Imigration

The current work is a case study of the Ijuhy Colony, settled in 1890 in the northwest of the State of Rio Grande do Sul. The colony received several settler groups, among them a large group coming from the Austro-Hungarian Empire in 1893. The Austrian prospered in the colony and, in 1933, for the celebration of 40 years of settlement, Ludwig Streicher wrote a bulletin in German, describing the story of the migration and the settlement on Brazilian land. That bulletin represents the Austrian group, being a document of the immigration that has left a mark on the memory of the descendants of those original settlers. The current work aims to study the migration process of that group, starting off by understanding the history of the Austro-Hungarian Empire and their settling in the southern region of Brazil. The original bulletin, as written by Ludwig in German blackletter and published in 1933, is presented here, with its translation published in 1988 for celebrating 95 years of Austrian immigration. For this study, especially on the buletin, a new translation was done, showing the variety of information included at the time of its original publication. So we try to understand the bulletin as a document of reference of that group, as well as to understand it in the historical context of the 30's, under President Getúlio Vargas, when a greater importance started to be given to Brazilian values. Likewise, in 1988, the bulletin was published and translated, celebrating 95 years of Austrian immigration and recovering some of the memory and identity of that group.

A Semana de Arte Moderna transcorre na convergência de duas mudanças decisivas na história brasileira. Uma na esfera sul-atlântica, outra no âmbito do território nacional. A primeira mudança, relativa à emergência da Argentina como concorrente e eventual modelo do “progresso à americana”, repercute no Rio de Janeiro e em São Paulo. A segunda, derivada das migrações do Nordeste para o Centro-Sul – simultaneamente ao declínio da entrada de imigrantes no Brasil –, tem como teatro central a capital paulista e o estado de São Paulo, mas transforma o país inteiro.

Resumo Subjetividades Transgresoras: Migración, Transnacionalidad y Transsubjetividad Diferentemente de outras épocas, o imigrante na atualidade continua mantendo laços e relacionamentos estreitos e contínuos com seu país de origem, exercendo um protagonismo psicossocial e cultural em ambos os países. O presente artigo examina, particularmente, ressonâncias do transnacionalismo na subjetividade, tomando como objeto de análise uma música angolana que retrata sentimentos de estranhamento, sentidos por uma mulher, das condutas e atitudes do marido recém­retornado do Brasil. Na letra da música, a mulher se queixa de que o marido retornou bastante abrasileirado, expressando no relacionamento com ela hábitos e costumes que considera estranhos, inadequados e transgressores aos hábitos e à moralidade locais. É possível verificar, mediante essa música, o quanto o tema da emigração para o Brasil está presente no imaginário dos angolanos e como se sentem afetados pela transubjetividade dos seus conterrâneos que retornam e infiltram elementos estranhos e transgressores na mais recôndita intimidade da cultura, representada pela vida afetiva e sexual e um casal. Unlike in other times, the immigrant today continues to maintain ties and close and continuous relationships with their country of origin, exerting an important psychosocial and cultural role in both countries. This paper examines, in particular, resonances of transnationalism in subjectivity, taking as object of analysis an Angolan song that portrays feelings of estrangement of a woman, because of the attitudes and behaviors of her husband, who had newly returned from Brazil. In the lyrics, the woman complains that her husband returned quite brazilianized, expressing in the relationship with her habits that she considers weird, inappropriate and offensive, according to local customs and morality. It is possible, according to this song, to see how the theme of emigration towards Brazil is present in the minds of Angolans and how they feel affected by the transubjectivity of their countrymen who return to home and instill foreign and transgressive elements in the innermost intimacy of their culture, here represented by the affective and sexual life of a couple.

To Rusell Keat and John Urry, epistemological approaches in social science theories can be examined under three basic concepts of science: positivism, realism, and conventionalism. This paper is aimed at writing with the realist approach. For a realistic approach, a sufficient causal explanation requires the discovery of both regularly interrelated phenomena and the mechanisms that link them together. The mechanisms that link populism and income inequality as phenomena related to migration will be investigated essentially in this work. Paper will be devoted essentially to understanding whether there is any colouration between populism, immigrant opposition, and income inequality with these research questions; Why is populism rising? How can we explain the mechanism of the rise of populism and anti-immigrant movement? The general structure of the paper is shaped that after the roughly general description of populism, the Austrian history of immigration and its effects on Austrian politics are briefly mentioned. Thomas Piketty's income inequality these centered on the relationship between rising populism and the immigrant opposition is also touched upon. Finally, the antitheses and critics of the allegedly argued arguments on the paper were given at the end.

A tese discute o acolhimento de refugiados no Estado de Mato Grosso do Sul, por meio da voz de seus autores, ou seja, aqueles que realizam o atendimento, acolhimento e encaminhamento de refugiados que chegam ao Estado, entendendo que solicitantes de refúgio ou refugiados são pessoas que deixaram seus países, às pressas, devido a violência e ter a vida em risco. Se questiona que tipo de acolhimento é oferecido aos mesmos que devem estar sob a proteção internacional dos direitos humanos, estabelecendo o espaço contraditório de que o Brasil é um país acolhedor.

