This article will explore the use of technology in smart cities for the development of Halal Tourism during the Covid-19 pandemic in Indonesia. The function of technology for Halal Tourism services can be utilized for the prevention and transmission of Covid-19 and for realizing changes in the tourism system that are integrally developed with aspects of public health. The method in this article uses content analysis techniques that are based on written or visual material with the main content sourced from journal articles indexed by Scopus and WoS, then operationalized by determining the aims and objectives of the research, compiling the latest content, analyzing content, comparing results analysis, refine results, and conclude findings. This article concludes that smart cities can improve services rapidly to the public in accessing information about Halal Tourism and help control and manage the Covid-19 pandemic in tourist places by increasing detection, mitigating outbreaks, and making effective decisions when situations are critical. Social protection and economic stimulus by the government for tourism actors affected by Covid-19 and technological innovations such as virtual tourism as new services in developing local tourism potential are solutions to new normal conditions while preserving the values of Indonesia's cultural heritage.

This article will explore the sustainability of events and festivals on tourism activities held in Cirebon, Indonésia. The city, known as the 'City of Guardians', is very popular with religious tourism destinations that are branded for tourism products. Events and festivals that are held on an ongoing basis can become tourist attractions, used as a marketing place, and a strategy to create an image of the destination, thus attracting tourists' visits. The methodology used is the document review approach and trend analysis to observe and analyze the various events and festivals held from 2015 to 2019 and the shariah marketing mix that they apply. This article concludes that the shariah marketing mix in promoting events and festivals from various existing tourism segments, such as religious and traditional tourism, arts and cultural tourism, culinary tourism, nature tourism, and local economic tourism, has demonstrated a new concept for marketing tourism products, which emphasizes aspects of locality and uniqueness. So that this tourist destination is not only more potential and crowded by tourists, but also has shown the sustainability of the event and the festival itself.

This article will explore energy conservation as part of the national energy policy in Indonesia. Although the government has implemented a strategy for implementing energy conservation by applying energy management to the industrial sector, energy conservation still has challenges and obstacles in making it happen. By analyzing energy conservation policies and understanding the maqasid al-shariah framework which is the operational foundation of Islamic economics on the themes of economic energy, this paper concludes that energy conservation as part of religious obligations implemented in energy consumption behavior, because energy is the main source for sustainability human life. Therefore, moral values become the main foundation in energy conservation behavior as a reflection of the achievement of the objectives of Islamic law and energy management as a systematic effort to utilize energy in industry, not only to increase productivity through energy efficiency and conservation but also to maintain sustainability towards the energy needs themselves.

This study confirms that renewable energy sources become the solution for energy development in Indonesia due to the increasingly depleted use of fossil-based energy, due to an increase in the population that increases energy consumption and waste in fuel consumption. The Qur'an has provided simple concepts and illustrations about renewable energy sources that can be utilized by humans, energy conservation, and energy enrichment. With the codification and content analysis approach to energy policy in Indonesia and energy themes in the Qur'an, this paper asserts that the Government of Indonesia's renewable energy policy focuses on providing and developing renewable energy as part of sustainable development. This renewable energy policy can be proven scientifically with the implementation of scientific Qur'anic terms about renewable energy sources such as water, geothermal, ocean, vegetation, and wind. The policy on energy conservation through energy saving becomes a religious obligation for every person, institution, and government because to meet the needs of consumers, maintain the survival of the community, and preserve the environment.

This study confirms that halal tourism is a tourism industry which has contributed to economic growth in Indonesia, although the world economy slows down. In Indonesia, halal tourism has long been grown in the form of a pilgrimage undertaken by people with religious motivation. Along with the development of the global Islamic economy, then this type of tourism is undergoing a metamorphosis that requires a change in modern ranging from attractions, hotels, up to marketing. The paper combines descriptive of halal tourism industry and practices of Islamic law in Indonesia. This approach found that halal tourism industry can not be separated from the religious practices of the majority of Muslims in Indonesia, but also economically contribute to the local community, and tourist sites that display the beauty and hospitality for tourists Muslims and non-Muslims. This study concludes that halal tourism has become part of the national tourism industry to position Indonesia as a center for halal tourism in the world in the future.

