The special interest is on micro-companies that do not have similar resources to facilitate cross-border mobility. The solution developed by the DIGINNO project enables cross-border business registration. DIGINNO is an EU INTERREG funded project.

A substantial part of the economic growth that has taken place within the past 2 decades is related to information and communication technology (ICT). First, the ICT sector itself has achieved very high growth rates. Second, productivity gains in other sectors have been achieved, to a large extent, through implementation of ICT-related innovations. It is, therefore, no surprise that ICT plays an important role in virtually all industrial policy programs. Policies stimulating e-government are one of the ingredients in such programs. In 2000, the leaders of the European Union (EU) adopted the Lisbon strategy to make the EU the most dynamic and competitive knowledge-based economy in the world (CEC, 2000). ICT was seen as a key component in achieving these goals1, and a special program—eEurope—has been designed to realize the Lisbon goals in the ICT area. This program is, however, also a continuation of a wide range of ICT initiatives taken by the EU Commission since 1984.

Purpose This paper aims to look at the universal service policy in Vietnam interval 2005-2010 from a stakeholder perspective to clarify the role of stakeholders as well as initiatives used to implement the policy. Design/methodology/approach This paper applies the stakeholder framework of Papazafeiropoulou and Pouloudi (2000) to identify which actors implemented the universal service policy and what initiatives were used by the central government. In addition, this paper also uses the qualitative method to clarify the stakeholders’ position on performing the universal service policy. The qualitative interview is recruited to verify and triangulate the result of the secondary data. Findings This paper finds that the Vietnamese government controlled the universal service policy via an administrative regime that the central government ordered and other stakeholders followed; the universal service policy focused much on delivering universal service and infrastructure; however, there was lack of initiatives rising awareness of rural users about the benefit of the internet, or training courses on improving rural users’ skills to use the internet; and stakeholders implementing the universal service policy were state entities in which the national government played a central role, and there was no involvement of the private sector and the civil society. Originality/value Little research on universal service policies in Vietnam has been made. By analyzing the Vietnamese case, achievements and drawbacks in implementing universal service policies are identified and lessons for other developing countries are derived.

The research questions addressed in this paper are 1) whether one of the standards in the LPWAN area seems to be able to prevail and dominate the market in the coming years or whether the standards will complement each other, and 2) what the parameters affecting this development are likely to be. The questions are simple, but the answer is more complex. To examine the research questions, technology and market parameters are investigated. The overall conclusion is that the technology choices will partly build on the application areas and that the network effects will be strongest in geographically or otherwise confined areas. The implication is that different technology solutions can co-exist globally but also regionally and nationally.

Purpose This paper aims to examine the role of stakeholders and their relationships in the sustainability of telecentres in Vietnam through the lens of stakeholder theory. Design/methodology/approach This study methodologically adopted a qualitative case study to identify stakeholders that have been involved in telecentres in Vietnam. It then categorizes those stakeholders’ salience through the lens of stakeholder identification and salience theory. Secondary data and interviews were used as data sources for the present paper. Findings The authors identify six main stakeholders that have been involved in telecentres, including the government, entrepreneurs, international donors, telecommunications providers, civil society organisations and individual community members/users. Among these stakeholders, the government, entrepreneurs and users belong to definitive stakeholders, which have the greatest impact on the sustainability of telecentres in comparison to other groups of stakeholders (e.g. dominant, dependent and dormant stakeholders). Moreover, the authors propose a model to identify the relationships of stakeholders towards the sustainability of telecentres. In particular, the authors indicate that each group of stakeholders has its own role in contributing to sustainable telecentres and they also influence others in either direct or indirect ways. Originality/value This study provides an additional approach for managers to make judgments in prioritizing the interests of some of their stakeholders while still maintaining a level of satisfaction among other stakeholders. For example, stakeholders that should be of the highest concern to the sustainability of telecentres are the government, entrepreneurs and users, while civil society organisations can be maintained in lower priority to other stakeholders. In addition, we propose the model of interactions and relationships of stakeholders, which can be seen as a starting point for a study on the roles of stakeholders in sustainability not only in telecentres, but also in other fields, such as digital transformation, cyber security and e-government.

Abstract Due to rapid technological changes, governments in developing countries have paid special attention to sustainability. However, understanding insights into the sustainability of telecentres remains an open question. This paper aims to fill this gap. We conducted a case study in Vietnam by using both qualitative and quantitative data. We used the Kumar and Best's (2006) model as our theoretical lens to analyse the sustainability of telecentres in Vietnam. The paper finds that telecentres have shifted their concept to provide a wide range of services, both online and offline. The paper indicates that technological, political, and social sustainability are important for the sustainability of telecentres. The paper recommends that we should take the role of state-owned enterprises and the digital transformation into consideration to sustain telecentres. Furthermore, the paper indicates the mutual relation between political and technical sustainability with social sustainability that has not been yet unveiled in the prior literature.