Synthèse des travaux sur l'immigration et la présence étrangère en France NOTES L' immigration de Turquie vers la France constitue une des vagues migratoires les plus tardives qui se développent au moment où les pays comme l'Allemagne et la France vont mettre un terme à leur politique de recrutement de travailleurs. Ainsi, la France devient dès les années soixante-dix le deuxième pays d'installation des immigrés de Turquie après la République Fédérale Allemande. Suite au coup d'État du 12 septembre 1980 en Turquie, une nouvelle vague migratoire de Turquie vers l'Europe apparaît : l'immigration des réfugiés politiques. Il existe aussi une immigration clandestine dont l'ampleur est diffi cile à évaluer. Aujourd'hui, la population originaire de Turquie en France se caractérise par sa féminisation et son rajeunissement. Actuellement, les personnes originaires de Turquie vivant en France, y compris les personnes ayant la double nationalité, sont estimées à 326 000 individus, concentrés en Alsace, Rhône-Alpes et dans la région parisienne. Bien que cette population ait fait l'objet de peu d'études, certains parlent souvent de tendance au repli communautaire. Cependant les éléments qui font obstacle ou au contraire favorisent l'intégration, n'ont pas été suffi samment analysés jusqu'à présent. L'objectif de cette étude est donc de présenter les trajectoires singulières de ces immigrés, d'analyser ce qui les distingue et rapproche des autres groupes d'immigrés, de dessiner un tableau aussi complet que possible de cette population et de percer


les raisons du fameux « repli sur soi ». La première partie de cette étude est consacrée aux caractéristiques générales de la vague migratoire provenant de Turquie vers la France. L'évolution sociale et économique de la communauté immigrée est traitée dans la deuxième partie de cette étude et notamment la mobilité socioprofessionnelle et les entreprises d'immigrés, les caractéristiques et la transformation de la famille

It wasn’t possible to create the total emigrant political center in 1920–1930s because of the conditions in the environment of the Russian emigration, it was necessary to find an alternative. Only regional and continental political centers of Russian abroad, for example, Western European, Balkan, Far East, North America and other associations could serve as an alternative. As a result, there were created several associations: «All-Russian Association of America», «Bureau of Russian emigrants in the Manchu-Go», «anti-communist Central Committee of the Russian emigration in North China», «Bureau of Russian immigrants in Germany», «Russian national Front», «Russian antikomintern».

The purposes of this research are study to changes of illegal migration process of Thai labours into the Republic of Korea, to study the factors that encourage labours to decide to do illegal way and to study the government aspect through the problem. This study illustrates the change of illegal Thai migrant workers through the lens of international labour migration, mobility and criminological. It aims to identify dynamism and factors influencing labour’s decision-making in regard to their illegality. The data is collected from in-depth interviews of the experienced labours, travel agents, government officers together with participant observation and documentary research.
The findings from the study show that the approach of illegal migration has mainly changed from formerly relying solely on illegal agents to traveling alone while having ‘the helpers’ at the destination. Compared with the past mobility, most of the recent illegal labors have higher education and younger age, especially those who just marked their first step as illegal migrants. Originally, people with economic-stricken background was the main group in seeking opportunities through illegal labour market. However, as the study shows from the recent mobility, the middle-class family with no debts also participated in this illegal labour market. Income still remains as a major decision-making factor, but other factors—the wider economic opportunities, the recognition of legal gap and mild punishment, the availability of information through online access as well as the experiences from traveling the world—also play a great roles in the changing pattern of illegal migratory practices.

Румынская историография о переселении болгар в Бессарабию в первой половине XIX века.

Romanian Historiography of the Emigration of the Bulgarians in Bessarabia at the beginning of the Beginning 19th Century.

Actuality of theme is conditioned by the important changes which take place in modern society in the Republic of Moldova. Geopolitical, demografic and economic questions are important when decide taking into account historical experience, accumulated in preceding centuries. Byt the second half XYII in tsar's government were developed general princips on settling of outskirts of empire with different ethnic groups. During the first two third of the XIX century governmental institutes of Bessarabia regulated socio-political and socio-economical relations between immigrants and accepted their indigenous population. In our opinion, that study of works which lighted up the policy of Petersburg on settling of territory of south of Bessarabia colonists in a historical aspect, analysis of migration as one of forms of dialog of the state and society with community of migrants, important for development of complex problem of national minorities, were exposed elements and dynamics of migratory population. It was traced by us that published in different periods studies, about the migrations process affect at the beginning of XIX century, undoubtedly, involuntarily or purposefully reflected one or another predilections of authors, were though based on large-scale material based on real sourses. We exposed and gave description in the survey plan of the basic stages of study of history of settling in Bessarabian edge, in Romanian historiography. In the process of prosecution of theme we exposed the basic problems of study of such as lack of material and at times subectiv illuminations of event.

Esta obra congrega resultados de pesquisas e estudos realizados por professores e acadêmicos de diversas áreas de conhecimento a respeito das migrações e refúgio, sob a perspectiva atual das políticas públicas e sociais voltadas para a educação, saúde, assistência social e direitos humanos, buscando discuti-las no campo das desigualdades sociais vigentes na sociedade capitalista de hoje.