The state budget is prepared using the rules of public economics consisting of state revenues, state expenditures, and budget financing has the posture of the budget, the issues of fiscal policy, and the role of the government in carrying out its functions. With the analysis of Islamic economics, fiscal policy in the State Budget 2017 is the duty of the government to implement the budget for the public welfare with indicators on aspects of religion (religious life), life (justice and security), intellect (education), descent (health and social security family), and treasure (income distribution and access to employment).

This paper will describe the sustainability of public finances in the form of government policies in managing the budget for handling COVID-19 in Indonesia. The impact of this pandemic can cause an economic crisis in Indonesia so that the policies to be taken in the financial sector will determine the sustainability of public finance itself. The qualitative method applied in this paper by utilizing secondary data can provide analysis in the management of government finances for economic stimulus. Public finance which is the main source in achieving government goals for the welfare of the community is used to handle COVID-19 in the form of budget allocations to meet health infrastructure and various economic stimuli to ensure community survival, economic resilience in the industrial sector, and prepare for the continuation of current economic activities and after the pandemic ends.

This article will explore the concept of maqhasid al-shari'ah and the development of sustainable entrepreneurship in Indonesia. Entrepreneurship activities are directed at achieving maslahah or economic prosperity for each individual and society. However, the implementation of maslahah as a conceptual framework in developing social and sustainable entrepreneurship requires criticism that can contribute practically to sharia business activities. This study uses content analysis by conducting a literature review on the theme. This paper concludes that entrepreneurship is driven by spirituality and ethical values derived from maqashid al-shari'ah which were developed into social entrepreneurship and sustainable entrepreneurship as a type of entrepreneurship that requires implementation in the form of programs and government policies in growing Muslim entrepreneurs in the era of digital technology.

Artikel ini akan memaparkan tentang transformasi pendidikan tinggi yang mengalami perluasan misi untuk memasukkan pembangunan ekonomi dan sosial serta kompetensi, reproduksi budaya dan penelitian dan pergeseran dari individu ke fokus organisasi. Dalam hal ini, model triple helix menegaskan hubungan antara universitas, industri, dan pemerintah sebagai strategi pengembangan untuk memenuhi modal sosial dan kesenjangan teknologi, sehingga model ini dapat memberikan kondisi yang optimal untuk inovasi perguruan tinggi. Dengan analisis teori institusional yang memiliki empat tahap pengembangan dalam proses pelembagaan model tersebut, maka dapat dipahami bahwa pola praktik material yang dibangun secara sosial, historis, asumsi, nilai-nilai, kepercayaan, dan aturan-aturan yang dengannya individu menghasilkan dan mereproduksi subsistensi material mereka, mengatur waktu dan ruang, dan memberikan makna pada realitas sosial mereka. Artikel ini menyimpulkan bahwa logika kelembagaan yang diharapkan dapat bekerja meliputi kepercayaan dalam inovasi sains dan teknologi sebagai kunci untuk pertumbuhan kesejahteraan ekonomi, orientasi pasar dalam kelulusan akademik tanpa meninggalkan budaya lokal, peningkatan dan perlindungan hak kekayaan intelektual dalam industri, dan kemampuan lembaga dalam persaingan pasar.

This article confirms that tourism activities including religious, cultural and creative centers in Cirebon are developing separately from local government policy and program implementation, but tourism development activities are getting more advanced in the city and district of Cirebon. With a trend-analysis approach, this article is based on data collected through interviews, exploration of events, news and information from print media and electronic media, as well as documents from tourism organizers in Cirebon. This paper concludes that Cirebon positioned itself as one of the destinations for the development of halal tourism that became the center of the tourism industry in the future.

Cirebon as the gate of secret and as a metropolitan city has many tourist attractions and facilities adequate infrastructure as one of the tourist traffic in Indonesia. With the review of documents and trend analysis, the shariah marketing mix approach in the promotion of events and festivals in Cirebon, both in the field of religious and traditions, art and culture, culinary, natural beauty, and the local economy offers a new concept in marketing tourism products which emphasize aspects locality and uniqueness noticed preservation, and also principles of shariah ensure their halal products and values of business ethics in marketing.

