Our increasingly globalized world is driven by shared knowledge, and nowhere is that knowledge more important than in education. Now more than ever, there is a demand for technology that will assist in the spread of knowledge through customized, self-paced, and on-demand learning. The Handbook of Research on Innovative Technology Integration in Higher Education provides an international perspective on the need for information and communication technology in education and training. Highlighting the use of technology in both formal and informal learning, this book is an essential reference for academics, corporate leaders, government agencies, profit and non-profit organizations, policymakers, or anyone interested in the use of technology to educate and share information.

Purpose – The purpose of this study is to review and synthesize pertinent emotional intelligence (EI) research within the human resource development (HRD) scholarship. Design/methodology/approach – An integrative review of literature was conducted and multiple electronic databases were searched to find the relevant resources. Using the content analysis technique, the literature was reviewed and thematically organized. Findings – Seven major themes emerged through the process of content analysis on the body of the reviewed literature. The themes which described the presence of EI-related research within the field of HRD, included: Conceptual connections between EI and HRD; various aspects of EI training and development; the strengths and weaknesses of different EI measurement tools; EI profiles of individuals across various careers; the influence of context in the interpretation of EI; the role of EI in productive interpersonal interactions; and, finally, the impact of EI in leadership development and performance. Research limitations/implications – The search for this review was limited to peer-reviewed published EI-related articles which contained the keywords “human resource development” or “HRD”. While the field of HRD encompasses a wide variety of areas, this study has the limitation of excluding other relevant articles that did not contain the key terms. Originality/value – The originality of this study lies in its focus on EI and developing human resources. It argues that EI is a legitimate organization development intervention that can be effectively utilized to improve performance at individual, group, process and organizational levels.

A selective literature review resulted in the conceptualization of a model illustrating the expected relationships of antecedents, processes, practices, and consequences of truckload carriers in the transportation industry. Thus, collection of data and analysis is recommended if the model and applicable theory are to be developed to the fullest extent possible. Accordingly, the authors provide a working model that illustrates the basis for investigating the conceptualized relationship among work climate relationships, job satisfaction, organizational commitment, turnover intentions and/or retention, crash rates, and residual costs. Limited empirical evidence exists that correlates a combination of these factors. In addition, a diminished level of organizational commitment may affect truckload drivers’ attitude and/or focus while operating these very large trucks and as a result lead to an increase in crashes. Injuries, fatalities, and accident costs are reviewed as evidence of the magnitude and consequences of truckload crashes. The conceptual model advanced in this study emphasizes the essential need for a fully developed and empirically proven model and includes propositions to examine the strength and direction of relationships among important constructs, processes, practices, demographic, and environmental variables. Suggestions for further research based on the literature reviewed are discussed.

PurposeThe purpose of this study is to determine the relationship between four independent variables educational level, longevity, type of enterprise, and gender and the dependent variable culture, as a dimension that explains organizational learning readiness in seven small‐size business enterprises.Design/methodology/approachAn exploratory correlational research design was employed to survey 498 employees in seven small‐size business enterprises in the Southern and mid‐Western United States.Findings– Three pseudo‐interval variables (education, longevity, and type of enterprise) accounted for 15.3 percent of the variance in the dependent variable culture as a means to explain organizational learning readiness.Research limitations/implicationsGeneralizing results beyond the specific context of small‐size business enterprise may not be possible. Thus, the interpretations are limited to the seven small‐size business enterprises studied.Practical implicationsCertain types of enterprises form learning cultures conducive to organizational learning readiness more than do others. Also, seasoned employees may have developed a keen sense for detecting deficiencies within the learning infrastructure.Originality/valueThis study focused on variables not previously studied in small‐size business enterprises that explain organizational learning readiness. Thus, the results of this study will benefit the small‐size business entrepreneur interested in building a learning culture.