Este trabalho tem por objetivo investigar por que o Club de Regatas Vasco da Gama foi criado em 1898 e quais motivos o levaram a obter rapidamente sucesso esportivo e capilaridade na população da cidade do Rio de Janeiro. Através da análise histórica do processo de criação, da fundação e da trajetória da agremiação vascaína, entre 1898 e 1906, analisa-se a presença e a participação dos portugueses na metrópole carioca. Outrossim, conseguimos observar de que forma a prática do remo dramatizou questões como o preconceito social e o antilusitanismo, presentes na sociedade analisada no período em tela.

This work aims to investigate why the Club de Regatas Vasco da Gama was created in 1898 and what reasons led it to quickly achieve sports success and capillarity in the population of the city of Rio de Janeiro. Through the historical analysis of the creation process, the foundation and the trajectory of the Vascain association, between 1898 and 1906, the presence and participation of the Portuguese in the metropolis of Rio de Janeiro is analyzed. Furthermore, we were able to observe how the practice of rowing dramatized issues such as social prejudice and antilusitanism, present in the Society analyzed in the period in question.

To tell more than three hundred years of family history is a much more precious treasure than the materiality of a wealth of real and movable property, really. It has no similar being so so unknown and at the same time so studied, while belonging to a group that developed in Brazilian lands leaving great cultural heritage and at the same time without a national prominence that history saves. We have this memory and tradition above all else. I recognize that it is not for all such influence in the aggrandizement of a place as the so many Portuguese, with tremendous stories, sometimes scabrous and epochs, times of colonization of strange lands, politically differentiated from the original mater, totally distanced from the European standard model.

Esse material é resultante da pesquisa Olly e Werner Reinheimer: moda, arte e política. Do arquivo pessoal ao patrimônio nacional, aprovada no edital Universal do CNPq, em 2013. Trata-se de material em construção.
Apresento aqui a primeira parte da investigação sobre a trajetória do casal, a construção do acervo e o material visual ali constante. Nessa parte procuro apresentar as famílias de ambos até o encontro do casal e as primeiras investidas de Olly na experimentação artística, na década de 1950. Dada a inexistência de uma sistematização anterior dessas trajetórias, esse trabalho supôs um processo longo e minucioso de cotejamento de dados, de busca de informações de diversas ordens e o contato com uma série de pessoas dispersas pelo mundo, muitas vezes no melhor estilo detetivesco, para o qual a Internet foi uma ferramenta imprescindível. Nesse processo, alguns historiadores alemães e um brasileiro foram de grande contribuição: Angelika Heider, Monika Schmidt, Gerhardt Brändle e Fábio Koifman. Há diversas inferências no texto, dada a impossibilidade de recuperar algumas informações. Todas essas inferências foram explicitamente indicadas no texto.

Artigo analisa o processo de construção das representações sobre a gênese, desenvolvimento e consolidação da Região Colonial Italiana no Rio Grande do Sul, desde sua fundação, em 1875. Enfatiza as celebrações e publicações do Cinquentenário, Sesquicentenário e Centenário daqueles sucessos. Destaca o processo de integração daquelas representações às representações regionais dominantes; as iniciativas sobre elas do governo fascista; sua depressão, quanto do processo de nacionalização, após 1937 e, sobretudo, quando do ingresso do Brasil na II Guerra. Aborda a retomada daquele processo cultural-ideológico nos anos 1975 e os estudos sucessivos revisionistas, críticos ao processo de construção-apropriação da memória pelos segmentos dominantes da RCI, do Estado e do país.