The various sources of zakat accounting are actually going to provide an answer to the question of whether the accounting capable of acting stints zakat management. Zakat accounting will provide information or data of a general nature modified technically-practical reorganized to be able to calculate the zakat that in fact contain a special purpose, such as the purification of wealth. The business organization is generally oriented to profit by using the entity (entity theory), which means that the company is a separate entity from its owners. While zakah accounting as a part of shari'a accounting affirms that a company or business organization is united with its owner, so that he has an obligation to pay zakat. Consequently, the business organization to change the orientation, from profit and stockholder-oriented to zakah-oriented, conservation of nature-oriented, and stakeholders-oriented.

The relation between religion, economy and the country became a major topic in the development of public welfare systems. Humans are political creatures that have the potential to realize the level of moral conscience to meet the needs of a better life, but humans as spiritual beings must have a balance between religious morality and economic morality. With economic ethics are supported by religious morality, the welfare system can be realized systemically if the state, communities, and individuals can realize the six-dimensional form: religious observance, good governance, justice, national security, the prosperity of society and the nation's vision.

Poverty reduction has become the focus of historians, sociologists and economists throughout its history. The causative factors of poverty have been identified in the form of income ineligibility to social injustice and economic system. The efforts of poverty reduction into government policy to reform the social security system for socio-economic system reform. Because poverty is a multidimensional problem, solutions that do require a set of co-ordinated action, particularly through charity. Indonesia has a large population with the problem of poverty is the target completion in economic development. However, optimizing the potential of zakat which is high on the people of Indonesia and the cooperation among stakeholders and government regulation to be a solution in reducing poverty. It is certainly different from Brunei Darussalam to the level of a small population and government revenues are high, so the management of zakat by MUIB in the form of cash grants, capital of commerce, and others are implementable can resolve the problem of poverty in this country.

The needs of tourists and pilgrims is also a concern with fulfilment facilities that can give satisfaction and comfort. With the approach of explorative qualitative research, which explores the potential of tourism development or shari'a in Cirebon concluded that the tourism development of the Shari'ah requires management function in creative and innovative based on strategic planning, consistent implementation, and evaluation of the measured and constructive embody the values of Shariah in existing tourist attractions in Cirebon.

This study used a qualitative paradigm methods and methods vestehen history. Budget management of the state shows the government's role in regulating the sources of revenue and public expenditure. Financial management practices of the country has made since the time of Prophet Muhammad are used for development purposes in the public welfare. Budget management in the reform era kenirja using structure-based budget that aims to improve the performance of government with good governance that requires the effectiveness, efficiency, transparency, and accountability in its management. ABSTRAK Mekanisme pasar dalam era globalisasi terkait dengan paradigma ekonomi pasar seiring dengan perkembangan ekonomi sosialis, kapitalis, atau campuran. Mekanisme pasar menjadi problem ketika pengalokasian sumber daya tidak efisien, ketidaksempurnaan pasar, dan penyebab keterbelakangan ekonomi. Dengan pendekatan sejarah pemikiran ekonomi Islam dalam membaca " teks " dan menganalisis " konteks "-nya dapat menemukan bahwa institusi hisbah secara historis mengalami transformasi secara institusional sebagai lembaga pengawas pasar dan institusi keagamaan yang merepresentasikan peran sosial dan ekonomi dalam mengantisipasi problem pasar. Lembaga hisbah ini atau apapun namanya untuk konteks sekarang sangat signifikan dalam menciptakan keadilan pasar.

