McManus, J. Rethinking Leadership for a synodal Church. Pastoral Review. 2024, July; Volume 20 Issue 3: 42-45

This work considers leadership from the perspective of what psychological science, the movement for Synodality in the Catholic Church, and Catholic tradtition can contrinute to leadership practice. It argues that the movement for Synodality in the Church presents a requirement to rethink how we conceptualise and practice Leadership.  The article proposes six hallmarks of a way forward including that Leadership formation requires dialoguing perspectives from leadership studies and psychology with Catholic tradition and anthropology; that leadership requires practice of the virtues; and that leadership is oriented towards mission and service. Synodal principles should lie at the heart of leadership practice.

In 2021, during a drug-related death crisis in the UK, the Government published its ten-year drugs strategy. This article, written in collaboration with the Faculty of Public Health and the Association of Directors of Public Health, assesses whether this Strategy is evidence-based and consistent with international calls to promote public health approaches to drugs, which put ‘people, health and human rights at the centre’. Elements of the Strategy are welcome, including the promise of significant funding for drug treatment services, the effects of which will depend on how it is utilized by services and local commissioners and whether it is sustained. However, unevidenced and harmful measures to deter drug use by means of punishment continue to be promoted, which will have deleterious impacts on people who use drugs. An effective public health approach to drugs should tackle population-level risk factors, which may predispose to harmful patterns of drug use, including adverse childho...

This chapter examines the changing positioning of public health, moving between the National Health Service (NHS) and local government. The strategic movement, across both developed and developing countries, from concentrating health resources on communicable disease to a focus on non-communicable disease, is a response to modern epidemics of obesity, alcohol-related diseases, and the politics of health care. However, communicable diseases can still have major health, social, and economic impacts, as demonstrated by the potential pandemic caused by the rapid global of COVID-19 (Coronavirus). Clearly, austerity budgets have an effect on the health of particular segments of the population, with those people at the lower end of the social gradient being most affected by both quality of the environment and availability of health and social care. Public Health was incorporated into the NHS in 1974, and then, influenced by the Marmot Review (2010), it was returned to local authorities in 2013. Building on the 'science' of public health, public health professionals have been challenged to develop skills in the 'art' of public health that are required to influence policy change and systems leadership within their wider remit in local authorities.

Foreword by the Chair of the Commission When I was asked to chair this Birmingham University Policy Commission on Healthy Ageing, I thought 'Where better to host such an important investigation?'. Birmingham is a multicultural city. Its 'super-diverse' population provides an ideal opportunity to explore the implications of ageing for ethnically diverse people from across the world. This is a subject area in which there is a paucity of research. The Policy Commission found a need to recognise and accommodate super-diversity and also that cultural sensitivity should be a vital component in the planning of future services for the elderly. It is, of course, a great success that the proportion of people aged over 60 years is growing faster than any other age group. But, we heard from those giving evidence to the Commission that patterns of ill-health in the older population reflect those in earlier life, with poverty being the most significant causal factor of early death...

call for psychologists to be more proactive in challenging homophobia and sexual prejudice. THE recent histories of bothpsychology and the struggle forlesbian and gay rights are closely intertwined. Here we argue that psychology has long been, and unfortunately remains, profoundly ambivalent with regard to proper recognition and effective support for lesbian, gay, bisexual and transgender (LGBT) people. We offer some brief critical reflection on the role of psychology in effectively tackling homophobia and hate crimes and argue that we need creative and insightful psychological research to support struggles for policy reform and individual LGBT rights. In order for this to

Housing and health improvement. Improving health - evidence for local government #1 (2010), by Jim McManus. This is the first of a series of papers designed to be practical, evidence-based treatments of what the issues are which local government with its partners can really work on to improve health. This first paper is on housing. This paper seeks to summarise the evidence of what local government and social housing partners can do in relation to health, and clarify some of the key concepts to help develop an effective approach.

The Lesbian and Gay Psychology Section of the British Psychological Society (BPS) welcomes the move by the British Government to introduce Civil Partnerships in December 2005. However, civil partnerships are not the same thing as marriage. We also agree with the resolution by the American Psychological Association (APA), which argues that laws against same-sex marriage are a form of discrimination based on sexual orientation. In spite of the introduction of civil partnerships, laws against same-sex marriage still operate in the United Kingdom.