Χωρίς να είμαι Έλληνας, είχα τη χαρά και την τιμή να χαίρω της φιλίας του Απόστολου Πατελάκη, ο οποίος μου μίλησε για το επιστημονικό του πόνημα. Αμέσως, του υποσχέθηκα πως θα είμαι στο πλάι του παντί τρόπω, ώστε να τον βοηθήσω, ιδίως σε ό,τι αφορούσε την υποστήριξη της δουλειάς του αναφορικά με την αρχειακή έρευνα. Ως εκ τούτου, μπορώ να δηλώσω πως συγκαταλέγομαι μεταξύ των τυχερών που υπήρξαν μάρτυρες της γέννησης αυτού του βιβλίου, ακόμα από τη φάση της διαμόρφωσής του. Κατά τη γνώμη μας, η μεγαλύτερη συμβολή του Απόστολου είναι πως κατόρθωσε να ξεπεράσει το προσωπικό του πάθημα, την προσωπική του εμπειρία, και να καταγράψει στο χαρτί μία ιστορία ειλικρινή, έντιμη και όσο το δυνατό περισσότερο αντικειμενική. Η επίμονη έρευνα του καθηγητή Πατελάκη θα συνεχιστεί, είμαστε σίγουροι, έχοντας την ελπίδα πως αυτό το βιβλίο θα έχει, πολύ σύντομα, συνέχεια. Από μέρους μας, εκφράζουμε τα συγχαρητήριά μας προς τον συγγραφέα, ενώ προς τους αναγνώστες την παρότρυνση να ασχοληθούν με τις σελίδες που ακολουθούν με την ίδια αγάπη που ο συγγραφέας τους τις έγραψε. Η μελέτη του Απόστολου Πατελάκη αποτελεί μια ειλικρινή και έντιμη συνεισφορά σε ένα άγνωστο, έως σήμερα, κεφάλαιο της ελληνικής αλλά και της ρουμανικής ιστορίας. Γνωρίζω τον Απόστολο εδώ και αρκετά χρόνια. Με τιμά με την φιλία του και του οφεί-λω ευγνωμοσύνη γι' αυτό. Γνωρίζω το πάθος του για την ιστορία, τον ελληνικό Εμφύλιο Πόλεμο, την πολιτική προσφυγιά, τη «στοργική μάνα», τη δεύτερη πατρίδα του, τη Ρουμανία. Τον ευχαριστώ που μου εμπιστεύθηκε ένα χειρόγραφο της μελέτης του. Το «ρούφηξα» με αμείωτο ενδιαφέρον, συγκινήθηκα ακολουθώντας το παράδειγμα και τα συναισθήματά του, οργίσθηκα, προβληματίσθηκα καθώς μπροστά στα μάτια μου ξεδιπλωνόταν μια από τις μελανότερες σελίδες της νεότερης ελληνικής ιστορίας. Η μελέτη του Απόστολου Πατελάκη είναι γραμμένη με το χέρι χιλιάδων πολιτι-κών προσφύγων, παιδιών της Ελλάδας στη Ρουμανία και τις υπόλοιπες σοσιαλιστικές χώρες. Είναι η δική τους φωνή, βαθιά φιμωμένη επί δεκαετίες, παραδομένη στη λήθη της ιστορίας. Η ανά χείρας μελέτη οριοθετεί σε μεγάλο βαθμό το μέλλον της ιστορικής έρευνας αναφορικά με τις κοινότητες των Ελλήνων πολιτικών προσφύγων. Διεξοδική και πολυεπίπεδη θα εξελιχθεί, είμαι βέβαιος, σε σημείο βιβλιογραφικής αναφοράς τα επόμενα χρόνια. Αξίζει να διαβαστεί προσεκτικά από τους φιλίστορες και να τροφοδοτήσει έναν γόνιμο διάλογο για ένα ζήτημα που εξακολουθεί να δημιουργεί εντάσεις και να αναμοχλεύει πάθη μεταξύ των ανθρώπων.

A obra descreve as práticas, as memórias e as representações sociais de imigrantes e descendentes de sírios e libaneses na cidade do Rio de Janeiro no que se refere à vida familiar, à trajetória de vida e às suas participações na vida social mais ampla. O foco da pesquisa é centrado no desempenho das atividades econômico-profissionais da chamada segunda geração da diáspora síria e libanesa, estabelecida
na cidade do Rio de Janeiro. Ademais, o trabalho busca compreender, a partir dos relatos de vidas selecionados e colhidos entre 2002 e 2003 como fonte para esta pesquisa, as memórias individuais que se entrecruzam na construção de uma memória coletiva do grupo. Fontes documentais, tais como a pesquisa histórica, foram adicionadas às fontes orais, representadas por 27 entrevistas de imigrantes e de seus filhos nascidos no Brasil e que chegaram ao país na primeira metade do século XX. As narrativas estão organizadas em três blocos – profissionais liberais, comerciantes e mulheres. O trabalho destaca como conclusão que as tradições representadas pelo cotidiano da família sírio-libanesa mostram-se, para o grupo, como seu patrimônio mais relevante

Le  phénomène  de  la  migration  constitue  un  défi  majeur  pour  l’ensemble  des  Etats.La
thématique du changement climatique et ses effets induits sur les modes de vie et de subsistance
permettent de jeter un regard nouveau et décisif sur ce phénomène naturel. La présente
étude a pour objectif général de déterminer les représentations sociales de l’immigration
chez les étudiants en Côte d’Ivoire. Cette démarche a été opérationnalisée grâce à un guide
d’entretien semi-structuré adossé à la théorie des représentations sociales. L’étude s’est faite
auprès des jeunes étudiants de 2 universités publiques d’Abidjan. Les principaux résultats
indiquent que les étudiants ont une représentation sociale ambivalente de la migration. Il
s’agit d’un phénomène qui présente des risques certains pour le candidat au départ et qui
peut  s’expliquer  aussi  conjointement  par  les  difficultés  d’insertion  socioprofessionnelle  qui
hypothèquent l’avenir de ce groupe d’acteurs spécifiques.