This book gives another perspective of the figure Abu Ali Hasan Al-Basri Al-Mawardi (364 H - 450 H/974 M - 1058 M), a statesman, justices, Shafi'i jurist, and author better known by his works in political Islam (fiqh siyasah), namely the ideas and thoughts on the development system society that comprehensively covers the economic, social, cultural, and political. Intellectual and religious experience and political career and academic mobility Al-Mawardi in the middle of the dualism of power and leadership among the Abbasid-Sunni dynasty and Buyid-Shiite emphasised the importance of a moderate path for every individual and society as a characteristic medieval view of life at that time. Even this book rejects the idea of Islamic rule or building Islamic country at the present time. The main part of managing the life of the world is important is to be moderate and tolerant in public life (adab al-dunya), while balancing the religious practices of religious life for every citizen (adab al-din). "The Mapping of Islamic Thought and Movements in Cirebon in the 1990s and 2000s: Economic, Social, and Political Dynamics." The rise of Islamic intellectualism in Indonesia with its originators in the process of its development is very important to note in order to find the relations and variants of every Islamic movement and thought in Cirebon. Periodically, there have been differences between Islamic movements and thoughts in Indonesia in the 1990s and 2000s, both in the style and agenda they were fighting for. Islamic movements and thoughts in these two eras need to be mapped, or at least a typology is made so that the historical roots and economic, social, and political dynamics show the originality or continuity of movements and thoughts that have developed previously in Indonesia. This research uses a qualitative paradigm. Qualitative research is related to the use of qualitative data such as texts, documents, results of interviews, and participant observation to understand and explain social phenomena. The methods used are phenomenological and verstehen as a way for researchers to understand the meaning, society, and cultural and social context in which people live. This approach is also used to review biographies, history, and cultural information which aims to explain, not only the differences between Islamic movements and thoughts in the 1990s and 2000s, but also the patterns, characteristics, and themes that constitute the discourse.
The conclusion of this study is that the historical roots of Islamic thought and movement in Cirebon were influenced since the early days of the Islamization process with the diversity of existing Islamic movements and thoughts. The movements and discourses of Islamic thought in Indonesia in the 1990s and 2000s experienced a paradigm shift, the movement's agenda and thoughts from the previous period presented a "new face" that influenced the stereotypes of the world community, both the style and characteristics of the movement in the form of moderate and fundamentalist Islam. ""Tarekat Tijaniyah: History of Development, Teachings, and Economic Dynamics in Cirebon." The history of tarekat development shows that these tarekat have naturally experienced a struggle for life from natural selection. This is historically true, that many orders have disappeared because of the absence of supporters to fight for them. The development and teachings of the Tijaniyah Tarekat in Cirebon show the historical dynamics of the models, patterns, and patterns of development of this tarekat in the social history of society in Indonesia, especially in the Cirebon region. This also shows the roles and relationships of tarekat figures with the social and political situations they have faced throughout their history. Therefore, this study aims to explain the history, development, and geneology, and the teachings of the Tijaniyah tarekat, and the economic dynamics in Pondok Pesantren Buntet and the people of Cirebon. This research uses a qualitative paradigm. Qualitative research is related to the use of qualitative data such as texts, documents, interview results, and participant observation to understand and explain social phenomena. The method used is the historical method and the verstehen method. Data were collected from manuscripts, documents, literary texts, and research results related to history, development, Tijaniyyah teachings, and the dynamics of the economy of society, then verification, evaluation, and interpretation of the data were carried out so that the conclusion of this study was obtained. This research concludes that the history of the Tijaniyah tarekat was founded by Sheikh Ahmad al-Tijani, a Sufi who received spiritual abundance with the qathbaniyah state, namely Qathb al-Makhtum, not only a Sufi who perfected the previous state of writing but also gave a new style both in teaching and the practice of his tarekat. The development of the Tijaniyah tarekat in Cirebon began with the arrival of a scholar of Arab descent to Indonesia, Syekh Ali bin Abdullah al-Thayyib al-Madani, who carried out the spread of this tarekat to West Java, especially Cirebon. Some of the kyai from the Cirebon Buntet pesantren, such as K.H. Anas, K.H. Akyas, and K.H. Kowi is a pioneer who acts as a muqaddam from the Tijaniyah tarekat who transmits teachings to the people of Cirebon and its surroundings. The teachings of the Tijaniyah tarekat in Cirebon are implemented in the form of spiritual practices in the form of istighfar, prayer, and tahlil (dzikir). This form of practice of the tarekat has an important contribution as religious motivation in business for its followers.

This article investigates a smart city as a city that strives to make itself smarter, more efficient, sustainable, fair, and livable. The key elements of smart city's foundation include urban planning and design, basic infrastructure and policies, as well as the integration of several smart technologies (ICT) that have emerged alongside core investments in developing various basic components of the city. The smart economy is related to economic competitiveness and involves innovation, entrepreneurship, economic image, efficiency, and flexibility in the labor market, integration in local and international markets, and the ability to change. The smart economy in a smart city is important in the development of the halal tourism industry. This article mainly focuses on how the key factors of a smart economy and the basic elements of the smart city provide answers to the challenges and future development of the halal tourism industry in Indonesia. By applying the approach to the main indicators of the global Islamic economy report 2018/2019 to analyze the linkages between smart economy, smart city, and halal tourism industry, this paper confirms that smart economy concerns an open, transparent, diverse economy that adds value to smart cities. The characteristics include a variety of employment opportunities with labor market flexibility, a diversification that promotes entrepreneurship and innovation, and more productivity through local, regional, and global interconnections implemented in the development of the halal tourism industry in Indonesia.