OBJECTIVES Non-communicable diseases (NCDs) are the leading causes of death globally. In Kenya, the number of deaths resulting from NCDs is projected to surpass malaria and tuberculosis by 2030. Studies in Kenya show increasing NCDs; the aim of the present study is to examine the clustering of NCDs and risk factors in Kenya. STUDY DESIGN This is a cross-sectional study using data from the 2015 Kenya STEPwise Survey. METHODS This study examined relationships between NCDs (e.g. obesity, hypertension and diabetes) and health behaviours (e.g. sedentary activity, and fruit and vegetable consumption). Survey probability weights, which estimated the sampling design effect, were applied to consider the sampling units, and stratifications were used during sampling so that the results could be generalisable to the national adult Kenyan population. In total, 4350 adults were included in the study sample. RESULTS Overall, 24.43% of participants were classified as having hypertension, 1.88% as having type 2 diabetes, and 27.94% were classified as being overweight or obese. The best-fit model was a four-class solution. Class 1 is best described as 'young with high NCD risk' and had the highest sedentary activity. Class 2 is best described as 'poor rural with lower NCD risk' with a high chance of smoking and alcohol consumption. Class 3 is best described as 'rural with high NCD risk' and had the highest fruit and vegetable consumption. Class 4 is best described as 'wealthy young urban dwellers with high NCD risk' with a high chance of alcohol consumption and smoking. Individuals in Class 4 had the highest chance (40%) of being overweight/obese, a 2% chance of type 2 diabetes and a 23% chance of having hypertension. CONCLUSIONS NCDs are clustered in groups with high-risk behaviours. The group with the highest chance of having NCDs also had the highest chance of engaging in high-risk behaviours. The findings of this study suggest that smoking and alcohol consumption increase NCD risk in rural areas. Tailored and targeted interventions are needed to curb the increasing NCD prevalence in Kenya.

The future for all people in Africa lies in the provision of quality education, promotion and sustaining of lifelong learning. This chapter critically examines quality education, lifelong learning, and a learning society for Africa's sustainable development. Issues pertaining to quality education and lifelong learning are ever evolving and may not be completely addressed at any one time, hence the need for win-win solutions from within and without Africa. The chapter provides evidence-based guidance on how to implement rigorous approaches to quality education as an effective lifelong learning strategy to advance Education 2030 agenda and the Sustainable Development Goal (SDG4).

World over, the transfer of Western leadership development theories, knowledge, and practice has led to criticism in recent years. Valid arguments have been advanced regarding the need to develop leaders using indigenous theories of leadership applicable to all organizations and specific to each context. The search for more indigenous leadership development approaches is, however, made more complex in societies in transition with heterogeneous cultural background constantly influenced by outside cultural, political, social, and economic models. In this chapter, we discuss the African ubuntu paradigm of leadership development and practice and use examples and reflections from Kenya to show the relevance of ubuntu, caring leadership, and emotionally intelligent leadership as an effective approach to leadership development for frontier societies.

The problem and the solution. In traditional African society, adult learning was viewed as holistic learning for life and work and formed the foundation of many African societies. It was used as a process of breaking down barriers and of combating social exclusion. With the current transitions taking place in Africa, less emphasis is being placed on adult learning. The issue of how adults learn in different societies and the philosophy that guides the adult-learning process in the workplace is an important theme for adult education and human resource development scholars and practitioners. This article seeks to bridge the existing gap in terms of the contribution of the African ubuntuism paradigm to adult learning in the workplace.

Abstract
Purpose
The purpose of this paper is to explore the antecedents and consequences of employee engagement (EE) in global research and Vietnamese business context.

Design/methodology/approach
This review was conducted in the following order: an integrative review for garnering drivers and outcomes of EE in global research, followed by a narrative review for selecting variables relevant to Vietnamese businesses.
Findings
In EE global research, a 3 × 3 findings framework was devised. Three antecedent clusters included the internal environment, job-related and employee-related factors. EE resulted in three outcome clusters: intra-role behaviors, extra-role behaviors and personal development and growth. In Vietnamese businesses, few studies existed on organizational learning and organizational support as EE antecedents, whereas turnover intention was examined the most as an EE outcome.

Research limitations/implications
The search was limited to EE-related peer-reviewed articles in Business Source Complete and Google Scholar. Literature on Vietnam EE was restricted to ProQuest Dissertations and Theses and Google Scholar because of a lack of literature availability on this topic in Business Source Complete.