Há uma diáspora sene-galesa em várias partes do mundo. A Europa e vários países da África Ocidental são espaços mais antigos de fluxos migratórios; a América do Norte e a do Sul são mais recentes. Todos eles são reveladores de múltiplas causalidades e especificidades. Os senegaleses chamam muito a atenção nos espaços de destino por algumas características de seu modus vivendi, em particular, suas manifestações religiosas, linguísticas, culturais, de pertencimento grupal e de expressão solidária. Esses processos produzem indagações e resultam em pesquisas científicas em várias partes do mundo, em particular , no Brasil. Há muitos pesquisadores e estudos já efetuados e em andamento. Nesse sentido, na presente coletânea, objetivamos socializar alguns deles. Buscamos contemplar alguns dos temas que são caros ao horizonte migratório em que senegaleses se inserem, dinamizam, carregam, reivindicam e produzem. A s múltiplas trajetórias espaciais e suas causalidades e enfrentamentos, o horizonte laboral, a família, as questões de gênero, as expressões culturais e religiosas, as tentativas de imprimir processos interculturais, as legislações e suas adaptações às intencionalidades dos imigrantes, o comércio nas ruas centrais das cidades-que tem provocado tantos conflitos e embates e ao mesmo tempo revelado dinamismos-inventividades e estratégias mercantis, dentre outros aspectos. Intencionamos contribuir para o melhor entendimento da presença de imigrantes, em particular, de senegaleses, nos cenários onde eles es-tão inseridos, pois, a presença deles pode produzir, também, autorreflexão junto aos autóctones, auxiliar nos processos de integração intercultural e de convivência harmônica, tão necessários no mundo atual.

Resumo: A constituição é um importante instrumento para a sedimentação dos direitos fundamentais em benefício de todos os grupos sociais que fazem parte da subjacente comunidade, dentre os quais se incluem os estrangeiros, migrantes ou refugiados. Assim, o reconhecimento jurídico deste grupo, a partir da teoria do reconhecimento de Axel Honneth, ainda que pela via jurisdicional, é de extrema importância para a manutenção da ideia de uma constituição pluralista, na concepção de Gustavo Zagrebelsky, e para que os integrantes deste grupo social possam manter e/ou desenvolver a sua identidade e o seu autorrespeito frente aos demais integrantes da comunidade, sob pena da institucionalização das relações de subintegração em desfavor deles (Marcelo Neves). Como exemplo do reconhecimento jurídico do estrangeiro é a decisão do Supremo Tribunal nos autos do RE 587.970, de relatoria do Ministro Marco Aurélio, em que restou assegurada a uma estrangeira italiana e idosa residente no Brasil há mais de 54 anos o benefício assistencial previsto no art. 203, inc. V, da Constituição Federal de 1988.


Abstract: The constitution is an important instrument for settling fundamental rights for the benefit of all social groups that are part of the underlying community, including foreigners, migrants, or refugees. Thus, the legal recognition of this group, based on Axel Honneth's theory of recognition, albeit through the jurisdictional way, is extremely important for the maintenance of the idea of a pluralist constitution, with the creation of Gustavo Zagrebelsky, and so the members of that social group can maintain and/or develop its identity and self-respect towards the other members of the community, under penalty of institutionalizing subintegration relations to their detriment (Marcelo Neves). As an example of legal recognition of foreign, the decision of the Supreme Court of Justice in the case of RE 587.970, by the rapporteur of Justice Marco Aurélio, in which remained an Italian and elderly foreigner resident in Brazil for over 54 years or assistance provided for in art. 203, inc. O título desta obra dimensiona o seu significado e a natureza do conteúdo apresentado. Trata-se, de fato, de uma publicação que promove, efetivamente, um “encontro de memórias”. Aliás, esta “reunião” enfeixada em livro, pereniza a extensão do Encontro da Regional Sul de História Oral – Associação Brasileira de História Oral, realizado em Porto Alegre, no Centro Histórico-Cultural Santa Casa (CHC), em agosto de 2017. Significativos trabalhos então apresentados, em diversos Simpósios Temáticos, animou o Laboratório de História Oral do CHC a organizar esta obra.
Esta publicação dimensiona as possibilidades da História Oral – cuja metodologia cada vez mais conhecida e apropriada vem permitindo a produção de fontes orais – como também promovendo a inclusão de temáticas e recortes da realidade, até recentemente silenciados nos escaninhos do tempo presente.
São doze capítulos, com diversos trabalhos que transitam por temáticas do interesse daqueles que ultrapassaram a porta da “historial oficial”, dando protagonismo a muitos atores e agentes que promovem a inclusão, combatem a diversidade, animam o respeito aos direitos e articulam estratégias para a vigência da democracia, apesar dos reveses impostos no cotidiano.
É interessante registrar que os textos desta obra possibilitam, também, mostrar as diferentes formas e abordagens da prática da História Oral, uma vez que seus autores tem uma representação espacial não só da região Sul, como também de outros estados do Brasil. Trata-se de uma oportunidade de entrecruzamento de experiências e fazeres, com certeza frutífera, que aproxima e promove diálogo e aprendizagem, sempre necessários, para os que se valem das narrativas, cujas escutas vêm sendo ampliadas e os silenciamentos desocultados.
Que a leitura desta obra, para além de atraente, seja frutífera e instigadora, como também animadora de próximos encontros em outros “palcos da memória”.