This study confirms that renewable energy sources become the solution for energy development in Indonesia due to the increasingly depleted use of fossil-based energy, due to an increase in the population that increases energy consumption and waste in fuel consumption. The Qur'an has provided simple concepts and illustrations about renewable energy sources that can be utilized by humans, energy conservation, and energy enrichment. With the codification and content analysis approach to energy policy in Indonesia and energy themes in the Qur'an, this paper asserts that the Government of Indonesia's renewable energy policy focuses on providing and developing renewable energy as part of sustainable development. This renewable energy policy can be proven scientifically with the implementation of scientific Qur'anic terms about renewable energy sources such as water, geothermal, ocean, vegetation, and wind. The policy on energy conservation through energy saving becomes a religious obligation for every person, institution, and government because to meet the needs of consumers, maintain the survival of the community, and preserve the environment.

The needs of tourists and pilgrims is also a concern with fulfillment facilities that can give satisfaction and comfort. With the approach of explorative qualitative research, which explores the potential of tourism development or shari'a in Cirebon concluded that the tourism development of the Shari'ah requires management function in creative and innovative based on starategic planning, consistent implementation, and evaluation of the measured and constructive embody the values of Shariah in existing tourist attractions in Cirebon.

The development of economic thought in the Islamic tradition started since the beginning of the first century of the Hijrah. The collection and distribution of zakat as an instrument for poverty reduction (poverty alleviation) over the years pretty much studied in the economic literature, Islam. In fact, zakat is one of the earliest instruments of Islamic public finance. In practical terms, the management of zakat still requires management to alleviate poverty in many countries, especially in Indonesia and Brunei Darussalam. This study found their uniqueness in zakat management for poverty alleviation programs as the main agenda in the managements of zakat in Indonesia and Brunei Darussalam. Zakat management is applied to both these countries were able to reduce the level of poverty.

This paper discusses the management of public expenditures in Indonesia in State Budget 2017. The data collected from fiscal policy documents, especially about government spending plans in 2017, and then be reviewed by policy analysis, the theory of public expenditures, and the theory of public goods, and compared with the theory of public expenditure in Islamic economics. Public expenditure management in Indonesia has implemented a distribution system that divided public expenditure for central government expenditures, transfers to the regions, and the village fund. In terms of fiscal policy, public expenditure priorities to support the achievement of sustainable economic growth, job creation, poverty reduction, and the reduction of gaps in the welfare of the whole community. In Islamic economics, public expenditure is used to meet the needs of the community based on the principles of general interest derived from the shariah. Public expenditure on Indonesia's government as an effective tool to divert economic resources and increase the income of society as a whole, and focused on the embodiment of the people's welfare.

Cirebon as the gate of secret and as a metropolitan city has many tourist attractions and facilities adequate infrastructure as one of the tourist traffic in Indonesia. With the review of documents and trend analysis, the shariah marketing mix approach in the promotion of events and festivals in Cirebon, both in the field of religious and traditions, art and culture, culinary, natural beauty, and the local economy offers a new concept in marketing tourism products which emphasize aspects locality and uniqueness noticed preservation, and also principles of shariah ensure their halal products and values of business ethics in marketing.

This study confirms that halal tourism is a tourism industry which has contributed to economic growth in Indonesia, although the world economy slows down. In Indonesia, halal tourism has long been grown in the form of a pilgrimage undertaken by people with religious motivation. Along with the development of the global Islamic economy, then this type of tourism is undergoing a metamorphosis that requires a change in modern ranging from attractions, hotels, up to marketing. With the phenomenological approach, this study concludes that halal tourism has become part of the national tourism industry to position Indonesia as a center for halal tourism in the world in the future.

