HIERARCHY OF PLANNING

AUTHORITIES IN INDIA

The first ever-serious attempt to review and analyze the urbanization process and to
formulate policies for integrated urban development in the country began with the
appointment of the National Commission on Urbanization in the 1980s.
The main objectives of Urban Development Policy as envisaged by the National
Commission on Urbanization included the following:
i) Saving the super-metros and national cities and also reviving their economies;
ii) Development of fast growing intermediary level urban centres by ensuring
financial investment for maintaining the existing infrastructure and augmenting it
to a level wherein they will be more efficient urban entities;
iii) Development of stagnating towns by providing gainful employment
opportunities.
The National Commission on Urbanization suggested that urbanization strategy should be a
part of the major strategy of generating economic growth.
The Commission also observed that urbanization should be visualized as a major
instrument for promoting agricultural and industrial development as well as implementing
anti-poverty programmed in backward areas.

Government bodies concerned with urbanisation and development :

MINISTRY OF URBAN DEVELOPMENT

Ministry of Urban Development (MoUD),Government of India, is the apex body


for formulation and administration of the rules and regulations and laws relating
to the housing and urban development inIndia.
Some of their Schemes/Programmes include:
- SMART CITIES
- Jawaharlal Nehru National Urban Renewal Mission(JNNURM)
- Urban Infrastructure Development Scheme for Small & Medium
Towns(UIDSSMT)
- North Eastern Region Urban Development Programme(NERUDP)
- National Urban Information System(NUIS)
- Capacity Building for Urban Local Bodies

TOWN AND COUNTRY PLANNING ORGANISATION


Origin and Establishment

The Town and Country Planning Organisation (TCPO), technical arm of the
Ministry of Urban Development, Government of India, is an apex technical
advisory and consultant organisation on matters concerning urban and regional
planning strategies, research, appraisal, and monitoring of central government
schemes and development policies.

TCPO not only assists the Central Government but also provides assistance to
the State Governments, Public Sector Undertakings and Local Bodies /
Development Authorities on the matters pertaining to urbanisation, town
planning, urban transportation, metropolitan planning, human settlement
policies, planning legislation.

The Organisation also undertakes consultancy works on urban development,


urban design, spatial planning, etc, besides, conducting training programme on
computer application in planning, GIS, etc., in collaboration with other national
and international agencies.

Functions

Appraisal and monitoring of central sector projects / programmes.

Advice to the Ministry of Urban Development, Planning Commission and other


Central Ministries in Urban Development policies and strategies.

Technical advice and assistance to State Town and Country Planning Departments.

Undertaking applied research in areas of topical interest.

Preparation of Manuals and Guides on various aspects of planning and


development.

Organising training programmes, conferences and workshops for in-service


planners and officials in the field of urban and regional planning and
development.

Providing consultancy services in planning projects at various levels.

Developing Urban and Regional Information System.

Major on-going and new Schemes

I) Integrated Development of Small and Medium Towns


- It aims at the development of selected regional growth centers with
infrastructure and service facilities so as to enable such towns to emerge as
regional centers of economic growth and employment opportunities and
arrest migration from rural areas and small towns to large and metropolitan
cities.

II) Urban Infrastructure Development Scheme for Small & Medium Towns (UIDSSMT)
- The main thrust of the Scheme is on planned and integrated development
of small and medium towns.
- The Scheme envisages to improve the urban governance so as to make
the Urban Local Bodies financially sound with enhanced credit rating to
access the resources from the market for undertaking new programmes
and expansion of services.

III)Urban Mapping Scheme


- The Urban Mapping Scheme was initiated during the VIIIth Five
Year
Plan to prepare large-scale base maps of towns / cities using aerial
photography.
- Under the scheme 53 towns from different States were covered in
two
phases.
Jawahar Lal Nehru National Urban Renewal Mission (JNNURM)
- The Mission envisaged to improve urban infrastructure services in
the
identified cities to make them efficient and effective centres of
growth.