Giriş Osmanlı döneminde Tanzimat ile birlikte yasal ve kurumsal alanda hız kazanan çağdaşlaşma sürecinde kentsel mimari çevrenin düzenlenmesi temel konulardan biri olarak ele alınmıştır. Kendiliğinden gelişen organik dokulu kentler yerine belli kurallara göre düzenlenmiş planlı yer-leşim birimleri yeğlenmiş, bunun için özellikle yangın nedeniyle boşalan alanlarda ızgara planlı sokak dokusunun oluşturulmasına çalışılmıştır. Kırsal alanda köy yerleşimlerinin düzenlenmesi ise ilk olarak 19. yüzyılın ikinci yarısında Osmanlı'nın kaybettiği topraklardan gelen göçmen-lerin iskanı için gündeme gelmiş, ızgara planlı eşit parselasyonlu köyler kurularak bu kitlelerin yerleştirilmesine çalışılmıştır 1. Osmanlı köylerinin genelinde önemli sağlık sorunlarının olduğu ve mevcut yerleşmelerin fenni koşullara göre düzenlenmesi gereği ise ancak 2. Meşrutiyet döneminde (1908) İttihat ve Terakki Fırkası'nın yönetiminde ortaya konmuştur. Fırka'nın so-syolojik ve ekonomik yönleriyle birlikte " köy sorunu " olarak tanımladığı olgu karşısında yurt-dışındaki uygulamalar da incelenerek çeşitli yasal düzenlemeler geliştirilmiştir. 1. Dünya Savaşı koşullarında bu çabalar mimari uygulama boyutunda karşılığını pek bulamamış olsa da, Cum-huriyet dönemine önemli bir fikirsel miras bırakmıştır. Cumhuriyet döneminin başında köyün çağdaşlaştırılması devletin temel görevlerinden biri olarak tanımlanmış, bu çerçevede bütün köylerin modern sağlıklı bir çevreye kavuşması için yasal düzenlemeler yapılmıştır 2. Uygula-ma alanında ise ilk örnekler Lozan mübadillerinin iskanı sürecinde gözlenmiştir. Her ne kadar mübadiller için esas olarak Rum göçmenlerden kalan yerleşimler tahsis edilmişse de, bu köyler-in çoğunun harap durumda olması ya da yetersiz kalması nedeniyle bazı topluluklar için devlet 1 Bu konuda ayrıntılı bilgi için bkz. The Marinković family, with origins from the island of Brač, immigrated to an eastern Bolivian province of Santa Cruz in the mid 1950s. Due to agricultural business, among other things, the family has become one of the richest and most influential families in Bolivia.
Some analysts amalgamate his origin with his oppositional activities in Bolivia. Namely because Marinković is opposed to the 21st century Socialism policy which is being enforced by the president Evo Morales for which he claims is a communist policy comparing it with Tito´s policy in Yugoslavia. With that in mind, the aim of this paper is to analyse to which extent the immigrant origin of the Marinković family has influenced his political activities. That analysis can be carried out by relating his political activities to the Ustaša immigrants who came to Latin America after the Second World War and also within the context of the narrative of Bolivian authorities who believed Marinković was trying to Balkanize Bolivia.

Iran is one of the top refugee-hosting countries in the world. After the beginning of war in Afghanistan in the late 1970s and 1980s, Iran opened its borders to Afghan refugees. Unlike Pakistan, Iran allowed Afghans to enter the country and reside in the mainland, in cities, and villages, instead of accommodating them in border camps. That was an unusual decision that was not effectuated by Iran's government during the 1990s ongoing wave of immigrations. This paper explores the main causes for the open door policy adopted by Iran in the mentioned period and investigates the consequences that resulted from this policy. Unlike many scholars who claim the immigration policy of the time to be the result of either ideological or calculated decisions, this paper argues that there was no other alternative for the new government in the peculiar circumstances of a post-revolutionary country.

Originating from Turkey, Syria and Iraq, Assyrians/Syriacs started to migrate to Scandinavia in the late 1960s and are presently the largest Middle Eastern Christian ethnic community in Sweden. Despite generally close relations between parents and children, there are significant differences between generations with regards to education, language competences, religious practices, traditions, but also opinions on gender equality as well as attitudes towards other communities. The aim of this paper is to analyse some of these differences. The paper is based on findings from fieldwork (40 semi-structured interviews) conducted in Stockholm and Södertälje, Sweden, during 2014. The paper is part of the “Defining and Identifying Middle Eastern Christian Communities in Europe” project.

Resumo: o objetivo do artigo é refletir as perspectivas culturais, artísticas e religiosas dos alemães Estanislau Schaette (1872-196?) e Hermann Schiefelbein (1885-1933), radicados no Brasil, na primeira metade do século XX. A pesquisa investiga as apreensões históricas, culturais, religiosas e iconográficas do Hinterland brasileiro, tendo como tema central a vida de colonos alemães estabelecidos no Rio de Janeiro (Petrópolis) e no Sul do Brasil (União da Vitória – PR e entorno). A partir da História Cultural das Sensibilidades e da análise de documentos textuais, fotográficos e pictóricos, questiona-se organização e a integração de imigrantes europeus à sociedade brasileira. History, culture and religion: the Imperial City and the Contestado Region in seizures of Stanislaus Schaette and Hermann Schiefelbein (1926-1950) Abstract: the paper aims to reflect the cultural, artistic and religious perspectives of Stanislaus Schaette (1872-196?) and Hermann Schiefelbein (1885-1933), established in Brazil, in the first half of the twentieth century. The research investigates the historical seizures, cultural, religious and iconographic Brazilian Hinterland, with the central theme of the life of German settlers in Rio de Janeiro (Petrópolis) and Southern Brazil (União da Vitória – PR and surroundings). Taking into account the History of Sensibilities and analysis of textual, photographic and pictorial documents, we investigated the organization and integration of European immigrants to the Brazilian society.