Concern for poverty is not new and has been the focus for centuries by historians, sociologists, and economists. The cause has been identified, ranging from shortcomings in the administration of income support, until the injustice of the social and economic system. Various attempts have been proposed, from the reform of social security system for changes in the form of the socioeconomic system. Because poverty is a multidimensional problem, solutions to poverty require a set of coordinated action, particularly through charity. Indonesia, which has a population with a large population, of course, the problem of poverty continues to be a problem in economic development. Nevertheless, the potential zakat Indonesia larger community and cooperation among stakeholders and government regulation is a solution to reduce the level of poverty in Indonesia. It is certainly different from the Brunei Darussalam to the level of a small population and large government revenues, management of zakat by MUIB in the form of cash grants, the capital of commerce, and others are implementable can solve the problem of poverty in this country. Background The rapid development of the system of taxation on income and welfare complex in the 20th century may presume that the system of progressive redistribution of wealth that is unique and modern. Judaism and Christianity adopted the concept of tenths (al-'usyr) as a marginal tax of ten percent of revenues, and both lines of religious traditions developed to drive increased revenue to the poor. For some communities, the concept of tenths and generosity to a charitable organization for the poor remains a religious obligation. The concept of charitable giving motivation proved significant in the concept of religion in the funding of the social needs of the poor in the United States. A tradition that is similar to the practice of tenths of a form of religious obligation as well developed in the practice and jurisprudence of Islam, zakat.

This article reviews the state budget with a performance-based financial system in Indonesia, which previously implemented a balanced financial system. By using qualitative method and content analysis approach in understanding the theory and document of the financial system in Indonesia. This paper concludes that performance-based financial system in Indonesia provides a new direction in more transparent and accountable financial management for development activities in realizing community welfare.

This paper discusses the management of public expenditures in Indonesia in State Budget 2017. The data collected from fiscal policy documents, especially about government spending plans in 2017, and then be reviewed by policy analysis, the theory of public expenditures, and the theory of public goods, and compared with the theory of public expenditure in Islamic economics. Public expenditure management in Indonesia has implemented a distribution system that divided public expenditure for central government expenditures, transfers to the regions, and the village fund. In terms of fiscal policy, public expenditure priorities to support the achievement of sustainable economic growth, job creation, poverty reduction, and the reduction of gaps in the welfare of the whole community. In Islamic economics, public expenditure is used to meet the needs of the community based on the principles of general interest derived from the shari'a. Public expenditure on Indonesia's government as an effective tool to divert economic resources and increase the income of society as a whole, and focused on the embodiment of the people's welfare.

Economic behaviour in the study of Islamic economics is the basis for the government to portray political ethics and ethical economic functions of individuals in functioning as a member of society. Secular ethics and religious ethics, according to al-Mawardi, as the code of conduct in conducting economic practices by the government and every member of society to uphold the principle of goodness. In the context of economic behaviour, the world ethics (adab al-dunya) and the religious ethics (adab al-din) became guidelines for economic actors in conducting business activities including other forms of cooperation or other muamalah practice.

This study confirms that renewable energy sources become the solution for energy development in Indonesia due to the increasingly depleted use of fossil-based energy, due to an increase in the population that increases energy consumption and waste in fuel consumption. The Qur'an has provided simple concepts and illustrations about renewable energy sources that can be utilized by humans, energy conservation, and energy enrichment. With the codification and content analysis approach to energy policy in Indonesia and energy themes in the Qur'an, this paper asserts that the Government of Indonesia's renewable energy policy focuses on providing and developing renewable energy as part of sustainable development. This renewable energy policy can be proven scientifically with the implementation of scientific Qur'anic terms about renewable energy sources such as water, geothermal, ocean, vegetation, and wind. The policy on energy conservation through energy saving becomes a religious obligation for every person, institution, and government because to meet the needs of consumers, maintain the survival of the community, and preserve the environment.

This paper discusses the management of public expenditures in Indonesia in State Budget 2017. The data collected from fiscal policy documents, especially about government spending plans in 2017, and then be reviewed by policy analysis, the theory of public expenditures, and the theory of public goods, and compared with the theory of public expenditure in Islamic economics. In Indonesia, halal tourism has long been grown in the form of a pilgrimage undertaken by people with religious motivation. Along with the development of the global Islamic economy, then this type of tourism is undergoing a metamorphosis that requires a change in modern ranging from attractions, hotels, up to marketing. With the phenomenological approach, this study concludes that halal tourism has become part of the national tourism industry to position Indonesia as a center for halal tourism in the world in the future.

