inter national politics is blure.
Gary Marks  first used the phrase multi-level governance to capture developments in EU structural policy following Maastrich Treaty in 1992.
Multi level governance is on the one hand pluralist structure consisted of  public, private, NGO partnership, on the other hand dispersion of hierarcy between supranational, national and sub national levels in decision making process of public policy. Description of multi level governance is an ad-hoc network which implements between decision makers as a parmament negotiation process
The criticism of multi level governance is classified in two perspective. These are theoric and ampric side. we performed theoric dimension of ciriticism due to the fact that scientific challenge of multi level governance is discussed in first side.
Firstly multi-level governance is not a new theory however, it is an eclectic amalgam of novel  theories. Secondly, it provides a description of the European Union for that reason it is not a theory.
İn methodology, it is a theoric exploration study, through scanning literature. Firstly, I performed descriptions and characteristics of MLG in literature Secondly I present and examine the crisicism of the concept .

The study mainly aims to understand the linkage between “blockchain” and “the regulatory function of governments”. The research questions are 1) How can be identified the blockchain as a concept and assessed the regulatory function of governments with the trust/compliance relationship? and 2) What extend the blockchain has affected the regulatory function of government, and how can be unveiled the relevance between the blockchain and the regulatory function of governments? In methodology, it is a theoretical and exploratory study. This study has constructed in three sections. In the first section, the conceptual aspects of blockchain have assessed. The second section is about the regulatory function of governments in the trust. The studies on “regulatory state” and “state-citizen relationship” have respectively scanned, and the virtues and drawbacks of blockchain have combined in terms of “trustless, privacy sensible organizational, public efficiency social impact.” Discussion and conclusion sections, the linkage between the blockchain and the regulatory function of the State is evaluated.

Multi-level Governance has described as an updated form of governance in the early of 1990’s (Marks, Hooge & Blank, 1996; Marks, 1993,  Hooghe & Marks 1996;  Hooghe & Marks 2001). Parallely,  the traditional distinction between domestic and foreign politics has eliminated in the same period (Bache & Flinders, 2004). This study aims at clarifying  the concept of Multi-level Governance in both the Europeanization literature and the European Union studies. The research question has relied on the following question: What are the definitions, dynamics, characteristics of Multi-level Governance in both the Europeanization literature and the European Union studies? In methodology, it is a theoretical study that remains on literature review. This study consists of the three section. Firstly,  Multi-level Governance has explained by definition in literature and the Whitepapers. Then, the author performed a conceptual and historical analysis of Multi-level Governance in order to assess its dynamics and characteristics in the Europeanisation literature and European Union studies.

ÖZET Bu çalışmada " örgütlü kapitalizmin " krizi sonrası devletin düzenleme işlevindeki değişimle tarım ve gıda ürünlerinin güvenliğinin nasıl şekillendiğni devlet-piyasa-toplum ekseninde açıklamayı amaçlanmaktadır. Kriz sonrası devletin düzenleme işlevi, devlet-piyasa-toplum ekseninde nasıl şekillenmiştir? Devletin düzenleme işlevindeki değişim Türkiye'de biyo-güvenlik yasası bağlamında nasıl değerlendirilebilir? Sorularına odaklanılmıştır, teorik çalışmadır. Çalışma iki bölüm şeklinde tasarlanmıştır. İlk olarak, devletin düzenleme işlevindeki değişim Habermas'ın ekonomik, yönetsel ve meşruiyet alt-sistemleriyle incelenecektir. İkinci bölümde 2012 ve 2013 bütçe görüşmelerinde Tarım Bakanının tarımın durumuna ilişkin açıklaması, 26 Mart 2010 tarihli Biyo-güvenlik yasası gerekçesi ve Biyo-güvenlik yasasının düzenleme işleviyle ilgili hükümleri gösterge olarak kullanılmıştır. Sonuçta, Türkiye'de biyo-güvenlik düzenlemesi Habermas kategorileriyle değerlendirilmiştir. — This study aims at scrutinized the dilemma between education place and working place with professional socialization dimension over the beginning teachers in Turkey is to be found the solution for the dilemma in Turkey. The research question is that how can be explained the gap between education place and working place for beginning teachers in Turkey. That expected to contribute to literature with the solutions for shorting the gap between working area and education area of the teaching profession in Turkey case. The study is constructed in two section. Firstly, socialization of the teaching profession and teaching modules have been discussed through the profession, education, working place indicators. In the second section, Secondly, two educational specialists from Turkey has been interviewed about their observation on trainee teachers compelling to participate the class for candidate teachers after university grade. Then, the dilemma between education area and working area of the teaching profession has been detected by of semi-structured and in-depth interviews, the literature on the relationality of institutions and regulation is discussed. The following outcomes have been accessed in accordance with the data set and literature linkage axis: Firstly, teachers coming from the distinctive programmes as an educational background. Hence, teachers who pertain to distinctive cultures work in the same environment. That cause cultural conflicts and complication of socialization of profession. Secondly, the insufficient partnership between schools and universities besides, the education classes lead to a struggle of culture among these two institutions. Thirdly, the education classes are designed as bureaucratic form instead of coalescence between head teachers and trainee teachers around a common culture. That become deep the dilemma. In conclusion, on condition that applied-oriented education that advocates in-service learning is promoted and this programme is supported with well-structured the in-service training through the partnership of universities and schools, the gap between the working-area and education-area might be shortened.