AbstractLegislation is both a way of normatively defining needs and a means of responding to them. The relationship between legislation and social policy is complex and in HIV and Sexual Health work use of legislation is sometimes poor. Practice in statutory and increasingly non-statutory sectors must relate to legislation. A number of areas of law including Health and Safety Law, Childcare, Family Law, Medical Law and Social Services Law have relevance for HIV work. Legislation can be used as a way of promoting better professional practice through training and standard/competency development. The paper discusses the role of legislation in bringing about equality or inequality and provides strategies for workers who wish to use legislation to promote better practice and greater equality in HIV and Sexual Health related work

“Science”, truth claims and “gender theory”:  the good, the bad and the disingenuous
Multiple accounts purporting to be “scientific” currently exist across social, policy and clinical discourse on gender variation/gender theory. The recent publication of the England CASS review has stirred rather than settled debate on what constitutes science and evidence on this issue.  This contested debate finds its way into theological and pastoral discourse.
This paper suggests three major problems in how science is used and misused in this debate:
1. often the approach starts, like the debate on same-sex sexuality, from a pre-existing position which people seek to bolster through claims to scientific authority rather than an inquiry open to discern relevant sources to inform Christian practice.

2. The recourse to multiple disciplines of social theory, social science and biomedical science mean there are multiple ways in which what constitutes “science” on this issue and for whom.
It is suggested that a deeper dialogue on what different forms of knowledge can bring to the issue of gender theory can inform theological discussions surrounding transgender issues, fostering more inclusive perspectives within religious communities.  The paper suggests as starting place for theory and practice privileging the lived experience of gender-diverse people.

1. Bad use of science is thoroughgoing in Catholic magisterial and many theological responses to sexuality (I will use the example of homosexuality – bad psychology and ignorance of recent science ).

2. This is also very visible in theology on trans people. In some ways the playbook of bad use of science on sexuality has been drafted into bad use now on gender issues

a. Bad use of statistical and biological “normal” distributions when most biological variables are continua.
b. Derivation of moral norms from perceived biological norms which aren’t norms
c. Incoherent anthropology which seems to be based on biology rather than accepting the humen being as a bio-psycho-spiritual-social complex manifold
d. Doesn’t engage with this complexity

3. Not only is the conceptualisation of what good science is wrong but science comes in service of pre-chosen values, it does not come on its own terms where in a Catholic approach we would respect its autonomy. It comes harnessed and weaponised

4. This is not a constructive or honest way to do science and produces a theology that isn’t consistent with catholic tradition on scientific work. If “truth cannot contradict truth” that does mean

5. We need a better discussion on what good science looks like in this field and what it means for good theology. All of the things above should have theological implications

6. That means we have to reckon with the multiplicity of scientific disciplines that can be brought to bear here – from biology and genetics to psychology and sociology.

a. There are models of how to do this

i. Transdisciplinarity
ii. Metamodernity
iii. The methodology underpinning the English national strategy on social science in public health (I only mention this because I was an author)

My paper for the session on embedding behavioural science within local government at the Public Health England Conference 2017

This session will provide practical advice and examples of how we can develop the behavioural science capability of the public health system. We will build on the work of the Academy of Medical Sciences, the Academy of Social Sciences and the Centre for Workforce Intelligence in an interdisciplinary approach to start delivering on the ‘fifth wave’ of public health where healthy behaviours become the norm in a ‘culture of health’.

System leaders will present perspectives from aspects of the system. A national leader will explain the developing system-wide approach to a Behavioural Science Strategy for Public Health. This will highlight the policy demand and how this is being met by national organisations to provide the environment for behavioural science to have maximum effect at local level. It will introduce the disciplines and organisations involved, the types of expertise and how they can help. A director of public health will describe how behavioural science can contribute to delivery of STPs, how to make the business case and different approaches to build capability at the local level. An expert from local government will describe the practical approach of behavioural science in day-to-day public health delivery, their scope of work, how they enhance delivery and how they prioritise and manage demand.

Throughout we will address ‘what are the benefits?’, ‘why embed behavioural science?’ and provide case examples to demonstrate how behavioural science has added value.  Our aim is to promote world leading behavioural science and communicate this throughout the public health system.