The efforts of poverty reduction into government policy to reform the social security system for socio-economic system reform. Because poverty is a multidimensional problem, solutions that do require a set of co-ordinated action, particularly through charity. Indonesia has a large population with the problem of poverty is the target completion in economic development. However, optimizing the potential of zakat which is high on the people of Indonesia and the cooperation among stakeholders and government regulation to be a solution in reducing poverty. It is certainly different from Brunei Darussalam to the level of a small population and government revenues are high, so the management of zakat by MUIB in the form of cash grants, capital of commerce, and others are implementable can resolve the problem of poverty in this country.

This book describes a comparative zakat management, especially going to explain about the government's fiscal policy part of Indonesia and Brunei Darussalam on development programs and poverty reduction with charity instruments in both countries. For the sake of economy, zakat distributed for the mustahik poverty alleviation. Even the results of this research will test the theory of "income distribution" in the form of direct cash assistance in the form of money, materials, or other objects that are consumptive, and compared with the economic aid in the form of zakat that is productive. In addition, this book has an important meaning to analyze the effectiveness of the management of zakat by the government through regulation and the establishment of zakat management institutions.

However, the government's policy as outlined in the form of budget precisely the opposite direction to a strategic role in the public welfare. The phenomenon of budget politics in the management of media budget to fulfill the political needs of the few and the political community. Management of the state budget in favor of a handful of people in the political-economic sphere and not pro-poor budgeting. A qualitative approach in analyzing the facts of budget management in Indonesia, this book concludes that the management of APBN using performance-based budget structure has not shown good governance performance by indicators: effectiveness, efficiency, transparency, and accountability in the management of the budget.

Humans are political creatures that have the potential to realise the level of moral conscience to meet the needs of a better life, but humans as spiritual beings must have a balance between religious morality and economic morality. With economic ethics are supported by religious morality, the welfare system can be realised systemically if the state, communities and individuals can realise the six-dimensional form: religious observance, good governance, justice, national security, the prosperity of society and the nation's vision.

The various sources of zakat accounting are actually going to provide an answer to the question of whether the accounting capable of acting stints zakat management. Zakat accounting will provide information or data of a general nature modified technically-practical reorganized to be able to calculate the zakat that in fact contain a special purpose, such as the purification of wealth. The business organization is generally oriented to profit by using the entity (entity theory), which means that the company is a separate entity from its owners. While zakah accounting as a part of shari'a accounting affirms that a company or business organization is united with its owner, so that he has an obligation to pay zakat. Consequently, the business organization to change the orientation, from profit and stockholder-oriented to zakah-oriented, conservation of nature-oriented, and stakeholders-oriented.

With a qualitative approach that emphasizes the phenomenon of the social reality and the country's financial management practices in Indonesia, the approach to history and historical analysis is able to provide solutions to the existing problems. Dengan pendekatan trend-analysis, artikel ini berpijak pada data yang dikumpulkan melalui hasil wawancara, eksplorasi terhadap peristiwa, berita, dan informasi dari media cetak dan media elektronik, serta dokumen dari institusi penyelenggara pariwisata di Cirebon. Tulisan ini menyimpulkan bahwa Cirebon memposisikan diri sebagai salah satu destinasi bagi pengembangan wisata halal yang menjadi sentra industri pariwisata di masa mendatang. Abstract This article confirms that tourism activities including religious, cultural and creative centers in Cirebon are developing separately from local government policy and program implementation, but tourism development activities are getting more advanced in the city and district of Cirebon. With a trend-analysis approach, this article is based on data collected through interviews, exploration of events, news, and information from print media and electronic media, as well as documents from tourism organizers in Cirebon. This paper concludes that Cirebon positioned itself as one of the destinations for the development of halal tourism that became the center of the tourism industry in the future.

Many Asian countries have been struggling to improve the living standards of their citizens. Nevertheless, they are still facing a great challenge due to the ever-increasing levels of both relative and absolute poverty, especially among the poorest of the poor (destitute) who have no access to the mainstream financial services irrespective of conventional or Islamic in nature. The few existing conventional microfinance institutions have been greatly criticized for their dubious acts of charging exorbitant interests and other dues to the already poverty-ridden and marginalized people. Islamic microfinance has therefore been seen as one of the potential drivers and strategy in meeting the challenges of poverty and an opportunity in the livelihoods of the people in the Asian region.

Along with the development of the global Islamic economy, then this type of tourism is undergoing a metamorphosis that requires a change in modern ranging from attractions, hotels, up to marketing.