Practical implications
Knowing that leadership, HR practices and working environment are important antecedents of EE in Vietnam (Table II) would prompt enterprise leaders and managers to improve the company’s conditions for engaging its employees. This is an important finding because Vietnamese businesses are suffering increasing turnover. Creating favorable organizational support evidenced via career growth opportunities, pay and benefits, company culture, job fit and effective management will stimulate employees to stay and engage.

Originality/value
This study emphasizes the organizational and employee factors in EE research and calls for combined research application to inform EE in Vietnamese businesses, thus providing ground for human resource development researchers and practitioners in their respective work.

The article discusses the creation and development of Kenya's public reform agenda. The author seeks to do this by looking at leadership styles and approaches to management throughout the world. After analyzing leadership on a global level, the author then tries to apply Kenyan and African values to his findings. The author argues that the African values must be incorporated because that is how other nations, including the United States and China, have approached public reform. He models his suggested Kenyan policies on the successes of other nations.

This study sought to determine the relationship between four independent variables educational level, longevity, gender, type of enterprise, and the dependent variable respondents ’ perception of culture toward organizational learning readiness. An exploratory correlational research design was employed to survey 498 employees in seven small business enterprises in the southern and Midwestern United States. The results indicated a large portion of the variance in the dependent variable was explained by the variable enterprise type.

Most Sub-Saharan African countries attained political independence with populations faced with a myriad of problems. Among them were diseases, poverty, illiteracy, ethnic strife and political upheavals. Seeking solutions to these problems has not been a concern not only for African leaders and policy makers. The Bretton Woods institutions, and leaders from developed nations have been involved in this search. Several development theories and approaches have been formulated by scholars and leaders geared toward a diagnosis and treatment of the problems of underdevelopment in Africa. Some of the theories developed and prescribed for Africa include modernisation, post modernism, post structuralism, and dependency. As a result of unimpressive performance of these development strategies, a new neo-liberal theory seeking to bring about economic development in Sub-Saharan Africa has emerged. Africa Growth and Opportunity Act (AGOA), the United States’ trade rule that came into force in Octo...

The Problem This issue of Advances addresses an important and so far largely unexplored area of practice and research: Talent management and development (TMD) in emerging market economies. Given the growing importance of the emerging markets, understanding how current and future talents in these countries are educated and trained is a matter of high priority for academics, business executives, and policy makers worldwide. However, systematic studies of TMD in emerging markets and especially English-language publications on this topic are scarce. We hope that this work closes an important gap in the academic literature by bridging TMD studies and research on emerging markets, and by providing analysis of TMD practices in a number of key emerging economies. The Solution TMD is one of the important areas of focus for human resource development (HRD) researchers and practitioners. Most research on TMD is conducted in the West, while the current state and indigenous practices of TMD in t...

The Problem It has been argued correctly that of all the resources that nations are endowed with including physical resources such as land, gas, oil, mineral resources, and financial resources, the most durable resource is people. It is also a truism that regions endowed with large populations such as Brazil, China, and India are now emerging nations with very strong and growing economies. As the world of work changes globally, the demand for talent development is becoming one of the greatest opportunities for profit and nonprofit organizations in emerging economies such as Kenya. Africa with its young and educated population and its competition for talent poses both opportunities and challenges as the continent tries to address this critical component. Nowhere is this opportunity for talent development (TD) more urgent than in Kenya. The Solution Given the rising of Africa’s youth population and the need to develop talent in this region of the world, there is no easy or ready-made ...

The concept of adult learning has gained importance in this knowledge revolution era and there exist a plethora of literature in the field of adult education focusing primarily on principles of adult learning and how these principles impact teaching and learning. Little attention has been paid to teaching of disadvantaged adults especially adult immigrant learners. This paper explores some of the issues facing adult immigrant learners enrolled in adult education, human resource development and career and technical education programs. It discusses the characteristics of adult immigrant learners and the learning barriers faced by this distinct group of adult learners. Also examined is the need for adult educators to understand the needs and experiences of adult immigrant learners to effectively plan and deliver adult education, career and technical education, and human resource development programs to this segment of the population.

