Pada tahun 2011, jumlah masyarakat miskin yang tersebar di 10.639 desa nelayan yang terletak di wilayah pesisir berjumlah 14,7 juta jiwa. Gampong Telaga Tujoh berpusat pada sektor perikanan yakni perikanan tangkap yang meliputi mata rantai kegiatan penangkapan, pengolahan dan penjualan, juga kegiatan budi daya. Kegiatan sosialisasi masyarakat biasanya dilakukan hanya sebatas pelatihan dan pemberian materi kepada masyarakat. maka akan dilakukannya pengukuran minat masyarakat untuk mengadopsi budidaya Kerang Darah tersebut. Hasil penelitian ini menunjukkan bahwa penyuluhan yang dilakukan tidak mengubah persepsi dan keinginan masyarakat mengenai budidaya Anadara granosa. Masukan yang diberikan kepada para penyuluh adalah agar mengubah teknik penyampaian informasi, ketika melakukan sosialisi atau pelatihan terutama kepada masyarakat desa. Penelitian ini memberikan penyadaran bahwa setiap kegiatan sosialisasi yang dilakukan hendaklah dievaluasi baik metode penyampaian maupun demonstrasi ...

Il contributo propone una riflessione su possibili strategie di riequilibrio insediativo di area vasta. Le proposte formulate muovono dall'ipotesi di implementare sistemi di Advanced Air Mobility nelle aree meno densamente abitate. Il contributo esplora l'immagine della AAM nell'immaginario collettivo. Sintetizza le caratteristiche dell'implementazione della AAM nel Piano nazionale per gli aeroporti. Esplora i margini di fattibilità di una implementazione pervasiva della AAM come strumento idoneo ad abbattere i tempi di spostamento delle aree meno infrastrutturate. Propone uno schema di rete di AAM che potrebbe contribuire alla costruzione di una regione urbana integrata abbattendo le barriere all'accessibilità alle aree interne.
Abstract ing
The contribution presents a reflection on possible strategies for settlement rebalancing in a vast area. The proposals put forth start from the assumption of implementing Advanced Air Mobility systems in less densely populated areas. The contribution explores the image of AAM in the collective imagination. It summarizes the characteristics of AAM implementation in the National Airport Plan. It explores the feasibility of a pervasive implementation of AAM as a suitable tool to reduce travel times in less infrastructure-rich areas. It suggests a network schema of AAM that could contribute to the construction of an integrated urban region by breaking down barriers to access to interior areas.

Civil-military cooperation (CIMIC) has officially emerged as a coordinated strategy between the United Nations peacekeeping missions and humanitarian nongovernmental organizations (NGOs) to enable access to people in need of assistance in complex emergencies. However, this integrated approach raises serious concerns regarding the respect of traditional principles of humanitarian action: humanity, impartiality, neutrality, and independence. While some humanitarian NGOs are opposed to any form of collaboration with the military, others believe this cooperation is very important to enable access and provide aid to civilians in needs. Using the case study of the Democratic Republic of Congo (DRC), this article analyses the impact of the CIMIC integrated approach between the United Nations Peacekeeping and Stabilization Mission in the DRC (MONUSCO) and humanitarian NGOs on the afore-mentioned principles of humanitarian action. It argues that most humanitarian NGOs that are operating in the Eastern DRC are opposed to the CIMIC's integrated approach as it pushes them to violate the principles of neutrality, independence, and impartiality. Second, CIMIC increases the danger of humanitarian workers to be targeted by illegal armed groups. Third, despite their integrated approach, both MONUSCO and humanitarian actors have not been able to pacify the Eastern DRC, end the humanitarian needs of the population, or improve their effectiveness.

Le richieste provenienti dagli esponenti più sensibili fra i sindacati di polizia e dei cocer militari, intese a smuovere le acque stagnanti dell’immobilismo delle Amministrazioni centrali, circa l’effettiva promozione di centri di ascolto psicopedagogico nelle Caserme e nelle Questure, non hanno ancora trovata la giusta eco. Sembra quasi che, fuor dall’ordinare il plotone di rappresentanza per i funerali dell’Operatore suicida, la problematica non trovi altro interesse. Eppure, il vuoto educativo in questo settore lavorativo è palesemente macroscopico. Acquisire cognizione emotiva e sapere gestire con intelligenza le emozioni, specie quelle che generano conflitti, significa sapere e potere rimanere vivi. Esistono dimensioni profondissime ed inconsce delle memorie esperienziali, dimenticate dalla consapevolezza di superficie, perché formatesi all’alba del nostro corredo genetico, apparentemente asintomatiche. Queste costituiscono le radici geniche, sono le spore della memoria autobiografica: emozioni e risentiti psicobiologici, appunto. Emozionarsi positivamente significa crescere bene. Le emozioni: chimicamente, neuricamente, sono effetti di stimoli che attivano la funzione degli assoni, delle sinapsi, la secrezione di ormoni e conseguenti stati euforici (o disforici), esaltazioni umorali (o melancolìe). Una affettività disturbata – a vari livelli – provoca in effetti cali umorali, depressioni, ansie, fobie, terrori, paranoie, schizofrenie… .Crediamo sinceramente che la conoscenza degli elementi sin qui fugacemente descritti, debba far parte – come “materia curriculare” – dei piani di studio delle Scuole di Polizia e delle Accademie Militari.

