С момента своего создания экономические цели ЧЭС направлены на укрепление экономического сотрудничества среди его членов. В настоящей статье говорится о том, что несмотря на ясность этих целей, события в окружении ЧЭС вывели безопасность на первое место среди проблем, которыми занимается эта региональная экономическая структура. Это произошло постепенно, начиная с принятия мягких мер в области борьбы с преступностью. Атаки 11 сентября на США стали поворотным моментом в подходе ЧЭС к безопасности. Борьба с терроризмом стала все больше вызывать тревогу в ЧЭС. Более того, была начата дискуссия о более активном вкладе ЧЭС в безопасность в регионе. Создание экспертной группы для изучения дальнейшего вклада ЧЭС в безопасность и стабильность стало своеобразным водоразделом в участии Организации в этих вопросах. Результатом деятельности этой экспертной группы стал конструктивный документ, предназначенный для определения пути вперед.

The paper aims at analysing the inquiry organised by Frontex into allegations of human rights violations during operational activities of Frontex at the Aegean Sea. The study presents the background that led Frontex to launch the inquiry by setting up the WG Fundamental Rights and Legal and Operational aspects of Operations. It proceeds with the examination of the legal basis, composition, procedure and working methods of the WG. The paper analyses the work of the WG relating to the clarification of the facts of the alleged violations, to the legal assessment of the conduct of Frontex assets and recommendations to streamline the applicable legal rules, and to the mechanism of reporting and validation of incidents during Frontex operations of border control and surveillance and the suggestions for strengthening the credibility of the existing mechanism. The paper discusses also the possible consequences of detected human rights violations during operations of the European integrated border management system.
