Zarys treści. Na obszarach wiejskich w Europie zachodzą intensywne procesy przemian, będące wynikiem rozwoju społeczeństwa opartego na usługach oraz gospodarki opartej na wiedzy. W rezultacie, znaczna część wsi doświadcza tzw. "kryzysu wiejskiego". Jednym z proponowanych rozwiązań tego problemu jest koncepcja inteligentnego rozwoju (smart development), podkreślająca wzrastające znaczenie wiedzy i kluczową rolę technologii cyfrowych w procesach rozwoju. Celem artykułu jest identyfikacja kluczowych cech zróżnicowania przestrzennego jakości Internetu w Polsce oraz wskazanie współzależności tego zjawiska z poziomem rozwoju społeczno-ekonomicznego. Jakość Internetu (zarówno stałego, jak i mobilnego) została opisana na podstawie danych dotyczących prędkości Internetu na poziomie gminnym, a analizy przeprowadzono w kontekście koncepcji inteligentnego rozwoju obszarów wiejskich. W badaniu zastosowano metodę składowych głównych oraz analizę współczynników korelacji. W wyniku przeprowadzonej procedury badawczej ujawniono istotne różnice w jakości Internetu (stałego i mobilnego) pomiędzy gminami miejskimi a wiejskimi. Jednakże, rozkład przestrzenny zmiennych opisujących jakość Internetu wykazał również obszary o podobnej jakości połączenia, niezależnie od rodzaju gminy. Dodatkowo, analiza korelacji pozwoliła określić wzajemne zależności pomiędzy jakością Internetu a fundamentalnymi cechami opisującymi poziom rozwoju społeczno-ekonomicznego badanych obszarów.

Spatial mobility of the population is a key factor allowing for the delimitation of functional areas and the identification of ranges of impact of given spatial units. The work detailed here has built on this idea by seeking to identify areas of strong functional linkage in the cities in Poland that have been granted the status of powiat (i.e. unit at the “county” level of administration). In this context, the paper also offers a critical analysis of other, best-known approaches to the delimitation of towns and cities in Poland. The identification of areas characterised by strong functional linkage is achieved by reference to generally-available data, i.e. statistics relating to commutes to work, as well as internal migration leading to permanent residency status. At the beginning we delimited agricultural areas. Then we compared the picture obtained with the spatial diversity of human capital. The analysis of human capital was based on three groups of measures. They are related to investments on human capital, its resources and effectiveness of its application, successively. The results show that agricultural areas are rather those one with the lowest level of human capital index. The core-periphery scheme reveals. Evidently developed core-periphery scheme has serious consequences. On one hand establishment of megalopolises rich in human capital should enable them successful competition at international stage. On the other hand establishment of strong centres at the costs of peripheral -agricultural areas is a serious problem. Great differences that appear between large towns and the rest of the country may get deeper as long as there are no development impulses from the centre to peripheries.

Nowadays, the education level is treated as an important endogenous resource of economic development, defining the development potential of territorial systems. In this context, the level of education can be treated as a resource of towns, regions or states. But this paradigm has undergone transformation in the last decades, especially at the time of the socio-economic and political change in Poland in 1989, and its impact in the future will be different, with due account for the increasing globalization, internet usage, importance of knowledge in development, servicising of the economy, etc. Despite the dynamic growth of the share of inhabitants with higher and secondary education in the last two decades, the spatial distribution of the respective measures remains highly stable. Such high stability (inertia) of the educational spatial structures will also play a significant role in the future importance of education for rural development. The aim of the chapter is to study the changes in the educational attainment level of inhabitants of rural areas in Poland in the recent two-three decades and to identify the perspectives for further importance of education levels of the rural population for the development of rural areas of Poland. The analysis were based on the review of scientific literature, strategic papers, and data collected by public statistics.