O presente trabalho, fruto da pesquisa de tese que está em andamento no Programa de Pós- Graduação em Comunicação da Universidade Federal do Rio de Janeiro, busca analisar o uso das novas tecnologias da informação e comunicação pelos imigrantes sírio-libaneses nas regiões sul e sudeste do Brasil e assim verificar seu papel na construção da identidade diaspórica transnacional dessas comunidades. Verifica-se assim como as questões migratórias transnacionais e interculturais em seus mais diversos sentidos são transformadas em práticas discursivas e simbólicas nestes novos meios de comunicação. Questiona-se o que realmente está em jogo e assim compreender a contemporaneidade através da ótica migratória nas mídias digitais e suas mediações.

Necesitatea abordării unui asemenea subiect este, după părerea mea, crucială în contextul socio-politic și cultural global actual, întrucât problematizarea migrațiilor și a mișcării populațiilor dintr-un teritoriu în celălalt reprezintă astăzi, nu doar una dintre cauzele tensiunilor armate care au loc între marile puteri ale lumii, ci și unul dintre motivele (sau pretextele) de înarmare.

Özet
Kentleşme (urbanization) 20. yüzyılın ekonomik, siyasal, toplumsal ve kültürel olaylarının en belli başlılarından biridir. Türkiye’de 1950’den itibaren hızlı bir kentleşme süreci yaşanmış olup bu süreçte kendisini hızlı bir yapısal değişimin içinde bulmuştur. Bu değişimin en açık göstergesi, giderek yoğunlaşan bir kentleşme olgusudur. Kentleşme olgusunun doğurduğu birçok sonuç olmakla beraber, en belirgin ve ayırıcı özellik, toplumsal ve kültürel alanda meydana getirdiği değişmelerdir. Türkiye’deki kentleşmenin,  gelişmiş ülkelerdeki kentleşmelerden farklı, tamamen azgelişmiş ülkelere özgü özelliklere sahip bir özellik arz etmektedir. Kentleşme olgusu, tarihsel süreçte özellikle sanayi devriminden sonra hem nitelik hem de nicelik olarak belirgin bir hale gelmiştir. Kentleşme, sanayileşmeye ve ekonomik gelişmeye koşut olarak kent sayısının artmasını ve
günümüzdeki kentlerin ortaya çıkmasını sağlayan toplum yapısında, artan oranda örgütleşme, işbölümü ve uzmanlaşma yaratan, insan davranış ve ilişkilerinde kentlere has değişikliklere neden olan bir nüfus birikimi sürecidir. Kentlileşme ise kentleşme akımı sonucunda ortaya çıkan toplumsal değişmenin, insan davranışlarında ve ilişkilerinde, değer yargılarında, tinsel (spiritual) ve özdeksel (material) yaşam biçimlerinde değişiklik yaratması sürecidir. Bu süreç, beraberinde yeni sorunlar ve yeni ilişki ağları ortaya çıkarmaktadır. Bu sürecin iyi yönetilememesinden kaynaklanan, çarpık kentleşmenin ortaya çıkardığı olumsuz sonuçlar nedeniyle, yapılan araştırma sonuçları açıkça göstermektedir ki, birçok birey diğerleriyle iletişiminde çatışma ve şiddet yaşamaktadır. Kentsel alanlarda yaşanan çevre kirliliği, yoğun trafik, ulaşım zorlukları, geçim kaygısı, işsizlik, yüksek hizmet maliyetleri, ekonomik bunalımlar vb. sorunların varlığı kişinin psikolojisinde ve toplumun değer yargılarında olumsuz etkilere neden olmaktadır. Ayrıca, kentleşmenin getirmiş olduğu yalnızlık, çaresizlik, bunalım, tükenmişlik bireylerin içine düştüğü çıkmazlardır. Diğer taraftan hızlı göçlerin neden olduğu gecekondu yaşamı, düzensiz ve çarpık kentleşme, fiziksel ve sosyo-kültürel açıdan önemli sorunların yaşanmasına ve sanat ve estetikten yoksun “kimliksiz kentlerin” ortaya çıkmasına neden olmuştur. Bu olumsuz gelişmeler beraberinde, şiddet ve suç sarmalını da artırmıştır. Bu çalışmada, ülkemizde kentleşme sürecinden hareketle, Samsun ilinde kentleşme sonucunda değer yargılarında ve insan ilişkilerinde ortaya çıkan değişmeler çatışma, şiddet ve suç bağlamda değerlendirilmiştir. Bunun için, literatür taraması ve gözlem yapılmıştır.