ABSTRACT While universities world over are undergoing reforms and change, in the case of African universities as illustrated in this book, the reforms and changes are profound and can best be described as transformative. This book is unique in many ways, which makes it extraordinary. First, unlike other books that have examined issues on higher education in Africa from externalist positions, the contributors to this book are scholars who have been educated, are currently teaching in African universities or have taught in African universities. The book specifically focuses on transformations in the governance of African universities and its implications on equity, entrepreneurship, innovation, quality assurance, information and communication technologies (ICTs), and reform issues in higher education in Africa. The book presents pertinent research on governance in African universities in an experiential and empirical manner. The contributors of the book chapters include individuals actively involved in teaching, researching and governance of higher education institutions in Africa. The chapters are based on empirical data, including review of relevant literature. The book also recognizes that university governance is more than just crisis in financial or economic issues, but includes best management practices, shared governance, meaningful reforms, strategic planning, consultation, transparency and accountability, client (students, lecturers, parents and the public) satisfaction, as well as the role of the university in development. The contributions take cognizance of the fact that governance as a concept is facing fundamental changes in the context of global knowledge economy, and African local conditions. Contributors also take cognizance of the fact that one important source of change in Africa has been the accelerating speed of scientific and technological advancement in learning at universities where lifelong learning programs, adult learning programs, distance and online learning are relatively new. The chapters are also sensitive to new changes in gender, demographical, technological, education reforms, social and economic transformations in the governance of African universities. The book is basically an academic book for use by undergraduates and graduate students at universities, policy makers and formulators in African ministries of Education; supra national organizations, foreign organizations working in Africa, NGOs and CBOs as well as development stakeholders, and community organizers. Purpose – The purpose of this paper is to explore implications of motivational potential that are highly correlated to the self-determination theory (SDT) (intrinsic motivating factors), in relation to corporate social responsibility (CSR). This paper specifies key antecedents of engagement within the theoretical framework of the self-determination theory as it relates to employee engagement and CSR. Design/methodology/approach – The methods used for the purpose of this paper include a review of the relevant literature utilizing the descriptors of employee engagement, SDT and CSR. Alternative descriptors were not queried. The authors then selected articles that were found to be most cited, reviewed such articles and began to analyze the literature, synthesize and formulate connections. Findings – Based on research findings, a conceptual model was formulated and posited for research and practice. It is demonstrated in the paper that employee engagement has a wide range of benefits fo...

The purpose of this research was to explore some of the most prevalent methods for conducting Levels 4 and 5 of technical training evaluation among large organizations with a preponderance of technical talent. The researchers collected data through a survey and conducted interviews with select study participants. The sample size for the study (n = 26) comprised predominantly large, global organizations in technical industries. While a larger percentage of organizations have been found than in previous research to conduct Level 4 evaluations, few conduct Level 5 evaluations for their technical training, and most of the participant organizations struggle with advanced analytical techniques for technical training evaluation. The article summarizes some of the most prevalent training evaluation models reported in the literature since 2000, and provides useful examples from study participants of how they evaluated their technical training at Levels 3 and 4, along with their advice to fellow technical training and performance improvement professionals. Although the study was exploratory in nature and utilized a small sample size, the study is only the second study since 2000 to specifically explore the evaluation practices of large organizations with a focus on technical training as opposed to general training.

This paper examines the responses of Kenya's public universities to resource dependence difficulties arising mainly from public finance challenges. The study shows how Kenya's public universities have attempted to hedge against declines in state funding by actively, and purposively exploiting the opportunities in their institutional environments. The universities have not only managed to creatively circumvent a rather restrictive policy environment to pursue economic self-determination, but have also assumed an ...

Abstract: Career development has been explored extensively in the literature because of its benefits to individuals and the organizations. Career transitions across and within organizations is receiving attention in this knowledge era. Limited studies however, have been undertaken to determine how individuals and organizations are coping with career transitions within and across organizations. This paper reviews pertinent literature and shows that individuals must be proactive and be prepared to manage their own careers.

The parents and local communities, on the other hand, ensured a steady supply of physical facilities by contributing funds that were used in the construction of laboratories, workshops, classrooms, and student hostels.