However, the Internet still seems to be a phenomenon which is the subject of psychological and sociological study. The locationlessness of the Internet is only apparent. Knowing that the phenomena occurring in the Internet space are characterized both by concentration and deconcentration, the question arises whether they actually lead to the creation of new territorial configurations. Level of Farmers' Educational Attainment in Poland-Spatial and Temporal Analysis. The aim of the present study is to show the changes in the level of farmers' educational attainment in Poland in recent years and studying the education's attitudes of farmers on acquisition of the farm. The work was based on data collected during the Agricultural Censuses in 1996, 2002 and 2010 and results of a survey realized in the spring of 2014 among 2,411 farmers from 60 municipalities in the country. The presented data show that the education of farmers in Poland in recent years has changed significantly in terms of shares of the various types of education, while in the case of spatial distribution only slightly, as a result of historical and contemporary socioeconomic relations. Cross-sectoral partnerships, known as Local Action Groups (LAGs), are a key pillar of the European Union’s Community-Led Local Development approach in member states. LAGs prepare bottom-up territorial strategies, having a relatively high degree of freedom to set their own development goals and the scope of the activities for which they receive EU funding. In this sense, there is clear potential for LAGs to implement local scale initiatives around renewable energies (RE). To understand the scope and extent of such bottom-up initiatives in Poland, we analyse the regional diversity of operations in RE in the local development strategies of 324 LAGs prepared for the EU Programming Period 2014–2020. Specifically, we analysed whether local communities planned to undertake educational actions or investments related to RE in their strategies. These transitions hinge on many prerequisites, one of which is providing access to land for farmers and new entrants who experiment with sustainable farming models. However, for socio-technical transitions in farming to be viable, access to land should be complemented with securing access to “intangible” resources such as skills, knowledge or networks. It seems that increasingly often these resources are being provided by various grassroots initiatives. Abstract Governance and rural development programmes such as the European Union's LEADER programme are claimed in the policy literature to mobilise the involvement of the third sector in local development decision-making. Tracing the emergence of the third sector from the collapse of the socialist regime in the late 1980s to the aftermath of Poland's EU LEADER programme, this paper presents nation-wide data relating to the changing profile of the third sector in Poland's rural areas over time. Our analysis suggests that the implementation of the Polish LEADER + Pilot Programme (2004–2006) and the LEADER 4th Axis in Rural Development Programme (2007–2013) resulted in a significant increase in the number of third sector organisations. Using secondary data to examine the factors attributed to this increase, we found that the financial support offered by the LEADER programme incentivised the formal registration of third sector organisations. However, an analysis of primary data found that third sector organisations' dependence on acquiring funding constrained how they identified and achieved their own objectives. Nonetheless, we found that active involvement of the third sector in LAGs had a positive impact on the latter's engagement with local inhabitants in activities such as formulating local development strategies. We conclude that now, over a decade since the initiation of the Polish LEADER programme, the third sector has grown exponentially but its institutional character remains in flux. The presence of the third sector, its resources, and its power in rural governance is patchy. A greater period of time and targeted policy supports are required for the third sector to have a more defined and powerful presence in inter-sectoral partnerships and in rural areas more generally.

The objective of the present study is to identify rules governing the distribution and thematic structure of creative activities, using the region of Lower Silesia in southwestern Poland as an example. This empirical study is based on the data obtained from the Central Registration and Information on Business (CEIDG) as of 2018. Rural areas (compared to cities) generally display a lower level of economic activity. Analysis results confirm that craft-based activities are usually carried out outside large cities. A clear structure of specialisation among creative activities indicates that rural areas should mainly undertake activities that are consistent with the character of a particular local setting and are strongly connected with local conditions.

Obserwujemy obecnie wzrost znaczenia przestrzeni cyfrowej-coraz więcej interakcji pomiędzy ludźmi, ich aktywności przenosi się w całości lub częściowo do tej przestrzeni. W rezultacie w nauce, w tym w geografii, pojawiły się nowe problemy oraz powstają i rozwijane są nowe sposoby badań. Uwzględniając to celem opracowania jest przybliżenie sposobów eksploracji sieci WWW w odniesieniu do wyszukiwarek inter-netowych. Wyszukiwarki są bowiem jednym z popularniejszych i łatwych do wykorzy-stani narzędzi eksploracji przestrzeni cyfrowej. Przedstawiono dwa sposoby pozyskania danych, a w konsekwencji analiz: manualne wpisywanie zapytań lub korzystanie ze skryp-tów oraz korzystanie ze specjalnych usług dostarczanych przez operatorów wyszukiwarki. Podjęto również rozważania dotyczące zalet i wad prezentowanego podejścia do analizy przestrzeni cyfrowej.