With more than 65% of approved foreign investment in Cambodia in 2023 coming from China, and the two countries signing a series of new agreements in October 2023 for further Chinese investment under the "Belt and Road" initiative, Cambodia, far from being totally under China's thumb, is seeking to better balance its economic relations, as well as its international security cooperation. In this context, the strengthening of its relations with Japan is considered to be of prime importance. The mooring of two Japanese destroyers in the port of Sihanoukville in February 2024 is an illustration of Cambodia's desire to rebalance, coupled with Japan's determination to stay in the game. December 7, 2023: relations between Cambodia and Japan are upgraded to a Comprehensive Strategic Partnership on the occasion of the 70th e anniversary of diplomatic relations between the two countries. This is the highest level of partnership for Cambodia. Since 2010, only China has enjoyed this status.

proposta deste texto é analisar o atentado fascista brasileiro sob a ótica conceitual de defesa e segurança nacional. A partir de uma investigação bibliográfica que tem como escopo as conjunturas do Brasil nos anos 2022 - 2023, a análise encontra-se calcada na seguinte questão: quais foram as consequências dos ataques do 8 de janeiro para a segurança e defesa nacional? A hipótese desse problema reconhece que os ataques abalaram a confiança nas instituições nacionais, evidentemente, o papel das Forças Armadas, e foram expostos pontos de estrangulamento em relação à capacidade do Estado em proteger suas instituições democráticas. Confirma-se, portanto, a veracidade da hipótese, e julga perigoso o processo de militarização das estruturas democráticas presentes no Brasil.

This research aims to understand the collaboration between civilians and military in disaster management in Indonesia due at the ontological, epistemological, and axiological level. The problem is very interesting to be analyzed by conducting a qualitative research based on collaborative governance theory and power theory. Data were collected through in-depth interview, observation, and documentation. Data were analyzed by using interactive models are data reduction, data display, data verification, and supported by triangulation. The results of this research is collaboration between civilians and military in disaster management have to be involved the related institutions on making regulations and should be conducted for making better regulation on disaster management. This finding support for improving policy and practice by providing relevant information to stakeholders related for making better regulation on collaboration in disaster management.

The post-Cold War era has ushered in an array of complex challenges, expanding the scope of security agendas for states and multilateral organizations alike. This transformation necessitated regional and international approaches, encompassing multifaceted security threats such as human rights abuses, international terrorism, climate change, migration, pandemics, and cyberattacks. As a result, coordination between civilian and military actors became indispensable. However, this shift brought forth a multitude of civil-military concepts, each tailored to specific entities but resulting in significant confusion due to subtle variations in terminology and interpretation. For instance, the United Nations, European Union, and North Atlantic Treaty Organization employ various civil-military concepts, often sharing similar terms but conveying distinct meanings. Such conceptual disparities can lead to misunderstandings and hinder effective coordination. This paper introduces an analytical tool that categorizes organization-specific civil-military concepts into archetypes and provides a repository of official concepts and their summaries. The analytical framework is based on four core parameters of each civil-military concept, i.e. the main perspective, the scope, the level of applicability, and whether the concept entails a dedicated function. This resource aims to facilitate a common language for navigating and bridging different civil-military concepts. While essential for national militaries in multinational operations, this guide also benefits civilians engaging with military organizations, providing insights into military approaches to civil-military relations and aiding in identifying interlocutors within military structures. Ultimately, this framework accommodates future developments in civil-military concepts, enabling a contextual understanding within the existing conceptual landscape.

Although interest in the emotional aspects of practicing ethnography has increased in recent years, little attention has been paid to how the fieldworker's feelings express and are embedded in the research process. This chapter, based on an analysis of the authors' fieldnotes, examines how the researcher's changing experiences of ethnographic space, self, and stance are rooted in the emotional dynamics of doing fieldwork. We conclude by discussing the implications these shifts pose for fieldwork practice. * * * Emotion has only recently gotten a foot inside the academy and we still don't know whether we want to give it a seminar room, a lecture hall, or just a closet we can air out now and then. As the United States moves toward great-power competition, the U.S. Army must invest in future civil affairs capabilities to understand and influence civil networks and facilitate interorganizational cooperation in multi-domain operations. Additionally, civil affairs forces must contribute to the Army’s calibrated force posture in an era of constant competition to help deter aggression, prevent conflict, and, if necessary, rapidly transition to support armed conflict should deterrence fail.