URBANIZATION IN KERALA

The urban sector in Kerala comprise of five Municipal Corporations and 53


Municipalities. 25.97% of the population lives in urban areas.

The following standards for the constitution of new Municipalities.


(i) The locality should predominantly be urban i.e. at least th of the adult
population of the area should be engaged in pursuits other than agriculture.
(ii) The population of the locality should not be less than 20,000 and the density
of
population should not be less than 4000 per 2.59 sq.km. Except in hilly
areas.
(iii) Per capita revenue resources of the locality should not be less than Rs. 5.

DEPARTMENT OF TOWN AND


COUNTRY PLANNING
Local self government department, Kerala

The Department of Town Planning started functioning in 1957 with head


quarters at Thiruvananthapuram and regional offices at Ernakulam and
Kozhikode, mainly to ensure planned development of urban settlements in the
State.

In order to ensure the achievement of the above, this Department prepares


various spatial development Plans at State, District / Regional and local levels,
examines development potentials and advices the Government in matters
related to Town Planning.

Later, giving due respect to the unique scattered development pattern of


settlements as well as the rural urban continuum prevalent in the state, it was
decided to widen the field of activity of the Department by covering the rural
settlements as well.

Accordingly, in 1999, this Department was renamed as the 'Department of Town


and Country Planning'. Further, this department is divided into District town
planning offices for the implemenation of different schemes and programmes.

The Government will direct preparation of development strategies for each of


towns

Short term and long term development packages will be prepared for all these
towns and the timely implementation of these development proposals will be
coordinated with all the sectors involved in development.

The annual planning and budgeting system will be functionally linked with 5
year Development Plans and long range ( 20 - 25 years ) Perspective Plans
helping in the implemention of Town Planning Schemes.

The urban areas which have the potential to be developed as major growth
centers with prospects in different sectors such as industries, tourism, I.T, trade,
commerce etc., shall be identified, planned and developed.

Ensuring Participation of private sector for development of infrastructure is


essential. Government would therefore explore all options such as outsourcing
of service, Public-Private Participation. Etc. The feasibility of involving cooperatives and N.G.Os will also be explored.

Government will constitute an Urban Regulatory Authority which will be


entrusted with the responsibility to ensure private sector participation in
municipal services, avoid creation of monopolies in municipal services, maintain
quality of services.

TOWN PLANNING DEPARTMENT


Municipal Corporartions
The town planning activities of the corporation area is managed by the officials from the central
and zonal offices.
The Town planning Officer is the officer in charge of the total activities of the office and assisted by
two Assistant Town Planning Officers.
The Assistant Town Planning Officers from the central office manage the activities of the city in a
shared manner.
The Building Inspectors are doing the field work and report to Assistant Town Planning Officers.
There is supporting staff to help the Assistant Town Planning officers and the Building Inspectors.
The supporting staff includes superintendent and the clerks.
There is a Town Planning Committee which is headed by a chairman who is an elected member
with 9 Members in this Committee. The Town Planning Committee report to the Council.

Issue of Occupancy Certificates for constructions completed
Application for Regularization
Action against encroachment
Action against unauthorized construction
Issuance of permission to construct bus stop within the Corporation limit
Issuance of permission to install hoardings within the Corporation area
Issuance of permission for covering slab over drainages
Issuance of experience certificate of Licensed Building Supervisors
Issuance of permission to put up bunks

Overall functions relating to land acquisition for various developmental


activities and road formation/widening

To furnish reply to audit objections and to get the same dropped

Processing and monitoring of applications for building constructions /


upgradation under Kerala Vikasana Padhathi and issuance of stage certificates
for constructions under VAMB AY scheme

Establishment matters of all employees of TP Section

All other functions enlisted in Kerala Municipal Building Rules 1999 and Section
381 to 409 & 367 of KM Act 1994.

Town Planning Department is also to deal with litigations against (a) denial of
permission for building constructions and (b) acquisition proceedings initiated
for various developmental activities.