Zarys treści. Powstanie internetu oraz sieci www, przyczyniło się do głębokich zmian w społecznym i ekono-micznym funkcjonowaniu ludzi oraz jednostek przestrzennych. W przypadku geografii doszło do poszerzenia przedmiotu badań oraz pojawienia się nowych sposobów poznawania świata przez geografów. Spowodowa-ło to powstanie nowych możliwości oraz wyzwań, głównie związanych z określeniem miejsca internetu oraz przestrzeni cyfrowej (stworzonej z danych generowanych poprzez korzystanie z internetu, technologii kompu-terowych) w badaniach geograficznych. Celem opracowania jest określenie podstawowych problemów w bada-niach nad internetem i przestrzenią cyfrową. W artykule przedstawiono spojrzenie na tę problematykę z dwóch komplementarnych perspektyw: przestrzeni cyfrowej jako źródła informacji o przestrzeni rzeczywistej oraz przedmiotu badań. W pierwszym przypadku przestrzeń cyfrowa dostarcza danych będących podstawą opisu przestrzeni rzeczywistej. W drugim istotne jest odkrywanie natury przestrzeni cyfrowej oraz określanie wzajem-nych relacji pomiędzy przestrzenią cyfrową i rzeczywistą. W ramach opracowania przedstawiono cztery wybra-ne problemy badawcze występujące w tym zakresie geografii społeczno-ekonomicznej, który koncentruje się aspektach działań człowieka związanych z tworzeniem przestrzeni cyfrowej, korzystaniem z internetu oraz jego funkcjonowaniem. Do tych problemów zaliczono: wykluczenie cyfrowe, kwestie zarządzania procesami społecz-no-ekonomicznymi, cyberbałkanizację, związki przestrzeni rzeczywistej z przestrzenią cyfrową. Słowa kluczowe: internet, przestrzeń cyfrowa, geografia. Wstęp Internet to medium, które pomimo krótkiej historii, jest obecnie istotnym składnikiem na-szej codzienności. Przekształcając wiele przejawów życia, wpłynął na zmianę środowiska (otoczenia) człowieka oraz jego funkcjonowanie w przestrzeni. Jednocześnie wiele aspek-tów jego tworzenia czy funkcjonowania uwarunkowanych jest przestrzennie. Stąd też za-interesowanie się geografów oraz przedstawicieli innych dyscyplin internetem, odkryciem cech, praw, mechanizmów związanych z jego funkcjonowaniem. Już w początkowym okre-sie badań zwracano uwagę na jego potencjalny wpływ na zmianę znaczenia takich geogra-ficznych koncepcji jak: przestrzeń, miejsce, środowisko, krajobraz (Brunn, 1988). The objective of this paper is to describe the place of individual countries in digital space through the lens of Internet domains and specific websites. We will discuss the global geography of domains in reference to states and other entities of spatial organization, and changes in the positions of individual websites. These issues will be approached with an awareness of the significant changes taking place in the functioning of the Web, particularly cyberbalkanization. This study mainly used data from Alexa rankings, the best free source of information available on the behavior of Internet users. One conclusion is the clear U.S. dominance over other countries in relation to number of most popular domains. Despite the clear U.S. dominance, the BRIC countries—Brazil, Russia, India, and China—play an increasingly significant role in the geography of domains. The trends discussed in this article are related to the so-called balkanization of the Internet. Regulations of its functioning and the growing importance of national websites and search engines have contributed to deepening the differences between Internet users in different countries.

The objective of this paper is to describe the visibility of cities and their mutual connections in digital space. This study used the Google search engine to obtain information on Google-indexed web sites concerning Polish cities. Socioeconomic data were analyzed to identify the relationships and similarities between online and offline worlds. The results support conclusions about two important problems associated with such analyses: temporal changes and the relationships between online and traditional measures describing individuals’ socioeconomic activity.

The purpose of this paper is to determine whether the connections in cyberspace relate in any way to borders as understood in geographical terms. This goal requires testing Tobler's First Law of Geography. Analyses of hyperlinks come under the domain of webometrics, which seeks to answer the fundamental question: Is it possible to measure the Web? This study identified all websites which have hyperlinked to the websites of local authorities in the region of Lower Silesia. These websites were classified by the geographical location of the entity determining their content and thematic category. On the whole, it can be said that connections in cyberspace largely reflect actual functional borders. However, the main functional node dominating cyberspace is a country's capital.

The aim of the article is to present the possibilities of using local indicators of spatial association (LISA) in the analysis of social phenomena on the urban scale. Apart from the methodological aspect concentrating on the description and possible applications of LISA, the paper also includes a cognitive aspect. It is related to defining spatial diversification concerning electoral preferences of the inhabitants of Wrocław during the Sejm and Senate elections in 2007. At the same time, the author attempted to combine the analysis of support for particular political parties (PO, PiS, LiD) and voter turnout in general with the age structure of the voters. Constituencies were used as spatial reference units. In the 2007 Sejm and Senate elections there were 270 of them. Such number of spatial units allowed to identify the phenomenon precisely. As a result of using LISA, concentrations of spatial units with similar characteristic feature values were obtained. This allowed to define the areas of concentration of population with particular electoral preferences. The remaining concentrations of spatial units characterized by similar values are largely distinguished by physical barriers existing in the space of Wrocław (the main traffic routes and the Oder). The support analyses conducted for the three most important parties (PO, PiS, LiD) revealed that their support is heavily diversified within the city space. This is connected with the special character of inhabitants of particular areas of the city. It needs to be stressed that the performed analysis of connections between electoral preferences and age groups indicates that this feature does not explain electoral attitudes. The influence of age does not have summary character; it is rather an outcome of the main dimensions of the age structure. However, combined with other elements of the urban tissue in the broad sense, the influence of the age factor can account for electoral preferences in large cities. Therefore, the age of voters does not explain electoral preferences itself, but can be useful in explaining this phenomenon on a more appropriate spatial level – the level of constituencies.