This paper is about the challenges and barriers in the internationalization of e-government (G2B) in the Baltic Sea Region and the European Union. The study is supported by qualitative and quantitative empirical data. The quantitative empirical data include 60 interviews with international companies operating in the Baltic Sea Region. The research is made as a part of the WP3 of an EU funded Interreg project DIGINNO. Empirical data for the qualitative study was elicited from the Danish/German Cross-Border service, The Region Sønderjylland- Schleswig and the Danish/Swedish cross border service, Øresunddirekt. The findings of the first study points to language, online identification/authentication, document recognition and national regulations as the major barriers. The second study points to the lack of institutional legitimacy for the internationalization of EU G2B services as a barrier to G2B cross border service delivery between the member states. This paper calls for a regulative institution that will support the current technical efforts aimed at the internationalization of G2B e-government services.

Cybercrime has become the most widespread kind of economic fraud and is a serious challenge for businesses around the world. The topic of this paper is how SMEs in the Nordic Baltic Region should face this challenge. Possible technical and organisational tasks to be performed by SMEs in order to ensure cybersecurity of their business are analysed. The paper looks at the different types of hackers and their motives. On this background, current cyberthreats and corresponding security measures are presented. It is concluded that awareness, training, and financial incentives are all important elements in defining a cybersecurity strategy for SMEs. The paper is based on research made in the DINNOCAP project funded by EU regional funds.

ABSTRACT This paper present a case study report on the findings of an empirical study conducted at the Central University College (CUC) in Ghana on the use of “OUTSTART” AD-CONNECT mobile learning (m-learning) application for authoring m-learning content. The system use the familiar Microsoft power point with an added features which comes with authoring tools which is simple to use by teachers for creating m-learning content. The main objective of the study is to make m-learning content authoring very easy and simple for the teacher with easy to use tools so as to boost their stake in the use of mobi 6a0 le learning platform (MLP) for teaching and learning anywhere anytime. The result shows that the success of m-learning implementation and acceptance is partly dependent on the user friendliness, simplicity and easy to use applications by teachers. In all 90 lecturers participated in the project. The significance of the study was the development of the “STUMP” model which is meant to be a framework to guide m-learning system developers and implementers.

COVID-19 vaccines have been rolled out in many countries and with them a number of vaccination certificates. For instance, the EU is utilizing a digital certificate in the form of a QR-code that is digitally signed and can be easily validated throughout all EU countries. In this paper, we investigate the current state of the COVID-19 vaccination certificate market in the darkweb with a focus on the EU Digital Green Certificate (DGC). We investigate $17$ marketplaces and $10$ vendor shops, that include vaccination certificates in their listings. Our results suggest that a multitude of sellers in both types of platforms are advertising selling capabilities. According to their claims, it is possible to buy fake vaccination certificates issued in most countries worldwide. We demonstrate some examples of such sellers, including how they advertise their capabilities, and the methods they claim to be using to provide their services. Projektet har belyst samspillet mellem telekommunikation og transport med speciel fokus på væksten i anvendelsen af distancearbejde og teleindkøb og hvad dette vil komme til at betyde for persontransporten inden for en femårig tidshorisont. Med udgangspunkt i en række internationale undersøgelser suppleret med interviews af en række danske nøglepersoner, er der foretaget en kvantitativ vurdering af transportkonsekvenserne i Danmark. Disse vurderinger er baseret på data for den danske erhvervsstruktur og det danske transportmønster. In this chapter we analyse organizational challenges when an engineering consultancy in the building industry integrates information and communication technologies (ICT) in the production and delivery of their services, and discuss how the e-service concept can be applied in this context. The analysis is based on a field study on introduction of 3D-modeling tools within one of the leading engineering companies in Scandinavia (Ramboll). The analysis focuses on the changes in knowledge creation and transfer both within the company and in inter-organizational relations. The analysis points towards a need to change the business model as the project engineering part of the technical engineering service becomes standardized.

Telecommunications and the electricity supply industry were the first infrastructure sectors to be liberalized. After liberalization the former cost-plus regulation was substituted by new principles of incentive regulation of access to the network infrastructure. The two industries have developed quite differently with respect to market structure and regulation. The objective of this paper is to compare the regulation of access to the network infrastructure in the Danish telecommunications and electricity supply industry, the choice of pricing models and their implementation. In telecommunications the preferred pricing model is Long Run Average Incremental Costs (LRAIC), whereas a mixture of Benchmarking and Revenue Cap Regulation has been introduced for electricity. The principles of the different access pricing models are briefly discussed. Software Engineering is far more than programming and requirements specifications. In the SWEBOK, software engineering is defined through 15 different disciplines and topics also covering soft skills such as project management and intercooperation between teams. Problem Based Learning, PBL, is a pedagogical learning approach used amongst others at AAU. This paper discusses how PBL can support software engineering and provide soft skills called for in industry and investigates how Ph.D. students with a traditional software engineering background understand and perceive PBL. This paper analyses the impact of the use of ICT in production and delivery of technical engineering consultancy services on business structures with regard to industry convergence and transaction costs. The paper takes an empirical study on the introduction of 3D-modelling tools in the building section in a Scandinavian engineering consultancy firm as its point of departure. The discussion identifies three different structural aspects, which all are affected by the use of ICT: Internationalisation vs. Local markets, Outsourcing vs. Structural integration, and Division of work between actors within the value chain