Examination Of Changes Seen In Human Relationship And Value  Judgements During Urbanization Process In Terms Of Crime And Violence (Example Samsun)

      Urbanization is one of the most significant economical, social, cultural and political events of 20. century. Since 1950, Turkey has gone through a rapid urbanization process and during  this time she  found herself in a rapid stuructural change.The clearest indication of this change is phenomenon of urbanization getting concentrated. Although there are several conclusions that urbanization caused, the clearest and most distinctive feature is changes it caused in social and cultural fields. The urbanization in Turkey poses faetures complately unique to underdeveloped countries, unlike the urbanization in developed countriesThe phenomenon of urbanization during historical process especially after Industrial Revolution both qualitatively and quantitatively  became a mark state. Urbanization is a population deposition process creating increasing  specialization,business section and organization rate and causing changes unique to the city between human behaviours and relationship  in community structure that enables  the emergence of cities at present and the increasing number of cities parallel to industrialization and economic development. Urbanising is the process that social change caused by urbanization current created change in human behaviour and relationship, value judgements, spiritual and material life styles. This process is bringing about new problems and new  relationship networks. The research results obviously show that due to the negative results that urban sprawl which occured because of the fact that this process couldn’t controlled well caused, many individuals live conflict and violence with others.  The existence of the problems faced in urban areas of heavy traffic, environmental pollution, transportation difficulties, unemployment, livelihood concerns, high service costs, economic crises…etc. causes negative  effects in the value judgements of the society and psychology of individuals. Loneliness, despair, depression and fatigue urbanization brought about are also deadlocks that individuals come. On the other hand, squattering rapid migration caused irregular and unplanned urbanization caused important problems in terms of physical and socio-cultural and the emergence of “faceless cities” being devoid of art and aesthetic. This adverse developments increased the spiral of violence and crime  with it. In this research, starting from the urbanization process in our country, changes emerging in human relationships and value judgements as a result of the urbanization in Samsun are evaluated in terms of conflict, violence and crime. For this, literature scanning and observation is done.

seiring dengan berkembangnya zaman di era globalisasi ini dan terbukanya pasar bebas menyebabkan dengan mudahnya imigran  memasuki negara lain. Dengan adanya pasar bebas rawan terjadinya tindakan kejahatan seperti penyeludupan manusia. Penyeludupan manusia (people smuggling ) adalah suatu kejahatan berjenis transnasional atau kejahatan yang sering terjadi di wilayah perbatasan negara-negara di dunia. Di Indonesia sendiri penyeludupan manusia banyak terjadi terutama di daerah perbatasan, kurangnya pengetahuan dari sumber daya manusia menyebabkan seseorang dengan mudah menyeludupkan manusia. Praktik penyeludupan manusia ini biasanya banyak dilakukan oleh pencari suaka yang ingin memasuki wilayah Australia. Indonesia dan Australia bekerjasama dalam pencegahan penyeludupan manusia. Penenelitian ini dibuat agr pembaca mengetahui tindakan penyeludupan manusia yang marak terjadi pada zaman sekarang. Dengan adanya khasus penyeludupan manusia ( people suggling ini metode yan dilakukan adalah metode penelitian kualitatif. Dengan metode ini akan menjelaskan peran pemerintah dalam menanggapi khasus penyeludupan manusia ini dan pemerintah bisa bekerjasama dengan negara tetangga seperti Australia dan juga bekerjasama dengan Ditjen imigrasi untuk menangani persoalan ini. Dengan cara ini hasil yang didapat adalah akan hilangnya tindakan penyeludupan manusia (people smuggling) ini dan membuat negara terbebas dari tindak penyelundupan manusia.

na Europsku uniju kroz sigurnosnu i politološku
dimenziju, te recepciju tog diskursa kod političkih
elita i građana. Pritom posebno naglašava humanitarnu,
ali i sigurnosnu dimenziju percepcije
imigranata, izbjeglica i tražitelja azila kao nekih
novih “umjetnih” manjina u Europskoj uniji. S
druge strane, takvi procesi sve se više izražavaju
kao prijetnja sigurnosti oličena u povećanju ksenofobije
i razisma, dok pojedine političke elite u Uniji
imigrante percipiraju kroz prizmu “antigrađana”.
Nadalje, u tekstu se analizira proces sekuritizacije
identiteta izbjeglica, koji se kroz govorni akt u pojedinim
zemljama članicama EU karakteriziraju kao
prvenstveno sigurnosna ugroza, što za posljedicu
ima povećanje nasilja nad manjinama i negativno
se reflektira na unutarnju koheziju Europske unije
te njezinu sposobnost da upravlja migracijskom
krizom. Na kraju, polazeći od određenih teorijskih i
empirijskih postavki, autor želi ponuditi sveobuhvatan
pregled migracijske krize na europskom
tlu u cilju smanjenja negativne reverzibilnosti na
ostvarivanje prava manjina u Europskoj uniji.

Anti-migration narratives are sweeping around the world, often accompanied by support for racist ideologies. The narratives usually involve some false claim that those seeking to enter the country are presumptively dangerous. Such narratives are obviously not new, but they are arguably being presented in evolving ways and having evolving, and deeply troubling, practical and legal effects. In the U.S., migrants being held in horrific “camp” conditions represent just the latest in a series of anti-migrant measures, each arguably worse than the last. This phenomenon is not limited to the U.S., but that example provides a strong vehicle for demonstrating this larger transnational trend. This article argues that harmful anti-migrant narratives are having significant, adverse effects on human rights and foundational legal norms.
