This study examines the formation and implementation of state and municipal policies in managing the development of intellectual capital. Under the conditions of the ongoing transformation, it is necessary to create an institutional environment aimed at preserving intellectual capital and increasing the efficiency of its use. Key changes in the economy affect not only individual sectors and industries, but also municipalities, and the region as a whole. The formation of new sectors of the economy and the modernization of existing ones through the introduction of breakthrough information technologies require the development of new tools for the preservation and development of intellectual capital. State and municipal authorities should play a key role in these processes.

El objetivo del presente estudio es desarrollar un instrumento para medir la evaluación del desempeño del sistema de gestión de la calidad de la Universidad Juárez del Estado de Durango, con base en los requisitos de la Norma ISO 9001:2015. Se realizó revisión de la literatura sobre la variable evaluación del desempeño y la norma ISO, determinando tres dimensiones de la variable; 1) seguimiento, medición, análisis y evaluación, 2) auditoría interna y 3) revisión por la dirección. El estudio de investigación es de enfoque descriptivo, cuantitativo, correlacional, de corte transversal.
Se desarrolló una encuesta con escala Likert que se aplicó a 133 trabajadores de procesos certificados bajo la norma ISO 9001:2015 en una institución de educación superior. Se analizaron los resultados por medio del software estadístico SPSS versión 23.
Como resultado se obtuvo el instrumento propuesto con 42 ítems en las tres dimensiones correspondientes, mostrando validez por medio de panel de expertos, una alta confiabilidad con un Alpha de Cronbach de 0.981, asimismo, se analizaron las correlaciones que existen entre las dimensiones propuestas para su comprensión, mostrando una correlación media-alta entre los factores de las dimensiones.

The purpose of this paper is to clarify the relation between the strategic reflection and the quality process through a detailed analysis of the contributions of these two fields in a specific context which is the ISO 9001 certified Moroccan companies. Based on the organizational theories, the strategic schools, the key concepts of the TQM, and the contributions of 2015 version of the ISO 9001 standards we have proposed a performance-based unified theoretical integrative framework. From a methodological point of view, the coherence between the problematic and the data to which we have access and the nature of the studied phenomenon, has led us to prioritize a multi-method and sequential research approach. We have chosen to begin our empirical study by an exploratory study that was conducted through the use of an interview guide delivered to a sample of experts. This resulted in a more rewarding research model which in turn was subjected to tests by using structural equations as a part of the second empirical phase which was conducted on a sample of ISO 9001 certified Moroccan companies. The research has shed light on the emergence of a well differentiated typology of quality related behavior and a quite elaborated strategic reflection process. We have also confirmed the existence of an significant bilateral relation between the strategy and the quality, in accordance with an iterative process combining other factors (internal and external) that influence their transformation and their consequences. This paper describes the presence of courses related to Quality Management Systems (QMS) in the curricula at the universities and colleges in Bosnia and Herzegovina. This analysis covered only public higher-education institutions, since private universities in Bosnia and Herzegovina rarely have publicly available curricula. Results showed that QMS-related courses are rather uniform, and are regularly found at technical faculties (mainly mechanical engineering) and at faculties for economics.

Abstract. This study is dedicated to the provides general recommendations on the preparation and conduct of internal audits of quality management systems of educational organizations in accordance with the requirements of the international standard GOST R ISO 9001-2015 (ISO 9001: 2015), taking into account the application of risk-oriented thinking and the integrated application of ISO standards for various families with the purpose of increasing the effectiveness of the quality management system.

This article is devoted to the development of approaches and methods for improving the quality of state and municipal services, as well as their assessment. An approved quality management system here can be an implemented quality management system (QMS), built on the model of the international standard ISO 9001: 2015. The implementation of the QMS will allow the formation of stable feedback with consumers and increase the effectiveness of these services, as well as ensure staff development. It is also possible the integrated application of a number of other ISO standards to optimize monitoring procedures and assess customer satisfaction.

The paper also gives basic information about supporting national and international programs providing support for QMS certification. The research was conducted in two parts: 2009 and 2014. The questionnaires covered business decisions, reasons for the continuation of business decisions, obstacles to establishing business decisions and activities of organizations for the provision of permanent improvements.

Abstract
This study was conducted to analyze the cycle time and product yield in
plastic production at United Polyresins Inc. for sets of sales order from two
companies LBC and 2GO. The study utilized PDCA approach and record review
in thw gathering of data for the calendar year 2015. Descriptive statistics such
ad One-way ANOVA, Two-sample T-Test, and Coefficient Interval were used to
compute for the data gathered.
The study found that LBC and 2GO sales order production had different
standard cycle time set for each machine in every set of its production process.
Product yield for both sales order were not met at the majority of the
instances of time. Process of the machine used in extrusion, printing, and
cutting followed the standard cycle time set in each machine. The allowable
rejection rate/ scrap rate was 1.8% for extrusion, 2% for printing, and 0.9%
for cutting. The researcher recommended the following: Machines used for
each process of the plastic production must be consistently maintained and
monitored; proposal of machine replacement should be considered for old
machines, with the application of newer technology, analysis, and assessment
on all the machines by checking their performance statistically based on the
output, whether new or old; a root cause analysis for finding the solution must
be conducted, production requirements for a specific sales order should be
met and be processed at one time to avoid overlapping production yielding to
more scrap; adaptation of this study and analysis to other products and
customers for the continuous improvement must be done; conduct of
assessment and analysis for the workers to handle the product of LBC and
2GO is, likewise, recommended, through maintenance of the calibration; if
there are findings in the in house calibration, a corrective action should be
applied so that the recording of weight of goods (finished products in each
processes) will not cause variations; the calibration should be conducted
thoroughly based on the calibration plan and the results of calibration for the
assessment of findings should be checked; improvement on the system of
recording the input and output of the process should be established to
eliminate the poor recording of data; analysis on the processes improvement in
the cutting department must be done to eliminate scrap and possibly separate
the different processes; and product yield in the end of the process if in is low
or high in terms of output and scrap based on the input materials must be
assessed.

The presented study addresses the issues of implementation of a quality management system (herein-after referred to as QMS) in the field of public and municipal administration (hereinafter referred to as PMA) in the context of the digitalization of society. This study is relevant due to the fact that organizational and methodological issues of the theory and practice of QMS implementation in the field of PMA in the context of the digitalization of society in the Russian Federation are not sufficiently investigated.
